Caswell Franklyn, Head of Unity Workers Union

The Right Honourable former Prime Minister, Sir Lloyd Sandiford, was heard to ask, how this country got back to this point. Even though I do not consider myself to be a political scientist or analyst, I would like to offer my perspective.

Ten years ago, the Democratic Labour Party (DLP) led by the now deceased David Thompson came to office promising heaven and earth. However, on the eve of the 2018 general elections, it would appear that they have delivered purgatory instead. Mind you, I do not believe for one minute that they intended to impoverish this country as they have obviously done. I believe that they have done their best; it is just that their best is not good enough and has fallen way short of what Barbadians have come to expect.

Government’s failures are so notorious that it would serve no useful purpose to detail the litany of woes that is this administration’s achievements. Rather, it would be more beneficial to examine, as Sir Lloyd pondered: How did the country get back to this point? Such an examination would reveal the pitfalls to avoid, in order to prevent any group, that is as unprepared as the present regime to govern, from ever achieving political office again.

Any right-thinking person would readily admit that the current administration is a dismal failure, but it did not happen over night. This second-eleven team, to borrow a cricketing expression, that now manages the affairs of this country resulted from Owen Arthur’s brain-draining Politics of Inclusion.

When Arthur became the Prime Minister, he set about unwittingly or otherwise to denude the DLP of much of its talent. They were easy pickings because the DLP that emerged after the death of the Rt. Excellent Errol Barrow was a fractious party. Sandiford was somewhat able to keep his dissenters in check because he wielded the power of the Prime Minister and could dispense patronage.

Unfortunately, Thompson took over the party that when it was going into opposition. He had no patronage to dispense to force his lieutenants to pretend as though they were loyal and many defected to the Barbados Labour Party to benefit from the spoils of victory that Arthur was lavishing on key DLP people who switched sides.

Shortsightedly, Thompson was happy to see them go because it meant that his party would be able to settle down without those dissenters. He failed to appreciate or did not care that Arthur was taking away the cream of the crop. All that appeared to matter to him was that he was leader and would most likely emerge, as Prime Minister, as he did, when the DLP retook the government. The people that Thompson had available to him as candidates were the most dyed in the wool Dems or persons that Arthur did not want. Sadly, as it turned out, he did not have enough talent to form a competent government but he was forced to use what he had available to him. That was apparent since he found it necessary to co-opt persons from outside his party to shore up his cabinet.

Regrettably, two years into his premiership, Thompson, the brains of his Government, passed to the great beyond. Those that remained floundered about from pillar to post but everything that they did seemed to have come to nought. The country, in their hands, appears to be hurtling out of control from one crisis to another.

It is painfully obvious to all but the purblind that the current administration had the skills to win the elections but are totally devoid of any of the skills to successfully manage the affairs of this country. They know it but are too stubborn to admit their failings and have the unmitigated gall to seek to foist themselves on the people of this country again.

If this administration were a worker, the employer would be entitled to dismiss that worker for any reason related to the capability of the employee to perform any work, provided the employer went through the appropriate procedure.

The elected members of parliament are the employees of the people of this country. They have demonstrated that they are incapable of performing the work that they were hired to do. The appropriate procedure to effect a fair dismissal, in the form of elections, will soon be upon us. Take it from a practising industrial relations person, a dismissal in these circumstances would be fair to all concerned.

Some of us note with interest that you were able to encourage 40 workers from the Transport Board to join Unity. What is sure is that the DEMS cannot accuse Unity like they did last general election of having 1 member!

This column is pathetically nothing more than a poorly written piece of propaganda designed to benefit the Barbados Labour Party. While I agree with Brother Caswell, that the Democratic Labour Party deserves to be fired, he should not expect to get away with blatant nonsense such as Arthur stealing the “cream of the crop ” and that some worthwhile “talent” was captured in Arthur’s politics of seduction, mistakenly referred to by others as the politics of inclusion.
In order for Caswell to give this piece some legitimacy, he must name the” talent” that went with Owen. Name them Caswell or stay condemned as nothing more than a poor purveyor of BLP propaganda !

  3. Caswell is poor union representative !

He has misled so many public officers !

The most notable cases Caswell messed was Stanton Gitttes at PAD and Dennis Boyce at GPD !

As soon as those ” newly joined ” workers Transport Board hear about 2 cases……Unity membership going back to…….ONE
    member !!!

Btw, Caswell say hi to Rhonda for me !!!

I will name just one: Clyde Mascoll.

    David

I am looking forward to welcoming many more. Those workers have been represented by BWU for almost 60 years and so far that union has not submitted a proposal for the drivers to get a gratuity and pension. When a driver retires from the Transport Board after let’s say 40 years, he puts down the bus and walks through the door with only his last week’s pay. All other government workers in a similar position would walk away with at least a gratuity of 25 months’ pay.

” William I will name juts one : Clyde Mascoll.”

I could have bet my grandson’s little savings that you or anybody else would have picked about the worst example of a politician or perhaps anybody in public life post-independence.
Mascoll only went to Owen after the elders in the DLP(Morgan, Greaves) correctly determined that he could not win any general election for either the BLP or DLP.
Mascoll spent a quarter century lambasting Owen’s economic policies. He said that Arthur was the worst Minister of Finance we ever had.
He then crawled over there(BLP) simply to get even with David Thompson. I maintain that after Thompson expired Clyde’s entire reason for being in public life was greatly diminished. In other words fate did not allow him to defeat Thompson.
Mascoll has zero integrity both as an academic and a politician. How could one accuse an opponent as corrupt; GEMS and then join them?
How could anybody bring a no confidence motion against an opponent and then join them?
Do you know what Mascoll’s reply to a reporter was when asked what role he would play in an Arthur government ?
His exact words were” Anything that the Prime Minister tells me to do.”

It is to Arthur’s eternal credit that he did not ask Mascoll to poison the water supply. He would have done it and all like now you would be dead !

Reel and come again. In case you forgot the question: Name the so-called cream of the crop that Artur seduced from the DLP. Name them or just shut up , Brother Cas !!!

And for all the jokers out there who think that I dislike Mia. Quite frankly , I admire her loyalty to her party inspite of being kicked about by Arthur and company. She has gone through the fire . She may very well get the opportunity like Thompson did , to prove she is of the finest steel.
Mascoll is a piece of drift wood hoping to be elevated to the Chair of the Governor of the Central Bank. Should Mia, become Prime Minister and make such a turn coat so powerful, she would have made the biggest mistake any Prime Minister can make.
David Thompson gave the Mascolls the only two seats the DLP had in de senate and look wuh happen. Ah waiting pun yuh Bro’Cas………

What little you know; Mia was plucked from the DLP prior to Arthur’s Politics of Inclusion. Loyalty does not equate to the availability of a constituency.

You are also wrong on another score: I don’t drink water from the public supply – kidney stones, I can’t take the calcium. LOL!

By the way, are you one of those that Arthur did not want? A yes or no would suffice.

None amongst us wishes for the demise of an individual when it involves their life. To a man we all regretted the passing away of Thompson. However, given the facts that have come to the surface of Thompson’s involvement in the Clico affair we should be relieved that his reign at the top lasted no more than two years.

The impact of the Clico affair has left a destructive and an indelible mark on our national psyche; it has since been used as a template by our government under Stuart’s tutelage.

What saddens me the most was that here we had a man in Thompson who waited desperately for a lifetime to become our leader. Here was his opportunity to govern with wisdom, humility and righteousness. He failed. His moral compass mis-functioned.

It was never in Thompson’s interest to have a credible and a competent cabinet team to assist him in his government. The Clico affair proved to us that he was a man on a mission.

We may think that Barbados is ailing but if Thompson were still in charge the life support machine would have been switched off some years back.

    @ Caswell

It obvious that you cannot competently challenge my assessment of Mascoll. Arthur had precious little or nothing to do with Mia’s decision to join the BLP. I know far a fact that Arthur/BLP reached out to several NDP former candidates or members: Lovell, Worrell, Brathwaite, Skinner, Marshall, Linton, Brooks, Gajadar, Edghill, Haynes, Rouse I think he was looking for “talent” because it was absent in both the Bees and Dees. Most of them said they went because of Owen not the BLP.
So Bro’ Cas, I realsie you really can’t defend your article because i have called you out. BTW there is nothing wrong in trying to get your party elected.

Normally your interventions are so rational, they stand out. But this time you are following the mob.
I do not know of Mr Thompson’s involvement in Clico, other than what is public knowledge, but there are lots of unanswered questions.
First, by now we would have had probate of his estate and probate reports are public records. Has anyone, including the media and politicians (who remain deafeningly silent in all this), looked at his probate report, especially his will?
Has anyone examined in forensic detail – including the jokers on the so-called judicial management review – the financial records of Clico, its products and the minutes of ALL its board and executive meetings. Have they subpoenaed the files and bank records of Thompson Associates?
The joke judicial management review could not even get access to the Clico bank records, according to the report. Why did they not call the suspended insurance supervisor to give evidence? They also asked other public institutions for assistance and they refused – without any comeback. The place is in an administrative and legal mess (no doubt all the lawyers have their bit of LEC papers).
Why was the joke judicial management review not given powers to subpoena witnesses and question them under caution?
These and lots more questions are to be asked. It is easy for the vicious keyboard warriors to attack Mr Parris because he did not go to Harrison College or Combermere; or because he is not from the right background. It is easy to smear Mr Thompson when he is in his grave.
It is easy for the buffoons and mentally deranged to personalise the flawed regulatory and supervisory framework that oversees the banking and insurance environment in Barbados.
To do otherwise is to accept the gross incompetence and amateurism of the institutions put in place to protect consumers and tax payers.

Hal these people have no respect. This blog has allowed a female contributor, to write very long articles that are direct lies and innuendo. @Hal, to paraphrase your remark : “Normally your interventions on CLICO are so lacking practical purpose that they stand out. This time is no exception”.

You absolutely know that there is no mutual exclusivity re incompetent regulatiors/administraive ineffeciency and corrupt executives of both CLICO and the DLP govt, yet you continue to beat the drum primarily – despite tangible evidence – of the incompetency tune .

You should indeed seek an answer of why the “… judicial management review [was] not given powers to subpoena witnesses and question them under caution?”

Frankly based on the large cost for the JM team…monies which were taken away from funds available to the disadvantaged policy holders…it originally was a reasonable question if such a process was even beneficial. Based on the scandalous evidence uncovered the short answer of course is yes.

Let the record be clear. There was a clear pattern of deliberate malfeasance by govt officials and corporate executives; there was also a very clear intent by some govt officials of the supervisory agency to enforce regulations. There was a clear intent to subvert and diminish the investigatory impact of the so called judicial management review but there was also a very clear intent by those professionals to get to the bottom of some of the destructive practices.

That you harp only on one side of this debacle and suggest that you are pushing agsinst a mob rule intent with that blinkered perspective is annoyingly ridiculous.

Let us get this right. You know of person who post lies to BU and you feel to protect them by not ‘outing’ them. You also assume that the blogmaster is aware? How do you know this to be the case? Does BU allow BIM, Solutions and all the parties to share contributions to BU? Put up or shut to Rh up!

  16. de pedantic Dribbler March 11, 2018 at 9:57 AM #

You are questioning intent. I believe the motives for setting up the judicial management review were honourable.
Maybe you have an answer for why the management review was not given power to subpoenaed witnesses and, apparently, question witnesses under caution.
Maybe you also have answers fore why the management review failed to get other public institutions to carry out routine work on its behalf, or why it could not get access to the Clico records.
Cost is not an issue, since this is a matter that goes far beyond dipping in to the remaining Clico funds. This is about the quality of justice in Barbados.
You claim there was deliberate malfeasance on the part of the company and government officials (are you talking about civil servants?)
If there is evidence of obstruction of justice, that is a criminal offence, you should report it to the authorities.
If there is evidence of attempts to subvert the management review, that too is a criminal offence, you should report it to the authorities.
Please enlighten me about the side of the affair that I am omitting. I say again, the Clico affair has been caused by incompetence: poor regulation, poor supervision, the clog up in the Registry and the failure to bring a case to the courts.
The system is bad, not because of individual corruption, but flawed legislation and flaw implementation.
I will end on another issue, that is not as off key as it looks: there hav been reports on BU about a small insurance company selling one of its office blocks and re-leasing it – sale and lease aback, as its is called in the business.
Have the regulators or supervisors intervened? Or was the supervisor even told of the proposed sale before it happened?
Are we going to wait until crisis point to ask if this particular company has cash flow problems? If so, how does it deal with claims? What provisions has it made for long-term liabilities?
Or are we going to wait and when it collapses then claim there were instances of individual corruption by politicians, corporate officials and civil servants?

    i remember when i heard of BU in 2012, of course prior to that as is normal with the mentally enslaved in a slave society, no one shared information with each other, so corrupt politicians, lawyers, minorities, everyone had a field day at the expense of the unaware population for 40 years back then, who were never supposed to know;

I have just returned from my first political meeting and i’m exhausted. It was held by the DLP at the Lester Vaughn School and commenced 45 minutes late (6:15); Stuart brought the proceedings to an end at 10.30.

It was a glorified talk shop with all the ministers kicking lumps out of Mia. The speaker reminded the audience that it was their responsibility to go out and vote and canvass for the party in order to obtain victory. And would blame them their supporters should they lose the election for having disobeyed their requests.

They mentioned how they brought in new employment laws to protect workers, introduced the minimum wage, provided social housing for the masses, built the aforementioned school, built the police station in St Thomas, et al.

They stated that the BLP could not be trusted as they have a record which protects the well off and discriminates against the poor and that the sewage crisis stemmed from the BLP building a sewage system that was in effect obsolete from the very first day that it was in operation.

The speakers underplayed the party’s failures by comparing themselves to other countries.

To conclude, i was not impressed. However it was difficult not to have some sympathy for a party that is left leaning and does not enjoy the support of the local business community.

Do not have sympathy for this loser government, they are toxic, their cult of idiot yardfowls are not enough to get them reelected and they know it only too well….the business community has no further use for ministers who have no more money left in the people’s treasury or pension fund to give them or help them steal with elaborate scams and paper work, like the Apes Hill scam, they could only give away more of the people’s land to the minority thieves, except now they are being watched and will think twice.

The ministers should have listed what they have not done to help their own people progress, the list of negoect would have been much longer.

They should have showcased the decayed infrastructure they never tried to upgrade.

The laws they never legislated , proclaimed or enforced to stop government corruption.

The 10 year neglect of the sewage system.

Only realy dumb people would sit still and allow greedy, selfish corrupt government ministers who know they are on their way out of office to lie to them and who also refuse to accept any responsibility for their 10 years of neglect of the same majority population whose votes they now need.

Kick them all out, vote them out, not one seat.

    William…at this point the majority Black population need to do only one thing;

look around Barbados and ask themselves WHO BENEFITED from 10 years of this government..

they ave 90 days left in which to do so..

lets not get ahead of ourselves.

whomever is elected, the citizens will still have all those tools available to them to monitor for any bribery and corruption with minorities, expose it, name and shame all of them and hopefully see the culprits in this present government charged.

if you have any interest, you too can create and produce some of those tools to prevent elected government officials you know from experience have the propensity to take bribes and help minorities steal from treasury and pension…

in order to put an end to those crimes….going into the future post election.

ya cant just sit and ask …then what…when there is still so much to do.

    WS,
You seem to be conflicted while behaving like the ‘see no evil-hear no evil-speak no evil’ Marching monkey.

On the one hand you promote actively the replacement of the BDLP (the same-sex-six-is-half-dozen-bibby-dibby’ party) with some third party or parties.

On the other hand, you seem to have given up all hope of any third party replacing the current DLP administration?

Why do you see the “Bees” as the electoral Hobson’s choice?

Why NOT Solutions Barbados or UPP or even Bim, all the same thing with the synonym AMB (Anti-MAM Brigade)?

Why aren’t you playing your cards straight by laying them on the electoral betting table?

Why not try your luck in the anti-MAM race by backing a specific third party horse of your choice as the ‘Solution’ to the BDLP (Bee-Dem long-playing) tweedling problem or spread you wager (odds) behind any No. 3 ‘dark horse’ in the Hobson’s race?

Skins man, jump off your imaginary fence and declare the true ‘colour’ of your ‘skin’ in the upcoming electoral game!

    @ Hal Austin March 11, 2018 at 9:13 AM ,

The current law as it exists in Barbados will never bring to justice those in high places.

In such cases of bribery, money laundering, obtaining monies illicitly and all the rest. The courts should make the assumption that you are guilty unless you,as an individual, can prove that you have obtained your wealth legally and not in an immoral way.

For example, if you have recently acquired a Mercedes and a house when in a previous life you did not own a home or drove an old patched up motor then you will need to explain the source of these monies that allowed you to improve your lot. The chances are that you will have a credible explanation.

Hal, this is the only way that you will deal with corruption in Barbados. If the accused is unable to justify their wealth then you strip them of their wealth and assets.

I assume, everytime I am discussing law-making in Barbados, that they intend to operate on the Westminster/Whitehall model and common law principles.
If this is the case, they do not have a clue as to what that model is, or how it operates. We now have a Criminal Finances Act in the UK that provides for an unexplained wealth order, (a civil order) allowing the authorities to launch an investigation in to anyone who appears to suddenly become wealthy.
It would then be their duty to explain their wealth – like Brandford Taitt, my late wife left it for me, or that they have won the lottery. If they cannot, ten the authorities can seize the property. We can do this in Barbados.
Or, simply, we can compel all public appointees to declare their total wealth and assets on taking up their positions – senior civil servants, politicians, top judges, etc – and, on leaving office, have their wealth and assets audited, along with those of close relatives (partners and children). Any unexplained wealth will be seized and the person prosecuted for illegal benefits from office.

A few years ago,a story was going the rounds in Barbados that Inland Revenue asked a certain well known albino bajan who was in the haulage business to explain his wealth. He promptly replies …’I does b..ll’ whereupon the interview ended and he was allowed to apparently continue b..lling.

  47. Gabriel March 12, 2018 at 12:45 PM #

That explains the incompetence and unprofessionalism of the Bajan administrative class. All those accused of financial crimes should give a similar explanation.

Gabriel…all the minorities need to be investigated about out how they get wealth, these foolish politicians and ministers continue to enable them in not accounting for wealth, that has to end.

All uh yuh is too smart for de ole man.

Mr Franklyn has penned this article “Demons Now, Never Again…”

de ole man dun tell wunna that, outside of the 8 x 16 foot billboard posters dat David get from …, de DLP WERE NOT EFFING READY TO DO NUFFING!!!

That won the general election in 2007 and the one in 2013 was won on “Cuhdear dem only had five years to de de ting gi dem a nex five…”

What part of this wunna can’t unnerstan ?

You all think that this is about reasoned decisions and intellectual discourse.

    IT IS NOT

De average Bajan with their 15 second attention span ONLY HAS TO BE SHOWN THAT THE DOLLAR THEY HAD IN 2007 IS ONLY BUYING THEM 63 cents in 2018 and if they give the DLP A THIRD TERM IT WILL ONLY BE DEVALUED TO 27 CENTS

All this intellectualizing and ting doan mean nuffing to 60 percent of De average electorate

And all dat William Skinner talking bout for Third Party options while desirable options for Barbados in 2018. WILL NOT HAPPEN FOR AT LEAST 25 years because the third parties are floating flotsam euphemism for badword
