We must transform or perish,” Arthur warned yesterday in an address to the Barbados Association of Office Professionals at the Lloyd Erskine Sandiford Centre – Nation Newspaper

Leader of the Opposition, Owen Arthur

Today the corporate media has Owen Seymour Arthur mouthing the arguments that BU has made for several years about the pressing need for radical transformation in Barbados, as a cultural construct. But we think he means the economy alone. Any real cultural transformation, the type we have been calling for, must of necessity transcend the dubious arithmetic methods of the Keynesian, post world war two architecture, to which Owen Arthur is an avid devotee. He knows nothing else and this old dog cannot be thought any new tricks. He seems to have now awoken to the truism, which has been obvious to those of us who closely follow global events, that all of what we think of as Western ‘civilization’ is under threat – and may well collapse sooner that we think.

This is a man who whole-heartedly embraced the Washington Consensus Neo-liberal policies of his masters in American and European capitals for more than 30 years. This is a man who is known to have a close relationship with one of the most plutocratic ‘leaders’ in the West, Tony Blair. It was Blair who spearheaded an illegal war on Iraq to steal Iraqi oil. Arthur has no history of transforming anything, with the possible exception of his personal life. We well remember him shedding crocodile tears on the floor of Parliament in a public relations (PR) gambit to attract resources. That this kind of man would now want to present himself as an agent of transformation is an affront to all that is Barbados and more particular those of us who have been fashioning this argumentation for many years.

Arthur is no more than an imposter!

But is must be the responsibility of BU to call out this neophyte as a real and present danger to the development of a new form of people-centered or direct democracy for which BU is possibly the sole voice in Barbados. We must be very careful that this troglodyte does not succeed in compromising our search for a better way by which we organize our society. We must make sure that this ideological frame does not end up being the basis on which Owen Arthur again seeks to stage a soft coup in Barbados. We can be sure that if Arthur hinges himself to a populace rhetoric it will only be for electoral reasons because everything that he is anathema to the type of transformation we seek. After such an election it shall be business as usual and the historic moment for real transformation would have lost its innocence and its non-partisan nature.

Stand firm!

  1. @Pacha

Thanks for your kind references to BU. We take the opportunity to thank you and all those who continue to contribute to the BU Project.

To the thrust of your submission, it should concern the directorate in Barbados, political and civil, our inability to be coherent about a national strategy which is aligned to the global reality.

One of the issues which seems to be blocking our ability to build out a new way of doing things is the hardened political positions which are emerging -not dissimilar to Jamaica and T&T – which not too long ago separated our way of doing things from them.

  2. Pachamama, I feel sorry for DLP party hacks like you who cannot see the light, the train is coming at break neck speed and you all could only psuh the party. You Dems on this blog keep saying that there are no suggestions coming from the Opposition only criticism. When they offer suggestions, we get this garbage from you DLP yardfowls.

Ignore the advice and let Barbados sink. But for party hacks like you, it would not matter as long as the DLP rules and the fatted calf is being shared!

  3. I like this thread because it shows that we are able to trot out thrash and garbage and it shows that even the dull and ignorant still have their story. in the fourteen years of the BLP we have seen changes in this country which would relate to transformation. Check the change on the South coast, changes in the sugar industry, changes in tax policy, changes in the Interntional Financial Sector, Cultural Industries, You know you cannot make people see the truth no matter what

You fall in the category of Looking Glass…who wrote articles full of falsified figures and twisted facts embodied ..under the pretense of that of respected authors.(Hal Austin)
Here we have you doing the same to achieve your less than dignified ends.

I now show one of your misgivings . Culture…. Your above statement (my opening)…. serves to prejudice what you sought to implicate by way of twist,. underline “think” .( we have a saying THINK caused a man to s#it himself) …. as to the rest of your post, I lost interest.

  6. The labels as expected seem to be coming fast and furious.

Here are some of the foundational issues which one can easily assign blame to those who have governed Barbados in the last 20 years.

    1. How long does it take to do business in Barbados compared to best in market like Singapore, Hong Kong and even St. Lucia.

    2. How effective has public sector reform implemented by the Arthur administration?

    3. In response to initiatives by global private sector to make governance more robust what have we done in Barbados?

    4. What have to mitigate risk associated with our dependence of fossil fuel?

    5. What has been done to make governance more transparent by implementing enabling legislation?

Will add another five in due course.

What the politicos need to understand is that cosmetic changes to a tired and irrelevant economic model will not work!

Why does just about every non-rich guest in Barbados get to enjoy the sound of drag racing on our “highways”? Heard until the early mornings most days.

Just where are our police enforcing our road traffic rules?

  10. Doesn’t this message Transform or Perish by OSA sound very similar? Reminds me of MIA’s address to the Chamber of Commerce last year or the year before? Isn’t that know as plagiarism?

  11. correction …Known as plagiarism?

  12. I am at a lost here!!
How could OSA be a neoliberal and Keynesian at the same time? What is more neoliberal than the indirect privatisation of aspects of the drug service? Is social democracy the political ideology practiced in Bdos?

  13. @ David

No 1 and No.2 Public sector reform – I remember reading about the establishment of a unit to promote the reform, and if memory serves, developed a paper on the matter. So far civil servants indicate that mainly sensitzation of the need for reform was done. For sure Eductech put into place the teacher appraisal system, not sure if it is working. Cosmetic and easy reforms were done on smart stream to quicken payments to small businesses, and some changes were made at the port that affected our imports. NISE initiative but slow or little change in human performance and service attitudes, which we continue to suffer from as citizens. Human performance change is much harder to achieve, a long slow slog. More work needed

    3. Not clear on specifically what you refer to.here, but maybe someone else knows about it.

    4. Liz Thompson read a paper on energy and environment in Parliament and it seemed quite comprehensive sometime in 2006/7. Implementation was probably next. I know for sure fuel canes were planted and research commenced to reduce dependence on fossil fuel; also the offshore oil programme had in its policy, that funds from oil will be used to pursue implementation of alternative fuels. But you must have read that.

    5. On transparency, they did not get far, but I heard in parliament that Louis Tull was mandated to develop integrity and FOI policies for the country, which was done. It was being reviewed and analysed to get buy-in. Gov’t changed before we heard anything more about it. So more work is needed.

    Works in progress.

  15. Oh and the PFI arrangement at Coverley?

  16. @ bajan truth
AND a National Strategic Plan–a document the man the electorate overwhelmingly voted to be PM never bothered to debate in Parliament.

  17. @Bajan Truth

Thanks for your comment. It is something which adds value to the discussion so far on the need to shift thinking. In fact the reference by Arthur yesterday to the need for the economy – indeed the society – to transform is a victory for a first step. Whether as Pachamma believes Arthur is not capable is fodder for the debate..

  18. @ Enuff | April 26, 2012 at 2:06 PM |

Oh and the PFI arrangement at Coverley?……………

And now we are on the subject of Coverley, someone needs to “offend” somebody and have that garden in the highway removed as soon as possible at Coverley. I cannot for the life of me understand how Town and Country Planning could allow these developers to plant shrubs in the road. It is downright hazardous.

Some years ago Town and Country planning kept my house plans on hold for a minor issue which did not make sense to me. To get my plan approved, I had to change it up and they could approve a developer planting a garden right in a busy highway. An accident waiting to happen.

Enuff, that Coverley funny business is going to cost the taxpayers of this country dearly.

  19. Bushie apologizes to all bloggers for this, but the honest truth is that Zoe is correct…. 🙂

NONE of the fine gentlemen or women currently seeking to offer their services as leaders have what it would take to do so successfully. Mine you, they mostly are of good intentions, but the circumstances are beyond them….. And beyond most of us here too.

Mr Arthur is a pretender. He did a little economics (which is what one studies when one’s capabilities are not up to engineering, medicine, law or even teaching) – and actually believes that it is a serious science….. LOL

onions is right about us longing for a return to the period 1994 – 2008, but that is true around the western world- even where clear idiots were in charge. Arthur was just lucky to have been captain during calm seas.
    >His public sector reform was a farce
    >The productivity council is a waste
    >National governence is in shambles
    >The national debt ended his term near 60% GDP
    >…then there was Greenland, VECO, 3S, Dodds and his other achievements
…..and this was during calm seas….. What titanic can Owen steer…?

  23. When the PDC saw that article headlined: Arthur: Transform island or perish, in today’s Daily Nation, the PDC was bent on finding some space some where under some thread to post a small commentary about this statement – that Barbados must transform or perish ( so to speak).

Indeed, Arthur was reported to have said such in an address yesterday to the Barbados Association of Office Professionals at the Lloyd Erskine Sandiford Conference Centre.

But little did we know that there would have been a BU thread dealing with this statement.

So let us say that this thread has facilitated out submission

While it is true that Barbados must transform or perish in many aspects of this society, the fact that Arthur reportedly said it is of great concern.

For this is the same Arthur that when he was Prime Minister helped to destroy many of the material financial affairs of this country, owing then to so many of his and his BLP Government’s ill-conceived and inept and backward policies and programs from 1994 to 2008.

Clearly Arthur did not have such a mantra in his mind when he help to produced such destruction in this country’s afffairs.

Partly as a result of such policies and programs this country today is “confronted by the greatest economic crisis in its history”.

And this is no blinking joke.

He, Arthur, has destroyed so many of this country’s affairs and its potential that this country will not recover on this present trajectory.

Furthermore, what absolutely horrifies us is that the worst prime minister Barbados has ever had, now has the gall to apparently have told the gathering at the same centre yesterday that this country needs and innovative response when he made sure that TAXATION under his misrule increased tremendously with his imposition of the VAT, the CESS, etc, which totally surpassed what taxation he removed.

He also apparently spoke out the need for the promotion of entrepreneurship. This is the same man who helped to desroy the new used car business in this country by making sure this business was not able to bring in vehicles more than 4 yrs old for nasty political reasons and almost wrecked the minibus and zr business in this country with TAXATION in the 1990s. And we can go on but we would not now do so.

And lastly it was reported how he talked about removal of all ambivalence to make Barbados an exporter of high quality premium priced services.

Who would believe that this is the same man that helped made sure, when he was prime minister, that Barbados’s exports plunged to very low levels, by his lack of serious support for export manufacturing and export agriculture?

Arthur had also brayed just before becoming prime minister in 1994, that one plank of his strategy was to make Barbados a private sector, export led driven political economy. But what did the country see when he became prime minister? A government driven import led political economy.

    PDC

Cuh dear, you did not have to expose old onions secret. If you go and show how easy it isfor any fool to quote Shakespeare what will you leave for the old onions to do, to try to appear to be bright on BU…..?

You certainly don’t expect him to spout logical or sensible opinions THAT ARE ALSO original…..!? 🙂

    …that was low John.
    …but no apology needed LOL

  25. I am surprised that no one has commented on Arthur’s statement with regards to an agrarian land use policy.

  26. So Bushie, you would want back Stuart as your P.M? If the DLP wins the next general elections, can Barbados handle another % years of drifting? If not Stuart, who? Mr Arthur might not be the best leader this country has ever had, but like the W.I cricket team, we have to pick the best from among the bad ones we have to choose from; to me Artur is heads and shoulders above anyone within the DLP and also ahead of Mia. i must admit that within the BLP the barrel is pretty empty too, this country needs potential leaders to come forward and be counted.

  27. GOVERNMENT IS paying out about $13 million to acquire land to facilitate roadworks on the Warrens, St Michael/Redmans Village, St Thomas stretch of the Ronald Mapp Highway.

This DLP ABC highway upgrade project must now be more than the flyovers. Anyone knows the figures?

That has to be a shite load of land for $13 MILLION DOLLARS. Better find out who the land being bought from, is it Bizzy or COW?

  29. @ Scout
Bushie was a fan of O$A in the early stages when he appeared to have the potential and will to be a new EWB.
When it became clear that he allowed himself to be diverted from this path by the temptations of the wealthy,…. Bushie gave up hope….
    When FBI investigations routinely disappeared….
When the wealthy always got their way….
When he allowed greed to drive our CSME immigration policy
When ordinary bajans were ignored to the Blocks while outsiders were welcomed to make a living here…
…and finally when that famous cheque was misplaced……

For a while, Bushie was also made the fool by DT – as someone with the will and potential to be a modern EWB…. alas the temptations of CLICO cash and the influence of the wealthy seem to have also had their impact…

Mr Stuart is a nice Bajan gentleman who probably do not deserve the abuse that he attracts. Bushie believes that he himself knows that he is in the wrong job, at the wrong time….
In any case, the influence of the wealthy will deal with him in a different way even if he is too honourable to be bribed ….. like they did with Sandi… with ridicule and derision…. and we will go along with the plot too – repeating the jokes and insults that they initiate…

    Who then for the JOB?

    NONE OF THE POLITICIANS.
Why not set the qualifications and experience levels we want and advertise the job….?
The main challenge will be in maintaining openness, transparency, and integrity among the bosses- to keep the money devils at bay………this is where Caswell, BAFBFP and the rest of the National Supervisory Committee comes in…

….this is why Caswell is KEY.

Scout, with the present crooked system, Bushie has NO faith in any of the available options….

  30. John said years ago at elections we need to provide work permits for 30 persons with adequate qualifications to be MP’s because it didn’t seem then and doesn’t seem now that anyone in Barbados has the simple integrity to meet the role.

…. and John admits it wasn’t an original thought.

John never got fooled by any politicians post 1976 because John figured out pretty quick they are all the same …. EWB included!!

John got fooled in 1976 because John thought all the hoo haa in Parliament about cheques and honesty where EWB was shown up was seriously meant to apply to all politicians.

But John was able to figure out for John’s self that actions speak louder than words …… always.

  31. Bush T; an excellent post above. All o’ dem have or had feet of clay, including Barrow. I however suspect that Caswell might be the wrong choice for the putative National Supervisory Committee. But some mechanism that objectively and effectively uses the best of the talent available (poor rakey though it may be in comparison with past talent) for Ministerial-like Governance is sorely needed. At present I see that talent as a mix of the following: Mia Mottley, Donville Inniss, Sealy, the former BLP AG – Marshall?, and a very few others from both parties, with Clyde Mascoll and Owen Arthur as economic advisors only. I don’t see any room there for FS or Jones. Perhaps a dead heat in the Elections precipitating a coalition government might be a catalyst for getting such a team together.

  32. John; an excellent post also.

  33. So wunnah looking for a PM? Time magazine just published its list of the 100 most influential people in the worl and I didn’t see any of the following names: Freundel;Owen; Chris; Mia; Clyde or any of de other pretenders, de only Bajan I see on the list is none other than Rihanna.

    Rihanna for PM!

… test no be tested…wail not a woo .. much ado ..shew shoo.

  35. @Pachamama
“Arthur is no more than an imposter”
I think that you stole that quote from Clyde Mascoll !

Arthur is all about PR – He will try to give the impression that we must do this and we must do that- if you did not live in Barbados , you would think that this is a new candidate in politics not a man who had the opportunity to restructure for 3 terms while the world economy was blooming and refused to “TRANSFORM” the way business is done in this country.
He always took the politically convenient road, that is the consistent characteristic of his leadership.
    – in 2001 ,Sir Courtney warned Barbados about stacking the public service for political reasons, advice ignored.
    – BWA in deep debt and in need of serious restructuring – advice ignored
    – Anthony Wood saying that the public and private transport in the face of other rising input costs needed to an adjustment to bus fares from 1.50 – shot down for political reasons
Drug Service costs spiralling out of control- action not taken.
BNOC tottering on brink of insolvency – action delayed.
We had massive wastage of taxpayers funds with HUGE cost overruns on virtually every project year after year but then again Arthur was only the Prime Minister, right – it was not like he was the Minister Of Finance or Chairman of Cabinet- oops my mistake!
Who does Arthur think he is fooling?
Arthur’s talk about transformation is a pure election gimmick which the gullible BLP yardfowl will latch onto.
It is about as real as when Liz Thompson put the ads in the newspaper of all the fancy low income houses that the BLP was supposed to have built but after 14 years, 26 000 Bajans were still waiting for those imaginary BLP houses.
Arthur will fool those who allow themselves to be fooled.
Transformation What- his bank account ,perhaps- that is the transformation he is talking about- stupse!

  36. !
Boy you all are getting real desperate…phew !…..face it ..it’s all over..lol
    blame…S

  37. The truth hurts – The only thing Arthur is looking to transform is his bank account –

  38. ! it must hurt you really bad to know the man that only looking to transform his bank account will win the next election on a count that the DLP has no ideas to put forward to this country. it must hard really bad.

WUNNA expect politicians to walk on water ?
WUNNA aint know that wunna is a bunch shite-talkers though ?

YOU aint know that there should be a law against talking-shite ??

THE DLP and their ignorant supporters and syncophants cannot stop people from voting against Dem in the next election.

The DLP is operatig like a party in its fourth Term. Peter Wickham say that Freundel Stuart operating like he want to lose the next election.

Stuart making Hartley Henry FEEL so bad to see that all the work that Henry did to win the Government for the DLP , Stuart turn round and throwing it all away

WHY DE %^&$ wunna dont leave Owen Arthur and stop troubling the next Prime Minister of Barbados?

WUNNA aint hear what WOOD say about Freundel Stuart in Thursday nation
I doubt Stuart can get a hard-on. It musse does tek he fifty days to get a hardon. The man is too ^%%$&&###$ slow

CAN BARBADOS STAND 5 MORE YEARS OF FREUNDEL STUART and the DLP ???.
    NO, NO Phuckingwell NO

  40. WHO is a better prime Minister than Owen Arthur ?
Certainly not Stuart , Certainly not Sandy
Calling big words like Stuart does is the sign of an ass–I hate the crap -no apologies

The only Prime Minister that can challenge Owen Arthur is Errol Barrow and I say this out of respect for His Excellency The Right Hon. Errol Walton Barrow—a man who hated titles so I dont know why I am assigning such a title anyhow but yeah EWB is the only one that can challenge Owen and if thruth be told he hd nothing really on Owen as a Prime Minister.

Eventually, from what has been reported, there was more dirt associated with Errol Barrow than Owen Arthur , disspearance of certain individuals and certain questionable sexual pratices notwithstanding the fact that Bajans does call everybody a buller. That is part of the shite talk that goes on in Barbados.
Clarkarotti writes in Barbados Today that people spreading rumours about him. I wonder if this have anything to do with the question Caswell was asking about an entertainer and a politician and if it illustrates the point about Bajans and shite talk—literally .

  41. @ Bush

When are you going to stop muttering in stage whispers from the wings?

Oh – and do stop trying to seduce Zoe. Your public love affair with Caswell is one thing but now you’re in danger of becoming a slut. Leave that to BAF. Mind – maybe sluttery is betta than the fidelity of US and THEM, and definately more ticklesome even as – no, especially as – a mind game.

  42. Bushie
I agree with most of your comments, yes, none of our present day politicians are reaaly up to marks. However, it is too short a period before the next general to groom someone for P.M, therefore we are stuck with choosing one of these we have now. My choice will be Owen Arthur, for two reasons, he has a track record that is better than FS by far, even though they both were in a below par race, secondly , since he became P.M at a time when the world economy was looking up and it gave him the benefit of three terms in office, now let him prove to us how good he really is by pulling Barbados out of this hole. FS is not suited for this climate at this time, this country needs someone to be more agressive and FS is too laidback, waiting for something to happen. To me he is too aloft, he was that way when he was representative in St Philip South and he lost his seat, he has continued in that way and can easily lose his seat again. Plus, there are persons within his party, who will pay the opposition to see him lose, like Adams did to Bree in ‘ 76.

  43. The need to focus on the foundational issues continues:

    1. A law review to ensure relevance

2.Statistical study on education to ensure public funds/resources are optimized and curriculum is aligned to global realities

3.Job evaluation of public sector to identify skills deficit

4.Robust incentive based infrastructure giving significant tax breaks to forex producing businesses

    5. Robust incentive based infrastructure for cultural/creative industries

  44. The BLP keeps saying that the recession and the global economy had nothing to do with the barbados economy some what they might be right because after 14years the house that the tactian OSA built was unable to withstand gale force winds so who else should take the blame but the builder himself whose lack of vision and a desire to win above all cost has put the barbados economy into a nose dive. however GOOD NEWS is on the horizon the economy has been able to withstand the free fall with a new CARPENTER and builder and is on the road to ECONOMIC recovery. Not another day with the VODDO economics of OSA which left this country in economic shambles and free fall.

  45. It would be useful if we could challenged Pacha’s view about the need for transformational strategies. The circular arguments based on whether one is B or D is tired.

    @Hants

It seems that agrarian/agriculture is one of the few tactics which separate the two parties. Based on Arthur and Chief spokesman Mascoll has stated publicly BLP’s plan to relegate agriculture. It would be good to get some views.

  46. Aloft….in a high place
