The BAPE reacts to leader of the Opposition suggestion to use membrane bioreactor technology to tackle the South Coast Sewage problem –“… these complex infrastructural decisions must not be taken in the heat of political rhetoric, but after careful, deliberate, methodological and professional consideration that is led by our best experts …”

The Barbados Association of Professional Engineers (BAPE) has responded to the BU blogmaster questioning if that association should be the one to inform on the recent suggestion by the Barbados Labour Party (BLP) to use membrane bioreactor technology to solve the South Coast sewage problem.

Sir, you asked for BAPEโ€™S comment on the matter raised about membrane bio reactor (MBR) technology as an option for use on the South Coast.

The Barbados Association of Professional Engineers is not a functional engineering consultancy. It is the national body that represents the interest of such consultant groups; of individual engineers; and of the engineering profession itself. It is therefore not within BAPEโ€™S remit to engage in the technical specifics of any particular engineering solution โ€“ such as the use of membrane bio reactor technology or even options such as secondary or tertiary level sewerage treatment. There are multiple viable and valid options that are available for such solutions.

Our concern is that, in the national interest, these complex infrastructural decisions must not be taken in the heat of political rhetoric, but after careful, deliberate, methodological and professional consideration that is led by our best experts โ€“ who truly understand the ramifications of the decisions made.

The original final design choice was a poor compromise that was taken largely on short term political and economic considerations. The lack of an emergency back-up outfall, and the pairing of different pipe systems in a common duct clearly point to this fact.

Now that the inevitable crisis has come, millions of dollars are being assigned to deep injection wells, bypass systems and other expensive fixes, while the environment and economy suffers the bad decisions taken by non experts over 20 years ago.

Recent suggestions, that whole new philosophical approaches such as MBR technology should now be introduced is exactly the kind of thinking that gave us the flawed level one plant in the first place. Clearly these political decisions are well intentioned and genuinely conceived, however we continue to reiterate that the technological world of the 21st century is far too complex and sophisticated for such decisions to be made without full involvement of the experts and even the public, in the various pros and cons, and the justifications for the final choices made.

Unless we establish a new regime for decision-making with respect to national infrastructural projects such as the SCSP, our road and transport network, the water works system and other critical assets, we will only encounter even worse failures. It simply is not possible to successfully conceptualise and manage such complex, large-scale, projects in the absence of professional, dedicated, and transparent management โ€“ empowered with full control of the resources needed to follow prescribed construction standards and maintenance schedules.

    Obviously these highly trained professionals, don’t have a clue ! This entire crisis is a mere storm in a teacup. Why can’t they listen to people who know about these things. The solution, as stated previously, was not based on any political posturing, as these high and mighty engineers believe.
    It is now widely known that , when these jokers claim, :”The original final design choice was a poor compromise that was taken largely on short term political and economic considerations.     Don’t they understand that the solution is very simple:
    1. Divert traffic 2. Close the businesses and pay the workers.Once these two things are done, there will be no more shit in the streets.

    In other words they got what they paid for…both governments, they got the design they requested.

    Ministers responsible for maintenance, in the present government, obviously never thought it necessary to maintain the sewage system in ten years, there was no bribe to collect from maintaining the sewage system, so they did not as per their low class, self defeating mentalities.

    ….that is the reason they are stuck with a backed up, overloaded, belching tons and tons of spewing decade old protesting shit that will explode, hopefully it all explodes on the yardfowls.

    An excellent post by BAPE!

    This is a complex matter whose solution should not be driven by politics alone. A solution that involves expensive new technology and with dire ramifications for several aspects of life and development in Barbados must not be taken in the absence of a thorough vetting and buy-in by local professionals in various disciplines in a system that is absolutely transparent. As such, a solution that identifies a specific technology absent the decision making framework that would make such a solution transparent, is reminiscent of the Cahill debacle.

    I haven’t read the background material but I hope that Mia’s membrane bioreactor was only a tentative suggestion which should be taken into account in arriving at a final solution.

    If you really want to see potholes, drive down by the BICO Sales Outlet by the Port.

    That’s where the heavy trucks are focused.

    We either need to upgrade our roads to suit the heavy vehicles present or limit their access to roads that can’t bear them.

    If we are broke and can’t fix potholes by road upgrades, then the only solution is to limit access to heavy vehicles and patch as patch can!!

    We can blame the GOB for faulty decision making in the sewage mess and many others but the financiers must also enter the equation.

    No bank is going to lend an individual money to build a lemon because it wants to know that at every stage of the project, if the need to foreclose arises, it has a saleable asset and its investment is protected.

    Something is wrong at the IADB … money laundering perhaps, but its behavior is not logical.

    No bank should lend a bunch of near do wells the amount of money it has and sit by and watch the collapse of the projects into which it has invested its lenders money …. unless that was the object from the start!!

    Who are the lenders to the IADB?

    Any PEng who is a member of BAPE would know that there is a building code in existence since 1984 which covers the various areas of construction very well. This code was last updated in 2013 by the BNSI and now extends it reach into many new areas of construction in keeping with modern development.
    BAPE played a major role in the development of these codes begining in the 1970โ€™s and in fact took the lead role in the development of the regional wind codes for CUBiC (the Caribbean Unified Building Code) that was developed as the model code for the region.

    Where there is a serious weakness has been in the ongoing failure of local authorities to make this (or any) code mandatory for local construction. BAPE, BIA, and the BNSI have been asking for such action now for decades without any political / legal action being taken.

    While engineers and architects generally adhere to the published BNSI code in their designs, there is nothing to stop a client from directing that โ€œcost savingโ€ (short term) changes be made that may sacrifice code adherence. Much construction can also proceed without reference to these professionals, or to the code.

    BAPE appreciates that these are difficult political decisions to make, but again in the long term national interest, such decisions are vitally needed.

    Our position is that independent specialized Authorities – such as the National Transport Infrastructure Authority which we proposed to oversee and manage our road and transport network – constituted of non-partisan experts from related disciplines, may be the best approach available to making such decisions and properly managing our major national assets.

If they are bad apples it does not defeat the role of the legal officers- lawyers included- system in balancing the justice scale. We all have heard over and over and especially from Dr. Hugh Sealy who was the local consultant for one of the critical stages of the South Cast sewage project, the appetite for the build/spend was a function of what the country could afford and what the lender wanted to advance.

Some more info on the NTIA would be appreciated; though I am not so sure about an independent body looking after our infrastructure. I do however support such a body with representatives from the BAPE.

Chris Sinckler has a Masters degree in international trade, a specialist economics degree, but is still the most incompetent finance minister a democratic Barbados has ever had.

    At no point in life or place in the world can qualifications alone equate to competence…you know that from all the various Oxford or Harvard or McGill grads who phucked up top jobs by making bad judgments or by just being simply compromised by corruption etc.

    Chris Sinckler has been piss poor in his role not because of some poor talent pool but simply because his political leader is incapable of making practical change…we can pontificate on the reasons endlessly but the simple fact is that our state of affairs is not the result of Sinckler’s misspeaking on decimal points or some other perceived technical deficiency in economic education!

    At no point in gaining a loan from any international agency or state govt will funds be approved (all things being equal) for anything but a MOST ideal long-term option …NOT NECESSARILY THE PERFECT option but certainly one of the tenders that offers a very COMPARABLE BEST option that meets financial spend desires.

    It is in my view therefore absolutely nonsensical that the DLP or BLP can suggest that this current debacle is a result of not using the best sewerage tech that was possible with the then available funds…

    … why would anyhow not a BEST to now we return a mere 15+ years later to tremendously higher inflationary cost of replacement, significant economic cost from the leakage and untold cost in related health and human cost! Of course that makes no sense.

    Thus this must be a case of simply phucking up and corruption!

    Most of us here recall the pain that was wrought when the sewerage lines were being installed in Black Rock…many also recall the ingenious advertising ‘Propa Pork’ campaign debuted by the CEO at Carlton Supt. to combat the severe pressure on his business.

    Can any of us thus imagine that a businessman would want to suffer that pain AGAIN and would not want his govt to implement the best option for longterm viability on a prpject so disruptive to life!

    I grieve for the businesses and people dealing with the South Coast debacle as some will NEVER recover as Mr Bynoe did so wonderfully. And my anger with the DLP is their abject, absurd non-talk on solving this very difficult problem…. let’s not give further insane cover with talk of ‘best fit for funds’…that’s simply not true in practical terms.

  29. Let us not forget the admonishment of the BAPE president as he participated in the VoB talk show a couple weeks ago, our drainage system on the roadways suck. It results on water settling on the roads which will have the ultimate effect of weakening the roads resulting in potholes.

    I don’t know y a professional association will want to engage the BU family. You note that they want transparency but once their political party is exposed they start to cuss people. I know many distinguished Barbadians, who have tried to render their services, sometimes free of cost, but they have been maligned by the decadent duopoly .
    I don’t always agree with you but every time you try to lift the discourse they start to abuse you in the most vile manner and feel that they can ever be useful to this or any other country.
    All BAPE is saying is that Mia Mottley , who has been accused by some as being brilliant, was talking pure junk; they are saying that the sewage plant would have had these problems sooner or later and the BEES cannot stomach this fact.
    The plant was poorly chosen and it was politically expedient to prove some point. I have in my office an independent position that was put to the Minister of Health, at the time, which clearly stated that a better site should have been chosen.
    We have underground mains bussing all over the place but Owen tek up over 200 million dollars to invest in Kensington , so that we cud watch the West Indies get the backside slaughtered.
    Estwick and company tek millions and put in some fancy building while the people in St Joseph drinking nasty water.
    Imagine the court tell them to pay a man a few dollars both Arthur (BLP) Sinkler and Thompson(DLP) waste time . Result: The Taxpayers end up given the same man milllions and one big building.
    Imagine CLICO under Arthur (BLP) was allowed to function without the statutory requirements. Agents writing policies all over the place. Then CLICO goes bust. Thompson(DLP) takes up millions to bail them out. Result: Taxpayers ending up paying for other people investments !!!
    I could go on and on . So these jokers, by now should realize that they can’t friten’ nobody ’bout here.
    Ms. Mottley is right:1. Divert traffic 2. Shut down the business and pay the workers. The shit or is it shite , will automatically stop.

    Opposition leader, Mia Mottley is of the view all food establishments along the South coast road affected by the overflowing sewage should be closed immediately. In addition, she believes the purchase and installation of crucial equipment could see the sewage problems be fixed in just a few months.

    Her call for a shutdown comes a couple days after a similar suggestion was made by a Senior Lecturer at the University of the West Indies, Dr. Dwayne Devonish.

    Mottley laid out her plans during a press conference yesterday, Thursday, March 1, describing the problems affecting the South Coast Sewage Treatment Plant as reaching "national crisis level" and charged that the Freundel Stuart administration was not doing enough to arrest the issue.

    She said the first order of business should be to close all food establishments for health reasons and compensate business owners and staff.

    "In respect to the workers, the NIS [National Insurance Scheme] would pay unemployment benefits to those who are immediately laid off, it is just that we may choose to top them up, largely because what… they are getting now is not enough and it is not their fault. People should not have to suffer because the government has failed to take appropriate action."

    Should the Opposition Leader have shared her suggestion and fix earlier to help the country of Barbados with this South coast issue?

    She also said the Ministry of Transport and Works (MTW) should work to divert traffic away from the affected areas and the Barbados Hotel and Tourism Authority (BHTA) should relocate visitors who are staying in the area.

    "What we don’t want is people leaving Barbados with the clear understanding that we did not care what their experience as tourists was and that we did not reach out."

    A comprehensive and daily sanitization of the south coast was also part of the plan outlined by Mottley which would include the Sanitation Service Authority (SSA), the Ministry of Health and the Barbados Water Authority.

    However, some business owners in the Hastings area, clarified to Loop News off the record that the roads are being sanitized and washed down by the SSA daily. One restauranteur said that a lot of the water on the road on mornings is because the road gets washed around 5:00 am, unbeknownst to many.

    In regard to stemming the continuous flow of liquid sewage spilling onto the roads, Mottley suggested purchasing several modular membrane bio-reactor units to treat the wastewater and get the effluent to manageable levels. This equipment, she said, could also be used in a new sewage treatment plant or at the one in Bridgetown.

    She also said it was critical for the BWA to dig and find the source of the blockages and breaks in the system. She disclosed there seems to be some disagreement among the engineering team as to whether the ongoing deep injection wells being pursued will indeed work as there are many factors which could derail its success.

    But she said in the meantime, there needs to be a backup plan.

    "We don’t want to wait three to six months to find out that it will not work. What we want to do in the mean time is to find the blockages and the leaks and that we build a temporary outfall."

    She added the "continuous assault" to Barbados’ reputation and health needs immediate relief.

    Anybody who has followed the political career of Freundel Stuart, must now conclude that he has apparently suffered multiple internal political concussions , that have left him bordering on becoming a political invalid, sustained only by some mystical life support system, No politician, in the history of our country, has promised so much and embarrassingly delivered so little.

Her stint as Minister of education, was used to plant many incompetent BLP supporters in high places within the system. Edutech is considered her singular failure. She will best be remembered as the political football of Owen Arthur and her only advice to her country men was very simple: She once said that men should learn to take a horn.

    Modular sewage plant which can be extended if needed.
    No sharp turns in the main pipes. Usage of material for pipes lasting at least 50 years.
    Maintenance plan: The main pipes must be regularly cleaned. Extra pumps in stock.

    Surely, there was zero maintenance done after the system was erected. As always. All the money used up for the BWA palace to comfort the civil servants as much as possible with A/C and showers. As usual: civil servants the masters, the taxpayer the new slave.

    Imagine, we had built the Cahill Doomsday Machine. It would have blown up, spouting out tons of Dioxin, after 6 months operation!

    I just saw a nation front page that states the Jada group of crooks who owe the taxpayer/pension fund 60 million US dollars for the 4 seasons scam, bought 4 season scam from government for, you guessed it…60 million US dollars.

    Fruendel and all his idiots need to go to prison…they are all an abomination and blight on the lives of black Bajans….I guess the Bjerkham crooks will now want a loan from the pension fund AND concessions too…

    Vote them all out..

    This also makes Mia a liability, was she not the attorney for the 4 seasons crooks.

    You cannot even get your 21×14 miles public transport system (a vital player in any advancement towards greater social and economic gains and productivity) sorted out despite being left a template of functionality by your colonial masters.

    Barbados is not the centre of this planet; neither does the sun of โ€˜infrastructure projectsโ€™ revolves around it.

    When you are able to persuade your technocrats to have the detritus and waste removed (in order to minimize flooding) from the streets of your Lilliputian country (over which a fighter jet can fly over in less than two seconds) within a 48 hour period we might just be prepared to entertain your views of making Barbados a paragon of infrastructural conception and implementation.

    This sale was not put out to tender per the Financial Rules of the government of Barbados. It is the duty of the next Administraton to make it null and void and recover the land. Since the money has not been paid into the Treasury, whoever Mark Maloney gave his money to should give him back or he should count his losses.

    So my take on this, the recent exposure on social media git the rats to expose themselves, nothing like threatening to have Pharliciple Inc. investigated as a shell company laundering money to cause cockroaches to peep out.

    So…if 60 million US dollars was not paid into the treasury from the 4 seasons sale 3 years ago.

    …..WHO HAS THE MONEY?

    All of the ministers have to hold some prison time for this.


  46. The sewage crisis and braking down of many buses is so typical.

    How can you expect the local elite to handle international loans, offshore financial statutes, diplomacy, Supreme Court blacklogs and many others complicated things, if they are not able to manage more simpler things like cleaning pipes and repairing gears ???

    Independence and wealth through independence is an illusion like smoke from wead.

    However, I do not wonder. In the past, UWI let everybody pass with a degree. “Nobody left behind”. That must stop. To achieve the same standard as in overseas territories around Barbados, we must forge a new type of barbadian. We need an IQ test as entrance requirement besides school grades and need to sort out at least 50 % of all candidates in each university exam.
