  • We must maintain our presence in the marketplace and make our marketing more impactful and efficient. We have increased the Budgets of the Tourism Authority and Invest Barbados significantly for the task. We have streamlined the corporate structure of the BTA and increased the mandate of Invest Barbados to include the Diaspora and launched the Team Barbados concept in our foreign Missions under the CIEX mandate – Budget 2009
  • In addition, I propose to establish a Tourism Loan Guarantee Facility to provide assistance to those hotels which require working capital support. The provision of guarantees presents a viable option for government as it will enable the sector to meet its working capital needs with little damage to government’s fiscal position – Budget 2010
  • Accordingly, Mr. Speaker, this Government will work with our cultural workers, across disciplines to establish a public/private sector mechanism whose focus will be to promote, market and distribute the products and services of our cultural workers. It is hoped that after the appropriate consultations with all stakeholders, which I suggest should begin in short order under the auspices of the Ministries of Culture, Tourism and the Ministry of Finance (Investment Division), the mechanism will be put in motion in the shortest possible timeframe – Budget 2011
  • It has been proposed to establish a Hotel Refurbishment Fund to assist small and medium sized hotels. An additional $5 million will be provided to the BTA to assist with special marketing activities. Land taxes on hotel accommodation to be frozen at current levels (11/12) for the next two evaluation cycles – Budget 2012
  • The Minister announced that over the next 18 months, an additional US$50 million is to be expended on the marketing and promotional activities of the Barbados Tourism Authority.

So the rest of The DLP only really followed. Nothing is done for Barbados & Barbadians, just a select few.

But the origin of Stewart’s business career as the leading entrepreneur in the Caribbean had nothing to do with the hotel or resort industries; rather it had everything to do with salesmanship and Stewart soon proved himself to be a master of the craft.

  4. I think if you add up all policies that have been annouced and then look at those which have been sucessfully implemented, there can only be one logical answer to the question posed, whatever your politics are.

    1) Re-structuring of the BTA.
    2) Tourism Master Plan
    3) Updating the MOT website
    4) Settlement of all BTA outstanding bills
    5) APD Discount Voucher
    6) Ten Point Tourism Plan
    7) Dismal failure of the Barbados Island Inclusive promotion.
    8) Introduction of the reduced rate of VAT for DTS (Direct Tourism Services).
    9) Hotel Refubishment Fund.
    10) 18 consecutive (maybe 19 when October figures are finally released) of long stay visitor arrival decline
    including September 2013 recording the lowest stay over visitors for ANY month in 11 years.
    11) Loss of almost 60,000 airline seats alone this year.
    12) Loss of airlift from Atlanta, Philadephia, San Juan, Dallas/Fort Worth and from January, American Airlines from JFK.
    13) ‘Postponment’ of Rihanna concert.
    14) Cancellation of CLOBI CUP.

    It would be very difficult to state the the Ministry of Tourism has been successful by anyones measurement.

    If you could point to one achievement, The TIRF (Tourism Industry Relief Fund), but then again within months of MILLIONS being paid out, at least two hotels closed with the loss over over 630 jobs and around one in ten of our entire hotel room stock.

    I have cut and pasted below the first and and last paragraphs of a self serving article from the Jamaica Observer, which is controlled by Butch, at:

    Who but a master of the craft of salesmanship, could “sell” the sovereign state of Barbados to buy a rat infested derelict hotel, tear it down, and build a new $500 million property for the salesman to operate on behalf of the sovereign state. And to throw in every conceivable tax concession known to man.

    Having had the opportunity of spending much time with Mr Stewart, I remain amazed at his level of aggression, stamina, foresight, willpower, memory, precious time for people, networking, prudence, family concern, love of country and respect for politicians no matter which party is in power

    It is comforting to know that Barbados tourism is about to be transformed by a “Gift from God”.

    Or, as the the last paragraph of the first article, no doubt written by the PR writers behind his “marketing might”, says, he will change an industry… and a nation.”

    The hub was also hit by the Category II downgrade of Jamaica which prohibited the Love Bird from flying directly to many gateways from Montego Bay, including Barbados, as that was seen as expanding of the fleet.

    To get around that, Stewart called the Barbadian prime minister, Owen Arthur and within minutes had his agreement to allow Air Jamaica to fly the Bajan flag to New York, through the Eastern Caribbean and to Cayman and Nassau, originating from the hub in Montego Bay.

    “We owe a lot to Prime Minister Arthur because without hesitation he said ‘yes, it would be an honour to have Air Jamaica fly the Barbadian flag’,” Stewart recounted”.

    DD wonders if the Jamaican national hero will indeed be a White Knight and change the industry and the nation for the better; or will he, like his foray into Air Jamaica, operate Beaches Barbados for a few years of losses and then walk away and return it to the Barbados taxpayers.

  15. I am in total agreement with the MOT in stipulating that the barrier for accessing the concessions is 500,000,000. For too long hoteliers in Barbados have been laid back and not re investing.     Your lighthouse lamp has just gone on the blink caused by a powerful storm of ignorance and stupidity.
    Butch Stewart is contributing NOT one red cent of capital investment in the rebuilding of the Heywoods Hotel. It is the people of Barbados who would be financing such a project. Sandals is just the manager using its own brand.

    Why don’t you consider the Sandals Casuarina deal more closely and see if its leasing arrangements from Neal & Massy meet the $500 million barrier?
    When the storm is over you might just see clearly enough to pilot your boat of confusion to the Dover beach.
    It would make more sense to keep the playing field level by offering the other hoteliers who have been through thick and thin and not closed their doors the same concessions on food and beverages as in the case of Sandals Casuarina.

    Would you consider investors in CLICO to be ordinary members of the public?

    The same Court also made a ruling in the Al Barrack case. What is the position? Has the breaching of that Court order been punished for such blatant disrespect and contempt?

    Since you seem to believe Leroy Greenverbs is an honourable honest decent pious law-abiding man why not ask him if he declared in his income tax return the $3.3 million gratuity and bonus paid to him via the D. Thompson money laundering machine.

    Since you are part of the inner circle of the Sandals chain and not just a lowly inventory bean counter equivalent to field hand on a cotton-picking farm can you tell us what when wrong with the Bahamas project that the Barbados project will not be faced with?

    BTW, do you know if Sandals Casuarina would be using alternative energy technology and operate within the DLP government stated objectives of a green economy? Would Sandals be exempt from the payment of VAT on electricity and fuel for its operations including vehicles or would the vehicles be powered by alternative fuels?

    Instead of worrying about SANDALS you should be asking if the Barbados Hilton has made any money yet(as of 13 Nov. 2013) after your Barbados Labour Party sunk close to $300million into it, estimated cost $170million, and then the extra $20million to settle the lawsuit which followed its completion.

    BTW that explains why we no longer have a Barbados National Bank!!!!

    Should Sandals be given concessions on food and drink while the others are excluded?

    Yes the Hilton was given concessions and rightly so, just like Sandals.
    But does the Hilton enjoy duty-free and tax-free concessions on its food, alcoholic drinks and other beverages requirements?

    Of course you would avoid dealing with this vital point since it makes you look stupid even more stupid than your master the MoT who has listened to the voice of reason and commonsense and has gone back to the drawing board to ensure the principle of equal treatment is adhered to and to avoid the government being faced with numerous lawsuits and a possible serious downgrade by the overseas rating agencies in the coming weeks.

    The first time I saw a private sewage plant on a Hotel property was when I worked for SANDALS.

    The first time I saw a private desalination plant on a Hotel property was when I worked for SANDALS.

    The first time I saw treated grey water being used on a Hotel property was at SANDALS. This is crucial. Compared with Bajan Hotels, SANDALS recycles almost 90% of its water.

    The first time I saw in a Hotel, as part of COMPANY POLICY, an Agricultural liason scheme with local farmers, which worked and brought great benefits to the farming community was at SANDALS. SANDALS Exec. Chefs ARE MANDATED TO WORK WITH LOCAL FARMERS.

    And there is much more!!!!!!

    To this day we have two (2) sewage plants here in Barbados and 100% of the grey water which can be recycled is pumped out to sea, and this is in a water scarce country.

    Go figure.

    The estimated cost of the rebuilt Hilton Hotel was $170million.

    The completed cost was nearly $300million.

    Then there was the lawsuit which followed its completion which was settled for around $20million.

    It’s a pity you have such vast knowledge and work experience but can’t even manage a “lickle” establishment the size of Adrian’s Inn. Where were you when those hotels were closing down during the last 5 years?

    Would Sandals be applying the same ‘green’ standards in Bim and who would be footing the bill?
