The parliament of Barbados today debated amendments to the Co-operative Societies Act. A member of the BU household listened to the ‘live’ debate with great interest and filed the following comment by email:

Several contributions were made on both sides of the Lower House which in a nutshell lauded the contributions by the several credit unions to the development of Barbados through the years. Special mention was made of of the assistance which credit unions have made to enfranchising the working class population of Barbados. We don’t agree with some of the amendments to the Co-operative Societies Act but we will defer comments until later. The fireworks bursted into a bond fire when Minister of State Clyde Mascoll rose to close the debate. In his opening remarks he labeled the contribution by Leader of the Opposition as ‘trash’ but he was quickly persuaded by the Deputy Speaker to withdraw his disparagingly reference to the Honorable member of St. John.

Before one could blink the debate descended to the bottom of a 40 foot pit toilet. In Thompson’s earlier contribution to the debate he had made mention to the time when Prime Minister Owen Arthur accused Clyde Mascoll, then a Democratic Labour Party (DLP) member of parliament and a director of the Barbados Public Workers Credit Union of misappropriating funds from the credit union. We always get a kick out of how MP’s under the cloak of parliamentary privilege seek to rubbish the reputations of law abiding citizens in the country. Those of us who heard that debate remember Arthur telling Mascoll to bring back the credit union money! Mascoll in his wind-up of the debate elected to defend himself by referring to the current DLP candidate Stephen Lashley who was the Chairman of the credit union board at the time, by deflecting Arthur’s accusation to mean the whole board. He also went on to mention the name Irene Sandiford-Garner who is another current DLP candidate. We will leave off the details about Mrs Irene Sandiford-Garner because we feel it was unfortunate that Mascoll mentioned her name at all. Mascoll’s opening contribution was interrupted several times by Thompson who rose on a point of order to remind Minister Mascoll that he should confine his rebuttal to what Thompson had referenced Arthur as saying. Eventually the Deputy Speaker was able to wrestle order and a ruffled Mascoll continued with the job of winding up the debate.

Lessons learnt from the clash between Mascoll and Thompson this afternoon:

  • There is much blood letting which the public can anticipate in the upcoming election because of a vendetta which as emerged between the two

  • Mascoll, of the two appeared more ruffled and came over as immature in his desire to divert a serious debate for what seemed to be personal reasons. If we extrapolate based on the Mascoll performance this evening then…

  • Arthur’s continued absence from the Lower House created a vacuum which seems to have prematurely elevated Mascoll to speak on economic matters. Although Mascoll spoke with passion and showed intellect in his contribution we were let down at his inability to fuse some social concerns raised by other members in his presentation

All in all we were disappointed with the overall level of the debate which as usual proceeded down the party line.

  1. Did we hear correctly? Was it reported in the news today that the Barbados Credit Union League which is the body that negotiated on behalf of the credit unions on matters concerning the recent amendments to the Co-operatives Societies Act expressed satisfaction with the outcome?

    We are trying to reconciled this against the statement made by Steve Bell of City of Bridgetown. Can anyone clarify?

    Velzo we have a couple of observations sparked by your comment:

    Was Steve Belle the CEO of Barbados Public Workers Credit Union when Clyde Mascoll and Stephen Lashley were on the board? If the answer is yes what can we say?

    Is it true that the Credit Union league would have been instrumental in providing feedback to government on the draft bill on behalf of its members? Who should be talking to the press, Steve Bell or the head of the credit union league?

    This was your observation David on the above. We now hear that The head of the credit union league has a different view as stated today.

    This seems to more of a political matter. I wonder if this will cause another break-away within the credit union fraternity. No wonder we are hearing of controls within the credit union, notwithstanding, millions are invested by members which must be protected by regulative bodies. We must be able to separate political affiliation from members hard earn investments.


  3. The political shelve life is being shown as expired for Owing and most of his cabinet but ASSCOLL maybe dead and the funeral service will follow shortly.
    His day of facing the full fury of the opposition and the voters is only but a short time away.
    He will now learn that power does not always allow for gross corruption to take place without it being addressed and being dealt with in a public domain.

YES was there evidence that thje female staff were sexually assaulted by Murrell? YES, was there evidence of a misuse of position by HOYOS performing in both roles of lender and borrower being on the board of both operations? YES it there evidence that ASSCOLL used his position to have work done privately on his wife’s property using the services of HARDWOOD HOUSING workers? YES
    ASSCOLL is GUILTY AS CHARGED he is nothing but a disgusting liar and crook that does not deserve a motion of no confidence he is more deserving of prison time simple as that.

  8. We must look at the scenario regarding the composition of City of Bridgetown. Will we see another break-away from the Credit Union body. We are seeing too many political jargons issuing from the present and past executives of this union. We need to hear constructive criticism and a way forward from other commenters. This has nothing to do with Hardwood.


  9. Was it not ASSCOLL that Owing referred to in his call for he ASSCOLL to return the Credit Unions money?
    I sure am confused why after calling him a thief why he Owing would want him in his party is it because thieves are welcome within that gang of crooks?
    I did believe Owing at the time but with the passing of time I can better see the propensity for stealing that ASSCOLL has displayed and am now convinced that he is a crook and may well have stolen the Credit Unions money as accused.


  10. OWEN ARTHUR WHERE IS THE ACCOUNTABILITY?

    Prime Minister Owen Arthur is correct when he repeats what the DLP has already said – that the next election will be about accountability and transparency.

    It will also be about how Arthur has taken Bajans for a ride.

    Just check page 30 of the BLP’s 1999 Manifesto:

    “We will sell minority interests in the Barbados National Bank, the Insurance Corporation of Barbados, the Caribbean Broadcasting Corporation, the Barbados National Oil Company and the National Petroleum Corporation to the public and do so in a manner that the staff of these institutions, members of credit unions, trade unions, cooperatives and other Barbadians are presented with attractive investment opportunities…”

    And what have become of BNB and ICB under Arthur?

    Talk about accountability and integrity?


  11. The then Prime Minister of the DLP government destroyed my faith in it in the 90’s by renouncing its manifesto, claiming that it was not a social contract, a manifesto which told potential voters that the DLP was going to build on false promises.

    I have no faith in any DLP manifesto since then. Who would? It is hypocritical of DLP supporters to try to hold another party to its manifesto, or have I missed the public apology and re-commitment to manifesto promises?


  12. Inkwell the issue of the respective political parties using manifestos having a political tool is nothing new and no doubt will continue until the people send the right message to political parties. The truth is the strategy of misusing manifestos is not peculiar to Barbados.

    Have a read of the extract below taken from Wikipedia:

    In some parliamentary democracies, political parties prepare electoral manifestos which set out both their strategic direction and outlines of prospective legislation should they win sufficient support in an election to serve in government. Legislative proposals which are featured in the manifesto of a party which has won an election are often regarded as having superior legitimacy to other measures which a governing party may introduce for consideration by the legislature. Although, in recent decades the status of electoral manifestos in the UK has diminished somewhat due to a significant tendency for winning parties to, following the election, either ignore, indefinitely delay, or even outright reject manifesto policies which were popular with the public.


  13. Is it not funny how those that support the corrupt blp gov’t go so quiet when the facts are thrown in their faces.
    The DLP stated that they were not going to debate the changes to the Public Services unless given fair and resonable time to do so, the clown of the diabolical forces speech Rawle Eastmond stated they were circulated so many years previously (if they were ready 6 years ago why were they not presented 6 years ago? Elections must be in the air!!!)
    Having made the point clearly that they would not debate the changes to the laws, the unions met yesterday and also decried the act and insisted that they were not going to support any act that suspended the Constitution.
    It supports the decision taken by the DLP to wait and review matters before heading full speed into something without having full exposure to it.


  14. WIV you used the word suspended with reference to the Constitution, we suspect you mean ‘amend’. We too are concerned about the casual approach to amending the constitution to ensure that the matter of temporary employees in the public service is rectified. Our concern is reinforced after hearing the union speak to the matter. The union has publicly stated that they are prepared to work with government on this matter via the existing legislation to make it a reality. We suspect that the 6 months which the union indicates it would take does not fit the political agenda of the government.

    The government has the power to amend the constitution but it should be done in a way which shows all and sundry that any motive to change it must not be perceived as frivolous


  15. Dear David If you read from the Nation of today’s date on the back page you will see the last paragraph on the left side bottom you will see where it says Maloney said the Trade Union was concerned “with the wider implications of the suspending the Constitution for expediency.


  16. It appears to me that there is rush afoot to pass a multitude of laws in a real hurry, the credit union changes was another rushed to completion in next to no time.
    Having slept in office for the last seven years are they now trying to catch up with lost time?
    It would have been nice with all these news laws coming into passing it would have been wonderful if they had the balls to put Integrity Legislation into play as well, thankfully by the end of the day the DLP will have set in motion a process to address this pressing need, so to they will be addressing the pressing issue Defamation of Character act which is years overdue and needs a major overhaul to bring it into this century’s thinking.


  17. WIV we prefer to focus on what the government has to do to make this change a reality; that is they have to amend the constitution not suspend it.


  18. We have just seen an amazing event taking place in Barbados a few moments ago, the one Mottley who with her mouthings had all the talk about if Mr Thompson was not ready she was ready to address the HARDWOOD HOUSING issue via the PAC.
    then only moments ago with the knowledge that Mr Thompson was ready able and willing to move the motion, and after only 5 minutes in the sitting in the prelunch session they asked for an adjournment to discuss matters, they returned after lunch before doing any further business Mottley asked for an adjournment until Friday.
    This is remarkable for a group with a 24 to 6 majority to be running hiding and avoiding the full force of the 6 members of the opposition is a revelation indeed.
    Having said how ready both Mottley and Owing said they were proves to be just another lie one of many.
    I wonder which aspect of the motion they fear the most the No Confidence Motion or is it the Defamation of Character act along with the moving of an act for Integrity of Legislation in Barbados.
    Each one on its own is annoying to them but all of them together is a major upheaval, furthermore Owing sounded very course today he was uder the weather or under the influence one or the other.

    They see him as a major threat to their continuation of their dishonesty and stealing, wow a week is a long time in politics how things have turned around for Owing one would have thought with his magical lead in the polls that he would not have seen Mr Thompson as a threat to his standing but ever since the Deacons Road meeting Mr Thompson has been crawling all over the blp and they are squirming, actually all of the dlp candidates have matured unmeasureably they have seen the ruling party faltering under intense and constant pressure to the point the ruling party is wilting not ever an inch of rain and fertiliser can recharge their status.

I see a Government literally begging the LOO to do his job and I see the LOO continuing to be the Numba 2 man. Desperate TOM PEE don’t even know where to turn now. His failed attempt to mobilised his General Council was a slap in his face as he sought to get their support without putting the case. At least one GC Member had the guts to tell him it don’t work so. Where was Estwick, Stuart, Kellman, Lashley and Lowe at that meeting?   32. Let me state here that my opinion of mottley has fallen away badly.

    I can now state beyond any shadow of doubt that this thing is a moraless beast.

    How does it have the will power to speak in favour of Owing and the party when it is the same Owing that has driven so many shafts in he/her?

    It is totally and completely spineless indeed, I find it unreal that having taken the abuse that has been throw at it that it still has the willingness to speak on behalf of Owing what a world and a name politics and politicians carve for themselves.

    Elections must certainly be in the air as I listened to the news this morning and in four clips three had interviews with BLP politicians, Liz Thompson, on the Christmas electricty reduction, Noeless Lynch mubbling something at Sandy Lane and mottley spewing some load of rubbish.

    As is so often said on this blog mottley can talk so much without saying anything, we must give it credit for this feature, most others when their mouths open some sense is sent forth, not in this case, the most empty and shallow expression of logic that is possible.

    Am I then to assume that these vehicles have been ordered under the old system where a commission is paid to Mr Hallam Nicholls for every single vehicle entering this island for the use of the gov’t ?

    This is an item that was raised some while ago in the House of Assembly and it was confirmed that he did in actual fact collect the said commission, does this not require further investigation to bring this scam to a halt ?

    Why does the gov’t need an agent to collect a commission on all the purchases of their gov’t vehicles ?


  34. WIV, this is a problem that have been bugging me with the purchases of vehicles for the state. Ww once used to import Leyland buses from Detco Motors . Was it the value of the ‘pound’ versus the value of the ‘Yen’ that cause us to use these ‘Mercedes’, or are we missing an important element with these purchases?

    Do we have transparent tenders when making these purchases?

    I want to see information about this issue only.


  35. It may be simply a case that the importer of the Mercedes vehicles may have provided a higher level of commissions payable to Hallam Nicholls.

    I noticed that he was recently awarded a contract to fit 200 or maybe 250 buses with security cameras.

    Now I would like to know where this request for tender was posted and who else got a look in on this contract.

    There is way too much buddy helping buddy in this present setup, with Owing helping Nicholls who in turn helps back Owing with a split on the proceeds of this illegal action.

    Before I align Mr. Arthur with this hand-out, we must check the primary source, because it cannot be a contract once it did not go out to tender. Is it not the Ministry of Transport responsible for the Order, or would it be the Attorney General’s office? Which ever office is responsible, we need to get to the bottom of it.

  40. The Chief Supply Officer who is controlled by the PM they are not LPO’s these are orders received from gov’t departments, the CPD issues Cerntral Purchasing Orders or Tenders and not LPO’s

    It really insults the minds of honest Barbadians when in your effort to defend the indefensible that crap that you expound on people.

    Are you for a minute suggesting that the creation of HARDWOOD HOUSING was done with the thoughts of the public in mind or was it done with Masscoll’s financial well being in mind, I am convinced that it is the latter, they were no illegal workers employed at the Company were they? They did not send their workers out to Masscoll wife’s building to do work? They have not issued bounced cheques? Nor have they faltered on the Loan repayments that Murrell owes and lease to the company? Nor have they allowed their principal office to go untouched for the allegedly raping the female employees?
    Nor were they wrong to occupy a property rent free owned by the gov’t?
    These are but a few of the pressing question the public want replies to not your load of political spin and rubbish we want the issues addressed in a real sense not you smoke screens.

    This is NOV 2007 we have the internet and can quickly find things that would have eluded us in years gone by we are much more aware and alert of things around us remember the internet exposed DANOS 3S and his fraud case which we the citizens are still awaiting word from you on it also exposed the VECO bribery case money paid to dishonest politicians in Alaska and based on the awarded contract starting out at US $ 60 million and closing off at US $ 142 million some may even be left to presume they maybe a case for the same bribery charges to be looked into in Barbados as well.

    These are but a few things we wants to see our leaders address not this trivial nonsense that you have posted above that works with the uneducated idiots of this world when you get them to believe what you tell them if you say it often enough you expect your clowns to start to repeat it like parrots those days are over we have an education and our eyes are wide open and we have BU and BFP to communicate thru even when you control the other press you cannot control these they are the voices of the people now no more politicians fooling us, we have brains and we are using them.

    I have to laugh at the arm chair critic. Please remain seated doan get up.

    I would like you to list your “issues of substance” for us all to see here. Come … we waiting.

    Because Hardwood is not an issue. Nope. I have no problem with Gov’ment owning a secret company and taking up 2 mil in tax payers money to sink into a company built on lies, that illegally employs non-nationals, and abuses our bajan women.

    I also have no issue with a tree getting cut down for 10000 dollars, I think that was too cheap. It should have been for 20000 instead.

    I have no issue with Mr. Arthur having children outside of wedlock while married to another woman. This sort of this is good stuff for our own children to emulate … no this is not a issue of substance.

    I have no issue with this gov’ment not being able to come out and state its position on homosexuality.

    I have no issue with owen lodging 750,000 dollars on his account

    I have no issue with Noel Lynch becoming a instant millionare overnight and no one knows how. I dont even mind that he got some silly radio station to pay him 60000 under dubious circumstances

    I have no issue with gov’ment creating secret orders to spy on me and read my email. I have nothing to hid, read it all man. I want you to know what color underwear I wearing. Not you though Mr. QEH.

    Plus I like to bath in expenisve showers

    I even like to be priced gouged and pay triple for anything you can sell me, like a prison or a flyover

    I am starting to feel a bit faint since there doan seem to be any issues for me to wrap my mind around .

  45. It is my outlook that the one ASSCOLL is devoid any moral substance, just compare his action to the actions of Mr Sandiford who faced a no confidence motion but never ran away from the party.
    Instead ASSCOLL jumped ship to collect the reward of the cash cow that was offered to him in HARDWOOD HOUSING.

    WIV if I were you I would not, repeat not be pushing this Hardwood issue, It will be the greatest embarassment on TOM PEE the LOO. There will not be a furneral for every sitting of the House. The NO-Confidence Motion will be debated. The weakest of TOMPEE Case will be exposed. Kellman, Lashley, Estwick and Sinckler worst fears will be realised. Stuart will grab his long awaited upon opportunity to get rid off according to him ” the Anti Barrow element in the DLP”. Richard Sealy will feel that he can position himself for leadership while Jones will continue to be the NUMBA 2 Man. The EX MP desire to become Attorney General will not be realise. Loveridge dream of being minister of Tourism will become a nightmare. Hartley Henry will go back to what he do best, molesting Female political operatives. Peter Wickham will try to regain credibility and will launch an attack on TOM PEE. Cranston Browne will resort to being a loopy dog and will continue to do what he do best …. trade information. Undine Whittaker will resign. Coppin will suffer from depression. All ofv this because of TOMPEE who cares only about himself. He has already started relocating to St. Lucia.

    You can’t sow seeds of discord despite your efforts. I have made my decision to support David Thompson and will do whatever it takes to help him win.

    Why didn’t you speak up for principles you believe in.

    The General Council vote in support of David Thompson and the no-confidence motion, I am told, was unanimously carried and it was the largest meeting in years.

    Your problem is that I was once a Bee and the Dems respect me because I am not afraid. You were always a Dee but too sly to let anyone know. Barbados is a democratic country and we should be able to hold our heads high and say who we are and avoid being news carriers.
