The Barbados Labour Party opposition leader has painted a picture that the parliamentary system of government under the Barbados Model needs a drastic amendment to make it more effective and public centred. When one listens to the gusto of the opposition leader, the way forward sounds very positive if the leadership of the island is given to her and her party in the next elections due in 2018. One cannot dispute the fact that the words of this aspiring leader makes a whole lot of sense as can be heard and viewed in the link below. She is without doubt a woman that is not often lost for words. But, one thing is certain and evident, we are yet to hear the same type of gusto and enthusiasm towards the number one problem in the Barbados governance model that has labeled both her party and the current Democratic Labour Party as the two peas in the same pod dilly dallying and excusing the need for – greater accountability, Transparency, Integrity, Anti-corruption laws, Freedom of Information and Whistle blower legislation. Mottley knows that the reports coming from the Auditor General over several years shows clearly that financial mismanagement and the wastage (or stealing) of millions of dollars under the guise of projects, cost overruns, were there little reporting of financials or no reporting at all, is still at large and needs reprimanding. Until Mottley addresses that concern, she will be looked upon as delivering a bunch of sweets that will only get sour once she has obtained the coveted first position of winning the next election and becoming Barbados’ first female Prime Minister.

  1. If they want to be winners, they have to enact this legislation. The bill was passed but the dems refused to send it to the GG for it be enacted into law.

    The BLP has got to make an example of anyone who has used the office of government to enrich themselves………….to deter anyone else who think that they are to enrich themselves instead of serving the people who elected them.

    Accountability must be returned to governance.

Bring your evidence and make it transparent, present it to the correct authorities, and seek prosecution. Rumour and innuendo do not stand up in court. Present your irrefutable evidence. Then talk.

Her robust attempt to change path would be seen as hypocritical to many, after several years of being in a leadership position to make some of the changes she believes are necessary now.
    Trying to advance her position on governance in this stage of the game adds up to too little too late . Her fate has already been sealed by her past unwise decisions some of which are connected to failures in the system

    I’ve taken the position to ignore your false sense of morality. However, I am going to make an exception. If you truly are an honourable person, one who loves country and has put country first above all else, please answer the following questions

    If you are stealing money will you leave obvious clues for law enforcers to capture you?
    Why are government ministers who declared that there is no corruption in their various parties so oppose to implementing the above need legislation?
    How do you explain a politician buying a 30 million dollar plantation on a politicians salary and still able to refurbish and renovate it to suit his comfort and specific taste.
    Would you say that the auditor general’s reports over the years provide some proof that a continous showing of financial mismangement and under-reporting in many government deparments is enough to cause any moral party in power to execute immediate procedures to stop this mal practice by bringing those at fault to call to account or enacting greater financial security measures that would put an end to the problems outline in his reports?
    Why have the BLP and DLP ignored the auditor general’s reports througout the leadership of both political parties?
    Why are politicians reluctant to declare their assets and bring proof as to the sources of their accumulated wealth.
    How would you describe the contents of a forensic report that paints the late David Thompson and Leroy Parris as partnering in a possible collusion to obtain monies by illegitmate means.
    How would you describe the Michael Carrington situation.

    There must be an inquiry into Families First…………how a man who lived at his mother and could not afford to buy a house now has so much on a minister’s salary.

    Investigate how a penniless minister could deposit millions in his mother’s account…….info came from his own family. We just have to find the man who was sent a text…where is my cut?

    I was at a meeting once not too long ago when I heard a senior politician stated that if such legislation was implemented, ‘no quality person would take an interest in politics’.

    I do not agree with those words. I believe more people with a ‘moral compass’ would jump at the idea of performing a public duty and feel rewarded at the end of their tenure, that she /he served his/her country for LOVE and not for MONEY.

    There is a decent wage available during and after at the end of their tenure. To my mind those members of the two main parties and that of the latest party have only one interest and that is to become millionaires in a very short time at the expense of the voting public.

    Year after year, the value of the auditor general’s report has continued to be of less value, rendering the ‘paper’ the report is written on, as more important than the content.

    If the voting public should return either of the two main political parties to power; without fail, should/must insist the need for – ‘Greater accountability, Transparency, Integrity, Anti-corruption laws, Freedom of Information and Whistle blower legislation”. Anything less, Barbados can wave goodbye to the kind of standards its accustomed.

    A burdening debt of Billions of dollars unaccounted for in any country can and will lead to problems later; with vast amount of money disappearing into individuals account, with no need/threat to explain where and how the taxpayers money is spent.

    The next ruling government must be held to account . The voting public must be treated like adults,must know how our tax dollars are spent. The next government’s feet must be held to the fire. Failing this, our children and grand- will be burdened and unable to prosper.

    We are fully aware of other jurisdictions with similar models to ours, but most are managed under much larger economies and they are accountable.

    The next government must enact laws immediately to provide a frame-work in which it can work for the public good and not that of the individual or party.

    When in opposition the party is happy to inform the public of wrong doings by the party in power. When it gains power, those misdeeds are forgotten. The then ruling party declares. “Its our time now” and continues on the same path to destruction as the party before.

    How can a good government perform for the greater good of the public when it says one thing and does the opposite?

    With such legislation, honest and the brightest persons will stand for public office to perform with dignity. [I haven’t heard or have seen one as yet].

    The public is holding its breath, waiting for that good man or woman to step forward.

    We need to see a “10 point plan” on how when such will be introduced with its ‘number one’ being most important.

    To my mind, the “author’s” suggestion above is Number ONE.


    • Does the majority of the electorate have governance has a top of mind concern? This is important because political parties are in the business of winning elections.

    The following excerpt, taken from page 46 of the DLP’s 2008 manifesto adequately reinforces your above comments (I prefaced it with “And it came to pass”)

    AND IT CAME TO PASS THAT: “At the moment too many Barbadians perceive voting as a waste of time since many Parliamentarians have MADE PROMISES DURING the election campaigns, WHICH THEY HAVE NOT DELIVERED. They have subsequently made themselves inaccessible and become unresponsive to the needs of their constituents. Very few people outside political cliques want to pursue a career in politics, for a variety of unflattering reasons.”

    Recall the DLP’s 2008 election campaign strategy was based on highlighting the perceived corruption of the then BLP administration and an emphasis on introducing integrity legislation and “good governance,” to which they dedicated three (3) pages, 46, 47, & 48, of their election manifesto to topic.

    The sensible among us are aware that the legislation will not incur (or require) a significant amount of money to implement. However, the DEMS and their yard-fowls use the prevailing economic environment as an excuse as to why this inept DLP administration has not introduce integrity legislation, almost 10 years after promising to do so in 2007.

    One cannot legislate integrity. You either have it or you do not.

    The only answer to good governance is a savvy electorate who are prepared to create pressure groups through which their voices can be heard and actions taken in conjunction with the unions and NGOs.

    Doesn’t it just make you mad is shite that a despicable money grabbing vulture like this senior politician can confess such a thing to you without fear or concern and be so open about it? Barbados is not a big economy supported by an establish and profitable industry or a successful agricultural system. It needs to be managed carefully and with consideration given to what is important and what is not. To think that we vote for these brutes to look after the island affairs well. Instead, we have them managing it according to how much they can get out of it, so they can live the dream of being the big man with a lot of stolen money. That is why Mia Mottley is not going to get off easy with me. I do not care how much emails and calls made to imgur to block the poster protest. I am going to continue until Barbadians understand how important it is to keep these stinking rats in check. Therefore if I am defaming any of them by asking for more accountability and transparency in Barbados governance, then let them come for me.

    Maybe the hospital was not up to date with its premium payments towards its third-party liability insurance policy thereby giving the insurance company good cause not to indemnify the hospital’s management.

    So why not tie up the matter in legal rigmarole until the twelfth of never or the person dies, which ever comes first.

    What is Fruendel Stuart’s view on same sex unions? Does he have female companionship in Illaro Court?

    What is Fruendel Stuart’s view on government ministers embezzling government funds and depositing them on their mothers’ bank account?

I suspect this coming election is going to be particularly nasty, a longtime DLP supporter told me that the Dems have a lot of information on Mia which they intend to use to discredit her, i reminded him that the BPL should have more than enough ammunition on the Dems with all of the questionable deals & decisions they have made and listed about half a dozen. His reply was that was nothing as they were going to present the evidence on Mia’s personal life style. This what politics in Barbados is all about – it is alright for politicians to be dishonest but one’s sexuality is not acceptable? Donville was correct when he reminded Lowe recently the DLP had its share of gays as well.

I am recalling off the top of my head that a bajan came back here from the ‘States’ sometime at the turn of this century and started his crusade to get into the House in the usual manner shouting to the top of his lungs about the ills of the country and the poor record of the BLP.He called himself Doctor something.After a while Mia took notice and did some research and found that the doctorate was a Mickey Mouse qualification and raised a concern in the House that Barbados is going to have to introduce an institution to prevent mock people from fooling others that they are what they are not.Out of that concern came the Accreditation Council.The Doctor went on to become virally notorious and addictive to what is not his personal property, which act one associates with sister Caricom country Guyana especially under the Jagdeo regime.There are about 300 people in Guyana who cannot leave the country because they are of interest to the investigating authority known as SOCU.

    My view of a pressure group is one that attracts a large membership with a fixed objective in mind e.g. BARP and a reconstituted Consumer group which will have a standing in the country.

    With one or both of these groups being vocally active but non partisan in the country’s governance,we can see them meeting with the unions and seeking their support/action over issues that are detrimental to the country.

    The point has been made time again of the ability of consumer groups in developed countries to dictate the pricing treatment they get by refusing to buy and putting pressure on the merchants,I am suggesting the same can be attained for the type of governance we want by refusing to do a number of things and thus put pressure on the govt.

    For a group to be considered a pressure group it must have the numbers or the clout and if you have both so much the better.

    Are you getting my drift yet….its all open to fine tuning.

    We have identified the vehicles and the tools that can be used….you have rightly indicated that the proof lies in the implementation.

    The implementation will face many hurdles.

    …from the Parties and Joe public the member,one would hate to see that power in other hands and Joe will be skeptical over introducing new things and all the parties will attempt to infiltrate it.

    …we can only hope to resonate with the approx 40% that do not vote and who belong to these organisations.

    I have said it before, and I will say it again. Integrity depends on the individual. All the legislation is of no use unless the individual intends to be a person of integrity. How many people are in prison for how many different crimes dependent on lack of integrity? Where is Bernie Madoff? How much did he steal? Where did this occur? In America; the bastion of Democracy. A country with all sorts of Integrity legislation at all levels of government, with all sorts of penalties;na country that worships and lives by its constitution, and what kind of country is it? We are presently consumed with the malfeasance of an administration,that during the Campaign said all sorts of things. Where is the accountability now? Madoff did not steal a few millions, he stole BILLIONS. Many people are destitute because he robbed them of life savings. Of course he is in jail. SO!. The freedom of Information act has not restored the funds to the people who lost them? Integrity is integral to the oaths that each lawyer or Solicitor takes when he is granted a licence to practice, and he is supposed to be familiar with the “Solicitors’ Rules, which has a whole section dealing with handling of Clients’ accounts. Google it and you will see how extensive it is. Human beings fail all the time. Wasn’t there a biblical injunction some where, or something which refers to “…we have all sinned and fallen short?’ How is this answered through legislation seeking accountability. I am a realist, I do not live in a utopian or fantasy world. If only we could ALL live in such a world.

    Once again the electorate is witnessing a repeat of the same BLP motives and once again will ask the same questions do we really know what we are getting if the BLP wins
    I am saying all of this not to be critical of the BLP but to alert the BLP that there is a message missing in their game plan which the electorate wants to hear.

    Just when they thought the long wait for the payment of outstanding claims was nearing an end, the 13,000 policyholders of the collapsed British American Insurance Company (BAICO) are facing yet another setback.

    Chairman of the Barbados Investors and Policyholders Alliance (BIPA) June Fowler the policyholders had been looking forward to the final handover of policies to Sagicor on May 31, as outlined in the High Court approved judicial manager’s final report dated December 31, 2016.

    But nothing has been easy for the shareholders, for whom Government has made provision of $.96 million in this year’s Estimates of Expenditure and Revenue.

    “BIPA was unnerved by the appearance in the press on Wednesday 24 May of a paid advertisement placed by the Judicial Manager stating that, ‘due to further discussions with Sagicor and the Government of Barbados, the transfer cannot be executed by this date,’” she lamented.

    Fowler said BIPA had been advised that the judicial manager would return to court on May 31 to give an update on the situation.

    However, the advocate is questioning the need for an update on this crucial date, other than to confirm that the transfer has taken place.

    “What further discussions could Sagicor and the Government still be having at this 12th hour?” Fowler asked.

    She however made it clear that BIPA would be present in court to ensure its members are kept abreast of the developments.”

The CoI into CL Financial apportions blame to the poor management of the company and part of that problem was the vast sums Duprey skimmed from the company for his own private use.Evidence led at the Inquiry suggested Duprey was being paid a salary of $90 million a year!!Duprey now wants to get back control of CLF and was or is in TT recently complaining that the govt kept moving the goal posts as to quantum owed them by the bailed company.

    CD was also in Guyana trying the same lark,apologizing to the Guyanese for huffing millions of their hard earned NIS funds compliments of the corrupt Jagdeo govt.Guyana correctly told CD ….”show we de many first,den we kin talk”.People say CD hear Guyana ‘have’ oil.

    The govt of Barbados played a role in assuring the people that Clico was properly managed here and by extension in the OECS which was managed by the Leper from Barbados.The PM Thompson helped his former underwriter(pun intended)by putting 10 million bajan dolllars into a known failed company.He had to know what was going on at Clico since he was in the employ of the company for several years.If CD came to Barbados and met with the govt,it was not reported in the press.If current reaction to CD in Guyana and Trinidad are examples by which Bdos should be guided,then it would seem the wait will continue for the foreseeable future.

      Yes it was a failure of the regulator but that does not exempt senior officers of CLICO from their fiduciary responsibilities. What reasons are there to support Parris uttering a cheque to Thompson $ Associates as a gratuity payment for 3.3 million yet the reason stated on the invoice has been proved to be false.
