Whether you believe that the political manifesto of a political party is its intent to rollout certain policies if elected or that it is a social contract becomes an exercise in semantics. It is currently the preferred option which political parties have to outline a set of promises which they hope – if elected – to implement. In a growing democracy the electorate should have a reasonable expectation that a political party’s record over time should demonstrate the level of credence given to manifesto promises.

What is reprehensible is that with 10 days left to the 21 February 2013 both political parties continue to withhold manifestos (proposals) from the electorate as if it were a big secret. This is happening at a time when our tiny island continues to face unprecedented challenges posed by the global state of affairs. Both major political parties obviously see political tactics and gamesmanship being more relevant.  What does it say about us?

Until we achieve a higher level of maturity how we conduct political campaigns in Barbados the current reality which see political parties entertaining the party faithful and others looking for a good laugh will continue. Why would an intelligent electorate, and society, not demand from the candidates that they communicate their proposals to inform debate in the country well in advance of the election date? If ever there was a time in our history when we needed our politicians to depart from the same old same old the time is now surely. What does it say about us?

One is therefore left to ask, what has been the objective of the political campaigning so far? If both political parties and the handful of Independents have the national interest at heart, why not rush to deposit well articulated ideas and suggestions in the public space? The corn beef  style of campaigning described which served a purpose in the 60s and 70s cannot be relevant now. The irony is that more people, especially the youth, are becoming so cynical about politics and giving up their right to participate in our democracy? We have sunk billions into educating our people yet a significant chunk of our citizenry do not feel compelled to fully participate in our system of democracy. What does it say about us?

One manifesto item that will be of high interest to BU is how will both parties outline a media policy. This is a subject which is dear to the BU household. BU was conceptualized and given birth at a time when we detected deep hostility by Arthur and cohorts directed at the media in the 2006 to 2007.  In an information age it is evident significant institutional strengthening is required in the area of journalism and a supporting framework. Both parties should explore how resources can be strategically targeted at this segment which does not compromise its independence. It is 2013 and there is no vibrant body to represent media practitioners. What does it say about us?

Instead of discussing issues we have to witness politicians on both sides hurling abuse and otherwise vacuous statements at each other. However, in less than two weeks they will dress up in their finest Italian suits and enter the august chamber of parliament to assume the mantle of lawmakers. What does it say about us?

  2. I have attended both meetings and I dont find the Bees to be abusive or derogatory (relatively speaking) and pleasantly surprised.
    Also found they have been spending lots of time explaining, in simple language, the economy and solutions from their prespective


  3. Manifestos are promises which are routinely broken in Barbados.Ignore them.

    You should have decided who to vote for by now based on the performance of the party in power over the last five years.
    If you are unhappy with their performance vote them out.

    You should consider that the harsh effects of a prolonged recession in the rest of the world affected the performance of the Government.

    You are going to be faced with a period of austerity for another 5 years regardless of who wins. Vote for the party you think can Govern in tough difficult times.

    The thesis here is that if we demand of both parties that we want to hear their ideas for managing the country during this challenging period, it helps to feed an ethos in the country that is required/desired. And no not all people have made up their minds and some who have may very well change if we had a full blown debate about the issues.

    Yes the next 5-years will be difficult but decisions taken by Barbados government will/may determine the force of the shock we have to absorb.

Significant strengthening institutionally in the area of journalism?In Barbados where journalists routinely dance to the beat of their political masters?Where that noble profession has suffered a crisis of conflict,and in so doing has left its integrity at the feet of the politicos?Sad but true is the fact that in Barbados the journalistic path has two sides.On one side palms are greased.On the other hands are chopped off.Ask CCC.

I hold firm to my belief that our main stream media is but an article away from obsolescence soon to be replaced by social media that if properly regulated,offers a voice to the ones that get to speak once every five years.A social media that brings into sharp focus the hanky panky we pay for,but know nothing about since all it takes is a telephone call and any chosen story dies a natural death.


  7. What the politicians have not come to realise is that the electorate has matured to some degree and want to hear about how they will govern in these serious times ahead of us. If it is only entertainment they are providing then they are taking governance as a big joke and cuffing the electorate in the face. I heard OSA explaining to the public about the estimates and he did a pretty good job on that. It clearly shows that the DLP do not understand about running this country and have shown gross INCOMPETENCE.

    How can any government begin to govern when they haven’t estimated how much they are planning to spend. As OSA stated that many temporary workers cannot be paid until the estimates are done and Fumble has overlooked this very serious matter. He has been playing games with the public about the election date when he should have been making sure that his house was in order before announcing the date. This is another example of poor planning and execution by him. He is more interested in hosting Love and Poetry than governing this island.

    The BLP should cut out some of the entertainment acts and talk seriously to the public on their plans to govern in the next five years.
    I think Barbados should seriously consider passing a law that will only allow persons to hold the office of PM for two terms. This will allow new blood to take the helm.

    The more Fumble opens his mouth the more nonsense he is spewing. He is talking about making Barbados a Green country, what exactly does he mean by that? Planting more grass? Painting the buildings in green?


  8. with or without the manifesto what is at stake is the integrity and trthfulness of both leaders. that being said the public has already made up their mind as to whom they will trust. also the policies impleted in the manifesto would be crucial as to who have the best ideas not those design with the opportunistic political promises but with clarity and purposes of taking barbados into a patch of selfdetermination and self reliance, it might be possible that the electorate may take a look back and decide that it was better back in the fourteen years under OSA and then again the electorate can also think forward and ask if so why why wasn;t the country being prepared for these harsh economic times under OSA .

    Do you own a crystal ball where you can see into the future? Ask the same of the larger developed countries when the fallout hit them like twenty tons of bricks. If they had known before hand they would have put things in place as well.

    Word is the blp is sounding more “governmental” on the platforms coming down the stretch. OSA mentioned that they have started draft estimates with a general idea in mind so they would hit the ground running. The manifestos will provide some insight into the party’s thinking but in this cycle I think they need to go into some explaining and demonstrating as well as the promises.

    The BLP are better explainers than the Dees anyday. Comes with experience. Something many in the government didn’t seem to think they needed to get over the last 5 years. That comes with arrogance and a know it all, I have arrived attitude. They will each get what they deserve, good or bad.

Well in everday life a household that survives in hardship are the ones that know that rainy days do come and have prepared themselves accordingly .The problem that barbados faces is leadership that had a high expectancy of believing that good times last forever hence the inabilty to look into the future with clarity and a realistic vision of sound and Directive leadership. leaders are not followers.they are expected to be visionaries who can implement change that is of benefit to country

Fowler backed by the BLP said the worst things about Sinckler for a long time now he fighting back he is to be condemned? Sinckler our country needs more like you who arent intimidated by Arthur’s henchmen/women. Fowler and Mary Redman are two vindictive women al la Owen Arthtur..

  15. The time is probably here for one term parties (a change every five years with one party finishing what the other started), giving them opportunity to take root e.g two and three terms, might very well be too much temptation for the weak minded and extremely costly to the taxpayers..

    Suppose these groups start with speaking out on his attack on Mia Mottley at Uwee. The little row between Fowler and Sinckler is nothing compared to the vile abuse Mottley, Cynthia Forde, Liz Thompson etc suffered at the hands of Arthur. The man is a joker.

    I haven’t heard about this issue you’re referring to.
    I can neither condemn Sinckler nor Fowler nor Arthur, but, Arthur would have to be really tongue in cheek to call on the church and women’s groups. lol

    slightly off not, both these groups have been pretty “irrelevant” of late.

    As David said though…any advantage that can be gained will be sought. Bear in mind that an attack on Fowler can easily be turned into an attack on policyholders wanting to get their CLICO money. Sinckler and Inniss are clearly targets of a well orchestrated sniper job using their own words. Time will tell if it works.

    Arthur is on Brass Tacks now. Wow.

Back to this topic: I am in total agreement with Owen Arthur not to appear on the CBC,for they have done to his party exacly what the Nation Publishing Co. has done to the DLP,in both instances a disservice to the people of Barbados.We are so small a country that almost everything is intertwined.Case in point: There is Peter Wickham the political columnist whose submissions were rejected by the Barbados Nation last election,and then there is Peter Wickham the pollster that has done every poll for the same Barbados Nation since the change of government.Who gives the assurance of transparency in media matters here in Barbados?

    We all know how the media is in bed with the two parties. Most editorial departments are split down the middle.

    We also know that Publisher Gittens is about dollars even if it comes at editorial sacrifice.


  23. This is absolutely amazing. How can political parties fighting a general election do so without manifestos, their planned programmes if returned to power.
    It is clear that the nonsense said on platforms are not binding, nor are they intending to be binding, if not they would have been part of a manifesto.
    How can the general public vote if they do not know what they are voting for? Quite clearly this is a game both leading parties are playing. After five years in power, and a number of speculative months as to when a general election would be called, it is inconceivable that they do not have written manifestos.
    The only answer is tha they do not trust the people.

    When are people going to come to the realization that everything they have been thought, told every day, believe in – are all lies! Austin says that the politicians don’t trust the people. Well, the people don’t trust the politicians either. Surely, this must be an indicator of systemic political collapse. And even if a traditional manifesto was written, why would that act bind any political party to dubious promises? Has there ever been any social contract anywhere in christendom that was respected by the political animals? Austin talks about proposed programs and policies. What proposals can we have when the Titanic (Barbados and capitalism) is collapsing? Does it matter who forms which ‘government’? Austin asks, how can people vote if they know not what they are voting for? People have been voting for centuries and never knew what they were voting for. In fact, however a government is formed they has never been any abiding realism that the people are the sovereign. All kinds of individuals pretend that they are King, Queen or they loyal subjects. In the Westminster system all types of games are played on the people, all the time. We can’t thinks of one Westminster styled government where ‘the people’ have a right to recall any of the despotic regimes. And the weaknesses of the system go on and on. We have called on the people of Barbados to boycott these illegal and immoral elections. Bajans must know that these criminal political parties can only rule with their consent. We have proffered that a less than 30% turnout constitutes a total boycott. And only forty something percent of the registered voter are likely to vote. We have also proposed that at the first hint that minority elements would seek to imposed themselves on the country that we should not cooperate with them, form a rival and representative government that would comprise social activists, bajans abroad and others.


  27. Well both parties are expected to introduce their manifestos late this week. The BLP has promised to do so on Valentines Day, no doubt there is the opportunity to play on the colour RED.

  28. The issuance of the so-called manifestos is merely window dressing. We will venture to say that nothing in either document will or could address the causation of our real problems. We done! Tell us when the guillotine in readied and the people are prepared to do their generational duty.


  29. All that is said about manifestos is true, they can and often are ignored. But if a party makes a manifesto commitment then if it goes back on it it has to explain to an educated electorate or be removed from government.
    Get promises in black and white – not soundbites.

    There is precisely the fictitious merry-go-round that we are depending on you to help us to escape. Why continue to participate in the process when we know that it is fundamentally flawed? All that you have said just now we have had for decades and what difference has it made. You well know that the politician have always told us one thing and done what they like. And they are all in the same game. Your checks and balances have not been effective in the past. And we know that which ever party gets in will continue to trick us – we have this certain knowledge. So why are we playing this fools game?

    One of the ‘nuclear bombs’ are being dropped on Friday night, the day after the BLP manifesto launch on Valentine’s Day/Night. It is going to be a political wasteland in the BLP thereafter.

    It is being dubbed ‘Operation Bang’ by the DLP and will show systemic corruption between the BLP administration and BIG Business in Barbados, 1994 to 2008.

    It involves forign bank accounts in the name of MP’s who are seeking election in the General Election on 21st February, 2013.

  33. Where are the independent candidates? Where is the third party? Do members of parliament represent their parties or constituents? Constituents must make it clear that they have more power than party whips.
    Unless the electorate has a short memory, a government can only pull off a dastardly trick once. After that they are history. Hold politicians to their promises.
    The problem, as has been observed, is that our constitutional does not allow for a recall. More than 40 per cent of voters calling for a recall in a plebiscite should force a by-election.
    In the final analysis, we get what we accept. How can long-term young unemployed people run behind a political party which offers them nothing?


  34. Hal, they have been doing this forever and there is no indication that they feel unable to continue forever. When you talk about independent candidates and third parties you are still playing into the same bankrupted political order. Do you think it is an accident that political campaigns are organised the way they are? Why it is near impossible for independents and third parties will never have a chance? Why campaigns are finances by Peter Boos et al and the moneyed class, illegally mostly? With this no independent mind will ever be in any government anywhere.


  35. We wait for ‘Operation Bang’ as you suggest to determine impact. It is sad the country which is in an economic vice grip has to determine the outcome of an election on non economic reasons. Anyway, we await first the glossy 84 page BLP manifesto.

    The other point about a third party or credible Independents. Who better than Mia to have built on what Richie started. Instead she has compromised her political integrity by toeing the party line.


  36. This election SAGICOR will give the BLP and DLP (each) one million dollars. This will continue as long as Dodridge Miller is there. Now this is illegal. Nowhere in the Laws of Barbados is there a provision for this. Tell us, how do you deal with this? Do you think an independent candidate will ever get any of this illegal election funding? We say again that the system has failed and it is impossible to correct it. In short, we have a fascist regime in Barbados, and almost everywhere else!

Dems talk about the global recession limiting their ability to spend, then talk about all the spending they did – and recently about 2,000 new homes they are going to build for low and middle income Bajans which will not cost the taxpayer one dime.What about the value of the land they will provide to the bulider – 200 acres. Bees talk about all the things the Dems didn’t do and all the things they will give the people.

    The fiscal cliff the BEEs talking about in the US had to do with Congress giving approval to borrow more money to pay its bills.

  42. I hope Operation bang also includes the DLP millionaires. This just shows how down right nasty and desperate the Dems are! That 2008 trick is not going to work in 2013. So bang away! You all dont think that the BLP has dirt on DLPites too. People will simply conclude that the DLP operates nasty and in the gutter!

  44. I have been attending BLP meetings virtually every night in person or via live streaming, and I too am pleasantly surprised by the focus on the issues and the lack of abuse.

    I know it is easy to repeat cliches and try to lay the blame on both parties. But this time the BLP platform has been mostly clean.

    I have also attended a couple of the DLP live streaming events and have been turned off by their focus on personal attacks and name calling.

    I would invite any fair minded person to attend a live stream event for each party and make an independent judgement.

    The difference is stark.

Also the BLP campaign rhetoric is anchored in achievements in the boom years which is a nonsense argument. The discussion from both platforms 9 days from EDay must be about their ideas for charting a path forward for the country.

    He took a turn on Irene Sandiford Garner on the floor of Parliament (when she was just an ordinary citizen)…..revealing details about he medical expenses being financed by the credit union !

    He cursed the same Clyde Mascoll…..branding him a shoplifter and building a house without town planning permission.

    THE RECORD OF THOSE ACTIONS AND WORDS ARE THERE FOR POSTERITY .

    The DEMS will put the evidence to the Barbadian people….we report…they will decide.
