The following was extracted from the Forensic Audit of CLICO International Life Insurance Ltd (under Judicial Management): Report as of December 5, 2011

“Included in the balance owing by CHBL is a payment for $3.333mm made by CIL to the law firm of Thompson & Associates (legal advisors to CIL and CHBL) in January 2009, pursuant to an invoice dated December 2008 purportedly for fees or retainers related to various legal matters involving CHBL. Mr. Leroy Parris, the former Chairman of CIL and CHBL authorized the invoice for payment. We have been advised that although payment was made to Thompson & Associates, it was in fact to the benefit of Mr. Parris as partial payment of a “gratuity”. We note that this transaction was not disclosed in the Minutes at that time but was discussed by the Board following the appointment to the Board of the Government representative in mid-2009.”

  1. Correcting post, should read David Thompson and Leroy Parris were indeed crooks.

“Money was removed from a life insurance company under false pretenses. That money is therefore tainted, and the only way it should get back into our system, is by being returned to the insurance company. If tainted money comes back into our system, through an individual or entity that has no legal right to it, then to my layman’s mind, money laundering has occurred. No report has to spell this out for me.”

And you don’t even have to be a clever attorney or have a legal background to figure all of that out…….lol

  3. So, what is the lying excuses from the DLP idiots about why no bank in Barbados would touch Leroy Parris’ 9 million dollars AND why the bank that was holding the funds asked him to please take it out…….if Parris is so clean why do the banks in Barbados see his money as DIRTY LAUNDERED MONEY??????

These matters are being read by the same political and judicial corrupt brutes. If more evidence concerning this massive fraud is brought forth, you will have an exposure of the criminal syndicate that masquerades as stand up role models and policy makers. These corrupt people need to be challenged by international agencies who pump millions of dollars in developmental aid into Barbados. These people should make request for accounts concerning the spending of their money and the results of which should show how that money was spent. In this way they can bring in there own international investigators to dig under the dirt to find the misappropriation of funds and pilfering activity. After that prosecute these criminals in the courts of the lending countries jurisdiction. If outside forces don’t do it you will never get it done under a Barbados system. That system is structured to put only the poor up Dodds and keep the elite safe and sound.

@ David. ..Do you know if there exists any legal footing that would permit for the estate of the late David John Howard Thompson to be challenged in relation to this CLICO fiasco?

That is the only way the taxpaying people in Barbados will get any satisfaction and the thieves, money launderers and corrupt scam artists posing as respectable corporate citizens and politicians get their comeuppance.

  7. @Hamilton

Interesting question, would a Thornhill, Parris or CLICO insider be willing to come public to show fraud which benefited the estate of Thompson?

Every member of the political class who continue to sit back in silence while poor people are hung out to dry on this matter is just as guilty as the major players in this con game. If we are really as well educated as we claim to be, how come we permit the same group, with the same players to play the same game every five years? How come we just sit back and accept the same results? A bunch of Dompeys we are.

  9. Hamilton Hill Avatar

That should have been Donkeys. Same thing, some might say.

  10. A bunch of Dompeys and ACs…lol

  11. What is so interesting about this whole thing is that EVERY MORNING Leroy Parris , Dr. Adrian Lorde (Doctor for CLICO and bought his mercedes and always on CBC in the morning) and some others are WALKING along the highway between Warrens roundabout and the other roundabout going in the direction of the airport. Even when the police could not find Parris to serve a summons, he was walking in the same place. After being embarrassed on BU the police served him at the gas station in Warrens!

These people are either MAD or very very brave people indeed!! Maybe the people all of them owe are not broke yet!!

  12. @SITH July 3, 2014 at 10:32 AM “Lets not forget the office manager of Thompsons office. It is inconceivable to think that the office manager was not in on the money laundering efforts.”

And for those who do not know the office manager was Mara Thompson, then wife, now unfortunate widow of David Thompson, late Prime Minister of Barbados. Mara is of course the St. Lucian born and raised Member of ParLIEment for St. John. She who collects an MP’s salary, AND a generous widow’s pension.

Let us examine and rationally analyse both situations concerning Owen Arthur and David Thompson.

During the 2008 election campaign, David Thompson went the length and breadth of Barbados telling Barbadians that CLICO gave Arthur a cheque in the sum of $75,000 as a donation towards campaign funding, which Arthur deposited on his personal account. Thompson substantiated his accusation by producing a copy of the returned cheque, indicating the cheque was actually deposited.
In response, Arthur admitted he received the cheque, deposited it to his account and later paid the money to the BLP.

    …………………………………………………………………..
Although I’m not a fan of Arthur, in all fairness to him, the cheque was written to OWEN ARTHUR and not the BLP. Under these circumstances, Arthur had two options; (1) deposit the cheque to his account and write a cheque to the BLP, or (2) endorse payment to the BLP, by simply writing “please pay to……” at the back of the cheque and sign it. He admittedly chose the former.
    ………………………………………………………………………
As such, that was a matter between Arthur and the BLP, and it’s up to the BLP to press charges against him for theft.

    Atraxerxes,
I agree with you that a cheque written in Owen Arthur’s name and cashed by Owen Arthur is very different from a cheque written in Thompson & Associates’ name, when the payment was ACTUALLY for the benefit of Mr. Parris.

However, if Mr. Arthur spent the money on his St. Peter campaign, then, by law he had an obligation to report it in his 2008 election ‘returns’. Are we as citizens allowed to get a copy of Mr. Arthur’s returns for 2008?

Mr. Arthur was also the leader of the BLP in 2008. If the 75k was spent on the BLP’s 2008 election campaign, then it ought to have been recorded and included in the BLP’s income statement which the party would have submitted to the authorities in 2008.
Are we as citizens allowed to get a copy of the BLP’s financial statements for 2008?

If perchance, we were able to scrutinize Mr. Arthur’s returns, and the BLP’s financial statements for 2008, and we discovered that the 75k was not accounted for in any of them, then Mr. Arthur would be at risk of being accused of misusing campaign funds. Is misuse of campaign funds a crime in Barbados?

I agree with your analysis, Walter.

  15. And who is responsible for the ‘scrutineering’?

  16. @Artax

Was it CLICO who gave the cheque or the bank.

    The cheque states B/O OURSELVES

  17. And who is responsible for the ‘scrutineering’?
    ++++++++++++++++++
You can bet your last dollar that it was someone(s) appointed specially for that task, (probably of the same intellectual level and analytical capabilities of ac and Dompey……)
They have most likely been subsequently promoted to the top of the service where they can now perform even more critical oversight of our precious tax dollars.

Seriously Caswell …..who were the persons with responsibility to analyze election returns…..apart from yourself of course – and your preliminary analysis of Stinkler’s fairy tale of a return…?

  18. “…………During the 2008 election campaign, David Thompson went the length and breadth of Barbados telling Barbadians that CLICO gave Arthur a cheque in the sum of $75,000 as a donation towards campaign funding”…………….

I carry no water for OSA but I could never understand why a man of his intellect would have accepted a cheque from these rats………….I would never have thought he would have any dealings with anything connected to Leroy Parris and by extension David Thompson.

Was it not said on BU that the cheque was issued by the then manager Mariano Brown of Caribbean Commercial Bank. A member of the government was on that board at the time who had knowledge of this transaction and when CLICO bought out the bank, the cheque was given to the dead rat for his political purpose?

All the while whilst that rat DT was posturing at Haggatt Hall about $75,000, he was thiefing millions from CLICO because dont let us be fooled, Leroy Parris is dumb as door knob and DT was the mastermind behind this deception. You really think that Leroy Parris could have thought up laundering CLICO policyholders’ money through Thompson Associates?

But God dont like ugly, you see the rat aint live long enough to enjoy his ill gotten gains. Look at the wife, anyone ever seen her looking as if she is enjoying life? Dont she always look miserable with all the millions she has!

Some one said that the likes of Leroy Parris being able to stroll down the road as an act of bravery is only because bajans are humbled people who love to eat humbled pie. In the eyes of many bajans Leroy Parris is a stand-up citizen of the soil and one who earned his keep legitimately. His alleged money laundering activity is not seen as a criminal act because he did not rob the bank; entered someones home and steal millions or mug a few tourist along the way. You see in the eyes of backward bajans white collar criminal activity has to fall into any of the aforementioned activities for bajans to see it as a crime. Right now Leroy Parris, Owen Arthur, Noel Lynch, George Payne in fact let me just simply say all the thieving politicians and their lackies are viewed as heroes and people to be emulated. Their contribution to Barbados’ development will be recorded in history\s pages. .

  21. If we don’t get whistleblowers coming forward we will have to start pinning the tail on the donkey wearing blindfolds because something has to give.

  22. @Prodigal son
Mara must have knew at sometime that David was homosexual/ bisexual , she reach the stage where she was leaving the rat but some DLP operatives beg her to stay with him and keep up the appearances for the 2008 election
Now with the millions , she can buy the drugs to stay alive , but as you and the whole of Barbados can see the woman is miserably living , just look at the face, not a smile
