Merit Based Immigration & Citizenship by Investment

Institute merit based immigration whether you are poor or rich. A man might be poor but, may have a Skill (Carpentry). But also have Citizenship by Investment say over EG: $3 Million US$. (I have seen Ads from America that investments of US$500,000. will get you a green card that could lead to citizenship). Other Caribbean countries have gone this route Grenada, St Kitts & Nevis, Dominica, Antigua & Barbuda, and St Lucia offer Citizenship by Investment but they have competed at the low end and the investment for citizenship is low, we can take another tack by going higher.

This will spur investments in Barbados by high worth individuals and once they are here they will like what they see (what is there not to love, we see this by returning individuals all the time except they do not bring the big bucks.)

Barbadosโ€™ Structural Adjustments might be workable but too painful and I would like to make a Suggestion that Barbadian Citizenship should be granted by Investment of a Deposit not less than 3 million US Dollars (choose a number) in the Local Banking System to be used for Investment, Spending, Starting Businesses and setting up Holding Companies.ย  Just Attracting 100 of these High-Worth Individuals who may desire to have an additional Citizenship of another Country (Barbados) will net the foreign exchange position by 300 Million US Dollars. And that is only for a hundred people. If we can encourage these Wealthy Individuals to seek greater Participation in the Local Economy through the formation of partnerships with local Entrepreneurs bringing with them their skills in Finance, Big Management Know How that will raise the local Companies reach globally. Imagine if you opened up the Citizenship to a 1000 of these Rich Individuals that would give you an in-flow of 3 Billion US Dollars that could more than pay off the Barbados Debt with no IMF in Sight.

Because of Overstock.com investment in Bitt, Bittโ€™s technology has the Potential of very soon reaching the financial sector regionally & globally. Barbados has a lot of Information Technology Talent, these people just need funding, reach and guidance which is what these high worth individuals can Contribute.

The Rabble Rouser who will say you canโ€™t sell Citizenship want to only give it away for Free as is presently done. For example the Problem with giving so many Guyanese people Citizenship is that money is sent back to Guyana and it can only go as foreign exchange. Just the same way that Bajan Yankees send money to Barbados, Guyanese sends money to Guyana. Which would you prefer, Save Barbados with the In-flow of 3 Billion US Dollars or ship foreign exchange out of the Country? Where there is a Will there is a Way.

We are not talking about investors like the Sandals Group who extracted Duty Free and Tax Concessions from Government and then turned around and import everything down to a Napkin Duty Free. We need them to invest more and bring their expertise and BIG finance, partnering will local entrepreneurs for further growth in the island and globally. Do not mind the people who say you canโ€™t sell citizenship but want you to give it away for free, how foolish, imprudent, irresponsible, unwise, and reckless. It is better to choose who comes here and what they are bringing with them; Character, Money, Talents, Knowhow & avenues of Finance.

The PM should call to meet with some rich influential people in Barbados as they all love Barbados and might be amenable to helping, using a one on one to request their assistance in each one finding 10 persons and invite those 10 people to invest in Barbados gain their citizenship and since most of their wealth and business is outside of Barbados create a new offshore category for these types of individuals with regard to income taxes and other incentives.

Joseph Saddler, Rihanna, Kyffin Simpson, Murial Dean, Sir Charles Williams, Michael Barry Tabor, Derrick Smith, Dermont Desmond, JP McManus, Eugene Melnyk. These rich people can be asked for advice the same way you meet with the Social Partners, their ideas would be worth a great deal as in their realm of business dealings is unlike what we may have in the Social Partners.

We may have to consider offering some type of incentive other than citizenship alone such as off shore companies operating in Barbados that only generate US$ and employing Barbadians pay their employees in US$ and they the employees pay a lower rate of income tax (Offshore Companies rate) or no tax on their income (as in the large international accounting firms) also they may deposit their remuneration into their own US$ account. You will still get taxes from them; Vat and all purchases locally that have elements of tax in them EG: electricity. Find out what has driven Kiffen Simpson companies out of Barbados to other localities and fix that and use that as a type of model and add to it to revamp Barbados tax structure of how we do business. Stop the loss of the offshore sector using benefits, Let them pay their top executives in US dollars, they hire high paying employees a boon for all our UWI gradsย  and rent houses from locals and maybe use the Citizenship by investment to drive the conversation to bring an influx of new business and new investments.

We already give anybody temporary โ€œcitizenshipโ€ when we let them stay on holiday except now letโ€™s expand this to citizenship by investments with benefits. A poor man does not hire people only people with money do. A poor man cannot start a big business only a man of means can. Attracting high worth individuals should be a priority use the citizenship by investments with benefits; task someone who knows how to recruit high worth individuals and as an example have this person talk to Gabriel Abed of BITT he meets people from around the world pushing his company, Billionaires, people of worth like Branson of Virgin Atlantic Fame. This personal and selective push will net the best result.

The worst thing to do would be to bring or invite low skill or no skill people like Haitian whose culture is foreign to Barbados as seen in the looting during the hurricane in Florida and constant riots in their home country as have been done by our PM at the heads of CARICOM meeting I am sure with the encouragement of Commie Sing Song.

Please tell me why this Very Important Decision that would Impact the Lives of Bajanโ€™s I.E Opening our Borders to Haitians who would be fleeing poverty, (over 700,000 in the USA and another 800,000 to the Dominican Republic and other hundreds of thousands to the Americas who have already fled) should not the People of Barbados been Informed first before the announcement was made @ CARICOM by the PMโ€ฆ

We the people have given the PM a full house we do not expect to be the dumping ground for Haiti or for her to do the bidding of Commie Sing Song who was not elected. Commie Sing Song is misguided; the heart cannot rule it has no direction the head must rule. But what is life without the heart. The two must work together but remember the head must rule as you will be without a rudder. This careless decision can only throw Barbados into Turmoil the Likes that have never been seen beforeโ€ฆThey have put others โ€œFirstโ€ before their Own Countryโ€ฆSounds All Too Familiar!!

Imaging what the impact a few hundred Haitians rioting for better living conditions in Barbados will have on our Tourism industry? Barbados is known for its calm and stable country do we want to turn it into the โ€œsafetyโ€ of Trinidad or Jamaica?

We can all make a difference in making Barbados Great, starting with the importance of Individual Responsibility and using our God Given Talents and Abilities to Improve Our Lot!

Economic Entrepreneurs are a Boon to Society; Political Entrepreneurs are Another Animal Entirely!

Rubbish……the rich many of whom made their wealth off the backs of the majority population for decades, had their chances and decades of it, all they did was be parasites, leaches on the lives of the population and thought their sucking frenzy and feeding frenzy would last forever..they utilized for their own enrichment a wicked left in place slavery system to exploit and demoralize an unaware majority population, 2 generations of vulnerable people unable to fight back…. to enrich themselves; and the local and foreign ones used the island to hide their wealth, export their wealth and practice their criminality against the island’s people free from consequences because of two weak, corrupt slave minded black government…

    The majority population can think for themselves, create for themselves, produce for themselves, progress by themselves, enrich themselves and their future generations BY THEMSELVES….they do not need the inputs of feeding frenzy parasites and leaches for another 60 years..THEY ALREADY HAD THEIR TURNS..

    Let them keep their advice to themselves, it is worth nothing now and was not offered for free before for the last 52 years unless they could rob the island and people.

    Parasites be gone!!!

    These small island nations lack good mamagement skills and are still living in the dinosaur era as far as technology is concerned

    One can now cast eyes to where nvestors in these small island nations easily rob govt of taxpayers moneies and have been rewarded
    All in all these small island nations are not equipped to take on the bigger task of implenting Citizens by investment without a roller coaster ride of negative fallout


  3. The blogmaster does not subscribe to selling citizenship to shore up the forex, that said, the economy of Barbados is in shambles and all kinds of suggestions/recommendations will be made to bolster an UNSUSTAINABLE life style.

    The caution to the government is that tip toe precision will be required henceforth.

For those who still do not get it…the minorities who used an illegal slavery system by UN Universal Law standards ratified in 1948 to enrich themselves while knowingly disenfranchising, practicing racism and exploiting 2 generations of the descendants of African slaves in Barbados and other Caribbean islands should be sued for modern day slavery and pay reparations..

    …AND not be now desperately trying to jump on board to continue the same old weary slavery system against the same people and their future generations using being advisors to the same people they ripped off for decades as their lying excuse…….just because they now see their feeding frenzy days of ripping off the same disenfranchised majority population and their children and grandchildren now coming to a swift end.

    Here is where the reparations movement should come in to stop this clear attempt by minorities to continue keeping the Barbados Slave Society intact to enrich their current and future lazy offspring..off the continued misery of the majority population.

    …there are current active laws in place for british nationals practicing modern day slavery against anyone in any country to be tried in UK under those modern day slavery laws.

    The days of whites or others from UK slithering into the Caribbean with their wicked ways and greedy illegal acts should now be a thing of the past and see them all arrested.

    The majority population should build their own networks of which there are many still available to tap into…why would they continue to use networks of their oppressors to continue being oppressed, which has not served them or the island well before …there have been many networks world wide just waiting for the black population to tap into, and have been for decades, but which the 2 corrupt governments, steeped in corruption with tunnel vision, stubbornly and steadfastly refused to engage .

    What is with this obsession with being oppressed by those who only know how to oppress the black race…it’s time to cut ties…it will not work, the slave society has been around for too long, too embedded because that is all they know.

    If I am starting from scratch financially and mentally, rebuilding a company or an island, I would want to use …my very own networks that I start to cultivate one by one..that is the meaning to starting over…using the same old useless system that has not served me and my people for 52 years…is a nonstarter to nowhere.

    There is in Every Country a vetting mechanism and what Freedom Crier is proposing is that no money goes to the Government to fund anything. It is the Investors money that they bring in in US$ and spend it in Barbados the only thing the Government gets in return is the use of the Foreign Currency. So there is no Corruption there is nobody to Pay Off or Bribe. The Central Bank will do their Normal Due Diligence that is what they are paid for.

    David you feel the people in Barbados are living too high and want to punish the people in Barbados. With all the poor people and the middle class dissolving daily your Disdain for Prosperity reminds me of the Ideology that believes that “Everybody should be Equally Poor and Poorer.”

    That is what was implied in the Article that as you say โ€œthese high end individuals operate in a space that allows them to build networksโ€โ€ฆBut we have to offer them something that will entice them to invest in Barbadosโ€ฆFree Citizenship with Benefits.
    David what you have said you are implying Two Different things. You want Prosperity but you also want Austerity!! Do not forget they are Two Budgets of Austerity to come.

    Is there a need to balance the economic reality of the Barbados situation with a vision and philosophy how we want to build Barbados?

    This is the challenge given the lack of resources commingling with a dearth of leadership.

    When one starts from the wrong premise one ends up with the same asinine solutions.

    For the umpteenth time the GOB of Barbados does not spend the foreign exchange. It is the private sector which earns it and spends it. They have a responsibility to earn it ,before they spend it.
    It is more correct to say the GOB borrows foreign exchange from foreign financial institutions and through purchases of GOB bonds by foreign investors. They do this for the establishment of public infrastructures demanded by the private sector.
    What is the difference between selling citizenship and national prostitution? Is it anymore sustainable?

    Juxtapose that with another US based story that there is to be a reinvestigation of the Emmit Till murder…consider that anger about ‘Black Lives Matter’ has been simmering for decades even before that Till southern KKK era but yet we can have this world leader harken to such glib, facetious sound bites in order to try to enforce/reinforce the power of his kith and kin.

    The reality is…it is more of an oppressor vs oppressed matter, which has to be completely dismantled and destroyed…the lines going forward must be very clearly drawn, boundaries must be set for minorities, so that the majority population can start the business of rebuilding, progressing, generating wealth and security for themselves and current their future generations.

    The black white issue is worn, many will use it to continue the Slave Society, but as long as they are not given the currency to continue, they have to observe and respect the Human Rights of the majority population or have their asses sued for those reparations to the population they now owe because of their criminal acts against the people in the last decades..


  16. You are being unnecessarily alarmist by anchoring your position in hypotheticals. The final authority for border control is with government and new policies can be legislated in a case of need.

    We have an immediate need to stabilize, there is the long term requirement to rebuild. We wait for phase two and three of governments plan, the PM is responsible for Investment. At some point she will have to issue a policy statement on the lay of the land on this point.

    If we are going to discuss ideas let us do so holistically with an open mind.

    Jamaica…GDP approx. $15B, pop 2.9 mil, 4,122 sq ml…about 25 cabinet minister managing affairs
    TnT… GDP ~ $22B, pop 1.2 mil, 1,980 sq mil, about 30 ministers
    Bdos…GDP ~ $5B, pop 292K, 166 sq ml AND ALSO about 30 ministers of govt!

    Wha loss…talk about sustainable practices…we is a MDC too so we operate like the big boys despite the fact our size and economic prowess is but a fraction of theirs….of course we can sustain after all our per capita earnings surpass both our bigger cousins now doesn’t it.

    Clearly the above comments are based on what the author believes to be fact and not on actual research.

    Firstly, the Caribbean islands
    that introduced the CBI programs have done so through a professional agency named “Henley & Partners,” which provides residence and citizenship planning services for countries seeking to introduce such programs.

    Therefore, the author is misleading the forum, which, more often than not, is usually the norm.

    I truly wish I could share your conviction which suggests that decision making currently is indeed premised on that foundation!

    Of course many decisions are made of necessity in a colorblind or money green thinking but not for one moment can we be lulled into any false sense that Dr King’s sentiment is remotely universally applied.

  25. There is a better system that existed when blacks created their own city in Oklahoma and white jealousy, hatred and envy caused the government to bomb the city and businesses and kill those enterprising people back in the 1920s, I think the city was called Greenwood.

    It is an ingrained and practiced and proven system that comes naturally to the black race, devoid of white capitalism and greed, no one has to tell black people how to do it, it comes naturally….

    …..that is why I know that it is those two repulsive governments who hedp back the people’s progress for 52 years when there was absolutely no good reason to do so, not when their were human rights laws available from 1948..to be enforced and punish the perpetrators of black oppression.

    What Freedom Crier is proposing does not have middle men except due diligence by the Central Bank of Barbados. It does not cost the country any money, there is no money being transferred to any Government official. With the Deposit of the 3 Million into a Bank account for investment purposes Citizenship will be granted automatically on condition that the money is Spent in Barbados.

    I do share your concerns about the size of the cabinet of Barbados and the large retinue of consultants. Let us hope that sooner rather than later that lapse in judgement will be corrected.
    The National Income per capita is higher than the comparators’ . We elected the new GOB to sustain that level of per capita income. We know it is not an easy task. But it has never been easy for Barbados. We work and we achieve. It is a challenge . Let us not get side tracked. We must hold our friends close and our enemies even closer.

    My thoughts: First of all, apart from the excellent suggestion made by Freedom Crier:

    Acts 17:26 Context

    Precision, Accountability, Responsible, Integrity, Maintenance etc are terms not in the Barbados political dictionary. Any attempt to impliment any program devoid of these basics is doomed to FAILURE. Some bloggers would benefit from the removal of their yardfoul blindfold and give some serious consideration to comments by Mariposa. Not a fan but can appreciate good analysis.

    some interesting concepts. The challenge, which you obviously realize, is what really is the benefit of citizenship to these persons, unless they are ‘fleeing something’. They can own property, spend as much time as they want, and hold offshore accounts literally anywhere. So why anti-up anything?
    And as you, and our former PM noted, you can buy a passport for less elsewhere, which gives access to Barbados if desired.
    So the value proposition?
    What is the value to the person? What is the value to Barbados?
    And while taxation is key to this puzzle, so are relationships.
    What do Melynk, Smith, Tabor and the omitted Magnier, Arbib and the late Sangster, all have in common? Horse Racing. And several, along with Desmond (another omission…who owns Sandy Lane with Magnier and McManus) have ties to the bookmaking business. Both Desmond and Melnyk own professional sports teams.
    Look elsewhere in sports, and you maybe surprised (I was) to see how many of the players list Monaco or Nassau as their place of residence. What do these places offer, that others do not? And you know the bulk of their income is endorsements.
    Not sure CBI is the solution.

    I have not seen any ideas to propel Barbados only Commie Sing Song Article that does not lift up Barbados but stops it in its Tractsโ€ฆand he is determined to continue to make it a National Conversation so that he could be the owner of this National Conversation so he can big up himself in the Eyes of Everybody.

    High rise Hotels on the Beach is usually because the Land size is too Small. If the Government that owns land on the Beach gives up their land we may not have to make as tall buildings.

    Commie Sing Song knows little about Real Estate but a whole lot about Imposing his Will on others.

    Why donโ€™t readers of Bu give Constructive Ideas of how to move Barbados Forward rather than take away other peopleโ€™s ideas that may? Not all vision might be desirable but we would like to hear yours.

    Citizenship of Investment with Benefits are Key and are what the Government Should Investigate as to how to Structure those Benefits whither through lower regulations or less regulations or making it easier for these high worth individuals to Reside in Barbados. The main thing they need to do is work out the Tax Status on these people that they should be taxed at the offshore rate so that they can bring some of their capital in an offshore Company/Business.

    As stated previouslyโ€ฆ Find out what has driven Kyffin Simpson companies out of Barbados to other localities and fix that and use that as a type of model and add to it to revamp Barbados tax structure of how we do business.

    Any further ideas are welcomed as how to make these benefits Desirable to attract these high worth individuals …

    Good God! This Freedom Crier character is off the scale when it comes to levels of insanity. It is a sad reality that the majority of Caribbean islands have embraced Citizenship by Investment as a means of generating both foreign exchange and stimulating the local economy.

    The Citizenship by Investment scheme will devastate the region’s majority black population leaving them at the mercy of this group of wealthy interlopers; who will not have the slightest sympathy for the indigenous African population. It is a fallacy that this wealthy group of individuals would be prepared to work with local businesses; and if they were to, it would be a master/servant type of relationship.

    We would be relegated to the fringes: pushed into the gullies and the shadows, muscled out by those who have the largest wallets. These fools who promote this economic model should open their eyes.

    I would also like to add that the Haitians may in general be poor; however they are industrious. Their off-spring will be determined, hungry and will bring some diversity to the local population.

The citizenship by investment program is a magnet for criminals, the first thing the big countries do when small islands are foolish enough to fall into that greedy trap..is to demand visas from the island’s citizens, no more easy access to these countries because the islands are then seen as a security risk..

    Barbados would do well to stay away from that CBI scam that breeds white and other criminals, one just needs to do some research and see how many of these CBI recipients have been indicted for various extremely large criminal acts and ultimately imprisoned in the metropolises over the years..
