After more than 20 years, the government of Barbados has finally made an attempt to address municipal waste management. While the present government must be encouraged in this effort, we have some concerns. First, we happened to have led a group that over a decade ago that made a stream of proposals to government/s. We also know others who  made such proposal. In none of these cases there was no response.

Secondly, we are concerned that the technology that government is seeking to bring to the country has suffered from a generalized adaptation failure. There are few plants, of industrial scale, in operation. The technology still has certain problems which need to be sorted out. We would have preferred to see a more widely used technology.

Thirdly, there is insufficient information to appraise this deal. That insufficiency leaves one to rely on belief in popular pleadings instead of logic as government commits to a stream of payments over 30 years plus tipping fees. At least!

Fourthly, that one of the ‘national shareholders’ is not evident suggests that the email sent to a significant international player of confidence that the contract was a done deal could have been overly ambitious, foiled by an election or exposes the capabilities of certain minute men.

    Alter NRG to Supply 15 MW Plasma Gasification Waste to Energy Plant in China

    Plasma gasification technology developer, Alter NRG is to supply a gasifier to a 15 MW municipal solid waste to energy facility in the City of Bijie, China.

    Alter NRG to Supply 15 MW Plasma Gasification Waste to Energy Plant in ChinaThe company (TSX: NRG and OTCQX: ANRGF) said that it has signed a $15 million agreement with Bijie City Green Environmental Energy Limited (BGE) to provide a Westinghouse Plasma Gasification Solution to the facility.

    The 600 tonne per day facility has been officially designated as a key project by the Provincial Government of Guizhou due to the anticipated environmental benefits.

    Under the agreement, Alter NRG and its wholly owned subsidiary Westinghouse Plasma, will provide a site license, gasifier equipment, related control, instrumentation, and engineering services for approximately $15 million.

    Alter NRG said that it expects to realise the majority of the revenue over the next 18 months, and has executed and received a mobilisation payment on the engineering contract and executed memorandums of understanding on the site license and equipment sale that will be finalised once final approvals are obtained.

  3. Well Chris Sinckler made me proud this evening by using parliamentary privilege to make a mockery of my legitimate concerns. Eventually the truth about this project will emerge for time is longer than time. Just, feel sad that many will blog anonymously seeking to selfishly dismiss the potential environmental concerns that the residents of Arch Hall seem unaware of as it relates to this unproven technology.

All over the world consumer advocates are ordinary citizens who show an interest in a cause and this should be encouraged. At a juncture in our history where we are calling for transparency we have to sit and listen to a butch of MPs engaging in a discourse suited for a rum shop.



  5. Record-shattering 5,000 megawatt & 2,500 megawatt solar projects get green light in Indian state of Jammu and Kashmir

    The largest solar power plant in the world is a California project 550 megawatts (MW) in size. Dwarfing that, the Indian state of Jammu and Kashmir has just given the green light to a 5,000 MW solar project and a 2,500 MW solar project. Granted, these projects will likely be composed of many separate solar power plants. Nonetheless, 7,500 MW is about three-fourths of the entire solar power capacity in the United States at the end of the 3rd quarter of 2013.

    These solar projects totaling 7,500 MW add on to a 4,000 MW solar “ultra mega” project that recently received a memorandum of understanding in another Indian state, Rajasthan. Again, a little simple math shows that these three projects together would have a power capacity surpassing all the solar power installed in the US. Staggering.

The above figures don’t add up and the minister needs to grow up and stop attack citizens using parliamentary privilege. Unfortunately, many politicians fail to realize the life and privileges of a politician is relatively short.

    Just a simple question please. The similar plant with about the same capacity/electricity generation installed in Bijie China cost US$15 million. Why is this agreement with Cahill Energy costing US$240 million? I have been told (by a former Senator) that it is NOT a BOLT arrangement and that it is a totally privately funded project with NO Government financial involvement. However, Government (taxpayer) land will be leased (for an undisclosed sum) to Cahill Energy.
    Are these ‘impertinent’ questions and surely we have a right to know?

  18. Guernsey-based Cahill Energy said Monday it has signed an historic deal with the Government of Barbados to build and operate a leading edge clean energy plant on the Caribbean Island.

    The plant is expected to utilize plasma gasification technology supplied by Westinghouse Plasma Corp., a unit of AlterNRG Corp. (TSX: T.NRG, Stock Forum).

    AlterNRG shares rose 5.5% to $1.14 on Monday, leaving a market cap of $126.1 million, based on 112.6 million shares outstanding. The 52-week range is $1.24 and 32.5 cents.

    Cahill Energy expects to invest up to US$240 million in the proposed plant, which is set to be built in Vaucluse, St. Thomas, creating 650 skilled labour jobs, and stimulating growth across the island.

    The deal is also expected to provide the Government of Barbados with several hundred million dollars in estimated savings over the lifetime of the 30-year contract.

    “This investment by Cahill Energy represents a “game changer” for Barbados and truly belies any doubt that Barbados is still a preferred destination for solid, and impactful foreign direct investment,’’ said Christopher P. Sinckler, Minister of Finance and Economic Affairs for Barbados.

    Cahill Energy Chief Executive Officer Clare Cowan said her company began exploring waste to energy in 2011 and Cahill’s attention was directed towards the Caribbean by 7th Heaven Properties.

    “While we recognize the country faces some short term challenges due to the impact of the global economic downturn, we believe the fundamentals are strong,’’ Cowan said.

    “We are therefore confident that this investment represents a phenomenal business opportunity for our investors and offers even greater benefits to the people of Barbados.’’

    Cahill said the plant will provide a leading edge, environmentally sound solution to two of Barbados’s most pressing challenges: waste management and energy security.

    Using plasma gasification technology, it will transform up to 650 tonnes of solid waste per day into clean, renewable energy. In doing so, it will eliminate environmental threats posed by the use of landfill. The plant is expected to provide up to 25% of Barbados’s total energy needs, Cahill said.

    The use of Westinghouse Plasma’s proven, patented, waste to energy technology, (which is already in use in six commercial facilities worldwide) would significantly contribute to cutting Barbados’s dependence on landfills, reduce carbon dioxide emissions and transforming the island nation into one of the greenest economies in the entire region, Cahill added.

  19. The production of ecologically clean synthetic gas is the standard goal. The gas product contains no phenols or complex hydrocarbons however circulating water from filtering systems is toxic. The water removes toxins (poisons) and the hazardous substances which must be cleaned.
    Metals resulting from plasma pyrolysis can be recovered from the slag and eventually sold as a commodity. Inert slag is granulated. This slag grain is used in construction. A portion of the syngas produced feeds on-site turbines, which power the plasma torches and thus support the feed system. This is self-sustaining electric power.

    Could you explain how it (the transformation {burning)} of all kinds of waste to ‘renewable energy’) works?
    Would the residue from the burning process end up as part of the wind, solar rays or water to generate future energy?

  21. Who is Cahill Energy? Who are its principals other than Clare Cowan? What experience does it have in these kind of projects? Is this its first project of this kind? Is this its first project of any kind?

    What did Light and Power spend last time to install the generators which were from Korea? What was the generating capacity of those generators?

    Some context is needed.

    Another question if I may. As the monopoly provider of electricity on Barbados with the huge resources at low interest rates of Emera, why would BL&P not want to invest in a similar plant to help create cheaper, cleaner electricity.

    And who would want to buy the most risky upstream (exploration and drilling) business of the BNOC? Can that side of the business survive without the downstream sister cash cow BNTCL involved in the importation of the profitable refined products e.g. gasoline, diesel?

    If this WTE, along with other ‘announced’ alternative energy solutions, are going to provide the country with much of its electricity needs why continue the local production of the very heavy crude involving heavy cost to export to be refined’ into low quality fuel oil and re- imported solely for the costly and environmentally polluting generation of electricity by the BL&P?

    Who is Cahill Energy?

    Just as the term “Barbados-based”, as in Barbados-based Oxford Bank and Trust , might suggest to some that the entity is incorporated/domiciled in a jurisdiction in order to evade or avoid something , as in Canadian income taxes; so too the term Guernsey-based, as in Guernsey-based Cahill Energy, might suggest to some that the entity is incorporated/ domiciled in a jurisdiction in order to shield the owners from litigation liability, amongst other reasons.

    No doubt, Taylor Wessing LLP, ( https://www.taylorwessing.com ) the international law firm which advised Cahill on the Barbados deal, also advised its owners (US or Canadian) of Cahill Energy to chose the Guernsey domicle for legal reasons.

    It is impossible to have any form of transparency legislation, with teeth, in Barbados and much of the world. Governments by their very nature can only thrive within a corrupt environment. Capitalism itself is a corruption and much of what most of the people see as normal social constructions. Religion is another one, by example.

    Any real transparency in Barbados will meet the ire of the international financiers, will mean the retroactive conviction of all former and present politicians and government officials. The collusion of the senior civil servants who are on the take will also have to be a matter for the High Courts. Even the courts themselves are unlikely to be a proper organ to judge these matters. These will NEVER happen, not in Bim!

    How come after spending 40+ million on the Pierhead Marina and 130+ million on the Four Seasons none of them have started? Its not about the project……….its just about creating a legitimate to steal the money from the Treasury in pursuit of a phantom project.

    ENVIRONMENTAL groups on Monday warned the government against the influx of waste-to-energy schemes masquerading as renewable-energy sources, saying it will undermine the ban on waste incineration, cause toxic pollution and reduce employment in the recycling sector.

    The waste-and-pollution watchdog EcoWaste Coalition (EcoWaste) and the Global Alliance for Incinerator Alternatives (Gaia) said incinerator pushers are using the climate issue as an additional platform to peddle their polluting technologies.

    EcoWaste and Gaia are joined by Ang Nars, Bangon Kalikasan Movement, Cavite Green Coalition, Focus on the Global South, Freedom from Debt Coalition, Greenpeace Southeast Asia, Health Care Without Harm, Krusada sa Kalikasan, Institute for the Development of Educational and Ecological Alternatives, Mother Earth Foundation, Sanib Lakas ng mga Aktibong Lingkod ng Inang Kalikasan and Zero Waste Philippines in opposing waste-to-energy schemes if it includes burning.

    They said government agencies and officials are falling for the ruse at great expense to the health of communities and the environment.

    Waste-to-energy schemes cover a broad range of technologies that directly generate energy from burning waste, including gasification, plasma, pyrolysis and mass burn incinerators, some of which have already been issued clearances and permits to operate.

    “The Philippines does not need incinerators since there are safer and more practical waste management options available that can best serve the goals of the country in mitigating climate change, in protecting the environment, and in generating green jobs and enterprises,” said Roy Alvarez, president of EcoWaste.

    According to the book False Solutions to Climate Change, the incineration industry has rebranded itself and is selling new types of expensive incinerators with fancy names, which often create more greenhouse gases and toxic byproducts than traditional incinerators.

    From a climate standpoint, waste prevention is the most practical carbon emissions-reduction scheme complemented by reusing, recycling and composting, the groups said, while landfilling and incinerating waste are deemed the worse options.

    From the perspective of resource conservation, phasing out residual waste or the waste that remains after reusing, recycling or composting, is the best means to ensure all discards are reusable, recyclable or compostable, the groups stated.

    Waste separation, reusing, recycling and composting, the groups pointed out, generate far more jobs and safer working conditions than landfilling and incinerating waste.

    The groups also scored the use of landfill gas-to-energy projects to justify and perpetuate the practice of mixed-waste landfilling to supposedly curb the production of methane, a greenhouse gas 72 times more potent than carbon dioxide over a 20-year period.

    Keeping compostable organics out of landfills helps avoid methane releases far more successfully than burning landfill gas for energy, the groups asserted.

    In lieu of the risky methods, the groups are calling for investments in waste prevention and reduction, source separation, extended producer responsibility, support for the informal recycling sector, and other initiatives that will lead to a progressive reduction of the volume and toxicity of waste sent for disposal.

    The Clean Air Act of 1999 bans the incineration of municipal, biomedical and hazardous waste, which results in toxic and poisonous fumes, while the Ecological Solid Waste Management Act of 2000 requires the adoption of best environmental practices in ecological waste management and excludes incineration.


  43. yes another day of spin and turn the bucket, with the bull eyes on transparency…the number one boogie man of the day,,,,,,,second to doom and gloom. no one even noticed or address the high energy cost that people are paying,,,,,,yet the rhetoric and pretense is enough to make one stomach sick…..talking about transparent,,,,what is transparent is that govt has cut out a path one that would lead to lower energy cost,,all this talk adds up to nothing but political poop and another attempt to sway public opinion in a direction that serves the blp purpose,,,,who won/t be happy to see their energy bills lowered….to u kammie just go hug a tree,, and by the way when u fly on one of them big wide body jets ask the govt what kind of fuel used to get that thing off the ground,,, i bet that won’t deter u..

    You, ac, tell us what kind of fuel is used by these wide-body jets and does the government have to find the foreign exchange to pay for it?

    Here is a plug for your much promoted WTE.
    We would be most convinced about the viability of this project if any one of the following already proposed turn-key projects is started before May 2014:

    The revitalized sugar cane industry with a new multi-purpose factory at Andrews that should have started since December 2013 and designed to generate 50 megawatts of electricity to make Barbados look like Las Vegas right through the year. It’s a pity we will not be hearing from Estwick during the current Estimates debate on this project or the other one involving the generation of electricity from waves.

    The Sugar Point Cruise Terminal with a promised start date of January 2014.

    The Pierhead Marina that has been in the pipeline for years but has only gotten past the design phase of a diverting valve funneling millions of dollars into offshore bank accounts of crooks and quislings.

    What about the Four Seasons restart which the MoF has dropped like a hot potato? God would go to sleep for a million years only to wake up to find that this big bang project would still not have impacted on the local economy.


  46. This Cahill Energy thing just does not add up.

    In the March 20 Advocate article

    Minister defends company’s reputation against concerns

    Finance and Economic Affairs Minister Christopher Sinckler, has dismissed concerns raised by the Opposition Barbados Labour Party which have questioned the legitimacy of the company earmarked to build the waste-to-energy facility in this country, which will be employing plasma gasification technology.

    Wrapping up the debate on the Appropriation Bill in the House of Assembly yesterday evening, Minister Sinckler maintained that Cahill Energy is a legitimate company, and a subsidiary of a company with as much as 15 years experience in business, including work in the area of energy.

    The absence of any background for Cahill Energy or mention of a parent company in internet searches is very puzzling.

    To clear the air (no pun intended) it would be helpful if the MOF would disclose the name of the parent company with as much as 15 years in the business.

  49. man wunna need to give it a rest,,,,,,u guys drop the ball..years ago……now this govt yesterday in the debates show up all the flaws and idiosyncrasies of the past govt,,,,,,even mia looked like fool when chris called her out for her political show and ignorance concerning the wte plant… talk about clueless ,,she took the cake,,,,,this is a blow to the blp who as chris( said) a project of this kind and one that address forex and lowering of energy bills should have been addressed and finalized years ago,,,,,yesterday was a good day for bajans who in about a matter of two to three years would see there energy bills lowered. .as for environmentalist and all them that come out of the wood work to stomped and belly ache they need to take a good clean look at their own environment for surrounding it all is the foul stench of hypocrisy,,,, not even mother nature can repel..
