Minister Sinckler โ€“ she reported โ€“ issued a memo to the Accountant General to advise the Central Bank of Barbados, custodian of the Housing Credit Fundย  (HCF), to declare a dividend of 25 million [โ€ฆ]

The BU household is not motivated to jump on the Maloney bandwagon because it is #trending โ€“ as taxpayers we need to have a simple question answered.

Will the governance rules of the Housing Credit Fund (HCF) be shared with Barbadian taxpayers?

A situation now obtains where a 25 million dollar payment was diverted from the HCF to pay Mark Maloneyโ€™s company PRECONCO for buildings at the The GROTTO which remain unoccupied many many months later. In the interest of good governance and transparency the public has a right to know.

  1. Maloney had no incentive to control costs on this project because he knew the politicians had his back.
    Now the NHC can’t accept the usual rents and they can’t sell the units because they are not good value for money.
    This is a crime against Barbadians.


  2. In the final analysis, all roads lead to the Prime Minister, he is the CEO of Barbados and allowed all of this crap to occur under his watch, like the two watchmen at the MTW’s Chance Hall Depot , neither of whom can give an account of a stolen Bobcat .
    Freundal Stuart, like his initialsake, Francesso Shinettino, for too long has handed over complete command of the ship of state to cabin boys and helmsmen.


  3. Our PM simply cannot stop or do anything to Sinckler. He does not have the balls or the guts to rein in this Minister of Finance.
    When Sinckler is finish with us we will be so broke that Mark Maloney might have no other choice but to lend us some our money if he is still living in Barbados.
    Since we cannot go to any world power other than China, we will then be owned totally by China and our next door neighbour.

    With Maloney’s boss Bjerkham sitting in the central bank put there by a corrupt politician, it’s a nobrainer, free taxpayer’s money to divvy up and Sinckler gets his cut…..they are all positioned to steal and waste taxpayer’s money….bottomline.

    Lying ACs, though I don’t like them either, they did not leave a 73 million debt to pay Barrack, it was 35 million, but the new house niggas in parliamt refused to pay the man his money and it grew to 73 milion over a 9 year period of the nuisance ministers trying to avoid paying a black person like yaself…even that simple reality you have to lie about.

    And that should also be a lesson to you as a yardfow, if your masters had owed you that kind of money, they would also refuse to pay you, they would have better uses for the money….to put in their own pockets.

    With all due respect to you David, I don’t think that is the issue. The unconventional dividend was a desperate knee-jerk solution of a broke gov’t to a problem created by the idiot Kellman.

    The real issue is why the Kellmanomics didn’t work in advance of this project receiving the go-ahead from the Ministry of Housing and idiots from St. Lucy.

    Why was there no oversight from the accountants in or outside the Ministry of dwarfs? Where are the costings for this project that show the units could be rented or sold at market-value to recover costs?

    Stinkliar is a common, low-life, “nothing-arian”, … whose mission in politics is to accumulate wealth that would otherwise be but a dream for him – based on his history and ability.

    Having exhausted the treasury, he came up with the ‘shiite tax’; the enhanced land tax; the tipping fees; and now this imaginary ‘dividend’ …all to source money for his sponsors.
    Presumably, his cut is being put aside for him when he rides off into the sunset.

    The problem with the financing of the Valerie and Grotto housing projects did not develop under the Joker from Moon Town watch but under the previous holder and his collaborators in the deliberately poor ‘planning’ of project financing to provide an opportunity to extract campaign finances for the โ€˜purchaseโ€™ re-election in 2013.
    The poor chap Kelly was deliberately thrown (after) into the deep cesspool of total financial mess and corruption to muddy the water and hide the trail of kickbacks left by the previous shark mouth holder.

    You should point to the garish guy who is known for his demand for $10,000 for every unoccupied matchbox built and the representative of the area where the penthouses for poor people were constructed.

    Go to the TCP web site. See how many applications were submitted for approval and the times. See how many were approved and the time span for approval. applications for approval do not just require approval of the Chief Town Planner, alone, many other departments are involved and all the files have to pass through these departments. You should know the process and understand that a single person can only do so much in an eight hour working day. Many of the “Frustrated” would like to do things without having to get approval. We have devolved from that and you might aS well get accustomed to it. No sense cussing Mark Cummins, and expressing “frustration”. Whoever else fills that post has to follow the regulations. Mark Cummins is doing an excellent job. So suck it in and follow the law.

    Do you really feel the Barbados dollar is worth in real trading terms more than the T&T dollar?
    T&T companies own and control over 50 % of the Bajan economy. Check any supermarket and you will see that 90 % of the imported processed food is imported and distributed by Trinidad-owned companies. Even the tainted chicken wings are imported by people who certainly donโ€™t have a patriotic bone in their forex-consuming skeleton.

    Why do you think Sagicor intends to transfer its HQ to a country with a more stable currency?

    The days of borrowing and begging from international loan-sharks are over. No more loans to prop up foreign reserves to pay for your country’s conspicuous consumption habit while its citizens carry around empty mauby pockets of production and exports.

    The Other AC, you are a relentless civil service apologist.

    This country was not built by the civil service, it was built despite the civil service; Dippa’s ‘Army of Occupation’.

    Owen Arthur understood this and was very active in his role as Minister in Charge of Planning. His ‘intervention’ was largely the reason we had so many years of economic growth. Cummins despised OSA for what he saw as meddling and overriding.

    Fumble is the exact opposite, he does nothing to move his ministry along, with the resultant exodus of development projects to fields that are easier to plough.

Yes barbados was caught between a rock and a hard place driving a ship with broken steern. Yes again having the impossible task of keeping the economy afloat and paying off debt in the face of Mottley pronunciations of doom and gloom sending all bad and turbulent messages to financial institutions in the financial markets. Not good. Yes govt had to find ways and means to protect barbados interest and the country which meant having the people to make sacrifices along with initiatives such as bonds in helping to heal the economy .

    Two issues are important here.

    How did the DLP manage to end up building low/affordable income housing at the Grotto for a square foot cost of Bds$600?

    How did the Housing Credit Fund get dragged into this nonsense/scam and was Bjorn Bjerkhamn involved as director of the Central Bank of Barbados when the HCF decided to trump up its money?

    On issue one it is well know known that affordable income housing should not cost more than Bds$150-200 sq. ft. so at 3 time the average MM and Preconno must have put in a lot of concrete and plenty STEAL in there.

    If evidence could be produced to show that the Bjorn Bjerkhamn was part of the decision making process to use money from the HCF to Grotto/Preconno then he either has to resign or be fired.

  30. Recall construction on the NHCโ€™s Grotto high-rise apartment complex by Preconco Limited began on April 1, 2013.

    Hence, financial details and assessment of that project should have been included in the Auditor Generalโ€™s Report for the financial year ended March 31, 2014, providing the NHC prepared financial statements and presented them to the auditors for audit.

    The following excerpt was taken from page 100 of the Auditor Generalโ€™s Report for financial year ended March 31, 2014:

    โ€œ4.75 The Corporation [NHC] has reported that the accounts for the financial year ended March 31, 2012 are with the auditors. The audits for the financial years ended March 31, 2013 and 2014 are also OUTSTANDING.โ€

    However, if one were to peruse page 31 of the Barbados Central Bankโ€™s 2014 annual report, under the heading: โ€œ13 Related Party Transactions,โ€ you will see a Balance Sheet notes disclosure which states:

    โ€œAs at December 31, 2014, the Bank owned and/or managed certain entities. The GROSS assets are disclosed in the entitiesโ€™ financial statements as follows:โ€

    Housing Credit Fund:

    …. 2013โ€ฆโ€ฆ. $173,163,164

    …. 2014โ€ฆโ€ฆ. $156,743,836

    Note there is a difference of $16,419,328, for which there is not any disclosures in the notes to the financial statements.

    On page 49 of the CBB 2015 annual report, disclosures on the HCF were as follows:

    โ€ฆ. 2014โ€ฆโ€ฆ $156,743,836

    โ€ฆ. 2015โ€ฆโ€ฆ $130,605,268

    During the financial year ended March 31, 2015, $26,243,738.00 was disbursed from the Fund, of which the CBB was paid management fees of $105,170. Hence, the sum of $26,138,568 was disbursed.

    Interestingly, there isnโ€™t any further information pertaining to the total funds DISBURSED by HCF and corresponding EXPLANATIONS of those disbursements.

    Under these circumstances, BU needs to source copies of the HCF financial statements (if there are any available), which, in my opinion, should be readily available to the public, since we are dealing with public funds.

    But we must agree that the $26,138,568 could be the subject of an interesting discussion, especially in the absence of the necessary information.


  31. If the NHC paid Bds$25-30 million for the Grotto then it is clear that someone got mugged and robbed in broad daylight.

    The external/independent auditor for the Central Bank is KPMG Chartered Accountants.

    I would not hasten at this time to characterize professional accountants as people of ill repute.

    (b),creating a list of all their staff who have access to said reports and related documentation and/or may have accessed such within the three months

    Hardcopy is usually best in these circumstances.

    While they are usually bulky, it is better to have a document that when you stand back and take a picture of it, or have it notarized, not a man can say (most of the time), “the document that they are relying on, is a lie”

    The company which is the current Auditors of the Central Bank, did the financials of the CBB and forget to include the same $27 million that you found to be missing in the audited statements of the CBB.

    The husband “HeadBoy” of the woman, who works at the man, who is soon to be nighted, is the former partner of the firm that is now auditing the records of the Central Bank where $27 million has disappeared, from the audited statements of the bank, $27M which would appear to be an “unrecorded $27 Million” that might have been paid to the boss of the woman who is a director of the CBB as well as a director/investor? of the entity that was paid $27 M.

    Not to forget that the woman is husband to the man that was a former partner of the Auditing firm of the Central Bank

  39. I am thinking that there would have had to be a reason why after the 2013 election, Fumbles moved the skin teet man from Housing after he was touted as the minister who built the most houses in Barbados. (But what kind of houses?)

    Fumbles had to know that Lashley was doing a lot of under handed things……paying out large sums of taxpayers money for junk. I wonder if Lashley ever stopped to think that these match boxes were not suitable for the poor people for whom they were intended.

    Valery and the Grotto were all part of this illusion of a minister building the most houses….yes he was getting houses built but they were not fit for purpose all the while enriching a white man and heavens know who else.

    Fumbles is to be blamed for all this corruption, he knows what his ministers are doing and he closes his eyes. goes to sleep, says nothing but tells the public to call the DPP. He allows the corruption to go on ………as long as he stays in the position of PM.

    What a farce!

  42. We all know that this dlp is the most incompetent government ever. It is the worst government Barbados ever had. They are so ignorant……..you wont believe that most of them went to UWI.

    One would think that since the Grotto apartments were built:
    ……………. they know that the cost of construction was astronomical
    ……………. they cannot be sold or rented for what they were built
    …………….. the NHC cannot recoup the real cost

    Are there no people in power with any sense to say……….we have lost big time, Maloney tricked us, let us rent the units at a reasonable rent rather than keep them closed up. At least some money would be coming into NHC.

    The NHC is broke as hell. The morons came into office and played “powful foolish” and gave away the taxpayers’ units and did not stop to think about the economic cost of giving up all that rental income.

    Rent the units out and get some money, you morons………..admit that you all are idiots and dont know what you are doing.

    Who in their right minds would agree to a johnny come lately building concrete slab small units in a business area at $600 a square foot? Did the morons expect Sandy Lane types to buy or rent them? All the money Maloney got, can you imagine that the area is not landscaped? Build them and left them there for the morons…….

Next door in Trinidad,the system of governance allows investigations to be held and witnesses summoned to be grilled if necessary by members of parliament,similar to what obtains in the US Congress.One would’ve thought Barbados would have a similar system in place.Further I would like a system where former ministers are called to account before the same committees of parliament to account for their tenure;almost similar to the position held by Senator Harold Crichlow when he asked Senator Kerrie Symmonds to account for the overspending by the last BLP government.
