During his presentation in the Budget debate, Minister Donville Inniss claimed that the Chief Town Planner had already dealt with and given approval (“with conditions”) to an application to construct a 15 storey Hyatt Hotel at Carlisle Bay. (I,personally, harbour serious doubts about this, and I hope that the Chief Town Planner will soon issue a public statement and  clear the air about this matter,)

The Minister also claimed that some of the conditions attached to the Chief Town Planner’s approval were being appealed against, and that the appeal was being addressed “at the highest level”. ( Just imagine that! They are appealing against “conditions” allegedly imposed by the Chief Town Planner! And one assumes that the phrase “at the highest level” refers to the Prime Minister Barbados – Mr Freundel Stuart.)

Mr Inniss also claimed that an “Environmental Impact Assessment”, a heritage impact assessment, a traffic study, a geotechnical survey, a marine survey and a geophysical survey were all carried out, as part of the processing of the said application.

It is against the background of these surprising and expansive claims that I would now like to draw the following matters to the attention of Minister Inniss and the people of Barbados:-

            (1)       Sections 17 and 18 of the Town and Country Planning Act, Chapter 240 of the Laws of Barbados stipulate that – “The Chief Town Planner shall keep, in such manner as may be prescribed, a register containing such information as may be prescribed, with respect to applications for planning permission made to him, including information as to the manner in which such applications have been dealt with”…… and …….. “Every register kept …..shall be available for inspection by the public at all reasonable hours”.

            (2)       As recently as Wednesday 3rd August 2016 (some 8 days after Mr Mark Maloney publicly declared that he would be beginning construction of the Hyatt Hotel in two  months time) I visited the Town and Country Planning Office , consulted the Public Register, and discovered that Visions Development Inc. (Mark Maloney’s company) had filed the relevant application on 30th March 2015 under reference number 0445 / 03 / 2015B, and that the section of the Public Register which deals with “Consultations” carried out in relation to the application, as well as the section which records the “Decisions” made in respect of the said Application, were both BLANK!       

(I would urge members of both the News Media and the Barbadian public to go to the Town and Country Planning Office and scrutinize the Public Register for themselves. BU emphasis)

            (3)       A legitimate “Environmental Impact Assessment” (EIA) CANNOT be carried out in secret – unknown to the Barbadian public– and without the participation and input of the people of Barbados , particularly the participation and input of the people who reside in the communities closest to and most affected by the proposed hotel!  And to the best of my knowledge, information and belief, the people of Barbados were never given public notice of and invited to participate in any Environmental Impact Assessment (EIA) pertaining to the proposed 15 storey Hyatt Hotel! Indeed, not even one single Town Hall meeting has been held about this matter!

            (4)       The United Nations Environment Programme (UNEP) outlines the critical role of public participation in an Environmental Impact Assessment(EIA) as follows:-

“Public involvement is a cornerstone of the EIA process.  A requirement to make information available to the concerned public and seek their views and comments helps ensure that EIA procedures are implemented in an open, transparent and accountable manner.  Public scrutiny also encourages the preparation of robust and defensible EIA studies and reports.  In addition, information and inputs from the public have proven useful at various steps in the EIA process, including scoping, impact identification, examination of alternatives and planning of mitigation measures.  Finally, the inclusion of public views and comments in the decision-making process promotes equitable and informed choice……… At a minimum, the EIA process should provide for public notification, disclosure of information on a proposal, access to EIA documentation and comment by affected and interested parties on scoping and EIA reports.  In addition, the procedures for public consultation should allow for all interested and affected parties to express their views.  EIA procedures for implementing public involvement in accordance with international good practice will emphasize “active” rather that “passive” engagement of stakeholders, beginning early in the process of continuing throughout.”

The people of Barbados in general, and the people and organizations of the Bridgetown and Bay Street communities in particular, must therefore be fully informed about the proposed project, and must be afforded an opportunity to participate fully in an Assessment of its likely or potential impacts on such issues as Barbadians’ continued access to and enjoyment of the beach; implications for the animal, plant and marine life of the beach; Bridgetown’s designation as a UNESCO world heritage site; issues pertaining to sewage disposal, possible damage to neighbouring buildings, and  urban congestion; and its implications for the overall environmental well-being of the City of Bridgetown.

As a result of the foregoing, I now hereby put Mr Donville Inniss and Mr Mark Maloney on notice that any effort to commence construction of a massive 15 storey Hyatt Hotel at Carlisle Bay without subjecting the proposal to a rigorous and comprehensive LEGITIMATE Environmental Impact Assessment (EIA) that provides for suitable notification of and input by the people of Barbados will, in all likelihood, be met with a challenge in the Law Courts of Barbados .

    So exactly when did Dumbville find out about this, did he not know about it before 2004 or during the last 8 years, how is it all of a sudden he is sharing the information with the people, is there anything else the people should know about what BLP government ministers did without the people’s knowledge for the 14 years they lead the country….that helped led to the country’s drgradation.

    Now would be the right time to tell it all Donville, what do you have to lose, let the people know what Mia is hiding…Arthur refuses to say anything, the reason why no one trusts him. Keep silent now and no one will trust you either.

    ACs…it’s cause and effect, for every action, there is an EQUAL and OPPOSITE reaction…..if the social worms in parliament had any respect for their bosses…the PEOPLE…. did not tell lies, to the people, did not hide secrets…read Cahill scam from the people…continually consulted with the people, their bosses, etc, etc.

    ……..then no worms from anywhere could challenge what is now being perceived as not on the up and up…..just another scam designed to sell out and fool the people.

    Or it is being recommended to us by a man “WHO DOES NOT EVEN KNOW WHERE TO PUT A DECIMAL POINT” for a municipal tax THAT HE, NOT QUISLING BOY, has carefully planned!!

    And she finds it a difficult proposition to see that, if the man cant do simple maths the population will have a problem with than man being the Minister of FinAnts!!

    Yeah…but why did it take Inniss so long to tell the PEOPLE what Owen, Mia and Co did, who sold the people’s land to private interests, how much did they sell it for…..and what did they do with the money….which former ministers were involved and particularly the names of those who bought the land.

    Inniss should not stop talking now, since it took him over 10 years to say anything at all about the BLP scam to begin with…which I am sure he has known about for years and kept silent, but now it’s tit for tat.

    Gotta find money for food imports…which is totally unnecessary.

    Gotta find money for foreign exchange…really, would it not have been easier to negotiate with the US to use their currency….yall sell ya asses and that of the people anyways, why not sell it for a good cause and be a high end prostitute instead of a low class ho.

    Gotta find money for this, gottata find money for that…never mind they been getting foreign aid, assistance, grants and loans for over 50 years, they still cannot find a way to get a foothold or stay financially consistent or independent…..and keep it, they probably think it will happen in another 25, 50, 100 years….ha!!!

    In the meantime they give away everything they should be keeping for the people…to a bunch of lazy, greedy minority parasites.

    It is true the Chief Town Planner sent a Memorandum to the Prime Minister for only 11 storeys and the file is still sitting there. Expect the Chief Town Planner to be moved so Maloney can get his 15 storeys, wait wunna aint realise the man go a big able precast plant at Warrens to find work for? The man want height, nuff height.

    Canada has 36 million people and can afford imports…they are also very strict about the quality of foods imported into Canada….they do however, EXPORT a whole lot more than they import.

    The Bay Plantation deed is from the 1930s, Sold to Beatrice Henry from John ” Black Cat Beckles , who died October 25th 1957 at the age of 74, that was handed over to Violet Beckles in 1986, Which we now have, I t was given to the police in 2009 along with other Plantation deeds,This deed is situated on Bay street two sides One Hundred Ninety acres , Eighty Perches of square feet it reads. and two side of Aquatic Gap.All streets named even Fairchild street upper and lower.They knew the truth before i came , Its the cover up that is killing them ,

    About 4 days after i post on the CUP page about David Simmons with proof the crook came on Radio to agree with my Findings , If he wants to tell the full truth we will take a plea deal no jail for telling the truth and put things in place to help Barbados , The NEWS block will be taken off of me and my findings, People will have long term work and not short term jobs , The rebuilding of the Bajan homes can move forward with out the help of the UDC or NHC, those names are reflection of fraud.

    NHC and UDC were ideas by the DBLP to launder the land that they the government have no clear title to it,, The government can not show anyone a CLEAR TITLE deed to how and who they bought the land FROM , GOVERNMENT LAND??? , OR LAND TAKEN BY THE CROWN , OR PROOF OF CROWN LAND. Why is it we can show Plantation Deeds to land they to own? ,
    This is why the BANKs are leaving and Bank of American was the main Bank of American now taken over by WELL FARGO,

    The property was bought by a number of Black businessmen who built shops restaurant and leased space to small Black operated and owned businesses. There was a lack of enough support and the businesses languished. The buildup of sand which resulted in the beach you have today was a god-send and that is now up for exploitation.

    Who owns Bayshore? Seems as if the actual “as built” reality fell far short of the plans.

    The project Bayshore Complex was built on the lands of the old harbour police, which BTI owned was leased to the developers. BTI and or Mark Maloney demolished the Bayshore Complex last year or this year.

    How did the lands of the old harbour police get to be charged by Republic Bank? Danville is on very thin ice.

  35. The Bay Shore property was abandoned for a number of years. The buildings made of timber were in a sate of decay. The abandoned complex was filled with garbage, and in my opinion was home to parrows and vagrants. It Had become an eyesore, but not so much from the Bay Street side, which looked fairly presentable, leading many to believe that it was still in operation.
    There is also another complex, the Carlisle Bay Centre or something like that, further up Bay Street, opposite Dunlow Lane, which was built I believe, to cater to cruise ship passengers, but has now fallen into disuse, and may very well follow the same fate as the Bay Shore Complex.
    If we are unable to keep these relatively new building and businesses going, how in the name of the father will we be able to refurbish places such as the Empire Cinema and the Garrison buildings, et al.

    The UNESCO people are speaking out and letting them know who is what….Commissiong has solid grounds to stand on in a court of law. Inniss and these fly by night ministers intend to let Maloney and the minority crooks on the island break every law to have their way and fulfill their fantasies of enrichment to the detriment of the majority population…, all in an effort for politicians/ ministers to accept bribes.

    We clearly see Inniss’ intent when he blatantly lied to the people in the people’s house of parliament about planning permission. A letter should be written to Hyatt headquarters letting them know the type of litigation the local people they have partnered with is creating for them, through corruption and greed.

    No Hants..was No Frills name change from something else or vice versa, I went in there with someone, but the only thing caught my eyes were those overly huge pomgranates…never even stepped into Food Basic….from importing certain things myself to Canada, I experienced first hand their strict regulations…..are palms being greased to allow imports by certain people of less than the good quality food items required…just asking.

    Catering to tourists only has not been oirking out for decsdes and will work out even less now, it ran it’s course decades ago.

    ….they need to use their brain matter, if there is any left…and find more viable solutions oir the usage of all these decaying government buildings on Bay Street and other properties on the island….without involving the lawbreakers Bizzy, Bjerkham, Maloney, Harris or Parris et al…

    …..what is wrong with these jokers in government……the same lawbreaking business people will continually = the same outcomes….litigation and countinous distrust.

    Now on the subject of Inniss .he needs to clarify further his statements given in Parliment on the Hyatt project leaving no room for doubt of any kind to his truthfulness nothing more nothing less as soon as possible
    The notion that Inniss lied can give cause for detractors to give fuel to the project which can have it come to ascreeching halt and if such should happen due to erroneous od
    or misleading statements on his part he should resigned

    Anyway, ya lying, the old ministry of education buildings and old hospital or nurses building ARE government buildings, a few years ago, the one opposite the catholic church on Bay Street caught fire, abandoned before, dangerous, if it’s still there.

    While on the topic of supermarkets, I recall my first experience may years ago when shopping at Big B (pre-Massy days) and seeing packages of carrots – grown in Canada.

    How can it be less expensive to import carrots from Canada than to grow them in Barbados?

    I agree with your above comments and I’m amazed at the self imposed right politicians adopt in an attempt to convince us that 30 INDIVIDUALS have the answer for everything and making pertinent decisions on our behalf without consultation.

    Surely this is a display of BLATANT DISRESPECT for those of us who are responsible for them being elected to parliament.
