Department of Public Affairs Setup to Serve WHO/YOU?

The news that government recently created the Department of Public Affairs (DPA) as a bona fide government headed by Director Pat Parris supported by Tyson Henry, Tyrone Lovell, Christal Austin and Lisa Lorde has set tongues wagging. If one separates from the political arguments there is no doubt concerns are valid in a scenario the government of Barbados currently holds a 29 to 1 seat advantage in parliament. Then you add to the mix the country is currently operating under an emergency mandate because of COVID 19 which extends extraordinary powers to the prime minister. Even if we are persuaded that during a pandemic any government in the seat will want to be in a position to make quick decisions unencumbered from the bureaucracy of parliament there is a razor edge balance to be managed all must agree. Who was it that said “eternal vigilance is the price of liberty”?

The blogmaster will not be as extreme as others by comparing the establishment of the DPA to a Joseph Goebbels move, except to say on the face of it there are reasonable questions the prime minister must answer if we cursorily critique the resumes of those appointed. And this is after hearing a reasonable justification for the establishment of the DPA in the first place. They all qualify as Barbados Labour Party (BLP) supporters. The blogmaster is prepared to give Lisa Lord a bligh.

The blogmaster suspects the prime minister being the political animal that she is has an eye on a general election that has loomed large on the horizon and feels comfortable to establish a unit that will disseminate information and respond to concerns from citizens in the government’s/BLP interest. The prime minister is obviously prepared to write-off any political fallout in the face of a weak political opposition.

May be an image of text that says "-2- Ms Christal Austin Senior Public Affairs Officer, Media Relations Email: christal.austin@barbados.gov.bb Ms Lisa Lorde -Public Affairs Officer Email: lisa.lorde@barbados.gov.bb These officers will be in contact with your Ministries/ Ministries/Departments in the course of planning and executing their duties. 5. I look forward to your collaboration as the new Department rolls out its activities. Senlra Philhno Sandra L. Phillips (Ms.) Permanent Secretary"

For the avoidance of doubt the blogmaster does not agree with the establishment of the DPA at this time. It is not a fit for purpose approach in the prevailing climate. There must be a more creative way the prime minister could have achieve the political objective. The is insensitively too naked a political move.

  • Anyone whom has followed the history of politics and particularly American politics, would have known that in times of National Crisis, the Prime Minister or President is given a Unilateral Power.
And these political happenstances haven’t been made more evident in America with Jackson Indian Removal Act, FDR Japanese Internment Camps, and most recently, George W. Bush Patriot Act, all of which were aimed at and to some extent encroached upon the rights of American citizens.

  • And perhaps I am digressing from the subject matter here by referring to American politics to emphasize a point regarding the BLP 30 to 0 victory over the DLP, but the one thing the Framers of the American Constitution feared the most in their ratification of Constitution, were a one sided majority of one political party in both House and Senate.
The Founding Fathers concluded that this would have ultimately resulted in a dictatorship or a dictatorial kind of political leadership in America.

I have been following politics in Barbados from my teens and agree with your assessment that the PM is a political animal unlike others. She eventually like David Thompson shook off disappointments to become PM. She is now looking at records in the Caribbean as a woman to repeat that 30-0 victory .All of her actions point to that. She has the slickest PR persons working for her outside of this department for example on facebook as influencers. Today’s nation editorial puts it well. The St. George North playbook will work in all 30 constituencies, that is opposition members cannot do anything for you because the government will win again. Maybe enuff can tell you why a bloated cabinet needs so many PR persons. Remember the PM words that she needed a large cabinet because more hand makes light work.

    PR not in public’s interest
THE GOVERNMENT OF BARBADOS has an abundance of media promoting its agenda across both traditional and new media platforms.
There is the Barbados Government Information Service (BGIS) which for all intents and purposes has been emasculated despite having a pool of talented and experienced officers. This is an entity that has remained apolitical over the years since its establishment in 1958.
The Caribbean Broadcasting Corporation (CBC), judged particularly by its news coverage, has become a full-fledged public relations arm of the Government and by extension the ruling Barbados Labour Party. The way it has covered gun-related crimes and the proliferation of Ministers of Government in its newscasts do not bolster the image and independence of journalism.
This Government also has the services of a Director of Communications and Social Media and a Press Secretary who are both there to serve Prime Minister Mia Amor Mottley and by extension her administration.
The Government’s emphasis on public relations became evident in January when Elizabeth Thompson was brought back from New York as the country’s Permanent Representative to the United Nations to lead a newly established COVID Communications Unit to ensure a better flow of information related to all matters involving the pandemic. The public can come to its own conclusions about the Unit’s success.
Then there are the bloggers, vloggers and social media influencers along with the party defenders on Starcom’s Brasstacks radio talk show there to defend and support the ruling party’s position and blast any opposing views. The propaganda exercise is on an all-out offensive.
This is why the recent establishment of the Department of Public Affairs takes the cake. That this office has evolved into a department of Government must cause many thinking people to wonder what is happening.
The public is well aware that the Director of Public Affairs in the Office of the Prime Minister is Pat Parris. She is a loyal BLP official who was named to the position soon after the party’s resounding victory in the May 24 general election three years ago.
But the expansion of the role and duties of the Public Affairs section into a full department deserves a public explanation, outlining how it will differ from the BGIS and its relationship with CBC. Barbadians should also be told about the staff and whether they are political appointees hired on contract and their terms and conditions.
This BLP administration has embraced the bad business practice of hiring people on contracts without the public having a clue about their arrangements. This may be an established custom and practice by governments over many years, but it is an unsavoury tradition. It does not promote either transparency or accountability and lends to poor governance.
Minister of Information and Public Affairs Wilfred Abrahams needs to address the public’s disquiet surrounding the new Department of Public Affairs. He must give an assurance that it will not be the BLP’s megaphone paid for by the taxpayers.
It does not promote either transparency or accountability and lends to poor governance.

Now mind you this is a mistake many private sector companies make too when it comes to cut backs. They would send home the cashiers and maids and the keep some of the useless management in place, so don’t blame only government for this. But could God wunna got 30 ministers looking after an economy that wunna own central bank say is at least 20% smaller today, you don’t feel it is time for a serous restructuring starting at the top?

So let we left out wasting money pun more PR and talking heads. We gut much more basic needs that must be urgently addressed first.

    Ministry of Propaganda?

For eons the Government Information Service has been the information conduit between the Government and the people of Barbados. It is stunning to learn of a new Department of Public Affairs headed by a known political operative and to whom all Permanent Secretaries and Heads of Department are now directed – we are told effectively the 1st of February 2021 but by way of a Memo dated the 1st of April 2021.
The Minister of Home Affairs and the Prime Minister need to explain to the people of Barbados
    1. The need for this new Department which does the same job as GIS;
    2. The plan going forward and the fate of the livelihoods of the staff at GS;
    3. The cost of this new Department with its five named members and support staff.
Or have we now, like the Nazis, established a Ministry of Propaganda?

I heard government after government come to the public and say that the GIS is underutilised. Wunna mean wunna know that and going form another entity to do the same thing that the underutilised GIS could do at no additional cost?

We have critical basic needs that should take priority over such nonesence in terms of requiring immediate action.

So explain why there is that despotically crying need to create another department to replicate the role the long-established GIS is already mandated to perform?

Is it because you cannot have two government entities with the same initials, that is “GIS”, in the same Ministerial portfolio so one has to go in order that the other can be ‘reformed’ into a properly-managed institution fit for purpose in a 21st Century society.

Would the ‘government-appointed’ staff at the original Information Service be made redundant or would they be kept on the payroll to merely play the whittling game of fiddlesticks?

In 2018 your ‘tricky-red’ administration promised better governance to be delivered in a more efficient manner; not an ‘additional’ albatross around the taxpayer’s neck especially at a time of significant reductions in the country’s GDP and, inevitably, the government’s tax revenues.

We had a similar experience under the previous DLP administration that used the GIS and CBC for similar propaganda purposes…… and that party was still defeated 30-0 at the polls.

I’m sure BU remembers when CBC TV8 evening news was dominated with broadcasts of DLP related events, ribbon cutting opening ceremonies of buildings by ministers; constituency branch meetings; annual conferences; lunch time lectures; lectures by Bobby Morris, Maureen Holder and other party members; repeat interviews of DLP stalwarts etc.

Then, immediately after the news, there was a segment named “News Extra,” during which viewers were ‘force fed a diet’ of Freundel Stuart address to the annual conference, or a minister giving a speech at either a branch meeting or some month-long event such as the month of the elderly, disabled, women, etc, or addressing an overseas forum.

And, I’m sure BU also remembers how CBC and the GIS were used during the 2013 and 2018 election campaigns.

This time around, rather than using CBC, the BLP has taken it a bit further by establishing a department dedicated to spewing rhetorical political diatribe and propaganda.

There aren’t any significant political, philosophical or ideological differences between the BLP and DLP.

i go after the corrupt in Barbados for a reason that clearly escapes you…..they are the end result, but ONLY BECAUSE OF THEIR OWN ACTIONS…unless, as i asked you repeatedly, do you believe they are the ones FORCING the fools in the parliament to do what they do and am still to get an answer from you..

Just say ya can’t give a clear answer on why the negros in the parliament commit so many crimes against the people who elect them and ya don’t know if UK is forcing them to do it, in the last 30 years and 2021 STILL, and stop trying to drive me all over the blog deflecting…i have my own views on that, you can’t address it.. i asked you nothing about slavery back then and ya are wrong there was plenty genocide to go around, but since ya can’t answer my question with ya sane self….i will move on..

just heard some news coming from the continent where questions are asked about reparations being paid to the descendants of the enslaved which is supposed to be DISBURSED DIRECTLY TO DESCENDANTS for Africa’s LOSS of creatives, brains, labor etc…..AU as in Africa, is handling that and it’s very clear that NOT ONE DIME is to go into the dirty hands of small colonial governments in the diaspora for them to find some kinda corruption to use it for and who still have a slave society setup that they don’t plan to dismantle so what’s the use of them salivating for reparations money…

…….that is the news, departments of public affairs handle..cause ya don’t want the rush and hurry to believe AU should pay it to them directly, it’s NOT THEIRS…

everyone EXCEPT THEM know that any reparations payments should go DIRECTLY TO THE AFRICAN DESCENDANTS, in their HANDS, and not through corrupt governments talking about, “the money is for infrastructure” when was infrastructure ever enslaved i would ask, as usual, they have no respect for the majority population who look just like them..

Another job for the department of public affairs….UN should be keeping their eyes on those governments VIOLATING Black human rights in the Caribbean…in Barbados as well, it has gone on for far too long..

“United Nations – Michelle Bachelet, United Nations human rights chief, has issued an alert over the rising number of threats, attacks and attempts to undermine national human rights institutions in Latin America and the Caribbean.

The High Commissioner for Human Rights said in a statement that “governments and others in positions of power”, including members of parliament and vigilante groups, were at “the root of the problem in a dozen countries”.

The UN said these rights institutions (NHRIs) “work closely” with Bachelet’s Office and UN human rights mechanisms.

Bachelet said NHRIS “must not face any form of abuse or interference, especially political pressure”.

The UN said incidents reported to the UN Office of the High Commissioner (OHCHR) in the past two years have covered Bolivia, Chile, El Salvador and Haiti, along with Guatemala and Mexico, where, there were “attempts at the State level to remove the head of the independent rights office in those countries.”

Bachelet said she was urging governments across the region to abide by their responsibilities, and respect and protect the independence of the national human rights institutions, adding adding that the fact that complaints had come from a dozen countries in the region was “striking testimony to the expanding trend and magnitude of the problem”.

She acknowledged that NHRIs could post challenges for governments, “because their mandate meant they had a duty to expose gaps in the protection of human rights”

The government has seen an urgent need to establish the DPA deep within the bosom of government to debunk a rising tide of fake news
    ++++++++++++++++++
So the Gov’t is worried about “fake news”? The Gov’t apologist “Enuff” also mentioned that the Gov’t was concerned about “fake news”. Where is this “fake’ news” originating from? Is it any different from the “fake news” that previously appeared on the social networks? Does the Gov’t have clean hands or are the decision makers afraid that they may have unleashed a beast in election campaigns that they can’t control? Will this Dept. be tasked with ferreting out anything that is critical of the Gov’t and describing it as “fake” news?

    Donald Trump must be proud.

Yes, and i actually sent a message to someone telling them just that, complete with the link, cause had they locked up a few of these vile human rights violating bic*hes over the last 30 years, they would not now have grown so confident to be attacking the institutions…..so they can continue their corruption with all the criminal attachments.

before election 2018 Mia was saying how CORRUPT mark maloney and DLP were, she gushed about all the questionable contracts between all of them THE BILLIONS OF DOLLARS MISSING, the usual criminal minorities INVOLVEMENT, how they were going to clean up corruption, since then ALL OF THEM ARE IN BED TOGETHER doing as they like with the people’s money..

..remember the BWA SCAM they accused that company INNOTECH about when they called each other corrupt in their back and forth corrupt games, then we heard the company had a FILING CABINET OF EVIDENCE of DBLP CORRUPTION and soon after we heard that the same Mia government CONTRACTED WITH THE SAME CORRUPT COMPANY AGAIN…doling out taxpayer’s money to them AGAIN…..despite their CORRUPT, BOTTOM FEEDING WAYSL…

she swung a red bag all around the place and said it contained EVIDENCE OF ALL THE CORRUPTION, it was in the NEWSPAPERS and ONLINE..

…she involved the lady whose child maloney caused his DEATH, promising to right that wrong and as soon as she was elected….THEY ALL HAD THE CHILD’S MOTHER ARRESTED and now facing charges with a case that CANNOT BE COMPLETED OR CLOSED, using ALL HER POLITICAL GIMMICKS ..they are YET TO ARREST maloney…

since then a youngster was allegedly killed by police in the same manner as and BEFORE George Floyd, and was covered up, one cop in the US has since been CONVICTED there but the parents of the young man in Barbados can’t get answers….and we did not even hear about that case..

so all of the ABOVE attributed to Mia MUST HAVE BEEN FAKE NEWS TOO…..why would she need a department for fake news WHEN BLP PRODUCES SO MUCH OF IT ALL BY ITSELF…they seem to be the ORIGINAL purveyors of FAKE NEWS…wasting taxpayers money on SHIT AS USUAL…

the department should be renamed, GETTING LIARS and frauds OUT OF BLACK LIVES….with the FAKE NEWS they spread everywhere…to cover up their OWN CRIMES…
and give the FAKE billion dollar projects manager fowl Enuff the title of CEO…

don’t know what they would have done had Trump not coined that phrase and since then that is all they talk about, with their despicable COPY CAT SELVES.

.the power of corruption DEMANDS that they cannot divorce, they will ALL HAVE TO BE JAILED to separate…that’s the only way these crimes end.

am sure if Innotech have a filing cabinet of DBLP corruption over the years as claimed, everyone of those corrupt minority companies of FRAUDS and CROOKS have filing cabinets of evidence of DBLP CORRUPTION TOO complete with video and voice recordings………no wonder the HUMAN RIGHTS ABUSES and THIEVERY against the population on the island WILL NEVER END….neither side can AFFORD for more information to leak out on them and their immoral, unethical criminal activities, so it continues…..

the PEOPLE have to throw out this last TRAITOR government and BREAK UP THAT ALLIANCE…;they will have to regroup in another form, but it will be an inconvenience..and with eyes EVERYWHERE on them all, it’s very unlikely a break up where they CAN’T reconnect will see it continue…..the sellouts will have no more power and the thieves with their CLAIMED filing cabinets of evidence against BOTH GOVERNMENTS….will be rendered INEFFECTIVE….

    something gotta give.

We must also keep our eyes on this so-called investigation into the death of the young man in police custody and we must demand frequent reports on the transformation of the Government Industrial School. We need people who have no skin in the game.

Was any provision made in the current year Estimates for the funding of this new fighting force against “fake news” called the ‘DPA’?

After all, the ‘Sun’ queen bee of the coming republic was quite au fait with the effectiveness of that same method of propaganda prior to May 2018 which resulted in the creation of Bajan history on two fronts.

Is this new-brand of propaganda machinery a replacement for the CBC mouthpiece which the IMF wants to see removed from the overly obese portfolio of State-owned enterprises (SOE’s)?

To which minister of propaganda, now, do the ‘disabled’ staff of the GIS report?

    The ‘MIA’ Ms Moe?

  • When politicians engage in political shenanigans to win elections they should not expect to be trusted after the election.

They have no right to outrage at fake news since they are the fake news champions.

Instead of looking outward for the source of the problem, politicians need to look inward.

How can citizens be expected to trust leaders they have proved to be untrustworthy.

Politicians need to cut out the crap and just state facts on the political platform, in parliament and on news media.

And the smart mouthing is nauseating! How refreshing it would have been if the AG had just answered Verla’s questions without the insult! He is a minister of government and Verla is a citizen entitled to ask questions. He could have cut out the endless politicking and made his case as a servant of the people. Whether Verla is a hypocrite or not is irrelevant. Verla’s motives are also irrelevant. Answering politely would have cut her down to size more efficiently, unless he had nothing of substance to offer.

But instead we have the “she is only trying to be relevant” or something of the sort.

As a citizen of the country he serves, Verla is relevant.

If you want to impress.me, you must state facts without commentary. I form my own opinions.

I noticed he did not give a date or even a timeframe for his report to the nation.
