Your message to the BLOGMASTER was sent

It is nothing new but videos posted to social media in recent days showing PSV operators driving recklessly on the roads reached a new level.

For as long as the blogmaster can remember bad behaviour displayed by actors in the PSV sector has gotten worse and worse. From the Tom Adams era when the approach taken was to tax the sector into oblivion to compensate government for damages caused to the current Mottley administration that promises ‘fools’ it will fix flawed legislation to equip the authorities to improve management of the sector.

This government in 2018 appointed – with fanfare – Ian Estwick to head the Barbados Transport Authority (BTA), however, after a brief tenure he rode off defeated back to the comfort of producing his Laff it Off show. It was not a good sign for waht was to come considering Estwick is said to be related to Prime Minister Mottley.

We forget the BTA was established nearly twenty years to bring order the transportation sector. However like the majority of government agencies in Barbados the BTA has become moribund. A mother of all ironies is to read about lawyer Michael Lashley successfully defending PSV operators because of loopholes in the legislation. Bear in mind he was responsible for enacting the same legislation when he served in the Cabinet of Barbados as Minster of Transport.

Here is a snippet from the BTA’a mandate:

  • to undertake planning for the public transport system
  • to monitor and regulate the public transport system
  • to issue, cancel, suspend licenses of drivers and conductors of public service vehicles
  • to issue, suspend or revoke permits in respect of public service vehicles
  • to restrict the use of motor omnibuses, minibuses and route taxis to specified routes
  • to regulate and restrict the number of motor omnibuses minibuses and route taxis on specified routes
  • to supervise the conduct of business in the passenger terminals
  • to publish current information on public transport services
  • to establish timetables to be observed by drivers and conductors of motor omnibuses minibuses and route taxis
  • to determine the siting of lay-by and the location of bus stops for the picking up and setting down of passengers using motor omnibuses, minibuses and route taxis

At a recent town hall meeting in St. Peter here is what beleaguered Minister of Transportation Deputy Prime Minister Santia Bradshaw had to say to concerns expressed about the rowdyism continuing to plague the PSV sector.

A script Barbadians have heard for over 40 years.

Successive governments and support entities like the Barbados Police Service, insurance companies, Barbados Licensing Authority, Barbados courts have conspired over the years to allow this sub culture to flourish. It is a culture that continues to penetrate mainstream society to the point there is increasing recklessness on the roads by private road users not to forget the negative influence it continues to have on our children.

Where do we go from here?

We have reached a point in Barbados where problem solving is elusive. The man on the street is aware of the corruption and politics associated with the PSV sector. It has been discussed too many times in this space. This is a bread and butter issue Parent Teacher Associations and other civic organizations should be championing at every opportunity to ensure a safe space for our children to develop.

  1. @David, you have drafted the fundamental point that: “Successive governments and support entities […] have conspired over the years to allow this sub culture to flourish” … so why the angst about “championing at every opportunity to ensure a safe space for our children to develop?”

    The PSV culture is the egg (hard-boiled) from the chicken of our disdain for any standards of morality, deceny or justice. So whining about it and seeking a solution for improved behavior is futile.

    To bajanize and mixup 🙂 the analogy of our nightmare (bad fairytale) existence: all Mia’s men and women are clueless to fix humpty-dumpty which all Mia’s predecessors callously allowed to jump off the wall and get brek-up!

    And to revert momentarily to Phillips’s blog about generational wealth… you know well enough that MANY “regular” Bajans have become verifiable millionaires as PSV owners/operators and fah sure their progeny have enjoyed well the fruits from the business … in short: it works well for the best of them so eggs will continue to be boiled and broken!

  3. WHAT I HAVE FOUND FASCINATING IN A CITY OF OVER 6 MILLION AS I HAVE NOT TRAVELLED TO THE WHOLE OF THE COUNTRY OF TANZANIA.

    HOWEVER IN DAR ES SALAAM THE MAIN CITY I HAVE NOT SEEN BAD BEHAVIOUR ON THE ROADS EITHER BY PRIVATE OR PUBLIC TRANSPORT.

    THE ROADS ARE ALWAYS CLEAN AS I HAVE SEEN CREWS CONSTANTLY CLEANING THE ROADS 7 days a week.

    THE COUNTRY IS LED BY A BLACK FEMALE PRESIDENT.

    WHAT DOES IT SAY ABOUT THE 2X3 ISLAND AND ITS BLACK PEOPLE.

    NEVER DEALING WITH ANY REAL ISSUE’S HOWEVER CONSTANTLY BORROWING TO PROP UP WHILST KICKING THE CAN DOWN THE ROAD AND ACTING AS BEING BRILLIANT IS only FOOLS GOLD.

    What ‘sub culture’? Mini bus culture is well engrained. Even Kinch now uses it. Forge ahead against all laws, cause everybody does Brek um so why should I feel left out.
    Even the supposed law makers does Brek um with impunity.
    Laws in Barbados are merely examples of what you may be guilty of, but unless you teefing salt breads they don’t apply to you.


  9. Along with the PSVS deal with the dam motor cycles every sunday riding in groups of 30 plus blocking traffic as they perform their acts of stupidty.

    I would bet none insured and we going wait till they kill someone then to hollow. We are hopeless when it comes to law enforcement on our roads and that is a blatant fact!


  10. Take a look at who the majority “owners” in this sector are and you may begin to see why it’s so “hard” to deal with them!!!!

    Maybe the time has come to limit ownership of PSV units. You are correct many are owned by ‘big ups’ and minorities who have cash to get their way. Our politicians don’t have the gumption to do it anyway.

    There is no way this Authority could have the above wide-ranging powers of enforcement without the backing of the Law.

    So why would the current minister seek approval from Parliament to grant to the same Authority powers that already exist for it to carry out its long-established mandate?

    Or is this just another load of ‘genuine’ hypocrisy posing as political bullshit?

    It’s more than just a “blatant fact”.

    It’s nothing more than an absolute disgrace for a tiny country whose citizens like to boast of its high standard of education and so-called Christian values.

    Why would a government- whose main duty is to protect its citizens- actively encourage the spread of a condition in which tens of thousands of motor vehicles are on the overly congested roads without the legally required third party insurance and even expired driver’s licences?

    Nothing is going to be done to rectify this increasing illegality until one or two visitors are seriously injured or killed on the roads of the fast-growing wild wild West called Barbados; a country once admired for its loyalty to the rule of law.

    Are they “loopholes” also in the existing laws which would allow so many vehicles to use the roads of Barbados without ‘proper’ insurance cover supported with genuine certificates of road-worthiness?

    Why overburden the Law Enforcement agencies with additional ‘sophisticated’ laws like the Cyber-crime Act when the existing laws of more relevance to the daily lives of ordinary Bajans are blatantly disregarded?

  17. David, it is an offense to operate a motor vehicle without the appropriate insurance coverage. Perhaps Miller may want to explain the correlation between violating the road traffic act and a ‘certificate of road worthiness.’

    The issue here is that a caring government must be willing to amend the SOP to accommodate small players to ensure everyone gets a slice of the pie.

    Motor cyclists no longer wear helmets. They probably are uninsured. ZR’s do as they like

    Our society has become lawless and the Government seems incapable of doing anything

    As Northern Observer says “ Kinch doing it too “ so to be fair, if Kinch a white man can break all rules and laws why can’t the rest of the citizens?

    Why does the Government have all these constituency meetings etc asking the public to air concerns and statements to the public but do nothing about any concerns?


  26. John A, permit me to ask you a simple question. Let’s assume Enuff bought a motor cycle, which he does not register or insure, and ‘ride it ’bout’ without a helmet….. ‘popping wheelies’ and stunts on the highways. What do you suggest ‘government,’ whether ‘B or D, should do, under those circumstances? Bear in mind laws governing such offenses are outlined in the Road Traffic Act.

    Glad you ask so let me answer you.

    First thing i would fence 6 acres of government land with a 10 foot fence and security. That will be Impound Lot 1. That is right cause if the PSVS continue to play the ass i may have to open a lot 2 just for them!

    Now as a well imformed police I would know that every sunday evening enuf and his bike friends like to be on the Abc Highway doing nonesence, so i would then pick an area between some nice cut rock on both sides and block both sides after they enter. They could then ride up and down in there to the gas run out, or present their insurance and drivers license to the police present. Plus i got both ends block tight with blockades not even a lizard cant squeeze through. May throw in some nail mats for good compliance too in case an extra idiot in there. Good all of wunna fellows now with no licenses or insurances bikes impound. On pun the back of the defense force truck that will take them off to Impound Lot 1.

    Now wunna want them back right? So off to court and when the judge done and you charge sheet paid, come and collect the bike from Impound Lot 1. Walk with money too cause dem is a daily impound fee you now got to pay the state for recovery and storage too!

    Now you may ask what happen if you dont clear it? Well as it was involved in a criminal act, after 6 months its off to the metal dump for destruction. That particular bike will never be a nuisance again cause it will not be put up for no auction!


  28. Now before all motor cyclist hollow hard “he mad for sure.” I dont mean wunna boys with the Harleys and Indians. I see you all riding along obeying the law and just touring. Its these wild ass ones on the scramblers and quads that i clearing the 6 acres up St Philip for! Dem dont obey a law, stop light mean nothing either. So them is the ones i coming for first. 90% of them aint insured and cant be licensed either. Cause to license dem must have indicators, headlights, eligible number plates on plate stands, fenders, horns, foot stands for driver and passengers and the list goes on and on.

    Look the laws there what we lack is intent to see change. Whether its these clowns, or the PSVS dont matter. If we wanted to correct it we could do it. So wunna enforce the law dont just keep writing new ones!


  29. Another quick fix is to have a few retired legals sit on a Zr Traffic Court to administer fines. The court would pay for itself with surplus.


  30. Yep that is true David. Listen if you hit people in their pocket they learn fast. An impounded PSV can not perform any crimes, nor can it make money for the owner or the driver that was doing crap with it!
