The following was extracted from the Government Information Service website:-

Government’s Budget, setting out the Estimates of Expenditure and Revenue for the financial year 2018-2019, was today laid in Parliament, together with a projected forecast for the current financial year 2017-2018, and the Barbados Sustainable Recovery Programme (BSRP). These will form the basis of the Parliamentary Debate to ensue from February 12 to 16, 2018, on the Appropriation Bill.

Revised Fiscal Balance 2017-2018

On the accrual basis, Current Revenue of $3,134.8 million is expected, of which $2,914.5 million is tax revenue and $220.3 million is non-tax revenue and grant income.  Total expenditure is projected to be $4,479.8 million, of which $3,146.8 million is current expenditure, exclusive of amortization, and $361.7 million is capital expenditure. The revised negative net operating balance of $12.1 million represents 0.1% of GDP at market prices.

On the cash basis, current revenue of $2,999.8 million is expected, of which $2,779.5 million is tax revenue and $220.3 million is non-tax revenue and grant income.  Total expenditure is projected to be $4,479.8 million, of which $3,146.8 million is current expenditure, exclusive of amortization, and $206.5 million is capital expenditure.  The revised deficit of $353.6 million, on the IFI basis, represents 3.7% of GDP at market prices. The primary balance for the financial year 2017-2018 is estimated to be a surplus of $410.0 million on the accrual basis and $430.2 on the cash basis.

Overview 2018-2019

It is estimated that Government’s total expenditure for the financial year 2018-2019, on the accrual basis, will be $4,526.2 million. When converted to the cash basis, total expenditure is $4,463.3 million, a decrease of $16.5 million or 0.4% from the revised figure for 2017-2018.  Of the amount approved for the 2018-2019, $3,178.1 million represents current expenditure and $1,285.2 million represents capital expenditure and amortisation.

Expenditure on goods and services is expected to increase by $22.0 million to $413.9 million.  Current transfers are projected to decrease by $74.0 million or 6.2% to $1,116.1 million. The repayment of principal and interest on Government’s debt is expected to account for $1.8 billion compared to the revised projection of $1.9 billion.

On the accrual basis, current revenue for the next fiscal year is projected at $3,233.0 million.  On the cash basis current revenue is projected at $3,098.0 million, an increase of 3.3% over the revised revenue of $2,999.8 million for the financial year ending March 2018.

When amortization of $1,044.3 million is taken into account, a deficit of $321.0 million on the cash basis is expected, representing 3.3% of GDP.

On the accrual basis, the deficit is expected to be $8.5 million or 0.1% of GDP. The primary balance is projected to be a surplus of $478.8 million on the cash basis and $398.1 million on the accrual basis.

The Estimates for the 2018-2019 fiscal year include provision for the following activities:

  • (i) A current subvention of $145.5 million and a capital subvention of $3.8 million is being provided to the Queen Elizabeth Hospital;
  • (ii) Subventions of $87.7 million and $8.6 million have been provided to the Barbados Tourism Marketing Inc. and the Barbados Tourism Product Authority respectively;
  • (iii) An amount of $17.1 million has been provided to enable the preservation of investments made in CLICO International Life Insurance Limited;
  • (iv) $7.0 million has been provided for the CAF Road Rehabilitation Programme as well as $7.0 million for the IDB Road Rehabilitation Programme;
  • (v) Grant funding of $20.0 million is expected to be received as budgetary support and also to assist in carrying out the following programmes:
  • Renewable Energy Program;
  • The Hope Agricultural Training Institute Project;
  • UWI Food Security Project
  • (vi) A current subvention of $26.6 million and a capital subvention of $2.4 million have been provided to the Sanitation Service Authority;
  • (vii) An amount $10.8 million has been provided for the Public Sector Smart Energy Programme;
  • (viii) An amount of $12.2 million has been provided to the Barbados Drug Service for the purchase of drugs;
  • (ix) A current subvention of $71.3 million has been provided to the University of the West Indies;
  • (x) A current subvention of $19.0 million has been provided to the Welfare Department;
  • (xi) Skills for the Future programme under the Ministry of Education, Science, Technology and Innovation has been provided with an amount of $6.2 million;
  • (xii) $15.0 million has been provided for the redevelopment of Sam Lord’s Castle; and
  • (xiii) $15.0 million has been provided to bring to account projects of the Barbados Water Authority funded by the CDB and the Canadian Commercial Corporation.

    Please note the amount that has been budgeted for the development and marketing of the Tourism Industry. Add to this the tax concessions to that industry and do a rough calculation of the return to this country of the benefits to foreign exchange ,to jobs, to GDP. I am not saying that the net benefits are not significant I only want commenters to make informed analyses. And stop repeating dogma.


  3. The MoF mentioned the delay of Hyatt as negatively impacting forex inflows. Unfortunately we have to take his word because Barbadians have not been told how the project will be funded or the net outflows based on the statement of works.

    Where is the credibility in the Hayatt project?

    Why not tell us the foreign source for the financing of the Hyatt hotel delayed as a result of some local miscreant called David?

    What is so secretive about it? Haven’t the people been told the source of the funding for the Sam Lord’s Castle Redevelopment or even the 7 year old plan to revive the local sugar cane industry with an already secured loan of US$ 270 million sitting idly in a Japanese bank?

  10. Some pretty interesting numbers for Tourism, Clico, and Sam Lord’s looks like it benefits the rich, and famous. Why road rehabilitation, I thought the road tax covered that? What is UWI security food project? Is it not included in the subvention to UWI.

    Weren’t last year’s Estimates and later budgetary proposals the mother and child of all Estimates and Budgets projected to solve the fiscal problems Barbados was and still experiencing?

    Come on David, this set of Estimates is just another brass-bowl of cold political piffle warmed over every year from 2013.

    There is only one thing that will be making a difference and that is the medicine recommended by the patriarch of the management of the Bajan economy and that is OSA.

    He should know being one of the main architects for the state of the Bajan economy.

    He queried the meaning of the acronym “MP”……Corey said Member of Parliament……… Dipper Driver said …..so if Parliament is dissolved they are no longer members, so why would we be paying them for?

    I had to laugh but he is true………….they are loitering at the steps of Parliament.

    “Barbados’ foreign reserves have dropped by more than $70 million in the last 12 days.

    They now stand at around $340 million – equivalent to about four and a half weeks of import cover.

    The Minister of Finance refused to answer my first question about the state of the country’s reserves and to reveal this staggering statistic today.

    I am concerned about the low level that the reserves are now at. Their dramatic rate of decline and the absence of action to immediately stop the decline.

    No eighth plan which is really a to do list can be the solution to this problem.

    The situation is now dire; it cannot be business as usual.

    This Estimates debate is a farce as it does not address our most critical problem which is the level of the international reserves.

    Our reserves are the lowest since the early 1990s when we had similar difficulties, but this time our problem is both reserves and high debt, together with anemic growth. This has been bedeviling the country and for almost a decade.

    The Government does not need another plan – the Prime Minister needs to act!”

    In my opinion the end is near. To lose $70 Million in 12 days means that capital flight is taking place. The people that have US currency are moving it out of Barbados to safer locations. When the country runs out of foreign exchange, it will then run out of food. Then it be chaos. Was this the reason why the Police Act was Amended?
    Now is the time for to PM to call an election and just go…
    Venezuela found itself with a humanitarian and economic crisis without money. The DLP must go!

    Possibly it isn’t “people” but corporations? IBC’s? I “think” the reserve currency is different from the US currency within the commercial banking system.


  24. No surprise at the continuing foreign exchange slide. The next step will be government putting the squeeze on the commercial banks to more aggressively utilize their reserves.The skid continues.

    Listening to the debate so far it gives the impression the two sides are discussing two countries. The social and economic indicators tell the story for those who want to know.

    That simply means in a matter of weeks either the GoB would be making an application to the IMF to draw down on its Special Drawing Rights (SDRs) which form part of the CB reserves or a compromised split deal will be made with SOL and Rubis to jointly own and operate the BNTCL (a proper and fair business arrangement that should have been undertaken from the outset instead of looking for “short pool” in true deceitful lying politicians Medici fashion.

    The parent company of the regional oil company Rubis would not take the risks of allowing one of its subsidiaries to bribe local politicians given what can be exposed as has happened in some other Third World jurisdictions. The OECD has been monitoring the CLICO debacle and other ‘suspicious economic events’ in the region for some time now.

    BTW, isn’t the sale of the Hilton a ‘done and dusted’ deal just awaiting the forex cheque?

    Not according to the Stinkliar the MoF! According to him the sale is still awaiting Cabinet’s approval? Isn’t this a case of putting the forex cart before looking the gift horse in a Cabinet in the mouth of approval?

    What is your source of that 74%. Didn’t think it was that high.And Sandals have it for 40 years.Of course the Three Blind Mice JA’s Sealy,Stuart and Sinckler would not have thought the implications of their stupidity.Some estimate the tax revenue loss to be about half billion dollars.

One of the reasons PM Brown of Antigua and Butch ‘the rubber’ Stuart have come bad is that the IMF told the government that Sandals was inimical to the revenue streams of the government and it is not in their interest to make those elaborate concessions and then beg the IMF for bailout money.

    Very true. For IBC’s alone, their internal controls will prohibit them opening entities in places with “junk” ratings like Barbados. Not to mention “continuing to do business” under such conditions. The question will be posed “are there no alternative locations?”.
    Citizens have been continuously, and sadly, misled by statements which say or suggest the only effect of a CCC rating is the borrowing capability of the island public.

    Shouldn’t this ‘expected’ standing order annual payment (as often highlighted by the fired ex-guv) be factored into the foreign reserves calculations as any other known outflow in the same way the MoF and Guv have been making provisions for expected inflows like the sale of the Hilton, BNTCL and the counting of FDI chickens like Hyatt before any hatching?

    Accrual accounting -according to the principles of Kellmanomics- is based on the basic concept of ‘conservatism’ by not politically recognizing ‘un-finalized’ inflow streams of forex but recognizing both known and reasonably expected outflows.

    Even a footnote about that prison loan effect would have been more informatively realistic in discussing the last report on the country’s foreign reserves position.

    OSA has told them like it will be.

    Either Go to the IMF tout suite or sink to the bottom of the economic ocean without a lifeboat.

    That means it (the financial market’s correction to the Mickey Mouse Bajan currency aka devaluation) would be done under the current DLP administration’s watch; if they intend to string out the day of reckoning (elections).

    That would be the second sacred cow legacy to which the current DLP administration has been more that iconoclastic. First free tertiary education at the UWI and now the removal of the fixed 2:1 imaginary peg of the value of Bajan dollar to a fiat currency called the US$.

    At least the current DLP party apparatchiks will be displaying very, very soon a sense of realism in the same way that Gorbachev recognized the need for glasnost and perestroika.

    Barbados just cannot continue to live in a dream world of Alice in Wonderland where RIP van Winkle is King Fumble Stuart who ‘overlooks’ every credit rating downgrade that comes to rouse him from his 8 years slumbering stupidity.

    At least OSA in his swan song has acted as the town crier announcing the arrival of the pied piper from Washington.

    It might just be the right medicine the IMF doctor can prescribe given the comatose state of the Bajan patient called the Economy.

    When the going gets tough, the tough gets going.

    You will soon see how fast ‘those fields currently beyond cultivation’ can become the saviour to stave off starvation among the masses.

    There will be soon a stark choice between finding scarce forex to buy fuel and medicine to fight the fast expanding population of NCD’s and the importation of processed foods the main contributor to the growth of the same NCD population.

    The longer the election call is delayed, the stronger SB can get. This is the D’s ‘ace in the hole’, split the vote, for that is their best chance of re-election.
    The only financial indicator which matters is the peg. The average Bajan doesn’t care about debt, or debt to any ratio, a credit rating (they are numb to downgrades), GDP blah blah. Keep the peg, keep paying employees, and collectively their pols are the best shiite talkers in town.

    The problem with the IMF is that they impose ITAL – whether government likes it or not.
    All the gory details are documented in impartial, public reports.
    Names are called….
    Details are provided about expenditures, process, deposits ….

    For the same reason that the DLP could not keep their solemn 100 – day promise of ITAL ten years ago, they CANNOT go to the IMF.

    ….and who would call early elections when the almost inevitable consequences will be the publication of all these gory details…?
    It is quite natural to hold on to the last possible straw ..and hope for a miracle….

    Effectively the much hated devaluation has always been with us.

    Also,
    The peg is not a ‘fiction’. it is a reality – although a flawed one.
    Basically we have attached ourselves to the USA’s coat-tails and have been hanging on for dear life so far. We are attached – not by dint of merit from productivity and creativity, but because we are so small and insignificant that the parasitic effect has been ignored to date.

    So far, we have borrowed, begged, miss-led, and fudged the numbers to stay attached. All Northern is saying is that if the government can continue to find ways to remain like fleas, then the BBBBBs could care less about debt, ratings etc.

    Meanwhile, like all parasites, we get undeserved benefits from our host without putting in the required effort and sacrifice.
    When it all ends, the result will be devastating – especially for persons not accustomed to earning their keep.
