In its June 5 issue the Nation newspaper published an article with the title ‘Symmonds pokes at NHC’ which has largely gone unnoticed by the public. BU congratulates the newspaper for sharing the story, it serves to confirm the extent to which our system of government is broken.

The article highlights an interesting exchange in parliament between Opposition member of parliament (MP) Kerri Symmonds and MPs on the government side. During the exchange we learned about a cease and desist instruction which was issued by the Permanent Secretary of the National Housing Corporation (NHC) to the Minister of Housing not to bring any more persons to the NHC to seek employment. Based on the newspaper report the order was ignored by Minister of Housing Denis Kellman.

The revelation by Symmonds was triggered by the ongoing meetings conducted by the Public Accounts Committee (PAC). However because Symmonds was in breach of Standing Order 61 the matter was barred from further discussion by Speaker of the House Michael Carrington. It is interesting Carrington was quoted in the Nation report admitting he had not attended the PAC meeting and was surprised to learn there was a meeting.  Why would the PAC meet and members not be aware the meeting was to be convened? The Speaker (Carrington) is often seen frequenting several rumshops across Barbados and we have no doubt he would have been available to attend the PAC meeting to ensure the important work of the people got done.

The leader of the Opposition and members of the PAC from the government side may have valid reasons why it is unable to function. After several years of an ineffective PAC,  BU concludes BOTH the Barbados Labour Party and the Democratic Labour Party have contrived over the years to stymie the proper functioning of the PAC.  How can we trust a system of governance which shows no urgency to remove the challenges which prevent the most important committee of parliament from functioning?  How can Barbadians boast of a democracy to be proud and we trivialize the workings of the PAC, refuse to implement a decade of Auditor General findings, the establishment of more statutory corporations with lax oversight and the list is very long.

Although the Nation newspaper must be congratulated for posting the story we regret it was not given prominence on the front page. This is the leadership which our media (Fourth Estate) must fulfil if we are to protect our fragile democracy. How can an educated country – we have sunk billions in education in the post Independence period – go about our business as if it is business as usual?

Why is the political directorate forcing the insolvent National Housing Corporation to recruit political lackeys? We know the answer don’t we? Can the public have sight of the latest financials of the statutory corporation or do we need the   indefatigable but toothless Auditor General to perform a special audit.

The time has come for politicians past and present and retired civil servants to share buried secrets in the cause of preventing the slide.

    It appears that the NHC was recruiting workers after Kellman became the minister. Mind you, during the retrenchment exercise, persons with ten or more service were sent home in preference for the new recruits.

    Someone mentioned Kerri Symonds and it was a nice surprise to hear Symonds reveal that he , Mottley and Donville Inniss are working together to make the International Business sector better. Is this a first example of the Dees and Bees burying partisanship and working together for the betterment of this blessed land? If so kudos to the Bees and Dees who are pushing the bi-partisan consensus option. Brick bats on the other hand to renegade Owen Arthur who announced to the world that Barbados $ will be devalued in the process frightening off investors. Way to go Arthur. Pan Africanist Prescod is right Arthur should be expelled from the BLP.

    The DLP made some very grand promises during the 2008 election campaign and ratified these promises in their 2008 manifesto, “Pathway To Progress”.
    As it relates to the above promise:FISCAL PRUDENCE WILL BE THE HALLMARK OF A DLP GOVERNMENT……. we have seen this administration embark upon implementing policies that adversely affected the economy. They blamed their failures on the current economic recession and the policies of the previous BLP administration.

    Unfortunately for DEM, the reports on Barbados’ economic performance compiled by the regional and international rating agencies, as well as the IMF, has put an end to their use of these “whipping boys” as an excuse for their economic mismanagement and turmoil this island has been reduced to.The current MOF Sinckler, Jeptar Ince, and Darcy Boyce must be given failure grades.

    Six years on, we have seen NO CHANGE…. the status quo remains the same.

    If you appoint political lackeys like AC to be permanent secretaries how do expect a miracle!! Most permanent secretaries can be seen at Canada and US birthday bash carrying drinks to and for the Ministers. They are the ones who do the nasty work of putting people out of jobs while the minister stands idly by, although he gave the order, and present a face of innocence.

    If indeed that PS had the temerity to tell Kellman that to his face, no wonder he has gone home early to retirement!! By the way that PS was Reginald Farley brother-in-law!! Most of them sell their souls and it is not their fault to become a PS, one must be part and parcel of either party albeit in secret!! So the PS and the minister are the same!!

    They have contributed 100%. They are the chief accounting officers and are ultimately responsible, by law, for the upholding of the financial rules and regulations and the management of the government’s budget.

    No politician can engage in graft and corruption regarding the award of contracts for public works and engagement of services unless the same chief accounting officers collude in the process either out of a concomitant personal aggrandizement, or to facilitate some selfish undeserving promotion or simply out of timidity, lack of professionalism and downright personal immorality.

    Word coming out of the Ministry of Health is that John Boyce has created a personal space for himself. It is meeting room which ONLY HE JOHN BOYCE can use.

    This is a space paid for by tax payer dollars; this is not HOME at John Boyce. But he can do it because the PS Tennyson Springer is ACTING.

    The joke people are saying is that the PS has to ask permission to use the SAID meeting room!!

    Now the only person who can do that or has the power to do what John Boyce did is the HEAD OF THE CIVIL SERVICE but he ACTING too and NOTHING shall be done about it!!

    Why don’t you guys stop looking for scapegoats? Why not look at the facts and figures and see if your dollar is really worth the paper it is printed on instead of blaming Arthur who identified and warned you of the perfect storm ahead if you continued on the path of incompetence and fiscal mismanagement which you followed stupidly like blind mice in a dark room looking for a black cat called Devaluation.

    Arthur is right on the button in saying Barbados is fast becoming a failed state. That is what happen when you try to separate the wants and requirements of a society from the need to effectively manage the economy which feeds the society. What was required was a synergistic balance of objectives not stupid arrogant statements and actions or lack thereof.
    It is the dishonest misleading utterances and actions of the present administration leading to a major loss of confidence that is frightening off investors.
    But who says a devaluation could not be a blessing in disguise with the double effect of not only forcing Bajans to live within their means (even if it results in the decimation of the pseudo imaginary middle class) but also making the place more attractive cost-wise to foreign investors.

    Nothing OSA said could be construed as scaring off investors like the vitriol we heard coming out of the PM’s mouth over the weekend at BMEX. I mean, to read what he said in the Sunday Sun was offensive but when you actually heard the exert on Brasstacks yesterday………..that made me sick to my stomach. You could just hear the arrogance, the dismissive tone, the scorn and the aloofness coming out of this man’s mouth. That garbage he spewed is what would run investors.

    I am now convinced it would would be best he keeps hi silence! The man is NOT PM material.


  18. One of the big disappointments for BU in the last 3 to 4 years has been the lack of scholarship in the debate when discussing righting Ship Barbados. All the arguments it seems are infected by political vitriol.

    It is a very difficult question for me to attempt to answer as I was a PS, albeit for a short time and well over a decade ago.

    Short answer, much less than the overall 100% that other posters have posited.

    Slightly longer answer; Perhaps 20% of PS’s contributed 100% to the flouting and the others contributed varying amounts ranging from -100 % to about 50%.

    The problem is and was predominantly due to the “system” and to immersion in a certain culture. I’ll just give a few examples that should illustrate this.

    In my time, there was a PS who talked a very good game but looked the other way or indulged himself in various infelicities apparently because he was wined and dined and provided substantial creature comforts by an officer whose name was well known to have been synonymous with graft in many departments of government. That PS was transferred to a sinecure posting and the Officer took early retirement.

    A Minister did some things that breached the financial rules. His PS firmly opposed him and the PS was actually supported by the PM but I think the PS was moved while a wiser Minister who, afaiu, learned from the experience and sinned no more, remained.

    The PS’s had no power to employ, control or discipline established staff and had very little say in personnel matters which was and is centralized. That situation has improved somewhat with new legislation promulgated in 2007 or early 2008.

    Public Sector reform started a long time ago but was always led by a PS who was near to retirement and had little energy or incentive to do a good job. Hopefully that situation has now changed.

    PS’s were generally not supported by their colleagues or the Head of the Civil Service in any disputes they might have had with Ministers or indeed with the PM. That situation is unlikely to have changed.

    It is entirely untrue to categorically state that PS’s and Officers of equivalent grades were or are only eligible for such posts if they have membership in the extant Political Party. Contrariwise, I know of a number of examples under former PM Arthur where PS’s were appointed who were either known to have been supporters of the other Party or whose allegiance was unknown but who had valuable expertise to offer and were brought on board nonetheless. But I also know of a fairly recent case, in the David Thompson administration, where the PS, in seeking to ratify new members for a Statutory board was heard to enquire what were the political affiliations of the suggested members.


  20. Some one was telling me of a situation where a welfare officer denied welfare to one of Sinckler’s constituents who was not qualified for assistance. That officer was transferred to a rural parish and the constituent got the assistance!! Many senior civil servants are complaining about being undermined by their Ministers,, and their PS are doing nothing about it!

    DLP supporters are told the value of contracts before those jobs are sent out to tender!! If the minister do not agree with the tender committee decision the tender is taken to cabinet to be overturned and their DLP supporter gets the job!! There are too many such complaints for this to be an isolated case with Denis Lowe only!!!

Actually, Sinckler confirmed that devaluation will be a reality if their fiscal policies (austerity measures) don’t work, so Arthur is not far off at all, Sinckler said in 6 to 12 months the Barbados economy should be strong………so…….you will either have a strong economy or devaluation…..pick your poison.

    That is the Modus Operandi of the man called the Stinking Liar. He has been giving similar copperplate assurances going to the Four Seasons fiasco.
    Only as recently as the August 2013 budget presentation and the IMF demanded fiscal adjustments announced in December last the same lying buffoon gave similar assurances of an inevitable fiscal reduction and projected growth in the economy resulting from the start-up of projects such as the revitalization of the sugar cane industry and the cruise ship terminal in that should have started since January 2014.

    When the idiot can get the housing project earmarked for Exmouth (that should have started since October 2013) or even the much promised Chinese gift of a Performing Arts Centre (promised 2 to 3 years ago) in his own constituency up and running we will be prepared to listen to any plans he has to effect improvements in the economy.
    The man is just bold faced bullshitter, pure and simple.
    Just don’t fall for the crap!
    Just see his pronouncements like those he made regarding the threats to his life or the ZR men transporting underage girls to engage in prostitution overseas.

  40. well TENNYSON SPRINGER HAS BEEN mismanaging the Psychiatric Hospital and it’s missing funds for years and he was promoted from being the director to being a PS where he will have more power and authority to mismanage and roleplay his autocracy.     You are right in saying that if the blog turns into a shouting match between the assumed supporters of BLP and DLP, you will shut it down.

    You are very correct to take that stance in respect of this blog.

    But you should not ever allow yourself – as if you had to really take this stance to its logical conclusion – to extend it generally to almost all very politically partisan blogs.

    What you must do is to give far greater precedence to other NON-DLP and BLP political views over DLP and BLP and their partisans views.

    What you must also do is to make sure that BU becomes a very powerful avenue through which those who do not have many local traditional media avenues and accesses, to use this BU blog to access and to have as a medium through which they can represent their own opinions, perspectives and position on almost anything, and through which they can have these intellectual effects contend and even cross fertilize.

    But, much of what many DLP and BLP partisans write on these very politically oriented blogs is absolute uneducated rubbish foolishness over and over again.

    Well, we had told you sometime ago about allowing those kinds of persons – with their horrible pseudonyms – to take over this essentially progressive blog network; and told you too about allowing the BLP and DLP – through whomsoever – to submit official information to the blog network.

    Finally, never allow these DLP and BLP to think that they can in whatever ways stagnate degrade the redoubtable BU. NEVER!!

Kellman said recently that people were falling over themselves to invest in Barbados. But want troubled me was that Stetson Babb did not follow up with…….so minister, where is the investment?

    How can a group of people elected to represent people lie day in and day out so bold faced and without any shame or remorse?

    David you told me to be patient. You told me indirectly that time thicker than twine. You told me not to give up even though I believe that the blogs are being laughed at by politicians and their pimps who recognized their obvious ineffectiveness and the fact that politicians know they are untouchable. You fully are aware David as I have been quipping in the Lowe responses that the agents or loyalist of the so called |political class” are here to frustrate, water down, pour scorn on and to make the blog ineffective. Why therefore would you want to shut the down blog down if it is an avenue for millions to read the corruption in Barbados.

    Be patient (you say) and let us wait for those disgruntled civil servants who have enough documentation and proof to bury the wicked, thieving ass, malicious and vindictive sons of bitches. My question is how long should we be patient and wait for justice meted?And would any of these former disgruntle civil s servants come forward with their proofs or are their too scared and contaminated to do so. Would any of the PS’s, past and present, come forward? I friggin well doubt it.

    David politicians and their crooks comment here under aliases. As I told you, hard core proof posted on the blog is what is needed to make these sons of bitches tremble. Just want one country who provides aid to Barbados to investigate their dollars and to see what their money is being used for. Otherwise its business as usual.

The BU household respects the BU family and will not close the blog without discussion. It may be useful if you have not done so is to follow what has happened with the Tea Party win for Bratt over Cantor in the Republican Primary. Bratt’s message started to resonate because of the BIG problem of late with unaccompanied minors flooding the US border which took his immigration message to a new level. It is all about opportunity and this is what we have to be patient about, there is opportunity on the horizon and we have to be ready.

    What is there to misinterpret from this. Close means close regardless if it is the comments or the blog.

    Concerning your analogy of the “Tea Party win for Bratt over Cantor in the Republican Primary,” Bratts rigorous ad campaigning from his financial resources resonated a convincing impression for voters to go with him. What therefore is there in this analogy that can be used as a strategy to convince the Barbadian populace that acceptance of divisional politics that has dire consequences for the masses in the form of biases and victimizations; the stalling of progresses and the exposure to malign possible chances, must come to an end and be met with rules enforced for proper governance. That all benefits for which the few enjoyed by illegitimate means, must now be met with accountability and that full disclosure of government deals, spending, projects and declaration of assets at periodic times when requested by an independent authority must be forthwith without delay.

    What therefore are you trying to say David – another trumpeting of the word PATIENCE?
