A General Election is scheduled to be held December 6, 2019 in Dominica. As a fellow Caricom state Barbadians should be concerned about the political instability being stoked by provocative language being reported on the political trail by BOTH political parties contesting the election manifested in daily street violence.  The Caribbean in the main has been known as a zone of peace therefore Barbadians and others in the region should not feel detached from events currently unfolding next door in Dominica. A word to wise people should be enough.

The Caribbean must demand a peaceful election in Dominica

An appeal to CARICOM, individual Caribbean governments, political parties, religious and social organisations and individuals.

The upcoming election in the Commonwealth of Dominica which is scheduled to take place on Friday 6 December has become a focus of both regional and international attention.

The ruling Dominica Labour Party (DLP) is locked in bitter disagreement with the opposition United Workers Party (UWP) over the conduct of the election. As a result, the UWP has launched so far unsuccessful legal attempts to postpone the election while at the same time fielding candidates in each constituency. In addition, it has launched protests against the decision to go ahead with the election as scheduled.

Speaking at a campaign rally recently, one of the leaders of the UWP declared that the organisation would not accept the results of the election if they lost and would oust Roosevelt Skerrit, the leader of the DLP, from power in the same way that Evo Morales was ousted in Bolivia. The spokesperson further added that the UWP would gladly get the help of the Organisation of American States (OAS) to achieve its goal.

This position represents a serious danger to peace in Dominica and to the safety and security of Dominicans. If those who have outlined these aims are allowed to continue on this road, there is a serious danger of bloodshed and loss of life in Dominica. This is an outcome that the Caribbean must raise its voice against. There is no justification for shedding blood in Dominica over an election.

It is essential that everyone make themselves heard and demand in no uncertain terms that the election in Dominica be carried out peacefully, according to the laws of that country and that those who take part in the election abide by these laws and the procedures for challenging any alleged violations.

In this regard, it is necessary to condemn in the strongest possible terms the destructive interference of the OAS in the situation in Dominica. This organisation which is notorious for undermining democratic governance in the region, organising coups, backing racist forces and acting as an instrument for Washington organised regime change has been brazenly making demands of Dominica with regard to its election. The OAS must end its colonial interference in Dominica.

Today, the times demand that all of us raise our voices in unity to demand that the elections in that country be held peacefully and that those who are pushing the situation towards bloodshed step back from that dangerous course of action.

As much as we would love to blame outside influences for these things and sometimes they are guilty…but in these times, try to face reality, any violence or disruptions in these current elections in the Caribbean and even elsewhere CAN BE DIRECTLY ATTRIBUTED to decades and decades of government corruption, thefts of monies from the effected people and countries, decades of poverty visited on the majority populations caused by the same corrupt governments..and many, many years of DISENFRANCHISEMENT OF THE PEOPLE….who not only pay taxes but also their salaries….

    we love to blame the imperialist, capitalist beasts for everything because it has become that easy…

    , maybe it’s time to look closer to home..and watch these no good vote begging governments …THAT IS WHERE THE BLAME SHOULD BE DIRECTED….in these times…they have outdone themselves with corruption and left the countries dilapidated, degraded and ugly….but ALL OF THEM ARE MILLIONAIRES…still building their huge mansions, have the biggest, fanciest, most expensive cars for them and all their family members, multiple big and fancy apartment buildings up and down the coast lines…multiple condos in US and other jurisdictions along with multiple offshore bank accounts holding millions of dollars…but their countries are broke, falling down and degraded and the people are SUFFERING…..Barbados is a leading example of this UGLY SCENARIO and the same can be said about other islands..

    it’s the vicious, greedy, corrupt leaders and no one else causing this sorry state of affairs.

    For my vantage point this is an internal political problem between the opposition and govt which can be settled at the polls and outside interference can escalate the problem
    Also did govt of Dominica request help from other small island nations
    Also did not Mia with the ongoing political upheaveal in Venezuela stated that small nations islands will not endorse military solutions but endorse peacefull measurses
    So it begs the question why did Mottley send military help to Dominica
    Given her statements about Venezuela and Caricom nations non- interference
    Doesnt Barbados has enough violent problems at home which nerds immediate attention
    Could it be that Mia interference lends itself to a political packback after stealing Ross from Dominica

    In the judgement of the PM he made a decision that falls within his purview. The fact the opposition is using the decision to incite makes for interesting theatre. Let us hope all goes well, we have Bajan military and civilian boots on the ground.

    The N-word in the woodpile is the RSS. I am very suspicious of its motives and the reasons behind its formation. Basically, it is a front for the US, UK and Canada to keep those little islands in check – post Grenada.
    The political excuse is that it is not invading foreigners, but Caribbean people keeping order in their own backyards. Who said colonialism was over? It is colonialism of the mind.

  16. PM of Dominica recent comments on the disturbance

    Anti-Government protests in the Commonwealth of Dominica will not stop Friday’s General Elections from taking place.

    This assurance was given by Prime Minister Roosevelt Skerrit, last night, as he claimed protestors in the North-Eastern section of the island, who are mainly supporters of the opposition United Workers Party (UWP), are being given mind-altering substances to fuel their rage.

    He said: “They are in Marigot giving these people cocaine to take ladies and gentlemen…Giving them alcohol to drink when they should not be drinking alcohol because of their state of mind. And they put them in the street to create mayhem in our country.”

    Speaking to supporters of the governing Dominica Labour Party (DLP) in the Roseau Central constituency after the third day of fiery anti-Government protest, Skerrit noted that the 2019 election process is no different from previous years.

    He said “They are doing these things, blocking the roads, to seek to create fear in our minds, our hearts and our soul. But, no one is stopping us from going and vote on December 6. We are marching to the polls in a peaceful procession. We have always had free and fair elections in Dominica.”

    The Prime Minister stated that the protests are only affecting the small man in Dominica as he noted cruise ships have removed the island from their route which will in turn impact the pockets of people who sell craft and food items

    The formation of the regional security system or whatever it is actually called was established after the Grenada revolution to protect the status quo. Trinidad much to its credit refused to be part of the obscene charade. It was set up to ensure that there would be no encouragement given to the masses, to revolt and overthrow the governments that are draconian in nature. So what you have is when ever there seems to be a threat to the status quo, real or imagined, a fellow member of the organization dispatches an armed contingent in an effort to cow the masses. I was a second year agriculture student, when Tom Adams sent a contingent of troops to St. Vincent to aid the government of the day. It was a big news item at the time. The authorities claimed that the troops had guns but no bullets. As I said at the time, I was sorry the people of St. Vincent did not ambush the Barbadian troops and wiped them out. They had no right intervening in St. Vincent’s internal affairs. Trinidad also said that the other West Indian islands had no right siding with America to invade Grenada. Relations between Trinidad and Barbados have never been the same after Adams publicly insulted the Trinidadian diplomat resident in Barbados. This is one of the reasons, there will never be a fishing agreement between Barbados and Trinidad.
    It is silly to intervene in a country’s internal affairs. It is quite easy to make improvised explosive devices(IED) using acetone peroxide as the base. The methods were all over the internet and can readily be found on the dark web .All the Dominicans have to do is detonate an IED among the Barbadians

  24. Not surprise that tensions would escalate Now that the opposition seeing more outside military forces on the ground develops a mindset of them against us
    Would not be surprised that what started out as a political ants nest with shouting and blockades turns out to be a blood bathe all because of outside military intervention
    The rippling effect of the aftermath resulting from this tension going to have a long term negative effect on the election of small island nations for a long time in that the tic for tac syndrome would raise its ugly head

  26. I think some of us need to take a step back and look at the status quo again before we shoot off our mouths on this one.

    Do we need to re-frame our paradigms?

    What really is causing this unrest?

    Should the unrest be quelled?

    Should Dominicans be allowed to work this out themselves?

    Should we be rushing in to quell unrest and preserve the status quo?

    Has peaceful governance worked for the majority or only for the few?

    Does this have anything to do with the administering of the recovery from the devastating hurricane?

    Could this be a wake up call that the people have lost their patience and their faith in peaceful means?

    We need to think on the causes of the unrest before we shoot off our mouths. I suspect that most of us do not know enough about the situation to form any valid opinion.

    Remember, the 1937 riots are now officially dubbed “The 1937 Uprising” and celebrated as a watershed moment.

    We cannot simply rush in to keep the “peace” without addressing the causes of the disruption of the peace. Barbados needs to examine itself before it rushes off to keep somebody else’s “peace”.

    In a nutshell Hal summed it up –

Any government has the right to make a judgement call to permit observers to the election, whether security needs to be beefed up etc. Time will tell if the government of Dominica made a mistake. If not the government who? We are in a bad place when distrust for an elected government reaches the level of cynicism being shown.

    The issue right now is that there is instability in the country, a Caricom Observer mission is on the ground and it makes sense to be prepared if the local constabulary is under resourced.

    When the dust settles the Dominican people will have to deal with the causal issues, now is not that time.

    Is BU a front for the securities services? The CIA has a history of subsidising front media organisations. When I worked for the Daily Mail my colleagues and I used to play a game when we were bored of who was working for which security body. Who was Special Branch, who was MI5, who was US DEA, who was ATF. They all have their spies in every news room. The DEA once offered me a paid for trip to the US. I politely refused.
    Think this is hysteria? Just read the Leveson report to see the number of top journalists who confessed to being informers. It is swapping information. I give you this, you give me that.
    Journalism/the media is a very good cover for spies (George Blake, Ernest Hemingway, et al), and always has been. BU must be monetised in some way.

    That the governments you criticize give themselves a term limit of 5 years.

  45. United Workers Party (UWP) opposition leader, Lennox Linton has said the Prime minister of Dominica, Roosevelt Skerrit does not deserve to be anywhere near the seat of government.

    He was commenting on the teargassing of the village of Salisbury around four o’clock in the morning on Thursday because of the recent protest actions that have been taken place in pursuit of free and fair elections through electoral reform.

    Linton described this action which reportedly involved RSS personnel, as “a chemical warfare assault” on residents in the area.

    He said persecuting people in that manner is not a way of making peace and maintaining law and order.

    “We have seen what that happened since the officers have arrived in Dominica. We have seen the people of Salisbury tear-gassed in their homes between four and five o’clock this morning,” Linton stated.

    “Any man that could bring a country to this, any man who will call out foreign troops, to be on Dominican soil intimidating people around the time of election just because they have stood up for free and fair elections does not deserve to be anywhere near the seat of government.”

    He stated that the majority of these people who suffered from these actions had absolutely nothing to do with any protest action.

    The UWP leader called on his supporters all over Dominica to be “brave soldiers” on Friday by going out and vote “to win this election by a landslide.”

    “We have available to us something called a vote and that vote will be exercised tomorrow..It is our numbers that are going to count in that election and so tomorrow, we are going out and we are voting in massive numbers regardless of his [Skerrit] attacks on freedom and fairness of elections.”

    He said Skerrit can do what he wants to make the elections not free in his favour but this election is about the people of Dominica

  48. There is nothing democratic about the so-called ‘representative democracy’. In this system, elections are just a bare knuckled fight between two criminal outfits, both desperate to get hold of the government so that they can enjoy the spoils of victory. There is no sense whatsoever for ordinary people to get involved in shedding each other’s blood for such a meaningless outcome. Nor is the answer to vote this or that party out of power after 5 years because that doesn’t solve the problem. We need to build awareness that what is needed is to sweep away the old colonial system and repalace it with a genuinely democratic system in which ordinary people’s fundamental social, economic and political rights are guaranteed and they are empowred to take part in the decision making that affects their lives.
