The Act will require every person who is a ‘person in public life’ when the Act comes into force to make an initial disclosure to the Commission within three (3) months of the date of commencement of the Act. In the case of a person who becomes a ‘person in public life’ after the commencement of the Act, it will provide for the initial disclosure to be made within three (3) months of the date of his becoming a ‘person in public life’ – Extracted from a Speech delivered by the late David Thompson in January 8, 2008.

Even if a small number of marchers than expected turn up on Monday the government finds itself in a lose lose situation. The big picture that must remain painted in the minds of all Barbadians is the economy stupid. With less than a year to go before the next general election, it is unlikely even to the proverbial optimist this government will be able to infuse sufficient confidence in the marketplace to fuel a greater level of productivity. In summary, if the private sector through its executive fails to demonstrate that it has the support of workers on Monday it will retreat to other means, flight of capital is one example. A trip down memory lane to the period 1991 to 1993 is a reminder that a government that fails to enjoy the confidence of its private sector is doomed to fail.

On the other side of the equation is the Union in a fight some say it cannot afford to lose. With the private sector showing the Union support and about to execute the phalanx maneuver -the Barbados climate, not industrial, is about to become more elevated. How does one determine if the Union ‘loses’? Is it based on the hundreds, no thousands of man-hours wasted because of absenteeism, go slows, employees on the job who have disengaged, how about those who see no wrong in misusing government owned assets?

The right to demonstrate once done peacefully and the rule of law respected is the inalienable right of a citizen or group under the democratic system practiced in Barbados.  The government operatives have pulled the race card which exposes a level of desperation and panic in the camp. Bear in mind this is a government whose political campaign was bankrolled by a White Bjerkham and company in 2007/2008, and to boot,  rewarded him with a seat on the board of the Central Bank of Barbados.

The Stuart led government finds itself in an unenviable position in the political history of Barbados. It explains why the usually studied public utterances of Comrade Bobby Morris have of recent descended into a pit of defamatory bile.  In the 90s the DLP Sandiford administration fell as a result of a public AND internal withdrawal of confidence in his government. Are we about to witness lightning striking twice on the same party? Are the political historians waiting with pen in hand to ink events as they are about to unfold that will include DLP déjà vu in the table of contents?

Part of the problem Barbados is experiencing is that the message of change promised to Barbados first by Thompson and then Stuart who won because the BLP got it wrong has not materialized. We have had more of the same from this DLP government with continuing rumours of corruption supported by Auditor General reports, ineffective Public Accounts Committee sessions, dissenting positions from within the bowels of Cabinet, questionable NIS management read Four Seasons and EMERA, defacing of the Central Bank’s reputation, Cahill etc, etc, etc. All of the forgoing has been compounded by a prime minister who refuses to use the power of speech to communicate to those he leads. It is at election time the sleeping giant feels emboldened to shout from Mount Olympus to the sheeple.

To the topical issue of march or not to march AND the motive of those  who support the march. First a disclosure: Charles Herbert is known to the BU household and the attempt to smear a man who has lived his life so far to build a solid reputation in Barbados as a professional and citizen is to be regretted. It is a clear example why quality Barbadians resist getting involved in ‘giving back’ to society. He should have remained  in his lucrative practice, make his millions and forget about the plebs. Members of the BU household have observed him sitting at town hall meetings quietly taking notes, asking questions when many of the BLACK yardfowls attacking his character today stayed at home watching TV or at Chefette purchasing takeaway dinner. One of the reasons the citizenry has to resort to disruptive methods to demonstrate against a government unwilling to listen is because our governance system is flawed. There is no avenue to recall the government in a structured and less disruptive manner, for example, support in the Constitution to cede the POWER to RECALL to  the people.

At the root of our problem is the lack of integrity and transparency in public office.

    Prime Minister Freundel Stuart has denied all claims that his Government is indifferent to the demands of public officers for pay increases or that he did not respond to the request for a tripartite meeting before tomorrow’s planned march by private sector and trade union members.

    He made it clear that Government would only review the tax if it fails to meet expectations.

    “I heard that there was going to be this big march tomorrow which private sector employers are paying their workers to participate in . . . . Well you know, a few people got on to me, begging me to meet quickly to head it off. I do not want to head it off, I want it to happen. The people of Barbados have to see what is possible around here, and how far people will go in the pursuit of their perverse objectives,” the Prime Minister said to applause from some in those gathered.

    He however said that, as far as he was concerned, there was currently no real industrial dispute in Barbados to speak of, while making it clear that no government in the world could be run on the basis of “undisguised blackmail”.

    Fruendel got the wrong idea about who is boss and master and who is servant…in this whole thing.

    All the politicians need educating that titles and status given to them by the people…DO NOT MAKE THEM MASTERS of the people…they are servants…., being paid a salary to manage the PEOPLE’S government…

    ….in this case mismanage the people’s government…which is criminal and they should all, every slave minister…be severely punished, by the people, their masters.

    What has gotten into Fruendel…why has he lost the thread of his role as servant of the people.

    If he really wants to do something and has any balls and backbone…he should call in every loan given to the minority business people, which the government used tax dollars and NIS pension money to do…

    ………strong arm them into paying their overdue taxes and vat……, start acting like he works for the people and not the minorities…if he wants to act like a master, start with that.

    In summary:

    In 2008 there were 32,000 civil servants. At 5% retirement per year, there would be 20,000 now if the DLP did no hiring. Obviously they hired lackies.

    Their single goal is to keep those people employed until the next general election at all costs because, under the union’s ‘last in, first out’ rule, 99% of any civil servants fired would be DLP lackies.

    The 2017 budget is going to bankrupt this country and not achieve its income goals. It is a non-workable budget by the analysis of everyone except Sinckler.

    The only way we can move forward is if the 2017 budget is revoked and a new budget that includes the IMF put in place. Those proposals were already put forward by a working group made up of gov’t, central bank, unions and private sector. There is no mystery as to what needs to be done.

    The unions only want a salary increase to offset the increased cost of living, they care nothing about everyone else who has to live with it.

    Any Bajan who understands the math therefore cannot support the unions, it would be to their detriment.

    The two egotistical maniacs Stuart and Sinckler are not going to repeal Sinckler’s budget.

    I really don’t see what there is to talk about. These are problems for the next government.


  8. The elephant in the room is where do we find the fiscal space given the cost of servicing our debt. One way is to reschedule and or reduce the interest cost. The only entity in town is the IMF but it will take months to negotiate a position if this path is undertaken. It is what Dr. Woorrell has finally and reluctantly had to admit. By the march and last budget it is clear Sinckler is stocking the treasure chest to unload come election time, the march will continue to signal discontent and unrest.


  9. Mr Stuart is reported to have said that he, the unions and the private sector head agreed to take certain actions in relation to salary increases if the NSRL performed as government hoped. It appears that the unions and the head of the private sector disagree with him. I tend to agree with Mr Stuart’s version. He has never LIED to us, not even on the floor of Parliament.

    Mia better dont get it in her head that she can return to parliament with these same nasty practices of this government, if she is elected, talking a good game to be elected and once outfitted with staus and titles start picking up black people’s money by the millions, contracts and concessions and enriching and fattening local and foreign minorities…ignoring the wellbeing of the majority…and feeding criminal activities which will soar when their is no hope and no opportunities for young black people…because those opportunites are all in the bank accounts of minorities for their children…given to them by black governments.

    Mia and these 3rd parties better get it right the first time.., the people are fed up of stupid black ministers and politicians.

    None of this debt servicing or anything else can happen unless the politicians and whichever ministers get it in their heads…that they work for the majority people, are servants of the majority people before and after being elected…

    …unless that is beaten into their heads repeatedly…..you will only get a REPEAT…during and after all their excitement of being elected by the majority people…whom they all promptly forget for years after…until the next election when they want reelection.

    Look at Fruendel’s state…he is a total disaster and working himself into a frenzy…because he never represented the majority people.

    We know it takes at least 6 months for the IMF to sign on to an application.

    We know this budget is unworkable in every way,shape and fashion.

    We know that redundancies in the public service are inevitable.

    We also know that with an IMF approval Grants and developmental loans at preferential rates will become available creating employment.

    We know that with IMF approval investors will start projects in Bim.

    The march should be a call for a repeal of the budget and an immediate application to the IMF or call elections.

    Note no where here have I stated a change of govt is necessary to achieve the above.

  18. Freundel is a boss ! After Barbadians watched the PM provide the evidence of the interaction with the unions and private sector over the past weeks and months, it is clear to everyone with a brain that this is a politically motivated march aimed at regime change.

    The asses that we have leading the unions in Barbados are so political that they are willing to march with a private sector organization which has as its principal recommendation a cut in the public service that will result in the same union members losing their jobs. Of course the NUPW Mottley executive cannot take off their blinkers and recognize this, they are more interested in getting free trips and on the phone constantly with Mottley pulling their strings in the background.
    The workers are just the pawns in this political power grab. It is Bait and Switch. If this was a march organized by the unions to press for salary increases for the government workers , not one of those white businessmen would close their business and encourage their employess to support it.
    When will we as black people learn?

  20. I must say heads are getting hot and people who should know better are making stupid statements not realising that this is a New Barbados where people can go back in history my pressing few keys on the computer.

    It seems that these historical Marshall believe that any thing utter is gospel. My friend Trevor relate this march is unprecedented stating the last time the population came out other than labour was in 1876. Was he mentally stable when in 1991 labour, business sector and endless people came out and march. You can never take the word of a historian since all of them give alternative narratives.

    Who said these words, to whom and what occasion “I ask if we’re getting good value for money in terms of education” Why do politicians keep insulting our gifted populace. You praise them whilst celebrating their academic achievements and demoralise them when backs are against the wall

    On reflection the only thing the union could ask for was a reduction in NSRL for which they are seeking dialogue,anything else would seem to be telling the govt how to rule.

    It seems to be a shrewd move as in typical fashion the PM and his advisors egos take over and refuses a reasonable request….so it will escalate and more than likely end up where Sandi’s approach ended……people who refuse to learn from history.

    The next X months will be interesting as we see our country deteriorate further all over politics.

    And what is ever the reason that any country devolves to warfare and sectarian strife if not due to politics!

    Clearly a duly elected govt is given a mandate by a majority of people to make hard decisions for all the people….that is politics.

    When another vocal majority of those people finally reject ‘that basket of policies’ enacted by their government the country will deteriorate into protests until the policies are changed or a government is given a new mandate at the ballot.

    That too is “all over politics”. And we would want it no other way.

    Our friends in Venezuela or Crimea would LOVE to be deteriorating as we are!

    The Social Partnership was formed during the recession of the early 1990s.

    Ironically, and similarly to that period, Barbados is currently going through a recession, the unemployment rate has been increasing and there is a threat of social instability.

    During the 1990s, government and the private sector met to discuss developing adequate socio-economic policies. Both sides were prepared to engage in social dialogue as a means of reducing tension and possible social unrest.

    The difference is we now have a prime minister and members of his Cabinet who are not willing to engage in social dialogue with stakeholders, but prefer to discuss these issues at DLP annual conferences, constituency branch meetings, lunch time lectures at their George Street headquarters or any forum where the DLP’s faithful gathers.

    Additionally, before the Budget, the MoF usually meets with the various private sector associations, CTUSAB and other special interest groups, as mandated by the social partnership protocols, providing a forum where all sides could give an input to the development of socio-economic policies.

    As you are aware, this is just a “window dressing” exercise, because when the budget speech is given, it usually contains ONLY those policies developed by government.

    The Barbados Social Partnership in the current economy:

    1) The Barbados Medium Term Growth and Development Strategy: which failed to achieve the desired objectives

    2) The Barbados Action Team appointed by the Prime Minister: I have not seen any information which suggests that such a team was appointed.

    3) The home-grown stabilization and growth plan: similarly to the Medium Term Growth & Development Strategy and the Medium Term Fiscal Strategy, has failed to achieved the desired objectives, evidenced by the 19 or 20 credit rating downgrades.

    4) Avoiding devaluation: so far government has avoid a devaluation of the Barbados dollar

    5) Containing unemployment: government has not been successful in “containing unemployment” because many of its policies, especially those relating to taxes, have forced the closure of many businesses.

    6) Dialogue as government cut expenditure

    7) Dialogue as companies adjust

    8) Dialogue to maintain or restore stable IR climate

    As it relates to 6, 7 & 8, we are all aware that this DLP administration does not find it necessary or important to “dialogue” with any association, individual, union or special interest group, and any criticisms or suggestions that do not coincide with their agenda is deemed to be anti-DLP or the critics and individual providing suggestions are cussed (especially by Chris Sinckler) and categorized as BLP supporters.

    The current industrial relations climate suggests that this DLP administrations did not find it necessary to dialogue to maintain and restore a stable IR climate. And we cannot expect anything different, when the government and its supporters are now accusing the unions of being led by the BLP.
    The DLP created this hostile IR environment by attacking the new union leaders. Recall during one of his signature “rants and raves,” he used his usual pejorative remarks to describe the union leaders, to the delight of DLP supporters.

    This DLP administration also went as far as using their operatives, (orchestrated by former DLP candidate and UDC Director, Derek Alleyne) to bring TWO FAILED no confidence motions against the new NUPW president.

    These types of activities and government’s overall attitude only serve to undermine the social partnership, and it is on this basis that I believe the social partnership IS NOT delivering on its mandate.

    If you put your hope for Barbados in Mia Mottley with prime ministerial power and a bunch of clueless neophyte candidates, you are setting up yourself for extreme disappointment.

  33. The talk about businesses using black labour is insulting and ironically self-hating. Imagine four black dominated unions get the white dominated business class to join them in a march against government policy, and a bunch of black jackasses see it as white business people using black labour. Isn’t black labour using the white business class too? Are they saying that the black people leading the unions are too stupid to make a decision that benefits their constituents?

    99% of the people who keep the door of these businesses open ARE BLACK…

    Business people did not get where they are by being stupid…unlike the idiots of parliament…

    If they knew their survival going forward would not be negatively impacted by government’s shortsighted decisions….not only would they not join the unions march….but they would fire each and every one of their employees who tried to march….

    Selfish yes….but self preservation…

    They are making sure they survive in a black majority country….they dont give a damn about their slave politicians and slave ministers.

    It’s now the slave ministers and poliiticians turn to understand that they are elected to competently manage and serve a majority black population…

    Which is why thousands of years ago writing was invented, so that things can be put in writing, read over by both parties to the agreement, and by their advisers, and then the written agreement is signed by both parties.

    Since Stuart is far better educated than the Herbert, he know this. So my question is why not a written agreement. Why are we deciding on the sy-so of two old men?

    Where is the written agreement?

    Why no written agreement?

    I can’t believe that two big men expect to run things on “he say, she say, them say”

    To respond to your question, I ask, “what agreement”? Has anybody AGREED on anything? IF, there is some agreement, I would hope it be duly documented.

    The PM said, subsequent to their phone dialogue, he received a letter (written communication) from Herbert. Which he said he read and re-read.

    The PM is a lawyer, Herbert an actuary…both advanced educations, I am sure they are both suitably qualified to have an intelligent discussions and written exchanges.

    Further, the PM prefaced his comments by letting us know that under the laws of Barbados, the cabinet under his direction, has the sole authority on certain matters. As such they do not need to agree with anybody else, they have been duly elected.

    This is a fact (not fake news); I expect Herbert to be very aware of. Hence my surprise, and disapproval, that Herbert would write the need to “avert social unrest”. That could be construed as an implied threat, versus a consequence of actions taken/not taken.
