Sometimes timing can be everything and that has left me to question the recent launch of the Barbados Island Inclusive promotion.

On Saturday 20 April 2013, the Minister of Tourism held a local media conference to launch the initiative, which according to reports is expected to cost a staggering 11 per cent of the annual budget of the Barbados Tourism Authority. Without wanting to repeat information already in the public domain, the objective is to drive an ‘additional’ 15,000 long stay visitors this year, who are expected to spend $30 million.

The following week the Minister then travelled to the United Kingdom, where I believe he met with several British travel interests, including both Virgin Atlantic Airways and Virgin Holidays. On his return, the Minister appeared on a 45 minute long CBC News Extra programme, where he was the only speaker. While CBC TV8 clearly had a full hour available, no time whatsoever was allocated to attending journalists so they could pose any questions they may have wished to ask. Personally I think this was a huge mistake. It gives the impression either that there is no accountability and/or, it is not important to keep the public (and industry) fully and accurately informed.

Then just days later, something truly dramatic happened that appears to have caught many major private sector local tourism players completely by surprise. Virgin Atlantic brought forward their previously announced plan to change the type of aircraft operated on the Gatwick/Barbados from 27 October to 3 May. At a stroke that decision could easily result in the loss of between 36,000 and 40,000 seating capacity out of London by the end of the year. Surely at the meetings the Minister would have gleaned what plans Virgin were in fact actually going to implement, just a week or so later?

After Virgin’s announced losses recently of GBP93 million (US$141 million) for the last financial year ending February, which followed an operating loss of GBP 80.2 million for the previous one, it is patently obvious that that some rationalisation of the carrier was inevitable. Especially when you bear in mind Delta’s acquisition of 49 per cent of the airline in 2012.

And this is where I have to come back to the timing. If you were aware of such a massive cut, which could remove one in four of the previously available seats on the route servicing one of our largest source markets, would you spend so much of the available marketing budget on a heavily discounted programme?

Nick Parker, the Caribbean Regional Manager of Virgin Atlantic was recently quoted ‘that the smaller aircraft does not represent a declining market, but rather targeting the high-end niche that is a priority for an island like Barbados’. Many might agree. But why then are our policymakers committing such a large proportion of the available national marketing budget to subsidise visitors to the tune of BDS$733 per person? And that is of course if the programme achieves stated targets!

Would it not be more cost-effective to raise overall destination awareness, including attracting more holidaymakers that would help fill the additional Upper Class seats available on the A330-300’s?  Again, as pointed out by Mr. Parker ‘the Upper Class market can more withstand the APD’.

  1. A freind of mine is today,travelling on Virgin airways for the usuall one month in Barbados.
    The person informs me that over 100 of the seats in the plane were empty as shown when selecting the seating online, as late as Yesterday 11 pm UK time..
    Across all sections.
    Is this the smaller plane Adrian spoke of.?
    HOW does the smaller plane target the “upper class” niche when the majority of the seats are “Cattle Class”.
    I am sure that the “Big up” high rollers would not contemplate useing a “Cattle class” seat so damned small that “Big Ole Bajuns” are like sausages squeezed into a skin.
    Sounds like the usual old balony to me.

    As simplistic as that may seem it would appear that our best tourism marketing minds appear to be tackling this issue with a throw more money at it and maybe something will stick. But these are wiser men than you or I can ever be Mr Loveridge so let us not get uppity here.

    Monte Carlo formula racing has been going on for time immemorial with all the wannabes flocking to Monaco year after year

    Imagine this.

    Our Ministry of Tourism collaborates with the Crane, Sandy Lane, Royal Westmoreland and Port Ferdinand to build a real”Heart of Barbados” programme where it reserves the entire complexes of the aforementioned properties as secluded villages and actively seeks to attract to who is who in the various high flyer clubs so that for three months every year such ‘villages’ will be populated with people of interest and we could offer a “week with the stars” or something appropriately named so that Barbados becomes known for its Heart of Barbados lime.

    Imagine Jada, after working out the metrics of the idea, agreeing to collaborate with our Tourism officials, to make their marina and the rest of their property such a focused activity

    Maybe our stalled four seasons might be incorporated into such an offering where travelers might want to flock to a venue where they could possibly rub shoulders with “the rich and famous” while in Barbados

    But then again that idea is coming from that fellow Weekes and you know, he suing CARICOM so we can’t go wid dat idea

    Surely all the big wigs that we have at our expensive consulates all over this globe might know a few highfaluting people of interest to start populating that village? Sorry that would meant that they weren’t at the tea and crumpets parties.

    Mr Loveridge tell me something, with the system that my immigration department purchased from the UK people, the one which it is purported that the data does not belong to the Government of Barbados, do you think that after all these years that they could mine that database and generate the names of people of worth, you know name, zip code, hotel they stayed at, length of stay, # of visits to compile a list of “people of worth”?

    But, given the time it takes for us to generate visitor stay statistics that would be a little too much to hope for wouldn’t it?

I am one of those cattle class people you are talking about, in the last two years it has cost me over 25000 for flights and places to stay for me and my family, I hate to think what I have spent over the last 30 years religiously coming to your island. Not upper class;not a person of worth, not as wise as your tourism intellectuals , but I can tell you this, it is not the rich guy that comes to your bar once in a while that pays your rent it is your regulars, those empty seats will be sorely missed. Why dont you make a law that says anybody running money through or hiding assets in your banks must have to visit island annually…… tourism problem solved

    We continue to practice what the old people used to call Killing the Golden Goose in so many ways. We wil charge you US$300 for a room that you can rent in Ft. Lauderdale for US$99, internet and 253 cable stations inclusive.

    Many of the suppliers of goods and services in Barbados try to get rich overnight, short term profitability at the expense of longevity of business. Some liken it to the 5 year term of successive governments which are purported to try to get as much as they can during their time in office.

    I cant comment on these things political because it will affect how much longer I am made to wait on my CARICOM case I filed in 2007, and yes, like others, I can only laugh at how rapidly Mr. Leroy Parris and other parties are able to get their case before the CJ.

    Many of our businesses want to make “a killing overnight” and don’t care if they estrange their buying public in the process, in fact they open their eyes incredulously when the buying public stops buying!! So i profit margins aren’t 600%, they close down their stores, crying how the economic downturn is forcing them out of business.

    I give you the well known establishment on B*** Street that had a duty free day some years back. The store could not hold all the shoppers who descended on the windfall. Well either they were selling old stock, or they had so inflated the cost of their goods all these years that, irrespective of the selling price that day, they still made a profit.

    The rationale in Barbados has long been we are the sole distributor. We will sell it at $6 until we can no longer do so. Lord help us Bajans if they have a monopoly or if you know the minister who is granting the licenses. I hope that that is not a statement of defamation David.or i am going to be sued by ??? I sure would end up getting a court date but not for my CARICOM matter.

    About your comment (and i precis here) about natives keeping businesses running when tourism fails, I would comment as follows.

    I doubt you know the character Tubby the Guard. One of his skits epitomizes the mentality of us bajans to relegate our own bajans to the shadows and to big up the tourists. (“which pool wunna gine bade in?? Whu dat pool is fu de while people”.) Self hatred abounds in my island of 144 sq. miles.

    Many people are saying that these are bad times and truth be told things are really hard for many of us, but it is my hope that this suffering will bring out a specific characteristic in us bajans.

    Hopefully we will realise that either we band together and do what is right for our country, irrespective of this political party ignorance, and contribute to the advancement of this nation.

    There will probably be a wanted poster outside at the metal detectors with explicit directions “UNDER NO CIRCUMSTANCES, DO NOT LET THIS SOURCE OF SEDITION IN SHERBOURNE”.

    National Consultation – 28th June.

    We either have to recognise that we have a problem or not. Why wait until 28th June to discuss what just about everybody realises that there is a problem. We appear to be world class in talking, but seem to fall short in the implementation department. And please define a ‘national consultation’ . Which chosen few will be invited and will Government only want to hear
    the views of others that may not agree with the current administration’s policies or lack of them?
    Have not heard of a single ‘additional’ visitor that has used his/her ‘free spending’ Barbados Island Inclusive vouchers yet.

    This administration is just playing for time. It has already been told by outside forces what they must do. This is just a ploy to get other parties involved in the forced acceptance of the inevitable outcomes starting later this year.
    This is not the first time the administration has had consultations with ‘stakeholders’ in the economy. In the past -even up to last year- similar propaganda pow wows were arranged and issues discussed and recommendations made but to no avail.
    This administration is fully aware of what has to be done and done quickly. Unless the PM and the MoF are prepared to renege on their oft stated commitment to a policy of “No Privatization, No Layoffs” under their watch then we should just dismiss the hot air coming from this administration.
    If the taxpayers are being asked to foot the massive entertainment bill to stage another play of one-upmanship by this administration (Government versus its enemies) what a waste of money it would be.
    However, if the present Administration is going to use the opportunity to publicly disclose the real state of the economy and admit that their policies and performances must be changed immediately then attendance would not be a total waste of time.
    Let them first move from the table their stupid arrogant stubbornness of a position of’ no layoffs or outsourcing or even divesting of State-controlled economic activity’ and we would be prepared to listen and move forward.

  13. Barbados has reached the point of being a mature destination. We have to change our thinking. We have to be honest about where we are at by doing an inventory/audit of everything about the industry. We have to take responsibility for our actions over the years and see where we went right and where we went wrong. Our marketing has to be based on all the real elements of marketing including continuous research. Our product has to match and exceed the expectations of our target audience based on research. It can not be business as usual. We may need to throw out some long held ideas and ways of doing things based on the findings of the inventory done, the research findings and recommendations as well as the best practices available for our particular circumstance and therefore we must be willing to change.

  16. your target people THE RICH are not to bright ,so when they are looking for a trip they look at the list of countries and work down, so that is why Antigua.Aruba,Austraiia, America all do good then comes to tourism the b countries like Bahamas, Bermuda etc are next Things are bleak tourism if you are a h country like Haiti, or k like Kenya as the rich rarely go that far down the list and god help you if you are a U country like Uganda or worse Zululand.So BTA has come up with a sure fire plan to increase tourism…………..they are going to make the first b in Barbados silent.

  20. A National Consultation (NC) is and always has been a waste of time (I would say “and effort”, but none is evident). The NC is a means whereby the government can say it has consulted its stakeholders and does what it wants anyway. All the NC’s that I have been to usually end up with one or two Ministers monopolising the proceedings, and I predict the same for 28th June. Wouldn’t touch it with a bargepole.

    The obligations of the Opposition are not to be found on the Government benches you nitwit. The Opposition has certain obligations under the Constitution of Barbados, none of which they have attempted to satisfy since 2008.

    Frankly I think BOTH parties lost. With nearly 40 per cent of eligible voters choosing NOT to vote and what appears to be widespread vote buying with a whisper thin majority, and this is model for democracy?

    From one dummy to another, could you please advise us what are these Constitutional obligations the Opposition must meet?
    Do they include telling Her Majesty’s Government how to govern and manage the economic and financial affairs of State? And did these constitutional obligations exist during the period 1994 to 2007?

    BTW, who delivered the Throne Speech a few weeks back? Was it the GG on behalf of the Opposition?

    Since we had a Democaratic election, and since the DLP won (bought or sold) and since the DLP has to run the government, and since you feel that you are wasting your time because they would not “listen” to your advice, and since the BLP is not in power, and they don’t have to listen to your advice, whether given freely or reluctantly,, then do as the old people used to say “let them fall on their own weight.” Stop the public bickering and sour grapes and let us ALL as Bajans pull together to keep this country afloat, because if it sinks then everybody sinks at the same time.     I was just coming on to question the “wisdom” of Reggie Hunte when I saw your post. The man was totally out of place, his comments were very derogatory…….he declared……..”the private sector does nothing for Barbados when the DLP is in office, they are selfish people”. Now if this does not further infuriate the private sector, I dont know what else would. Talk about a yardfowl!

    How the hell a so called man of integrity could re-appoint an idiot like Reggie Hunte to the Senate? What contribution does he actually make to the issues? In the Senate, do they discuss how to barbecue pigtails or how to run errands for Richard Sealy? That is the level of his competence………….no wonder he could make such a dumb comment today about a private sector who has been holding strain since 2008 to help this the worst government of our era!

    Tell them to stop blaming the BLP for everything going wrong in the country today. In addition they should stop asking for suggestions or alternatives to their policies and programmes.

    Why consult the Private Sector for the way forward when the present Cabinet has all the answers and solutions to our problems as boasted in the last general elections? Why this waste of time meeting on the 28th June knowing full well you would be accusing the Private Sector of being BLP stooges and their only intent is to undermine the DLP government?

    STFU and get on with the job you claim you know how to do without help from the Opposition and its lackeys!

    Pays to complain , my freind did loudly and long ,advised VIRGIN that the Scam was not intelligent and very transparent.
    Was advised by VIRGIN that the booking form had been wrongly filled in.
    Strange when EVERYTHING else in the online details was correct and that there was a window seat saved for the RETURN flight AND of the SAME # that should have been saved on the 1st leg..
    Arrived onboard to be given a COMPLIMENTARY Window SEAT , one with EXTRA leg room. All Complimentary.

    SAD NOTE.
    My freind said the plane WAS Half Empty.

    I just read your position and I have also seen you have been properly
    dispatched by Onions,Prodigal,and Miller.I stated on this blog a few weeks ago having heard the great buffoon sinckler pretending to bate the opposition with that same request,I said if I were on the opposition benches I’d let this DLP government burn to a crisp in hell first before I help them in any way.The Dems cannot manage the Barbados economy,not since Barrow in ’71-’76.Reasonably intelligent bajans were attracted to the Dems because of Barrow’s charm and his stupendous and resolute grasp of government and politics His strong international contacts added to the man’s persona.Barrow was able to pick up his telephone and speak to world leaders.Unheard of with this motley crowd of misfits and ill prepared novices.
    Since last Monday when Ellis had Hunte on his show as a standby,it was evident that the guy is more suited to gutter politics.I tune out Ellis and Wickham.Same old,same old.My preference continues to be Johnson and Hoyos.The regular nuisances give these two a wide berth.Thankfully.

    The question also has to be asked is that if the BDS$11 million is intended to generate 15,000 ‘additional’ long stay visitors, why are vouchers now being issued to visitors who booked BEFORE the offer was launched?


  46. One thing I hate the most is when bell canada will give a great deal to get new phone customers and not offer me (a long time customer) the same unless I call and bitch. I guess there is a dillema if a regular wants the deal, or somebody that booked the day before it was announced feels slighted . What is the answer???

    We looked to Arthur for his take on this BLP time bomb when he stuttered that political opportunists and carpetbaggers are unwelcome in St. Peter. We can only speculate as to whom he labels opportunists. Is it Malik wid Teet Clyde , it could be Rawdon or Wickham’s girl Alex Jordan. The leader of the opposition is in the disappearing canefields not paying attention to Arthur’s threats. In the meantime all and sundry wait to hear the outcome from the cuss Payne get wash in by Hinckson.

    Onions take Reggie Hunte out of your mouth go and tend to the fire raging in Roebuck Street.
