You are correct but I have indeed considered that cohort of the population.

The reason that the US experts are beating the drum for testing, testing and more testing is to get a handle on what proportion of the general public has been compromised by the virus in any way and has left its signatures in body fluids including blood in the population. The virus is shed from the infected body as the disease is brought under control. When it is controlled it has been found that it takes around 7 days for all particles to be shed from the body. Infected persons are released back into the community when they test negative twice over a period of 2 days.

Barbados, like all of our island neighbours, did or does not have access to large numbers of tests and had to use what we had very sparingly. Thus, the only measure that we had for gauging the incidence of the virus in the population (and a very imperfect one, at that) might be by comparing the evidence of infection levels hinted at by a comparison of the graphs of the progress of the various Covid-19 outbreaks in our Islands.

Most of the world was in the same position as the Caribbean and used the data obtained by the minimal testing of infected people and their contacts and their contacts to produce the graphs we see on such sites as WHO and Worldometer etc. All these graphs give an imperfect picture and significant underestimation of infection levels in the county or country in which the tests are carried out, but, since they are carried out in the same way in each country they might provide some rationale for guesstimating the comparative levels of the infection in various groups of countries.

The data shows that, starting out at essentially the same levels, there was some divergence in relation to the rate of infection and therefore progress of the various outbreaks in various countries. The graphs for Barbados showed low and declining levels of infection from the beginning, peaking at the level of 13 positive cases per day and thereafter showing a slowly declining trend. The individuals who would have contributed to the declining trend would have been primarily from the contact testing but should also have included other individuals referred by Health professionals or who presented themselves to Government institutions because of concern that their symptoms might point to untimely death due to the dread Covid-19.

Amit, in an earlier post on this blog, reported on his initiative of graphing Covid-19 incidence over weekly periods throughout the epidemic, in several Caribbean Islands. If David thinks it is appropriate and Amit agrees I can post a subset of graphs clipped from his data for 6 Caribbean territories which I think could illustrate some of what I have presented above.

  3. Magistrate: Matter for higher power
    MAGISTRATE ELWOOD WATTS says his court is the wrong place to deal with an anomaly in a COVID-19 case, and thus he will not be pronouncing judgment on it.
    He was speaking on Wednesday in the matter of shopkeepers Emma Ann Abrahim and Churaman Veerandra, which came up for the couple to change their plea in the District “C” Magistrates’ Court, which is sitting at the District “B” Oistins Magistrates’ Court.
    “If there is an anomaly and somebody is in jail, that is something a higher court must pronounce on; the fact that a person was in jail. It comes down to lawfully or unlawfully.
    Constitutional
    “If a person is there unlawfully, something about their constitutional rights has been breached to put them there, and Elwood Watts is not going to be one to talk about that,” the magistrate said.
    Abrahim and Veerandra, of Corner of Pinfold and Roebuck Streets, The City, are accused of contravening Paragraph (3), Subparagraph (1), of the Emergency Management (COVID-19) (Curfew) (No. 3) Directive, 2021, in that there being a directive requesting every person to observe such physical distancing and associated protocols in the interest of public health imposed from February 3 to 17, being the owner/operator of a non-essential service not permitted to open in this directive, namely Aaron’s Fruit and Vegetable Mini Mart, they failed to remain closed on February 8.
    Queen’s Counsel Michael Lashley and his team of Dr Lenda Blackman, Simon Clarke, Sade Harris and Seantelle Parris, said it was a matter of the couple having been confused as to the proceedings and not being able to procure legal representation.
    Lashley explained that the pair had been served with a summons on February 22 and told to appear in court on the same day. They hurried to court and appeared before Chief Magistrate Ian Weekes in the District “A” Magistrates’ Court.
    Remanded
    They were remanded to HMP Dodds pending sentence, after the facts were read out by the COVID-19 Monitoring Unit’s special investigator Ronald Cummins. Lashley said the unit had no prosecutorial powers in the courts.
    However, he was able to secure $5 000 bail for each from the High Court. The couple reappeared before Chief Magistrate Weekes last week to change their plea, but he transferred the matter to Magistrate Watts, who now has jurisdiction over all COVID-19related cases.
    “I don’t want to say they were railroaded, but they were confused, unrepresented and it was the first time they had ever appeared in a courtroom. This is a question of law, sir,” Lashley submitted, as he asked for the matter to be dismissed.
    While Magistrate Watts said he understood the lawyer’s application, noting it was now a judicial review and constitutional motion, he would not have granted such an application as he did not see how it would help Abrahim and Veerandra, who were jailed pending sentence.
    “You’re already in jail. The only thing you can come in front me now and tell me is what sentence we talking about. You can’t tell me now about no plea,” he said.
    Magistrate Watts agreed there was an anomaly that ought not to have occurred, one that put the pair in jail.
    “How do you cure 25 days in jail? An anomaly occurs that put you there. You should be in a constitutional court. You shouldn’t be before me.

    “How am I going to pronounce on something like that? All of those are things that happen that shouldn’t be dragging Elwood Watts’ name into it.
    “Any anomaly that put a man in jail has no right back before a magistrate to say x, y and z. That is a forum above my pay grade. That is for another court to say, ‘[Let us] talk something else’.” He added: “. . . I ain’t clouding it. All that I will do now will only make it worse, especially since it start out with the people saying not guilty and some persons addressing the court.
    “And after 20-somebody days you come back before the court to put that man before another magistrate? Not this one.
    “Those are issues that create a different sort of redress that I can’t address. How people get in jail on an anomaly is not for me to address. That is for a constitutional court,” he said, stressing the order had to be varied within 28 days when the initial magistrate was functus.
    The matter was adjourned to April 9 to allow the Director of Public Prosecutions to address the court.

  10. Attached are charts for week ending 2021-04-02. The active cases do not include Jamaica (21499) as the Jamaica active cases were disproportionately higher than the others being compared. The changes in the other active cases charts, without Jamaica, now allows a better comparison between the remaining 5 countries. The Barbados positivity percentages are now consistently trending downwards and are suggestive of the relatively strong measure of control here. Guyana and Trinidad’s active cases are trending up again.

    Ontario where I live is seeing a rise in covid 19 cases and some hospital ICUs are almost at capacity.

    I will be getting my first shot on Friday and the second is scheduled for July 30th.
    Hope I don’t end up in hospitalor the ICU.

    Good reading. On the conclusion, there is a big difference between half of the population being vaccinated, as in Israel and a third, as in Chile. Moreso, as Chile’s population is twice that of Israel.

    But, the points on continued public protocols and adherence to those, as in Israel, are also relevant. Because we are still learning about this virus, public health protocols, on top of widespread vaccination, should be the methods used to contain the virus, while attempting to reintroduce economic life.

    One aspect that was not mentioned in the article, that may have bearing on spread, is the possibility of comparative variants. Is Chile being affected by a different variant than Israel? Both the UK and Brazil variants are significantly worse than the original virus. The US is now learning this the hard way.

    The lesson for Barbados is to jab those arms…until we get 90% of people, barring children, vaccinated. In the meantime, keep a strong border protocol and public health protocols, so that economic life may function fully, even with significantly reduced tourism.

  38. Visitors with jab invited under new protocols
    Vaccinated visitors will be welcome to Barbados under a new public health protocols from May 8.
    Prime Minister Mia Amor Mottley said yesterday the decision was one backed by science, and based on a combination of the country’s decreasing positivity rate of COVID-19, continuation of the National Vaccine Programme, and its improved capacity to do more testing if required.
    In a nationally televised address, she said it was important the country got its economic engines turning again, and there was no better place to start than with its biggest income earner, tourism.
    “That thing that sustains a large part, 45 per of our economic activity, is tourism. That cannot remain shut down and closed, particularly because since the beginning of this year there has been a large number of persons in our traditional source markets who have been vaccinated, and who have expressed a determination to travel later in this year,” Mottley said.
    She added that meetings were held with the Social Partnership, Barbados Association of Medical Practitioners, Barbados Tourism Marketing Inc., University of the West Indies and stakeholders in the hotel industry to determine what number of arrivals Barbados could control, contain and manage under a new protocol regime.
    New regulations
    The authorities therefore settled on a protocol where from May 8, people completing a two-dose vaccine, plus a 14-day lay period, and those getting a one-dose inoculation, also plus 14 days, would be considered properly vaccinated travellers, and allowed to enter Barbados.
    “They will be permitted to come with a different set of protocols as compared to who are not vaccinated,” the Prime Minister explained. “It still requires that even though you are vaccinated, you come with a negative PCR test within the last 72 hours, and upon arrival, the morning after you will do another PCR test, or rapid test, and have limited movement in hotel or facility until a second negative test.”
    If that test within 24 hours of arrival is also negative, the visitors can traverse the country as they see fit.
    Mottley said that public health officials were aware that the chance of being vaccinated and infected again was there, but miniscule, and the new protocols were to meet the risk involved. “We have the additional protection of vaccination on our end,” she added, while saying there was increased comfort because more than 63 000 Barbadians had already been inoculated.
    Currently, Barbados’ protocols demand that all visitors arrive with a negative PCR test, then complete a seven-day quarantine, inclusive of a second PCR test which has to be negative for COVID-19 before being allowed into the public domain.
    She said logistical work would be facilitated within the next few weeks so Barbados would have the necessary software technology at its disposal to verify the health status of those vaccinated.

  39. George still backs AstraZeneca vaccine

    As complications continue to unfold with the AstraZeneca COVID-19 vaccine, the latest being confirmation from the European drug regulators of linkage between the shot and rare blood clots, this country’s Chief Medical Officer Dr Kenneth George is standing by the safety of the jab developed by the UKbased pharmaceutical company.
    In an interview with the Weekend Nation, George contends that with serious limitations in options and with the benefits far outweighing the risk, there is no point trying to change the course which has already seen just over 63 000 people receiving their first dose of the vaccine in Barbados.
    WHO approval
    He also pointed out that despite the development, the World Health Organisation (WHO) has maintained its stamp of approval for the use of the vaccine, even as the UK, one of the strongest advocates of the AstraZeneca vaccine, is no longer recommending the injection for persons under the age of 30.
    “We are continuing to monitor the situation, but it is a situation where the benefits far outweigh the risk and clotting phenomenon are extremely rare and the vaccine is considered safe even though some countries are now using an age cut-off for younger people. We continue to be guided by the World Health Organisation (WHO) and the Pan-American Health Organisation (PAHO) and they have not given us any indication that their original recommendation has changed at this point,” said George.
    The Chief Medical Officer explained that while Barbados was still trying to get their hands on other vaccines, those efforts have not yet borne fruit and therefore it came down to a choice of facing a very small risk in order to protect the population from the deadly virus, or no protection at all. He further noted that every medication comes with some side effects, pointing out that thus far only mild side effects have been reported among the vaccinated population.
    “The vaccines are generally safe and the only way we would be able to get out of this predicament that we are in is if we vaccinate. Unfortunately for countries like Barbados and countries in the developing world, the vaccine available to us is the AstraZeneca vaccine. This country has a made a push to get other vaccines, but they are not available to us yet. However, we believe in safety first and based on the information that we have, the vaccine that we are using is safe,” said George.
    He added: “If hypothetically you are saying that one in a million persons may have significant complications, are you going to tell the rest of the public that you are not going to vaccinate them? It makes no sense because with any drug that you take whether it be tablets or vaccines, there is always a small percentage of the population in which it may cause some adverse reaction.”
    Concern
    George acknowledged that as this development continues to be a major talking point globally, his office is now concerned about increased vaccine hesitancy locally. Recently an anti-vaccine movement has picked up momentum as more than 400 people visited Haggatt Hall, St Michael, last weekend to sign a petition against what has been described as “vaccine intimidation”, which was started by social activist Winston Clarke a few weeks ago.
    However, the CMO took the opportunity to remind persons that vaccination was the only hope for the country to return to some sense of normalcy.
    “The way the world is going now, I will just let persons in Barbados know that it is soon going to be a requirement for people travelling to be vaccinated. We may get to that point and the persons who are saying that they are not interested in getting a vaccine, need to understand that it may come at a price to them. For example, Barbados is looking at a concept of vaccine only cruises and for persons coming via air or sea,” he stressed.

    The Ministry of Health and Wellness will host a free COVID-19 testing fair tomorrow, Friday, April 9, at the Speightstown Community Centre, St. Peter, from 10:00 a.m. until 5:00 p.m.

    It is being held under the theme Know Your Status, and members of the public are encouraged to come out and get tested.

It is still a bit too early to claim victory as the active cases charts for Guyana and Trinidad and, even st Lucia, suggest – Lyall Small
