I wrote an article which was carried in Barbados Today on October 2, 2015 entitled” Cahill Fiasco Catalyst for Change.” I had hoped back then that the momentum that was gaining strength daily would have been enough not only to cause the government to cancel the project but to announce a general election. However, that did not occur because the change that I was seeking was not swift. Although it has taken 8 months, I still believe that it is because of the public outcry against the Cahill Plant, as well as the fact the Plasma Gasification technology was rejected at the plant in Teesside, England that the Government of Barbados made a decision to cancel the project. The question that I am now seeking to answer is, what is the catalyst for the changes we are beginning to see?

Is it the weight of the No Confidence Motion against the Government by the Leader of the Opposition? Can we resolve that it has impacted the elected Democratic Labour Party more than they have allowed us to see? I have also thought that the catalyst for change may have had something to do with two clearly upset posts by Bizzy Williams as a respondent to an article on BU as well as the fact that he likes to spill his guts in lengthy discussions with the traditional media.

I do not believe that the spectacle we are currently witnessing regarding Mark Maloney has anything to do with the fore mentioned. He has constantly been in the public’s eyes from one scandal to the next. We all know too well the sins of Mark Maloney. He did not start flouting the Laws of Barbados last week. For seven long years he has been building an empire. We have watched him rise to become ruthless, vain and self-centered. He has even paraded his greatest sin right in front of our eyes. Amidst the agony of a mother’s grief, we watched him laugh when her child died due to his negligence. There has never been any remorse on his part and it is a clear indication that he does not care about any Barbadian.

Then we know of the sins of this government, too numerous to delve into as they would detract from the focus at hand except for one which is that the government has been the source of wealth for which Mr. Maloney claims as his success. Incidentally his success was funded by the taxpayers of Barbados. This attempt by the government to look good in the public’s eyes is by no means in the spirit of having an epiphany. One would expect that an epiphany would also bring the return of the finder fee for the Cahill Project, the renegotiation of the Coverley Agreement, Governments openness to upholding the law with regards to the tendering of contracts, the upholding of the laws and regulations of the Town and Country Planning Department as well as to providing information on the missing and unaccounted funds from the Treasury that were outlined in the just published 2015 Auditor General’s Report. Just as the Moyne Commission did not provide what the people really needed in the 1930’s, so too is the Government pacifying the people if it has indeed thrown Mr. Maloney under the bus.

This entire debacle has certainly given a new meaning to the adage “one day you are in and the next day you are out” It is hard to believe that after 5 years of doing nothing about the building on the Roundabout at Lears that the Chief Town Planner finally mustered the courage to get something done. What is perplexing, is that last year when a louder volume of public outcry about the cement plant being built next to the flour mill, nothing was done.

Perhaps it is the fact that he is constantly seen in a negative light in the public’s eye that the Government views him as a liability in the next election. Regardless to however one looks at what is unfolding now with Mark Maloney, it can only be labelled as bizarre. It is as though there has been a falling out between him and the DEMS or some other sinister matter that we will never get the details on but they have thrown him under the bus, leaving the Chief Town Planner to do the dirty work.

Mr. Maloney is no longer a happy camper. He is already spilling his guts in a rant claiming success by using the tax payers’ money and wanting the Chief Town Planner fired. Isn’t it on the Prime Minister’s request that Chief Town Planner acts? The only thing that seems clearer now is that the house of cards is now divided among itself is falling leaving one to wonder, when is election day?

    Even the loyal AC would admit that the DLP has decided to distance itself from Mark Maloney and his antics. The difficulty for the DLP is that need to finance the upcoming election so they need to keep him keen until then. Without the Maloney, Bjerkhamn and Tempro bag(s) on election day 2013 they could not have pull off the greatest political upset as they did. When a government is this unpopular (as they were then) money must makes its way to the streets.

    Based on the ongoing discussions with Henley & Partners it would appear that the DLP is positioning itself to be self-financing, albeit at the expense of the sovereignty of Barbados, and therefore independent of the likes of Maloney, Bjerkhamn, Tempro………………in fact if the DLP manage to cement (no pun intended) with Henley & Partners the likes of Bjerkhamn, Tempro, Maloney and Bizzy will be relegated to simple builders of assets into which Henley & Partners clients will ‘invest in’ to obtain their Barbadian passport and citizenship.

    I will leave that for you to do but safe to say that (1) proposal to fingerprint ID persons entering Barbados including citizens and (2) improve the security features of the new Barbadian passport is not coincidental.
    Barbados could soon join the likes of Antigua, Dominica, Grenada, St.Kitts & Nevis and St. Lucia in swelling the ranks of its citizens.

    Henley & Partners are known to finance sovereigns in economic straits and also elections campaigns for political parties with or considering a CBI program.

    While excellent points have been made, the underlying issue with Heather’s criticism regarding planning enforcement is that the chief town planner is a genuinely incompetent, corrupt narcissist.

    I would like someone with appropriate access, to report on how many court cases have been fought against the Town & Country Planning department in the past ten years and their win ratio.

    At the end of the day it comes right back to the single point I’ve been making for eight years: there are no consequences for gov’t and civil service ineptitude or Cummings would be on the breadline; another unemployable ex-civil servant.

    If you have something to say to CTP, as you are always saying privately, then put that in writing to him and or say it publically. Don’t be a coward and hide behind BU making your claims and allegations.


  8. Everybody is telling part of the truth but nobody has the guts to separate change from transformation, to see past the BLP as a viable option, to separate the tactical from the strategic.

    One day coming soon, in about 5 to 8 years the DLP will again be seen as some ‘catalyst for change’ but that DLP will be no different to this DLP. Nevertheless such an argument will be made.

    That the writing could be persuaded that because a government makes a tactical retreat from an example of gross mal-administration, the Cahill project, it would provide a pathway for the BLP, in the near term, is at best short-sighted.

    Even if the writer’s estimates were correct, how would that stop future ‘Cahills’ from happening like they have in the past, under the BLP.

    And so onnnnnnnnnn.,

    A few years ago Boos concluded that the systems are no longer workable. These are not his exact words, we paraphrased.

    We would have thought that the ideological and political slaves of this oligarchic system would have found that conclusion apocryphal.

    We are surprise that the slaves are so addicted to the present regime that they can find the intestinal fortitude to continue with the BS even when the much revered Peter Boss made his determination.

    This must be the latest iteration of house-niggerism. More committed to the dead system than the master himself.

The Prime Minister is the Minister responsible for the Department and institutes authority and policy through Parliament (of course you know this),if an individual (or company) that has appealed instructions from the department, and have lost that appeal, are recalcitrant, they; the TCP, can seek to have criminal charges brought, or judicial enforcement of the instructions, through the DPP.. Every person who has an enforcement order given against them has the right of appeal, following the expiry of the time allocated for the compliance with the order, the Town Planning Department, can then take the action to enforce the order. There is a process that is legislated for adherence to the instructions of the TCP. The department cannot act without the necessary legal authority to enforce its instructions. We live in a democracy not a dictatorship, so if the time taken is not as quick as most people might want or expect, there is legal process dictated, that has to run its course.

    What do you people want? Anarchy? In any society there will be people who do not agree with you. Why do you adopt the attitude that those who do not agree with your solutions are “house niggers”. Don’t their opinions have any weight? Don’t other persons, whose ethnicity is different have the same rights and legal recourse, if they feel that they have been wronged? Why do people like you feel that you have all the rights to action based on your opinions?

    The proposed Anaerobic digestion of waste; first proposed, at the height of the anti-Cahill rants last year by Kammie Holder, the Future Centre Trust and Professor Connaught, is as much (or more) a scam as the proposed Cahill project. At that time I pointed out that there were big players behind the objections to the Cahill alternative. I have been proven right since then. Mark my words. Whatever happens an alternative to land fills has to be found.

    I suspect that you are someone in the mode of Mark Maloney , and others like him, who want to have their own way, and like so many in this severely indisciplined society, do not wish to adhere to rules and regulations. And resort to epithets and claims of corruption and incompetence to denigrate these people.I refuse to do this and get off without being challenged. We need men like the Chief Town planner to keep you in line, otherwise this entire society would fall into the type of society that you would like, to the detriment of the majority. I wish he would be more active and keep you more frustrated. If you feel frustrated, go to Australia or NewZealand, or even Alaska. In other words get as far away from us as possible. People like you, Peter Boos, Chris McBride, Prodigal son, etc.

    I found myself agreeing with you up until you included Prodigal Son.Leave Prodigal out of your short list.How come you don’t include Denis Lowe,Michael Lashley and Charles Leacock,a Guyanese who thinks he is a law unto himself.One thing of which I am certain.If Errol Barrow was alive,Leacock would not be DPP on account of his handling of the Philip Nicholls issue and now this issue of having Gibson on remand for 10 years before realizing that there was insufficient evidence.A big up lawyer didn’t cal him a canecutter from Guyana for nothing.

    So what are you saying now Alvin, are you finally seeing the light and then local minorities for the blood sucking parasites that they are….tell your government to rid the island of them, stop making it easy for them to continue their nasty practices, stop enriching….tell them to stop taking bribes, tell them to enforce the existing legislation and bring new legislation to put a stop to the corruption and the disenfranchisement of the majority livjng on the island.

    Then and only then will people have respect for them, until then they will continue to be seen as bribetakers only.

    Court records would demonstrate Cummings’ competence one way or the other. I know of no case personally or anecdotally that he has ever won.

    Is there no access to this data David to put this rhetorical argument to bed? The grandstanders really need to be educated as to how our snivel service really works, especially with regard to the impediments to progress in this country. People need to know why Barbados economy is at a standstill with little hope of restart.

    I cannot believe that people of Barbados would and could believe that a serial breaker of the planning laws, rules and regulations could be the VICTIM in a situation like this. Remember the context is that both Mark M and Mark C were friends at one stage but clearly Mark C was burnt by Mark M somewhere along the line and us unwilling, rightfully so, extend a favours to him anymore.

    You talk about anarchy, not as a political philosophy, but based on a recent distortion of its etymology.

    The absence of what you called ‘anarchy’ results in stability for elites to run things. Anarchy, even your meaning of it, will always open up space for constant public intervention into our affairs. Like Switzerland, a capitalist county, no doubt. But a country where every public concern of value goes to referendum. By your misguided definition, as implied, this is anarchy too, no?

    Government Departments don’t have to be enabling to private sector, that is total bull shite. The public service in Barbados have an obligation to discharge their responsibilities professionally, in a timely manner and without fear or favour to anyone, whether tall, short, fat, thin, cute, ugly, local, foreign, white, black, rich or poor.

    Donville is a politician try to save his own head, he knows the DLP has no raft of policy initiatives on which to campaign during the upcoming elections so that leaves projects. They cannot get the projects done but they are clueless and incompetent.

    You constantly portray things wrongly or lopsided. Government signed hundreds of contracts every year for all sorts of things, from sonatruction to procurements. I challenge you to compare what has been given to all businessmen, and tell me how it comes out. Don’t be anecdotal, be factual. Publish comparative figures, otherwise shut up

    I suspected from long ago that your mouthing has been based on ignorance of how the Civil Service operates. Find out, before you come here again. Understand the process within any department from the Clerk who registers correspondence to the Permanent Secretary who advises the Minister or Parliamentary Secretary. Try and understand how things are dealt with at all levels. There is a process, educate yourself and don’t remain in ignorance.

    You wrote that “this fiasco” “was well orchestrated by Mia Mottley.” Therefore, are you suggesting to BU that:

    1) The ENFORCEMENT NOTICE issued to Maloney, in 2011 by the Chief Town Planner, to REMOVE the chattel house structure in the middle of the roundabout at Lears, St Michael, was AUTHORIZED by Mottley?

    2) Officers, workmen and a demolition crew employed by the Town & Country Planning Department who, on June 11, 2016 at approximately 9am, went to remove the said structure were ACTING on INSTRUCTIONS from Mia Mottley?

    3) Mia Mottley INSTRUCTED the Chief Town Planner to ORDER Rock Hard Cement to STOP building the cement storage facility because the necessary planning permission was not given?

    4) Mia Mottley INSTRUCTED CTP Cummins to SUE Rock Hard Cement and Mark Maloney?

    And I always thought that the T&CP was under the PM’s portfolio. Hence, according to you, the T&CPD is under the portfolio of the Opposition.

    But you know a “fiasco” has two sides. As such, on the other hand, by your statement, you would have also implied that Maloney’s CONTINUAL ACTIONS of DEFIANCE were also “well orchestrated by Mia.”

    Additionally, Mottley GAVE Maloney PERMISSION to CONTINUE building the storage facility, although the necessary planning permission was NOT given.

    Prodigal is correct, Mia Mottley is living, RENT FREE, in your head.

    This is the Barbados’ version of the Human Shield, so effectively used by ISIS and other terrorists groups. What was in earlier times referred to as Cannon Fodder.
    I wonder if any of Maloney workers had protested when this government laid off 3000 workers, some of whom are yet to receive some type of severance pay.

  48. I’m surprised that BU did not find it necessary to comment further on George Goring’s contribution relative to Henley & Partners.

    Interestingly, Henley and Partners has a Government Advisory Practice, through which governments are advised “on projects ranging from strategic consulting to the design, implementation and operation of investment related residence and citizenship programs.”

    CBI programs designed by Henley were implemented in St. Kitts & Nevis, Antigua & Barbuda and Grenada in 2007 and 2013 respectively.

    According to Grenadian journalist and public relations specialist, Hamlet Mark, Henley and Partners is operated by a group of people who manages what is known as SLC. Mark said he has had opportunity to watch SLC “up close and personal” during election campaigning in St Kitts.

    “What they are is a CAMPAIGN FINANCE-RAISING and ELECTION CAMPAIGN MANAGEMENT outfit,” Mark claims. “I just have a sneaky feeling in my bones that this new proposed engagement in Grenada is not coincidental to the fact that general elections there are about a year away.” [Source: Caribbean News Now, March 9, 2012]
