BU is pleased to post documents for public viewing which detail a Renewable Energy (RE) and Energy Efficient (EE) rollout strategy by the government of Barbados. The government of Barbados secured a 110 million US dollar loan from the IDB in September 2010 amortized over 25 years to ready Barbados for RE and other EE approaches. The strategy is for Barbados to fully transform its energy sector over a 20 year period by drastically reducing dependence on fossil energy generation. BU is disappointed the content of the documents listed below is not being vociferously championed to sensitize Barbadians at this time, a concern noted in the research listed.

Below is an excerpt from the IDB Smart Document:

RE Implementation Potential. As shown in figure 1, the implementation of utility scale wind farms (10 Megawatt (MW) or more), biomass cogeneration (20MW), waste to energy (13.5 MW) and SWH are economically and commercially viable (when compared to the avoided cost of diesel, line marked in red in figure 1); therefore, these technologies are all recommended and may operate below the avoided cost of fossil fuel. Even today some of the PV technology would be commercially viable in Barbados and it is expected for the rest of the PV applications costs to drop in the future. The overall RE potential that could be deployed is estimated at 28.9% of the total installed capacity of electricity generation (in terms of MW).

  1. Looking forward to John, Brutus and the gang breaking down these documents for the BU family.

  2. Is William Hinds manager of ETD who using his privileged position to open a school for photovoltaic fitters at $3000 for a 5 day course? How much many was disbursed so far and to whom? Why was this information kept so secret by William Hinds?

  3. Who is William Hinds and what is his job position?

  4. http://www.linkedin.com/in/williamhindsbarbados

linkedin is so usefully sometimes 🙂

  5. @anthony

    Thanks!

Next question, we now know he is Head Energy Efficiency and Renewable Energy unit at Barbados Government Ministry of Energy and Environment.

The next question which follows is what is his role in executing the RE/EE strategy for Barbados and whether his roles as ‘Founder Solar Transport Project at Solar Transport Project’ present and conflict of interest.

  6. Oh Oh…..BU will uncover the truth, good or bad the truth will be exposed.

  7. LIBOR stands for “London Inter-Bank Offered Rate.” It is based on rates that contributor banks in London offer each other for inter-bank deposits. From a bank’s perspective, deposits are simply funds that are loaned to them. So in effect, a LIBOR is a rate at which a fellow London bank can borrow money from other banks. Rate calculations are complex as they incorporate variables such as time, maturity and currency rates. There are hundreds of LIBOR rates reported each month in numerous currencies. We report the 12 Month LIBOR on or after the first of the month. This is the LIBOR for a twelve month deposit in U.S. Dollars on the last business day of the previous month

  8. Here are a few questions for William Hinds although being the civil servant he will probably play dumb, in true fifth estate style we will ask the questions until answers are forthcoming anyway:

Why is the info contained in the docs posted being managed in such a clandestine manner?
Please name those persons/entities who have drawn down on funds to date. The principals at Enterprise Growth Fund (EGL) can feel free to answer as well. The taxpayers have to repay this damn money and we have a right to know.
If private companies are allowed to get access to the funds how is it estimated to affect our electricity bills?
What is Mr Sealy’s role at GEED in all of  this?
Who does William Hinds report to and what are his deliverables for the project. This is a government program for chrissakes!
Is it a mistake or oversight that no mention in detail of a waste to energy strategy?

    Girl from Bush Hill

Anyone signed up to his 5 day $3000 Photovoltaic Fitter course. Insider information exploited by a few and poor robotic Darcy who knows not, he does not know. Another gold mine with great potential to make a few rich while reducing our dependency on fossil fuels.

  10. The IDB, through the Global Environment Facility (GEF), is funding the “Sustainable Energy Implementation Program” (GRT/FM-12075-BA), or “SEF Pilot Program”. This program, executed in cooperation with BL&P and the GOBA, will install 3,000 power meters, 15,000 compact fluorescent lamps (CFLs), 28 photovoltaic (PV) systems and 1 micro wind system in selected households.

How will distribution of who get what will be determined?

  11. A little disappointed that the energy mix projected is:

Renewable energy would account for 29 percent of electricity consumption; the remaining 71 percent would come from conventional fossil fuel-based resources p.13 of vol 1 document.

  12. @David

Are you sure you living on the rock? William Layne has retired, on second thoughts he may answer your question since he no longer a “civil servant” 😉

  13. @Sargeant

    Thanks!

    William Hinds not William Layne.

  14. While this one raise some questions. I would like to answer how the 45 million us will be disbursed since there in no project plan that was submit with the loan requestion. http://idbdocs.iadb.org/wsdocs/getdocument.aspx?docnum=35425963

  15. David

Thanks! I did’nt even know this programme existed.

William Hinds has been apparently doing some excellent stuff. With that expertise why isn’t Barbados further on the road to energy independance? Were the politicians on both sides sleeping? Was there a role in this played by BL&P?

As you asked, Why were’nt the politicians shouting about this programme from the rooftops inasmuch as it appears to be truly an avant garde developmental programmme for barbados with significant potential to reduce our utilization of fossil fuels?

Is this a case of the technocrats doing good stuff and the politicians just not appreciating exactly what they are doing and building a new society from it or is there something deeper involved?

  16. Anthony – I couldn’t find a project plan for the US$45M either! Maybe someone will forward it to BU.

  17. From page 3-53 of the report:

A number of different types of photovoltaic systems will likely be installed, with the fixed thin film PV being the most prevalent since it currently is one of the more commercially
viable PV systems. For the first few years, we expect minimal implementation of solar PV systems. Electrical contractors have to be trained on the technology, the installation, and the
operation of these systems. Pilot projects also have to demonstrate the feasibility and the benefits of these systems.

Solar PV technology is still in development and increases in efficiency and decreases in cost will make it economically viable in the near future. As the demand increases, more
companies will offer solar PV systems and we expect uptake to grow exponentially. In 20 years there could be several small scale and commercial scale solar PV installations in
Barbados. These systems would vary in size and could total 20MW of micro-solar capacity.

  18. given current prices 45 million would get in neighbourhood of 20-25 MW of on shore wind turbines at current market prices. maybe more depends on if we get further discounts. this would provide the most power on the 24 hr day. the draw back will of course be the noise, bird killings . the amount is not enough to start a small scale pv plant but that could produce pv panel so that island wide there is mandatory pv roof guide. the latter would produce a much large turn over in for reduction of fossil fuels but only during the days, ideally the best solution i could see now if investing in large geothermal plant across the Easter caribbean with a dc high voltage network. that seem the best solution for caribbean power with geothermal nature of the islands. the capital for a project of this nature would be the main problem.

  19. Taken from the Smart Fund Document, you have got to be kidding. Do we see a role for the SBA?

2.13 The lack of interest from end users to use the Smart Fund could also be a possible risk. In order to mitigate this risk, public awareness and education campaigns to promote RE and EE among SMEs, the residential sector and government officials will be financed and implemented through component 2 of this loan. The promotional campaign is expected to generate an increased response from endusers. The lessons learned from the implementation of the GEF project (see paragraph 1.10 c) that include public awareness will be taken into account in the design of activities under component 2.

  20. I would say the bl&p already did point 2.13

  21. Renewable energy to take care of 80 percent of world’s needs by 2050

    Rajashree Datta NathMay 12 2011
    Green News

    renewable energy
The importance of renewable energy cannot be overstressed. With global warming becoming a concern, researchers are looking towards renewable energy sources as a resort to tackle large scale climatic change problems. According to a recent report by United Nations Intergovernmental Panel on Climate Change, renewable energy resources, such as, solar, wind and ocean energy, will account for more than 80 percent of the worlds needs by the year 2050.
The report lays stress on the fact that there is infinite potential for harnessing renewable energy resources. So, the concerned governments have only to formulate favorable policies and invest a considerable amount of financial resources to the effect. New infrastructural facilities will have to be set up for harnessing renewable energy resources.
Governments of various countries will have to sponsor campaigns stressing the positive effects of removing air, water and land pollution. National policies will have to be formulated such that major power grids are forced to employ renewable energy resources for large scale power generation.
According to Ramon Pichs, who co-chaired the report, it’s the developing countries which have large populations living without electric power that such policies will have a tremendous effect. Most of the developing countries have large reserves of renewable energy sources. It is simply a matter of political will. The report discussed and reviewed the possible harnessing of bioenergy, solar, wind and oceanic energy in great detail.

  22. I am dreading that this money has gone to repay whoever loaned the money between October 2007and November 2008 to fund the FAC subsidy for elections.

    It is too quiet.

This should be shouted on the roof tops.

It is in the interests of neither party to let the cat out of the bag if the money is allocated.

    Both are complicit.

Bush Tea I hope this is not what you meant when you referred to the Titanic!!

I’ll take a look at the documents assuming the money has not found another use as a potential consumer generator looking to get finance to get going.

  23. taken from FB

    Anthony
according the iadb. the 10 million hasn’t been disbursed yet . http://www.iadb.org/en/projects/project,1303.html?id=BA-L1020 . the 45 million loan has been fully disbursed to government they have even start paying back the loan already.. http://www.iadb.org/en/projects/project,1303.html?id=BA-L1022. The iadb also get interesting reports. It matter of fact the biggest waster of water on the island the bwa main systems. anywhere from 40-60% of all water pumped is wasted thru the main system. There is 50 million us loan that the government applied fro since 2009 that is sitting doing nothing. they ever start doing repayments but the main loan continues to sit there with no action. http://www.iadb.org/en/projects/project,1303.html?id=BA-L1015. the water rates could be said to have been increased by 60% to cover this leaked. Imagine the reduction in bwa expense is they didn’t have to pump an extra 40-60% of water. It has been reported that bwa is the biggest consumer of electricity on the island. i am sure the goverment would love to reduce that cost.

  24. Here is a relevant document which covers the 45 million.

  25. @ John
Bush Tea I hope this is not what you meant when you referred to the Titanic!!
    *************************************
    John,
It is people like you and David that the Bush man admires most. AMAZING OPTIMIST!!
Are you SERIOUSLY telling BT that the two of wanna REALLY feel that the Government of Barbados borrowed that money to expand renewable energy??? !!!

HA HA HA LOLOL ROTFL ma belly!!

That money (like 90% of all such loans) is to pay public servants and to repay previous loans – similarly borrowed and misused….

Wanna playing that wanna don’t know….

You think IADB will lend us $40M to pay nurses, NCC etc? GIMME A BREAK!!!
Just like most bajans go to the bank and borrow money to ‘repair de house’ or to ‘consolidate debts’…. We know Um is to pay down on the credit card so that the buying from Amazon can continue…’

Bush Tea knows this, GOB knows this, IADB knows this … wanna keep on looking for the alternative energy….

    Um worse than Titanic yuh…

  26. Special contractual clauses:
This loan will be disbursed in a single tranche of US$45 million once the operation is eligible for disbursement and the authorities of the Government of Barbados have provided the Bank at its satisfaction with documentation verifying that the policy conditions described in Annex II (Policy Matrix) have been duly fulfilled in accordance with the Means of Verification Matrix (electronic link 3) (see ¶1.18-1.33, and the Policy Letter included in electronic link 2 and mentioned in ¶3.7).

  27. the electronics link require a iadb account to access them

  28. Who is smiley William Hinds (W.H)?What was his role in this? Was BL&P involved? Is W.H behind this $3,000, 5 day course; is the course certified? Who are the others involved? Was W.H shifted from the Ministry of Environment to the ministry with Darcy Boyce?
    Conflict, what conflict?
Who are the winners and who are the loosers?
    Keep asking the easy questions!
The truth will find you out!

  29. I wonder who will let the full story see the light of day? There seems to be good reason for the Government keeping quiet on what should be a ground breaking, election winning project. I suspect it may have to do with cronyism, ineptitude at high levels and perhaps even infelicitous actions.

  30. @checkit-out

We have concerns too but it is too early to call.

  31. You can ALWAYS count on the DLP to lead the way in pioneering efforts.
    * Free Education.
    * Free School meals.
    * Free Bus fares for school Children.
    * Introduction of Constituency Councils.
    * Introduction of the Caribbean first low fares Airline – Redjet.
    AND NOW
    * Introduction of renewable energy.

Ah…I forgot exposing the Owen Arthur $750,000.00 SCAM !!

  32. BU understands from sources William Hinds is not the lead on this project.

  33. @ David

Were you a good footballer in your youth? Man, I admire how you body-shift the bloggers when they close-mark you. lol. Your latest posting
“BU understands from sources William Hinds is not the lead on this project”. is a perfect example. Poor
William Hinds, whoever he is. He already got the red card. lol

  34. @ David. Off topic. I just heard RedJet got clearance to fly into JA. So I guess all the pot banging and shouting across the caribbean sea on this issue is over for now. Well, until another family fued erupts.

  35. @Chuckles

It was just a clarification, what red card what 🙂

    @40 acres

It seems PM Stuart’s seldom publicly expressed annoyance extracted a position from Kamla and Jack. Latest news REDjet has approached the Fair Trading Commission in Jamaica. With Jamaica we all know its personal.

  36. @BU.David: “With Jamaica we all know its personal.

    How do we know that?

    Please explain….

  37. @Chris

    BU withdraws that opinion.

BTW do you have any feedback on the docs attached?

  38. @BU.David: “BU withdraws that opinion.

    Yeah, thought you might…

  39. @BU.David: “BTW do you have any feedback on the docs attached?

    1. We in Bim live 13.2 degrees above the equator.

    2. We receive a lot of sun-shine the year round.

    3. The only reason “fossil fuels” exist is because ancient organisms, in their time, bathed in sunshine, and then died. And then cooked under low heat and very high pressure for a very long time.

    4. We humans are unique in that we have the ability to extract usable energy from flux without needing things to die…

    5. Why don’t we Bajan’s take advantage of this?

  40. @40 acres

Note that Jamaica has now given approval as well.

  41. @david.

that is the initial news that 40 acres gave 🙂

  42. Thanks anthony, for some reason his note was translated as Trinidad :-).

    Must be getting old.

  43. @David: “Must be getting old.

Or, at least, slower than those who might wish to trust you….

  44. @David. Join the club my friend. Anyway I must say this article is a very interesting one though I haven’t got around to read the links, I will say this though, it is a disgrace to know that we live in a tropical climate with 12 hrs of daily sunlight and our total energy mix is 100% fossil fuel. You mean to tell me that we are unable to generate even a small amount of alternative energy in the form of wind , sun, garbage or water etc where we could supply any excess to the grid.Germany which received about less than 4 month of sunshine for the year is one of the leading countries in solar energy. Am I missing something here?

  45. lol. Now what concession where given to trinidad to allow redjet in is the question of some peoples mind.

  46. Here is the latest from REDjet:

    REDjet
REDjet wishes to advise that we have not received official word from authorities in Jamaica and are not yet authorized to commence services. We will immediately inform the public of any further developments as they arise.

  47. @ Fortyacres and a mule | July 18, 2011 at 6:20 PM | Am I missing something here?

Yes, a non-Barbadian to come and start it for us and become wealthy in the process.

  48. What is sad if we go by the IADB report is that it will take 20 years for us to get a 29% mix and we are not sure if we are on time table at the moment.

  49. http://www.nationnews.com/articles/view/jamaica-gives-redjet-the-clear/
    http://go-jamaica.com/news/read_article.php?id=30214

Transport and Works Minister Mike Henry said the approval a series of meetings involving regulatory authorities late last week.

“In continuous discussions with the (Jamaica) Civil Aviation Authority on Thursday and Friday, and ultimately, the chairman, they advise me that all the safety issues, we can give REDjet to fly Jamaica to Barbados and we have issued instructions (for that) to be carried,” Henry said.

  50. @Anthony

The last BU update on REDjet came from their FB page.
