Two of the most newsworthy and jaw dropping events to have rocked the local political scene in the last 18 months were – the decimation of the Democratic Labour Party (DLP) in the last general election, AND, the arrest of former DLP minister Donville Inniss in the United States.

BU pages must record Donville Inniss entered a plea of NOT GUILTY and the case is scheduled to be heard in October 28, 2019. He is charged with laundering USD36,000 derived from a bribe offered by former employees of Insurance Corporation of Barbados Limited (ICBL) Alex Tasker and Ingrid Innes. Said monies were wired by ICBL to the principal of a dental company domiciled in New York with Inniss the beneficiary. Disclosures in documents filed by the United States Attorney Office revealed Inniss’ troubles were said to be linked to political rivals trying to frame him.

Since the news of Inniss arrest there is a sub story that has not been subjected to the full glare of public scrutiny. We have our moribund traditional media to hold accountable for reneging on its mandate to pursue truth. A reminder the media is referred to as the guardian of truth:-

The Commissioner of Police (CoP) Tyrone Griffith is on the record he will not investigate the matter involving ICBL – a company incorporated in Barbados – identified as the source of Donville’s legal trouble. The CoP’s position was supported by Assistant Commissioner of Police (ACoP) in charge of crime Eucklyn Thompson who was also quoted in the press:

We can only deal with what is available to us. We can’t go by any speculation or that kind of thing. We will deal [with] whatever comes before us in terms of evidence… and the investigative process . . . . We will definitely do our part. But in terms of names mentioned and that kind of thing so being put on the table, that’s not what it is – Barbados police won’t touch case involving former gov’t minister Inniss

The substance of the police position is that they must have a complaint lodged in order to pursue any matter. The idiocy of the CoP and the ACoP declared position is that AG Dale Marshall urged the police chief to launch an investigation into bribery allegations involving Inniss and the Bermudian-owned, Barbados-based ICBL. However, as an independent body, the RBPF cannot be legally instructed by a Cabinet minister to undertake investigations; that role is reserved for the Crown’s Director of Public Prosecutions. Another WTF moment.

We know that US court documents implicate former ICBL employees Alex Tasker and Ingrid Innes. We know that the local employee implicated in the alleged bribing of Donville Inniss  was fired by ICBL and also had to part ways from Digicel as Executive Chairman. To the blogmaster’s simple way of thinking there is enough for the police to initiate an investigation. Instead what we have is business as usual with the authority class closing ranks in BIM.

    The key person(s) in determining any “complicity” would be the ‘chief’ financial officers at both the TB and TT.

    Both need to be grilled to the max and who ever sh**t his or her underwear first (aka spilling) the corruption beans) would determine whether any innocent bookkeeping errors did take place.

    With such large invoice values involved the big boys had to be instrumental in facilitating the approval and probable double payment(s).

    It is always the taxpayer, the old man or old woman down the gap, the struggling parents of young children who are being defrauded. These people are all paying 17 1/2% VAT instead of 15%, these people, including me could do with the extra few dollars in our own pockets.

    It is not big government being defrauded.

    It is small people who are paying more for toilet paper, soap, dish liquid, and detergent. Those are the people who are being defrauded.

    “World of research” my donkey tail! The world of marijuana is already full of years of research.

    He means that he has spotted ‘a potentially ‘legal’ opportunity to make money off the cannabis business just like the people in Amsterdam have been doing for a long time now.

    Why doesn’t he break new research ground by exploring the other benefits- commercial or preventative health-wise- which the growing and use of cannabis sativa can bring to a country whose economy right now is in dire need of some form of diversification and indigenization.

    WURA, I think we should wage ‘WAR” against this whole cannabis licensing fiasco and let it remain as a totally illegal activity.

    At least the small people (and the underpaid law enforcement officers) would continue to get their piece (or to use Dennis the Lowedown lingo, “cut”) of the underground action.

    This is NOT what we have been ‘battling’ like guerilla fighters for over the years to see what is taking place before our very eyes by (as you call them) “sellout negroes and house slaves”.

    This whole marijuana thing proposed by this disappointing administration is nothing but a massive sellout of those who have been at the forefront of the State’s brutality in its misplaced enthusiasm of impressing the USA in their protection of its capitalist Big Pharma business.

    We just cannot understanding the lead role being played by this Indar Wei(d)r the MoA.

    If the legislation is to ‘regulate’ the MEDICINAL marijuana business why not the MoH?

    We can understand if the Bill had made provision for the growing of marijuana not only for medicinal purposes but also as a culinary ingredient or as a supplement to animal feeds the positive input that the MoA can make to the enhancement of the legislation.

    What behind-the-scenes vested business interests are not coming to light?

    The Don has a residence over there and still fair-weather friends in high places in Bim who would be prepared to go beyond the call of highest duty to keep his motor mouth from opening to wide.

    What we should be more worried about is the state of his physical and mental health as he might just be suffering from severe bouts of withdrawal symptoms from the big life he has grown accustom to in sweet Buybadus. At least he would lose that “XO” belly.

    Poor fella, we should think about renaming Pornville to that of the ‘Bajan Icarus’ who flew to close to the sun of corruption.

    The most sensible solution as the other countries that signed on to the same 1961 treaty did, even Canada, they made provisions for everyone in their bill, the disabled, their religious people, the citizens can have anywhere between 4 plants a year and up to grow for both personal and medical use….everyone was provided for…..easiest thing in the world to do.

    that’s exactly what’s going to happen, they have violated the rights of Rasta and their children for decades, if ever there was a good case for human rights violations…this is it…and it’s still onging…don’t know why any of them would think Rasta would want to work with them and they got such damn nerve they still believe they can get the knowledge for free while continuing the criminalizing of the community…

    Can you tell the difference in a plant which ought to be viewed in a holistic manner?

    If something is good for your health with the inherent properties to heal physiological ailments it must also be good for your diet once used in ‘moderation’ just like the drug pushing doctor receiving his cut and the pharmacist supplying the ‘natural’ drug who should not overprescribed or illegally supply any drug, whether synthetic or natural.

    Let me get back to what de ole man got up to write about this morning

    The Code of Crown Prosecutors

    “…The Department of Public Prosecutions is a public service for Barbados headed by the Director of Public Prosecutions. The Attorney General reports t o Parliament on its activities. The Department of Public Prosecutions is the national prosecution service for the Island. It was set up in 1961 to prosecute cases instituted by the police. The police are responsible for the investigation of crime. Although the Department of Public Prosecutions works closely with the police, it is independent of them. The Director of Public Prosecutions hereby issues a Code for Crown Prosecutors as good practice, giving guidance on the general principles to be applied when making decisions about prosecutions. This is the first edition of the Code and follows Commonwealth Precedents.

    For the purposes of this Code, ‘Crown Prosecutor’ includes members of staff in the Department of Public Prosecutions who are designated by the Director of Public Prosecutions under section 79 of the Constitution and are exercising powers therein…”

    It would appear that there is a set of rules for the DPP and her colleagues to operate under.

    These rules are best exemplified in these lines

    “…2.2 Crown Prosecutors must be fair, independent and objective. They must not let any personal views about ethnic or- national origin, sex, religious beliefs, political views or the sexual orientation of the suspect, victim or witness influence their decisions. They must not be affected by improper or undue pressure from any source.

    2.3 It is the duty of Crown Prosecutors to make sure that the right person is prosecuted for the right offence. In doing so, Crown Prosecutors must always act in the interests of justice and not solely for the purpose of obtaining a conviction.

    2.4 It is the duty of Crown Prosecutors to review, advise on and prosecute cases, ensuring that the law is properly applied, that all relevant evidence is put before the court and that obligations of disclosure are complied with, in accordance with the principles set out in this Code…”

    When de ole man reads things like this it makes me pause.

    I pause in amazement and wonder if, OR HOW, do the Director of Public Prosecutions or the Commissioner of Police go home to their respective children AND LOOK THOSE LITTLE IMPS (for they have to be imps, since mummy and daddy are demon spawn) look them in their faces and talk about “laws and doing the right thing”

    Those words must sear their lips like the hell they are going to will sear their souls.

    It is clear that the thought of using BRUTE FORCE against the Rasta Community to get the knowledge they need for free is swimming around in their greedy heads, but a human rights violations LAWSUIT should keep their greedy backsides IN CHECK…that is the one group they believe they should continue imprison to force them to conform to their nasty, helpless slave negro system….but we shall see.

    The first is evident.

    If it is mounted effectively IT WILL SEE THE INCARCERATION OF THIS MOTOR MOUTH IN THE UNITED STATES for his crimes.

    She could easily say, “so and so mounted a campaign against you” and got you (rightfully) licked up”

    The second more meaningful, but less likely outcome, is that it engenders an honest Director of Public Prosecutions and brings a non criminal Commissioner of Police to the cadre of the Royal Baygon Police Force

    That second campaign takes time and nurturing

    De ole man would do something like that in the same way one ran the “Not one RH SEAT for the DLP” campaign

    By total and all out warfare.

    I would expose every single RH bad and criminal action of every officer who broke the law and got patted on their wrist.

    Name, rank, badge number, incident, parties involved, date, place, outcome, parties to decision hiding.

    I would seek to gut the organisation and in so doing expose its criminals.

    The public outcry and denigration would cast it daily in the light of the criminals that they are AND AFTER A WHILE IT WOULD EITHER DESTROY THEM or cause change from within.

    I would then hire and external Commissioner of Police for the Royal Barbados Police Force to rebuild what I would have destroyed

    To refresh the tree of Policing to Protect and to Serve bajans.

    But then again this is what ole menses like me does do in engineering new and improved operating environments

    A characteristic that is anathema to Banana Republics

  40. If he is found not guilty it will depend on the reason. For example what would have motivated ICBL to cooperate with authorities? Why were executives fired at the company? It comes back to the reason for this blog, the sub story yet to be told.

    Who would have “adjusted the story?” Or, are you implying, similarly to Mariposa, that BLP operatives in the US justice system framed Inniss?

    Supposed Inniss offered the above excuse? Wouldn’t the investigators have followed up to verify? And if it was verified, what reason would the DA have for wasting US taxpayers money and the Court’s time by pursuing the case any further?

    @Artax, I would suggest the queries posed open the door to legal mumbo jumboing of the highest degree 🤔!

    You rightly highlight the twisted (and still illegal) path that ensues…in a simple Bajan retort: steeeupse!

    I am sure you KNOW what fraud is…misinvoicing is a form of fraud…the US prosecutors would STILL pursue such a claim if it was made. It would also come up as a tax evasion matter re income gained and blah blah. …not to mention that misinvoicing is also a FUNDAMENTAL source crime for MONEY LAUDERING.

    Are we mekking sport wid serious legal issues or mekking sport with BS queries….steeeupse!
