Your message to the BLOGMASTER was sent

The latest chatter on the local newsfeed is about Barbados’ scheduled repayment of $928 million dollars by end of 2029. To avoid attracting the wrath of government’s senior economic advisor Dr. Kevin Greenidge, Barbados borrowed $870 million since 2018, the difference of $58 million is interest due supporting Greenidge’s argument that IMF money is the cheapest in town if compared to what is available on the open capital market. 

The blogmaster is happy to observe the concern being expressed by all and sundry about the accumulation of the public debt- foreign and local- by the BLP government since 2018. However, we should not forget how we got here.

Successive governments have been responsible for our current debt level which is reported to be about $13 billion. Barbadians have been reassured by Greenidge the $870 millions borrowed from the IMF represents a small 6.4% of total debt. Wonderful. The government has stoutly defended the borrowing by reminding the debt level was 18 billion when the Mottley government took office in 2018. Ideally if the pay down was from earnings, we could be satisfied the country was positively addressing repayment BUT it was largely due to a debt restructure.

We read retired professor UWI Michael Howard skepticism presented in the press this week and Dr. Robinson had his say in today’s Nation. The debt is too high. However given the design and current state of the local economy it is a problem we will have to tolerate for a generation or two IF corrective measures are taken now. 

A more immediate concern is protecting the health of the foreign reserves. The longer the conflict between Ukraine and Russia continues and serves to undermine the global financial market and disrupt global supplies to small island developing states, there is a chance of foreign reserves being compromised. It was reported the increase in import cost of fuel for Q1’22 compared to last year was significant. The the root of the debt accumulated is successive governments lazily satisfying the conspicuous consumption behaviour of citizens. Citizens have skin in this game.

The crisis that is unfolding in Sri Lanka should remind small developing countries like Barbados what is possible. This week the government of Sri Lanka banned the sale of fuel for two weeks. A person does not have to be ‘smart’ to understand the implications of making such a drastic decision.

Cash-strapped Sri Lanka has announced a two-week halt to all fuel sales except for essential services and called for a partial shutdown as its unprecedented economic crisis deepened.

The south Asian nation is facing its worst economic meltdown since gaining independence from Britain in 1948, and has been unable to finance even the imports of essentials since late last year.

As fuel reserves hit rock bottom with supplies barely enough for just one more day, government spokesperson Bandula Gunawardana said the sales ban was to save petrol and diesel for emergencies.

He urged the private sector to let employees work from home as public transport ground to a halt.

“From midnight today, no fuel will be sold except for essential services like the health sector, because we want to conserve the little reserves we have,” Gunawardana said in a prerecorded statement.

He apologised to consumers for the shortages: “We regret the inconvenience caused to the people.”

    There is great intellectual dishonesty on BU. Very few of us , even if we despise the IMF, still gave Mottley a pass for going to the international sharks.
    They came on BU ,claiming that this one stroke was going to wipe out all the negatives of the so- called lost decade. They were warned that , even in its mildest calculations, the same IMF , told Mottley and Company, that the goals they wanted to reach , would not materialise until 2035,that would have been fifteen years. And that was even before COVID.
    Along came COVID and knocked that out the window. The reality is that Mottley even before COVID, went and wrote off millions upon millions in taxes and left a big hole in the economy. COVID only made things worse.
    Now she only brags about buses and garbage trucks . It was not wise to default on the debts so quickly without a serious analysis of the consequences.
    It is a waste of time discussing these simple facts with the well known party apologists.
    The simple truth is that Mottley made serious policy mistakes before COVID and we are now in the Sharks guts.
    No amount of excuses and nonsense can obliterate this truth.
    Her ensuring that Sinckler got a big job overseas was her way of apologizing to Sinckler, for calling him the worst finance minister we ever had.
    The truth is that he printed and she borrowed. Neither of them has a clue. One did not understand decimal points and we are told that the other one’s strength is “ words not figures”.

    Having traveled this region and beyond it’s amazing still that a former PM could be made to be seated while the criminal regime in powah required that he spoke not a word.

    A dictatorial execution dutifully carried out by a retinue of political assassins with the most delicate precision.

    We’ve been to many countries where perceived partisanship is vastly more crast and where on occasions like these, a Frundel Stuart would have normally been a speaker.

    Not so in Barbados, to this very day.

    Pacha…am impressed how well the PEOPLE understand they MUST move away from DBLP and the minority’s WELL MADE MESS, they are adamant that they OWE IMF NOTHING…and neither they nor their present and future generations should have to pay for what others STOLE…and still have in their OFFSHORE ACCOUNTS…which should all be FROZEN…

    …it’s the two governments and their minority partners who OWE both IMF and THE PEOPLE and should have to ACCOUNT for EVERY MISSING DOLLAR GOING BACK 30 YEARS…at least.

    Did you see the article in Barbados Today with the Hobson guy from the NSG group?

    Persaud had mentioned a few weeks ago that they had a few ferry proposal for consideration. I’m now curious as to why this guy has come out disclosing their proposal for the ferry service, and the need to change the regulations, which in all honesty causes some of the delays and put people off investing. He mentioned speaking with investors, and it being a private sector operated ferry service. Somehow he managed to pop in the need for govt’s to be initial investors, getting out when it becomes profitable. So, I’m guessing that they would like tax payers to help in part get this service going.

    Are we ever going to see anything wrong with poor people helping to set up businesses through their hard earned tax and never once reaping the benefits?

    As I mentioned before, I’m not expert in this area, but that is how I’m interpreting the article.


  18. A ferry project will need support from regional governments as far as regulations, safety, routes etc. If it should extend to financial will call for judgement regarding the extent it could result in cost savings/opportunity costs for government.

    BHTA PRESENTS STATISTICS SHOWING VISITORS, FLIGHTS, HOTEL OCCUPANCY ON DECLINE

    Visitor arrivals, hotel occupancy and airlift into Barbados have fallen for the first five months of the year, according to the Barbados Hotel and Tourism Association (BHTA), and the worrisome decline is expected to continue until the end of summer.

    In fact, data presented by the BHTA on Friday showed that arrivals between January and May this year were almost half what they were for the same months in 2019, the last full year of tourism business before the COVID-19 pandemic curtailed travel. Hotel occupancy for the same period in 2022 was, on average, 13.1 per cent less than in 2019.

    Looking forward, the number of inbound flights for the remaining summer months, to the end of October, are so far scheduled to be almost half of what obtained in 2019, although the BHTA acknowledged that some travellers may book trips last minute and numbers could therefore increase. The number of seats on scheduled flights is also significantly down.

    The BHTA released the data following “numerous queries and requests for clarification regarding the performance of the industry”.

    While Minister of Tourism Lisa Cummins has been reporting projections of a healthy summer based on reports out of the island’s main source markets, other tourism officials have been complaining of a dramatic falloff in business for the summer period.

    In May, Cummins said that despite a bleak outlook for the cruise industry, summer bookings were increasing.

    Suggesting that there was no need for anxiety to kick in, the Tourism Minister said at the time that she expected numbers to continue to rise, since most people were booking summer trips last minute, as compared to the more advanced bookings traditionally done for the winter season.

    However, from as early as April and over the last two months, industry stakeholders have been lamenting the bleak outlook for the season, with BHTA officials even indicating at one point that the June to August period would determine if some operators stay in business.

    “Right now, most of us are what you call skint. So, we are going into a summer period where a lot of us do not have the necessary cash reserves . . . and so we are very mindful of the fact that this summer really is going to matter in terms of the survivability of many of our businesses and many of our members, and we take that very seriously,” BHTA Chairman Renee Coppin said back in April.

    Information provided by the BHTA as evidence of a dull few months ahead shows that inbound flights could reach only 2 726 between June and October, compared to the 4 671 recorded for the same period in 2019.

    Seat capacity on those inbound flights for the corresponding period would be 184 066 fewer than the 489 997 recorded for the same period in 2019, according to Cirium SRS Anaylser data.

    Looking back at the January to May period, the BHTA presented Barbados Statistical Service data showing that arrival numbers for that period were registered at about 181 284, which was 43.85 per cent less than the 322 855 for the same period in 2019.

    The biggest percentage drop in arrivals, when comparing 2022 to 2019, occurred in the month of January when there was a 53.7 per cent decline – from 69 496 to 32 175 visitors. The smalled decrease was in March when the figure went from 70 669 in 2019 to 45 249 this year – a 35.97 per cent decline.

    Meanwhile, data from Smith Travel Research Report for the January to May period of this year, showed that hotel occupancy was on average 66 per cent, compared to the 76 per cent average recorded for that five-month period in 2019.

    The highest level of hotel occupancy was recorded for the month of March at 73.7 per cent, followed by February at 73.4 per cent.

    The month with the lowest level of hotel occupancy was May when it was 49.6 per cent.

    In May, outgoing BHTA chief executive officer Rudy Grant reported that while hotel occupancy numbers for this summer were projected to be “significantly better” than those recorded in 2021, they were well below the over 60 per cent experienced in 2019.

    Glad to see the figures were posted for all to see. A month ago when i said we had a poor winter season and if anyone doubet me ask any taxi driver, a fowl fly up on de pailing and say that is not true, that the minister say we had a great winter. The same fowl then went on to say we will see a double digit growth in the economy this year t0o as a result of it. Some other politician must be tell he so too.

    I would like to tell the same fowl this now, based on the bookings so far summer looking bleak, so he can expect 2022 arrivals to be down on 2021. So ask you people this for me please. “How come in 2022 when covid restrictions globally have been nearly done away with, we cant get 2021 numbers beat?”

    I tell wunna already stop listening to politicians who make grand statements void of data. Let the numbers come out before you form your own educated opinion.

    Those who so postulate should tell us where that is a reality in Westminster systems?

    Why third parties and independent candidates have historically done so poorly?

    Why, not even the last leader of the opposition could not stop the thunderous roll of the country’s dictatorial general tendencies?

    They should tell us where in the history of duopoly politics has non-aligned forces overthrown the entrenched?

    Would they not admit that outsiders are more likely to be subsumed by the duopoly or rejected by the culture as irrelevant?

    And when duopoly degenerates into a functional dictatorship would we not have reached the juncture when a radical rethinking of preconceived ideas is required?

    Many would have learned now that Lamming was a : father , grandfather and great grandfather. We would have noted what his daughter said that he was not “the conventional” father. The sacrifices he made by not solely concentrating on family. He gave his great intellect to the people. Some who are now calling him a hero, have ignored the Lammings and others, They create wealth for their children and aim for nothing but generational wealth.
    My Brother, Lamming never saw what we want to emerge.
    Put this in the context of Duopoly / Kool -aid politics and the picture becomes very clear.

    Nitpicking about the comments of clueless ministers, economists (whatever the Hell THOSE are…) and political yard fowls may be useful distractions, but ALL those with basic common sense can see the inevitable….
    Of course, this leaves the vast majority still hoping that Mia can ‘talk’ or ‘borrow’ us back to our original level of BB mediocrity….
