Former Prime Minister, Owen Arthur, M.P.
Former Prime Minister, Owen Arthur, M.P., Independent

The unusual decision by a fourteen year prime minister to resign his forty three year membership in the Barbados Labour Party (BLP) and to sit as an Independent continues to create ripples across the political landscape of Barbados. Further, the decision for him to sit on the government side – and on the frontbench no less – has only added oomph to the political debate.  Not too long ago DLP talking heads were making political capital of Arthur’s reluctance to debate in a parliament he described as porakey. Predictably we have another politician who has exposed chameleon behaviour probably motivated by an undeclared political objective. Arthur’s inability to serve his party in the twilight of his career must be recorded as a failure of leadership on his part. What message does it send to the society when a political leader of longstanding is unable to reconcile issues to the benefit of the party. Unlike many BU believes Arthur has done his legacy irretrievable harm.

The posturing by prime minister Freundel Stuart on the day Arthur resigned from the BLP has provided insight to the Machiavellian machinations by the actors involved – there is more in the mortar than the pestle as far as this matter is concerned. Even the garrulous minister of finance  was  halting in his comment when asked if consideration will be given to accommodate Arthur in an advisory role.  He said yes.

Less than two years ago Owen Seymour Arthur was the man the Democratic Labour Party (DLP) loved to hate. A former DLP political strategist admitted the strategy in the last election was to shine a light on all of Arthur’s skeletons secreted in many closets, and it worked.  Who can forget the attack advertisements and vicious lampooning  of Arthur on social media.  In the last two weeks we have witnessed how members of the political class on the government side have comfortably shifted political rhetoric in the name of political expediency.

Those Barbadians who up to now have blindly followed politicians should take careful note of our political class and where THEIR loyalty is located. The scenario playing out is a case study that defines a local politician. Political class indeed!

There is something distasteful about a former prime minister of fourteen years and a member of a political party for forty three deciding to resign and to end his political career as an independent. Then again we have to wait to see if Arthur can resist tossing political barbs at Mia Motley.   Lest we forget it was Arthur who told Mia Mottley on a political platform at Haggatt Hall during the last campaign, ‘I have important work for you to do’. Did someone say political expediency?

The Barbados Constitution does not recognise political parties and therefore members of parliament are free to do as Arthur as done. Arthur was elected to serve on a BLP ticket and BU is of the view the Constitution should be amended to prevent the political prostitution we are witnessing by Arthur’s decision to become an Independent. When Clyde Mascoll held his nose to switch sides our opinion was the same. Has Arthur lodged a little dagger in the back of Mascoll as a result of his decision?

About the decision by Arthur and all others who orchestrated his seating arrangement in the House. BU listened with amusement to George Griffith, Wendell Callender et al proffering a defence of the seating decision, suggesting a former prime minister should be accorded respect . Given how Arthur had been singled out by the government side during debates to be vilified while he was a sitting BLP member and prime minister, and in turn, Arthur labelling of parliament as porakey, BU recognises their porakey PR effort .

  2. o.k David we feel your pain,,and there is plenty truth in the article,,,,,,However in my humble opinion…it comes a time when enemies must cease fire and reconcile ,,,leaving the darkness behind and projecting an image of goodwill towards each other with objectives that will benefit ,the article does not paint a good picture of a past political climate that was selfserving and fueled and propelled by self interest,,any how going forward we must not genuflect to such a past and hold it at such a level that we cannot move beyond to seek a better future even if it calls for peace with one or all of our enemies,,,,,,lets not be petty and vindictive ,but rather move the bar at its highest level and in the right direction to help us met the desired objectives, that calls for resolution.

Let me start by correcting one error that seem to have taken root, and is that Arthur was a member of the BLP for 43 years. That is simply untrue. Arthur came back to Barbados from Jamaica in 1979. He got a job teaching at Roett’s place where he was very critical of Tom Adams in his classes. Word got back to The PM and Tom arranged to meet Arthur. Tom discovered that he was knowledgeable and arranged for him to become a budget analyst in the Ministry of Finance. Arthur joined the BLP some time in or after 1981, but if memory serves me correctly it was 1982. I will give him the benefit of doubt and say 1981 which would give him 33 years. He did not join the BLP when he was in Jamaica.

Prior to then Arthur and his entire family were supporters of the DLP. His cousin and political opponent, Haynesley Benn told me that he and Arthur were always DLP supporters, and that he was upset not because Arthur had joined the DEMS, but because Arthur did not have the decency to tell him before hand.

Arthur has left the BLP and even though he did not join the DLP, he has moved back to where he feels most comfortable.

My problem with Arthur’s recent conduct is that he has rightly come to his senses and concluded that Mia is bad for Barbados. Unfortunately, he wants everyone to take him at his word and has consistently refused to make his reasons public. That is a bigger disservice to this country than his resignation from the BLP.

  4. I kept all the newspapers from the last election and I was going through some over the past days. To re-live those nasty ads inflicted by the DLP on OSA and the BLP was an eye opener to the hypocrisy now being espoused.

If I knew this was coming I would have saved my “crocodile tears” post for this blog. So now you want to amend the constitution because Arthur resigned from the BLP and decided to sit as an “Independent” What an idiotic suggestion, Oh Lord save us from these tinkerers who would relegate the Constitution to a scrap of paper that can be changed willy nilly or at the whim of some critic who preaches freedom of speech but can’t stand the thought of Freedom of Association or the freedom to act to act according to one’s moral principles.

Can we change the Constitution to move Nelson? How about changing it to adopt African geographical place names? ( on the good side Accra wouldn’t have to change) How about changing the constitution to make all Bajans adopt African names? How about changing the Constitution to bar any Brit from coming to Barbados until they send us reparations? How about changing the Constitution to ensure that all Bajans have a fundamental right to free education from cradle to grave.

I gwine stop now before there is a Constitutional amendment to ban me……

It is fine for you to trivial how our politicians continue to manipulate the current setup for naked political reasons and nothing to do with what should be their obligation to represent people under the Barbados: Representation of the People Act. Note Trinidad has found reason to pass a Crossing of the Floor Act so it is not as farfetched as you would present.

I WAS TOLD ALSO THAT HE WOULD CALL THE NEWSPAPERS AND GET THE PARTICULARS ON THOSE WHO WROTE ADVERSE OPINIONS ABOUT HIM OR THE PARTY AND PERSONALLY CALL AND CURSE THEM.

  14. The reason why Arthur’s resignation has created the interest it has is because it is unusual, very unusual and anyone who cannot ‘understand’ is just plain difficult.

Those who love to follow the political debate tune in to VoB tomorrow to listen to ‘The Arthur Factor” at 11AM. There is a reason it is being discussed in Barbados and followed across the region.

If I were still a disciple of the Democratic Labor Party the brazenly shameless pandering of some of its staunches supporters towards Owen Arthur surely would have forced me to have a change of mind. Other than his political affiliation what about Owen Arthur has changed? Remember that he didn’t have a magic wand? Remember that he needed to be fed to the wolves for his failure in times of plenty to restructure the economy? How is it that some who saw failure in Mascoll’s motives, now find favour in Arthur’s move? Choir Master ac now leads the hypocritical chorale in singing the praises of Owen Arthur. Carry on smartly for sooner, much sooner than any of you realize a bugler who goes by the name of Father Time shall play The Last Post. Why would you need Owen Arthur? Tacit admittance that Chris is a monumental failure? Who knew? Everybody but ac!

  18. @Hamilton

What is puzzling is the fact Arthur did not resign his seat. Bear in mind up to now he has had no respect for debates in the House read porakey and his attendance record was a big subject of discussion leading into the last general election. Why all of a sudden he has been gripped by a heavy commitment to attend/debate in parliament? Based on his behaviour to date BU will NOT give him the benefit of any doubt until he demonstrates over the next three of four months he is an Independent judged by his contributions to House debates and his general comments.

“They are now talking about respect being showed to a former PM. What hypocrites!”

We will be inclined to accept Fumble’s sincerity about Arthur the turncoat and his invaluable insight and contribution to the future management of the economy when his demands for the firing of the Governor of the Central Bank and the removal of Sir Quisling Boyce (title duly bestowed by the same Rt. Hon OSA) from the Cabinet.

According to the frank and sincere OSA- the god of paro economics- both of these lying incompetents are as much responsible for the current disastrous state of the Bajan economy as he himself for all the wastage an financial mismanagement that took place during his 14 years at the helm. Now that you are a so-called independent member of Parliament are you (in the interest of national economic salvation) going continue press for the removal of the two saboteurs or are you going to do another volte-face and sing their praises of competence and professionalism to high heavens?

Mr. Arthur, you are making yourself look like a bloody ass just because of your vindictiveness and private vendetta towards Ms. Mottley.
You are making yourself look like just one silly bad-tempered old man that can’t accept life’s changes. You are dead politically. Fumble made it abundantly clear when he denuded (politically undressed) you in the same “poorakey parliament. What are you waiting for? But this time to be ‘re-dressed’ by the same Fumble like a cadaver awaiting its viewing and funeral rites? Now be off before the grim reaper pays a private visitation and takes you out of your diabetic state of torpor and arrogant stupidity.

  21. OK, so how is the ‘class of prostitutes’ so different to the brothel wherein they reside?

  22. Hamilton u now wrote a whole lot of bull ,especially when insinuating that i have become a disciple of OSA,,nothing can be further from the TRUTH,,,,what i am taking away from his resignation,,,,is far different from what all is implying,,as for me speaking only for me……is a sense that OSA wants to move away from the past,,,,,i do not get the sense that his resignation is purely a desire to do harm ,,,moreover ,,i belive maybe wrong…..that he has come to a deeper and clearer understanding with age that there comes a time in ones life when selfish desires can cloud ones vision and can do irreparable harm to oneself and to love ones (in this case country)….i personally feel that he has taken a step in the right direction one which will give him freedom to speak on those issues without fear or reprisal ,,,i am watching just like everyone how this all plays out,, it can be a win for OSA or it can be the final death of a man who once was held in high favor with his country … nothing that anyone B or D say can influence his path,,,the final result is going to entirely his,,,, to be quite frank,,,,this is ambitious on his part .and ambition .which can result with nothing after all that he contributed in his political years of stewardship to the country,,,,,not an easy task,,, going forward and if not careful can be squandered away by trying to get even with those whom he believes were his traitors,,,still too early in the game for ac to be convinced………a lot at stake here and plenty mileage on OSA part which must be covered,,

  23. Well said, miller.

I have always supported OSA and defended him against the nasty, vicious darts of the DLP and its yardfowls on BU. I for the life of me cannot understand this man OSA.

By his own actions, he is destroying his legacy. How can someone hate another person like he seems to hate Mia that he would destroy his legacy to destroy Mia. It just does not makes sense what he is doing.

The saying that hatred is a monster has to be true. Whatever happen to walking away, we were taught this from young. Goodness me! He is just coming over as petty, spiteful and vindictive. All Mia has to do is to keep quiet when he attacks her and she would come out the better person.

Only God can change this man!

Now that the miller no longer has a job shining OSA’s shoes you seem to be doing a fantastic job embellishing your CV as the replacement ass-licker.

So why not recommend to Fumble that he ‘retires’ The Guv of the Central Bank and make OSA roving ambassador and special advisor to his Cabinet for all matters fiscal and financial.

Why not put in your resumé a proposal that would see OSA given special responsibility for the resumption or completion of the following projects especially any involving the sale of Bajan assets to foreigners:
    Sugar Point Cruise Terminal
    Pierhead Marina
New sugar factory and the resuscitation of the sugar cane industry he OSA is accused of destroying
    Four Seasons
    Mericks
    Pikerings
    Sam Lord’s Castle
Resolution of the Al Barrack fiasco he created.
    And most importantly, CLICO.

We will not even ask poor OSA to get the Chinese to release the grant funding promised since 2012 in order to start the construction of the Performing Arts Centre down Brandons.

By that stroke of genius all the nasty and unrepeatable things you have said about OSA over the years would just go up in smoke like the ballots used to appoint a new Pope.

  25. Of course we are in unchartered territory and any political junkie will follow Arthur’s moves with great relish. I am of the opinion that Arthur will adopt the “Elder Statesman” mantle and his comments will reflect that perception…… but Mia will be fair game so the BLP brain trust (Mia & family) will be strategizing on how to effectively counter Owen in the H of A.

Mia’s problem is that her most experienced colleagues Payne and Marshall will not want to lock horns with Owen ditto Kerrie. The rest of her colleagues are political neophytes who will be maimed in any tussle with Owen so effectively Mia will be on her own.

Owen seems to be saying that he created a monster and that he feels that it is his duty to put a stake through its heart. He does not have to be Saint George all he has to do is reveal what he knows and allow the country to be the judge. Unfortunately, the question might arise: When did you know of this and why did you not take any action? This is where his legacy would be in trouble.

  27. Caswell,
You may be right…………..but I just am at a loss. Is he a paragon of virtue? Is anyone of us without sin? Does he not have skeletons in his closet too? David Thompson was a son of a biiitch and he over came all the nasty talk, defied his critics and won an election. Why cannot Mia do likewise?

  28. Caswell Franklyn Avatar
    Caswell Franklyn

Most of Owen’s skeletons are no longer in the closet. I for one believe in the forgiveness of sins but first you must confess. If the sins are brought to the fore by someone other than the sinner, the political career of the person would tend to take a blow. Arthur’s trump card seems to be that he knows of Mia’s “sins” and appears to be threatening premature release before she lands at Illaro Court. That is why Owen appears to be dangerous and also why all of Mia’s minions have gone into attack mode, leaving Mia to say: not me, I did not have a unkind word to say about Owen (publicly).

Any one of you that is fixated on Owen worrying about a legacy obviously do not know or do you understand the man Owen Arthur in the lease.

The man could not care less about what see as a legacy for himself, his sole mission right now is to destroy Mottley and break down the thing he has always fought even as leader of that party the elitest development of the BLP which he sees Mottley serving because of her background of being of her own belief of being superior and coming from a family of higher standing than which he Arthur came from..

Trust me his focus is very targeted at the destruction of Mottley and no one will side track his effort,

I say to him to go carefully as Mottley is a wounded beast and it is not beyond her to order a hit job on Arthur, were it to help her cause and she is well enough connected to drug dealers to have the access to do so,, she is as low as one gets, Arthur stay safe and fight the fight.

Your article seems to be making an argument for permanent political enemies. Politics does not have a prohibition on reconciliation. The Honorable former Prime Minister has not joined the DLP and there is history in his constituency for an independent candidate.

  34. Well, I suppose that the man has to sit somewhere – his status is unique so I suppose that from front, back, middle or a place in the corner front is as good as anywhere.

In any event, what does it mean to say ‘I am red’? Is it really any different from ‘I am independent’? What’s in a name?

  35. what.s in a name,,,,,,,good question….. history,,,,,

  36. First, it was pure nonsense to write off OSA as old when the man a’int near old age. Second, Mascoll had the whole country worked up about the BLP corruption about GEMS and later brought a no-confidence motion against the Bees -he then joined their cabinet. Richie Haynes shut down the NDP and endorsed the BLP and was Knighted. In years gone by Elliott Mottley left the Bees and teamed up with the Dees. Hammie La went back and forth. Commissiong was active in all three parties. Prescod the same thing. This(BLP/DLP) is one big happy political family. Kerrie Symmonds called Mottley Liz Thompson and some other BLP female 1000 pounds of fat or something like that as a DEE. I could go on and on. Until we all wake up and get it we would continue to take these jokers seriously. Quite frankly, from a purely political standpoint, Errol Barrow was a Bee.Delisle Bradshaw was on both tickets……….this is nothing new only difference is that OSA was a prime minister but that a’int mean he a’int a family member !!

This debacle is playing out exactly how Owen wants it to. Here we have an administration that seems to waffle on each and every policy decision. So far their only decision to be set in stone is the agreement to hang in there till pension qualification for all members. That’s the unwritten rule of the political class,as the same Owen Arthur showed during his first term. He is driven to frustrate Mia Mottley’s path to Illaro Court and he does not need to join the DLP to accomplish this mission. Arthur still has the confidence/support of some within so the task for Mia is by no stretch an easy one. At a time when Barbados is stumbling beneath the weight that incompetence brings, Owen knows that for Barbadians the Dems will be practically unelectable. Can they turn to an obviously fractured party? He thinks not, so from his vantage point they must come groveling back. The Stone That The Building Refuses…and you know the rest. That is why I keep calling for a few good men and women with the interest of country at heart. Now is th e time to get involved. The strongest seat in the Democratic Labour Party is that of St Lucy, so what does that tell you? On our hands we have a hot mess politically. We can do ourselves and by extension our country a great favour by using the next general election as the launching pad to finally rid Barbados of these thieves that make up today’s political class.

  45. On page 4A of todays newspaper there is a caption – Sinckler ready to work with Arthur. There you have it. The question BU ask in all. Our ignorance, why is the advice from Arthur good given as an Independent and not as a BLP MP. Are we saying that our MPs in the House lack the capacity to veer from the party line to the detriment of the country? Please don’t answer, it is a rhetorical question.

  46. The decision to establish NPA – National Precurement Authority must be hailed as a victory for the Auditor General. Although successive governments have largely ignored the AG by frustrating the Public Accounts Committee from functioning, arguably the most important committee of parliament, establishing NPA is an admission the existing system is crappy. Who comprised the team leading the reform of statutory corps that Dr. Robinson leads? What is the brief? What is the cost to taxpayers? We are sick and tired of these back room deals how persons are appointed to committees etc. while it is true ministers have the authority to appoints who they want nothing prevents a transparent government from sharing non critical information.
