Your message to the BLOGMASTER was sent

The last Government put itself in a trap. Wasted spending pushed up the debt, and pushed up interest payments, so they raised taxes which stopped the economy from growing.” – Prime Minister Mia Mottley.

At last week’s public ceremony of the new Cabinet Ministers taking their respective oaths of offices, Prime Minister Mia Mottley in challenging her executive asserted that “it now falls to us to translate hope into action. … There is no time for pause, and there is certainly no place for triumphalism and exultation. We have serious work to do and serious problems to solve.” Who among us would disagree the urgency and delicate nature of things to be done to rescue Barbados?

During the same week, the perilous state of the Barbados economy was revealed and Barbadians got the confirmation that the ‘foreign reserves are at a tenuous stage’ and that the ‘deficit is unacceptably high’. Government’s arrears were said to be about $1.7 billion at September 30, 2017. This figure is expected to be significantly higher given the depth of maladministration that became a notable characteristic under former Prime Minister Freundel Stuart and his Finance Minister Christopher Sinckler.

These things when placed in the context of Barbados receiving more than 20 downgrades from international rating agencies and the high interest rates which they attracted on borrowing, further emphasizes the difficulty and scale of the work that PM Mottley and her Ministers must tackle. Urgency is the buzz word for the leadership tests that she will face in the immediate days and coming months if ‘Critical Mission’ is to resonate with the type of public support it attracted and led to a 30 – 0 victory for the Barbados Labour Party (BLP) on May 24th.

Informatively, Barbados’ current debt is approximately 15 billion dollars, or nearly 9 billion dollars more than the last administration had inherited in 2008. The island’s debt is the third highest in the world after Japan and Greece. This staggering jump in the national debt equates to around 175 percent (%) of Barbados’ Gross Domestic Product (GDP). The fact that these economic disclosures were confirmed by the first female prime minister in the history of Barbados, brought no satiety to the nation. After all, there were more disconcerting news and claims suggesting that since March 5th and without the oversight of the legislature, numerous perplexing (if not criminal) occurrences obtained regarding the awarding/disbursement and/or renewal of contracts, and other perceivably nefarious actions. The public needs answers to many of those issues with some calling for the figurative ‘necks’ of the former Prime Minister, former Minister of Finance, and other suggestively implicated Cabinet Ministers.

At the beginning of any term in office, such meaningful values as inspiration, hope, and confidence play major roles in the psyche of the governed and the support that the governing can anticipate. Prime Minister Mottley, more demonstratively than her immediate predecessor, has the capacity to draw lessons from history while staying in touch with today’s demands to safeguard the nation’s future. Already, Miss Mottley has shown that she has not only the political capital, but she possesses the will and confidence to act in a decisive manner. She may have been reduced numerically by one Member of Parliament, but that does not take away from the more accurate assessment that Barbados “is in need of serious, urgent action with respect to its economy and its Government.”

The Prime Minister’s approach to the International Monetary Fund (IMF) is not the easiest or most universally comforting position to take, but it clearly highlights that it will not be the slothful procrastination that sowed the seeds and devoured many previous opportunities for Barbados to turn around its downward trajectory under the Stuart and Sickler combination. In going to the IMF, and against the background that public servants are still aggrieved after being denied any salary increase for about a decade, it is imperative that PM Mottley keeps channels of discourse open, mutually respectful, and geared towards the national interest.

The evidence is suggesting that PM Mottley is keen to be informative, transparent, and accountable to the social partners comprising the ‘Tri-Partite’ arrangements, and to the broader the society in which we are all stakeholders. The fact is, the maintenance of a good industrial relations climate is a pre-requisite to sustained economic growth and social stability which all seemed to have been eroded under Prime Minister’s Stuart pedantic resolve to be silent. One can expect that Prime Minister Mottley will put a premium on success and delivering positive results based on implemented policies. These policy avenues will also depend on the morale and motivation that ignites the public service to action, and which would demonstrate that efficiency can be achieved without massive layoffs as being courted by a former Governor of the Central Bank. Dr Delisle Worrell previously refused to speak to Barbadians via the media and he too was part of the advisory grouping leading Barbados’ demise.

This writer would advocate strongly for public reform that emphasizes the technological knowledge and computer literacy skills of all public officers. This is consistent with the Manifesto pledge of the BLP stating that: “To fast track this new economy, Government, the private sector and individuals will need to embrace the digital economy … [and] the BLP Government will lead this transformation.” Ultimately, the state of readiness for a transformed economy will depend on Barbados’ best resource – its human capital – and this invaluable resource must be put to the best use so that the country in its entirety will reap the rewards of a public service, for example, being rewarded based on merit, ability, and productivity.

Finally, it takes more than optics and physical presence to safeguard democracy in Barbados. President Franklin Roosevelt once said that: “Democracy cannot succeed unless those who express their choice are prepared to choose wisely. The real safeguard of democracy, therefore, is education.” In full agreement, I am more inclined to watch the choices made by Barbados’ newest Leader of the Opposition, than to rush in and sing praises for an action that in of itself appears contradictory. All Barbadians should give both the new Prime Minister and the Leader of the Opposition to make their marks in attempt to build the best Barbados. PM Mottley has repeated her thrust for maximizing on education investments while Bishop Joseph Atherley in the selection of his first Senator, appears willing ‘to rock the boat’. However, and given the state of national affairs, all Barbadians need to become strict guardians of our heritage. This can be achieved by ramping up the teaching of civics, and demanding that all our processes and institutions work despite any shortcomings in the personalities at play.

  5. I suspect there is a link between the sargassum weed and the BP Oil Spill in the Gulf of Mexico in 2010.

    I spoke to a guy up there at the Crane older than I am who was looking too and shaking his head.

    He told me the worse he saw was in 2015.

    I asked him if he had ever seen it in the 1970’s … he shook his head

    In the 80’s, 90’s after 2000 … no he did not remember seeing it.

    It sounds like its appearance in these quantities begun within the last half dozen years or so but that is just a gut feeling.

    What is sure, it is piling up on Sir Kyff’s front step in front of the porch door!!

    I’ve also noticed several posts disappearing recently also, commented to DAVID(Blogmaster) however posts were never recovered. Did read your post before it vanished. Suspect Barbados Underground is/has been experiencing some kind of malfunction, could it be related to recent format changes. Noted also blog post more susceptible to vanishing when posted from mobile devices.

    Not so fast Caswell It all depends on the circumstances, people can act unethically but still legally within the law. Legal standards are set out in law, ethical rules are guidelines governing human behavior. There are many examples of unethical behavior where prosecution cannot be contemplated, if the unethical crosses a legal threshold you may have a case but if it is based on ethics alone you may be drilling a dry hole.

  22. Suppose the BP fiasco in the Gulf of Mexico is to blame for the Sargassum Weed.

    Could the small economies in the Caribbean dependent on tourism go after the company for damages to their fragile economies and forget chasing ghosts for reparations?

    I suspect the Crane Beach will disappear under the weed until it cannot accommodate more.

    Then the continuing arrival on the shores of Barbados will bypass the Crane and appear on beaches further west along the coast.

    Miami Beach may also disappear.

    I’ll keep an eye and see how long it takes for the Crane Beach to become full and it to appear on Miami Beach.

    We may not even need the IMF or can pay it off quickly.

    Sir Kyff might be able to help given his connections to the oil industry.

    His house is going to stink when the weed starts to rot and decay.

    Saw a big able porcupine/blow fish dead on the beach at Sam Lords this morning.

    There will be all kinds of marine life dead and decaying in the weed on the beach that will make the Sewage issue on the South coast pale to insignificance.

    Just a few hours after the official opening of Parliament, the Mia Mottley-led Barbados Labour Party (BLP) administration got right down to business in the House of Assembly this evening, passing the constitutional amendments required to facilitate some issues that have arisen since they assumed office nearly two weeks ago.

    The first order of business was to amend Section 37 of the Constitution, which precludes Barbadians from assuming political office if they have lived outside the jurisdiction for 12 months, a provision which has so far prevented former Consul General to Canada Kay McConney and Rawdon Adams, the son of late Prime Minister Tom Adams, from taking up senatorial posts.

    Prime Minister Mottley referred to this provision as “anachronistic” and said it should have been updated “as far back as 1974 when [then Prime Minister, now the Right Excellent] Errol Barrow changed Section 43, which spoke of ‘citizens of the Commonwealth Caribbean” to “citizens of Barbados”.

    “Two of our Governors General, [the Right Excellent] Sir Hugh Springer and Dame Nita Barrow, would have served with distinction overseas for many years, and it is important for us to draw on our Barbadian talent no matter where they reside,” Mottley added in defence of her appointment of Adams and McConney.

    However Opposition Leader Bishop Joseph Atherley, while supporting the amendment, questioned why two people resident in the diaspora were chosen for the posts, saying “because they live in other countries, they have not shared the pain ordinary Barbadians have experienced over the last ten years [and] there are 200,000 people in Barbados the Government could have chosen from”.

    He also warned Government “to resist the temptation to abuse its power” given its overwhelming majority in Parliament.

    However, Member of Parliament for Christ Church West, Dr William Duguid, who recently returned home from Canada, countered Atherley’s statements, arguing that “while these people may not live here, they have relatives on the island and can empathize with the pain Barbadians are going through.

    “And when people travel, they see things in a different light and if they have an opportunity to use their overseas experiences to benefit Barbados, they should not be excluded because they are citizens of another country.”

    The House also passed an amendment to facilitate the appointment of a Leader of the Opposition following Atherley’s defection from her Government a week after the May 24 general election in which the Mottley led BLP made a clean sweep of the polls.

    In her first public statement on the development, the Prime Minister said: “I did not envisage this would be the first thing to come before this Chamber, but I want this to be an example to all Barbadians. Sometimes when we embark on a path, we do not always know what we will find.”

    Mottley said she had also made a recommendation to the Governor General to appoint two Senators on a temporary basis, namely BLP stalwarts John Williams and Delisle Bradshaw, “then I will ask them to resign to make way for the appointments of the two people that will be more permanent”.

    The Prime Minister said this was the first time in all of the more than two decades she had served as a Member of Parliament that a business session was carried out on the same day as the state opening of Parliament.

    During the first sitting, it was also announced that a “mini Budget” will be presented next Monday, June 11, by Mottley, who is the country’s Minister of Finance.

    There are the different perspectives, it boils down to the leadership of the government being given the opportunity to try something different. Bringing people from the outside will not work on its own, bringing the right people who deliver the desired impact is what you are searching for. The jury is out on the impact Adams and McConney will have on the Barbados operations.

    The other Senate pick we will have to wait, it is a person who wants some time to think about out it perhaps?

    Not so long ago before BU the technological format was undergoing change i tried posting a U tube video of Commisiong singing the praises of Hugo Chavez and Castro on a neigbouring country political platform and David delted the video and dared me to post it again without consequences
    Maybe this new changes might have some technical problems.
    However i can vouched that before changes technical changes or style were being made to BU format. David has been selective to what he perceives as not towing the BU line.

    The South coast situation was caused by the incompetence and political folly of Bajan technocrats and politicians.

    There is no ‘scientific’ evidence so far that the Sargassum seaweed is manmade since it has been around long before your god of Genesis 6-day-creation fame created the atoll ‘Barbadoes’.

    Now who are you going to blame for this state of maritime affairs?

    The Honourable Blogmaster is a forward thinking Webmaster who, being mindful of new technologies, firewall incursions and the Dreaded BLOG SUPPRESSION THAT MAY COME during this or future administrations, has been using a filter that keeps specific libellous remarks from auto-posting pun BU!

    So it is generally a combination of words, added to the specific topic, BY A SPECIFIC BLOGGER, usually a rambunctious fellow, (like ManyPussy) that will be subject to the filter.

    Now what can we as bloggers do?

    Let me give you an example

    Two sentences “Stinkliar is the bomb” and “Stinkliar want bombing”

    Now the trigger would be activated in both cases because of the word “bomb” but here is what is more critical whereas when the first on turns up and the combination of permutations will assign it a pass the second one is a threat AND AS A RESPONSIBLE BLOGMASTER the Honourable Blogmaster HAS TO INTERVENE.

    Does he hide behind the “free speech” banner and let the threat post? or does he intervene COGNISANT THAT ENOUGH “FREE SPEECH” THREATS as those above not only depreciate the value of the BU brand, but risks WordPress or other entities closing down his site.

    Looka de ole man grandson heheheheheh does prosecute matters pun BU dat does be “out dere” and there have been circumstances where, ONLY WHEN SUPPORTING DOCUMENTS HAVE BEEN PROVIDED, will the Honourable Blogmaster vet, then confirm and then publish.

    This is NOT NAKED DEPARTURE and at the end of the day, EFFING DE BLOGMASTER OF A SITE ent want to post your garbage, dat is he perogative.


  45. Yardfowl..ya should not get a dime for those bonds…ya too deceitful, if the exgovernment had done it’s job and not accumulated an additional 9 billion dollar debt and had no clue how to repay it, ya would not now be whining about a bond.

    Sick and tired of the whiners, I have had posts deleted, moderated, etc for all 5 or 6 years being on BU….simply move on to the next post.

    … ya can always tell the simple minded by the way they whine..

    Never thought we would see the day when two jackasses in the hologram of Hal the hog made of intellectual fake chalk and the gorgon head of the many-pussy asinine clown called “ac” made of comical cheese would gang up against the Blog master to tell him how to manage his blog.

    The twin(n)ing of these two fools in the daily BU comedy must remind one of the acerbic Mutt and the asinine Jeff.

    But what the heck, there must be some reason to rhyme:

    “Hey diddle diddle, the cat and the fiddle,
    The cow jumped over the moon.
    The little dog laughed to see such fun
    And the dish ran away with the spoon!”
