Caswell Franklyn, Head of Unity Workers Union

I have come to the conclusion that many local politicians seem to have an aversion to telling the truth, even when the truth would not hurt them; their default position is to lie. Nothing has borne that out more than the privatisation debate that is presently gripping the country.

Opposition Leader, Owen Arthur, articulated a policy on privatisation that almost mirrors previously stated DLP policy. Unfortunately, that policy inflamed the passions of a section of the community, particularly the trade union movement, to the extent that the president of NUPW called a press conference to reiterate his union’s opposition. Sadly, the DLP chose to shift gears and disavow their longstanding policy, claiming that it would lead to job losses. Interestingly enough, only Minister of Finance, Christopher Sinckler, had the courage to admit publicly that both parties are at one on the privatisation issue.

It is that either Owen Arthur is extremely clever or the DEMS are exceedingly dumb. He set up the DLP by outlining their well established policy, on privatisation, as his; and they, with the exception of Sinckler, were silly enough to repudiate everything that they stood for.

The DLP’s longstanding policy on privatisation was issued as a ministerial statement in the House of Assembly on November 10, 1992 by the then Minister of State in the Ministry of Finance and Economic Affairs, David Thompson. The statement can be found at pages 2600 and 2601 of Hansard for the First Session 1991 – 96.

“only Minister of Finance, Christopher Sinckler, had the courage to admit publicly that both parties are at one on the privatisation issue.”

    Not true.

The Minister was misquoted. Get your “facts” right.

  2. carson C. Cadogan Avatar

Obviously you were not at the DLP meeting at Springer Memorial School last sunday where our Prime Minister delt with this so call “there is no difference” on privatisation issue, otherwise you would not be writing what you are writing now!

  3. For those who can’t be bothered to read the Hansard document attached, here is what the late David Thompson had to contribute on the matter of privatization:

    2. State-owned Enterprises approved for privatisation in the process of being privatised:
Arawak Cement Company Ltd.Barbados National Oil Company Ltd.Barbados Transport BoardHeywoods Holiday ResortNational Petroleum Corporation.
    3. State-owned Enterprises approved for privatisation October 1, 1992 through sale of shares Insurance Corporation of Barbados Caribbean Aircraft Handling Company Caribbean Broadcasting Corporation. Government intends to utilise the privatisation programme as a vehicle for broadening the base of the share-owning public in Barbados. In the execution of this policy every effort will be made to ensure that theBarbadian public is kept fully informed of the state owned enterprises to be privatised and of the consequential investment opportunities.

  4. He went on to state the following:

With the introduction of the privatisation programme, Government has clearly signalled its intention to reduce the scope of its operations in commercially oriented enterprises in favour of the private sector. For the first time ever the Barbadian public will be afforded the opportunity to become stake-holders in a variety of enterprises.

  5. @caswell

The retort to this submission is that Prime Minister Stuart was not part of the government at the time. The government obviously will integrate privatization as part of its strategy, the issue here is which state agencies. The government, like Miller has stated, may not be in a position to dictate which state assets it places on the auction block.

Seems as if someone else is using your handle, Carson. So I will just refer to this person as Carrion No.2 ,if it is alright with you No.1.

No. 2 why are you trying to make Sinckler look like a blatant liar? Why are you following the footsteps of NO. 1 that only ac can outmatch in the art of lying?
Thousands of people heard Sinckler on the VOB call in programme Brasstacks last week made it abundantly clear by repeating it as prompted by Peter Wickham that there was no philosophical and fundamental difference or divide between the DLP and the BLP as far as privatization is concerned.

Now you, Carrion, coming here on this blog making out the man Sinckler to be a liar and insulting the intelligence of thousands of listeners including David the blog master. We don’t have wax in our ears neither are we thick as two planks between them.

Man you got the rotten guts to tell us crap about the Minister didn’t say so!
Man, go bring and come again as my Jamaican friends would say. Or in the current and popular lingo of the local esteemed and honourable talk shop , “man, go ca ya mudda sc**t from bout hey do!

Your contribution really exposes the hypocritical position taken by the PM and some of the idiots on this blog with regard to the privatization issue. Ac, is the cap fitting?

It certainly reinforces Minister Sinckler’s position which is one of realism given our fiscal quagmire and the economic black hole we are facing.
Here we have recorded in Hansard a template that- in the event the DLP is returned to power as punishment for their lies- they can use as the basis of a forced privatization policy announcement in April 2013; with the necessary amendments and errata to reflect the removal from the list those entities already divested and the inclusion of those statutory corporations established since 1994 and fiscally sinking the ship of State.

Just remember that list of entities up for privatization will have been approved by the IMF and given to the political pit bull Estwick to be the Government’s town crier in announcing the coming sale with the following footnote:
Those entities that fail to attract interested buyers will be closed with immediate effect.

I believe Sinckler is smart enough to avoid being stained and tainted with the gore from the political bloodbath that would ensue to destroy the DLP. There is always room for an alternative party to replace an institution that commits political hari-kari. Anyone for a new look NDP?

It would have been good if the DLP had announced their policy changes in advance, not after Owen Arthur was taking criticism. Further, it would have even been better if they had informed Sinckler that the policy had changed. It seems as though they are making up policy as they go along to fit the situation.

Clearly, the DEMS have been caught with their pants down. What we need in this country is a little honesty, not damage control.

  20. It never ceases to amaze me how Carson and AC deny blatant evidence that shows that the Dems are actually not anti-privtisation but are infact just trying to play politics with Barbadians (as expected). An excellent example of said privatisation is the Gems of Bdos hotels like Savnnah and Time Out at the Gap which were previouslyb goverment-owned and were sold to Bernie Weatherhead, a private businessman. They are doing much better now, privately-owned. This is a succesful example of privatisation.

Hypocrisy and sudden policy switching will not serve the DLP well.

  21. Carson. Who ever you are. It is about time you take off the political hat and be truthful to intelligent bajans. I cannot believe you made this submission asking David for the following.
“Why not write a thread about the extra take home pay that Civil Servants are now enjoying?”

Civil Servants and private sector workers were made the poorer by the reduction in salary due to the withdrawal of allowances as much as $400.00 and with the tax bracket, people now getting back around $200.00. That’s is still a shortfall of $200.00. Probably you seems to be a mathematical failure regarding “if yuh tek um way, yuh should give um back” Not give back part.

  22. Carson (10:22)

I do not attend any political meetings. I rely on the media that is being misused for political purposes for my information. What I see is what the public gets and clearly the abuse of the media is not having the desired effect.

We do not want back Owen Arthur

You know the rejection of the “privatisation gimmicks” cutting the BLP ass when you hear all the BLP apologists on this blog now saying “it is not only us, the DLP for it too”.
This thing blowing up in Owen and Mascoll face, the people against it and you could quote from 1991 or 1891. mark my words – this WILL COST THE BLP nuff votes especially from the workers at the Transport Board, the Airport, and the other agencies who will be sent home if these entities go into private hands.
As my son and his friends will say “REAL TALK”.

  24. We do not want back Owen Arthur Avatar
We do not want back Owen Arthur

The BLP yardfowls like to point to BNB now Republic Bank as the shining privatisation example.
Excuse me, is a bank not in the business of making money solely?
Good for the private sector, now tell me when a private sector owner decides that he owns a bus route and to minimise his fuel expense he will not be heading to certain rural parishes, who will lose out?
When he decides that to break even, either bus fare must be increased or the payroll must be cut. Who will lose out?
Get real – for certain entities privatisation will mean JOB LOSSES AND A LOT OF THEM.
The BLP knows this but does not have the honesty to admit it so their public realtions firm Red Advertising told them to sell it as enfranchisement. – Stupse.
I repeat Owen Arthur has shown that his intellectual cupboard is bare except for the bottle of hypocrisy with the ingredients of a Prime Minister for 14 years who saw these tranfers and subsidies grow and did nothing.
Barbados does not need Owen Arthur.

We all know this administration cannot, I say again cannot continue to feed this grasshopper (now ‘big guts horse‘) the Transport Board forever. Especially when excess revenue is no longer coming. Revenue springs that once existed from sources like Tourism and the slowly chopped off middle index finger International Business, which once help fed the Leviathan, have slowly been drying up. No sir, it cannot continue. Four million dollars a month till infinity? We are not that daft. Something must be done to either make the Transport Board more efficient, (which successive Government have failed for years) or find someone or new plan, which can. Instead of offering workable solutions on this one, we are hearing empty criticisms. Like Transport Board was instituted for a reason, and we keeping it so … Now that is stupidity with a reason. Obviously an election’s return envisaged. Not without some leakage of truths however, for was it not a dime drop or ‘sinker,’ that leaked signs of a philological similar parallel? Anybody can criticize, tell us what do you plan to do with the problem. Give us solutions not just playing dumb and looking out for a chance to be opposing.

Transport Board’s hemorrhaging must be addressed either by the administration, or by a foreign intermediary such as the IMF. Barbados just cannot allow the loss of $ 4million each and every month. It defies common sense and good money management. We can split the TB into four sections.(1) Private overall management (2) ownership of some buses with assoc. by bus drivers who so interested. (3) Ownership by directors of UCAL (4) Who ever so interesting in bus ownership like local investors.
Of course Govt will still have control by way of regulatory board, setting out pensioners and the aged free travel. They can also pay bu subsidy the free childrens fares. This is no rocket science. Just a new business plan and expeditious implementing.

Surely the fact that David Thompson said something in parliament does not make it current DLP policy. Thompson is dead., It would only be if some law was passed or some cabinet, or party decision was taken that it could be considered DLP policy. He no longer speaks for the party.

By the way, to which no one really takes serious.

  43. Seems the government may have to sell CORNWELL as they do not want to fix the problems of these loss making entities. How much is CORNWELL worth?

  44. Why is it that governments sometimes do the opposite to what is recommended? Any smart business man would sell off loss making businesses and keep the profit making ones. Any right thinking persons would get rid of burdens….. Why then have both B and D kept doing the opposite?

  45. @Bush Tea

    Leave Caswell nuh.

  46. The solution to our problem lies NEITHER in selling assets to private interest NOR in continuing the current inefficient arrangements.

The solution is to hire and appoint PROFESSIONAL MANAGEMENT STAFF and allow them to manage the people’s entities professionally to maximize efficiency and meet set targets.

The challenge is to control the micromanaging political jokers who appoint their cronies into position and then control them like puppets….or poppets…for their own personal ends.

This can be achieved by a number of initiatives
1- having a REAL practical SENATE, somewhat like the Supervisory Committee in the Cooperative.
2- We need a new breed of politician. People who understand that their mission is to implement POLICY which is practical, forward thinking, and in THE PEOPLE’s interest. …and leave the implementation to professional managers.

The best way to do this is to make it a PRE-QUALIFICATION requirement for candidature that politicians have served at least 4 years in some social, sport, community, church, business, youth, cultural or other agency, in a leadership position, PRIOR to becoming a candidate.

If you look carefully, you will see that BUP will solve these issues 🙂
