David Estwick, Minister of Agriculture
David Estwick, Minister of Water Resources

According to media reports Minister of Agriculture, Fisheries and Water Resource Management Dr David Estwick has scheduled a press conference for later today (07.10.2016). Estwick has been the target of severe criticism because of the inability of the Barbados Water Authority (BWA) to achieve its mandate to deliver potable water to ALL Barbadians.

One hopes that Estwick will treat Barbadians with respect AND assume an empathetic posture later today by leaving his usual blustery and bombastic approach at Hoodies’ door.   BU agrees with Dr. George Belle that the ongoing water crisis will have political implications for the Democratic Labour Party (DLP) when the bell is rung for the next general election. It does not take evidence-based analysis to determine how long suffering residents in the areas of Barbados affected by water shortages will place their X.

One has to wonder what motivated Estwick to state recently, he intends to treat the water issue  as a national problem in response to the question why he has not reached out to residents of the most affected areas. He is technically correct to say his mandate must be national in focus, BUT, the reality is that there is an area in the North of Barbados that is being affected.  Any sensible politician should appreciate the need to establish an ’empathetic connection’ with the affected residents.

Human beings cannot survive without water – the infrequent supply to areas of Barbados has served to increase the level of stress of residents in the affected areas. This is an important observation in the context of a Barbados gripped in a protracted economic crisis for the the last eight years. And there is no light at the end of the tunnel!

BU and others have written voluminously about the water problems afflicting Barbados.  The poor management; communication, planning etc. Residents in the affected areas must be grateful in 2016 to be receiving the many gifts of water. The many acts of kindness must be commended BUT it does not absolve the BWA and David Estwick from the responsibility of ensuring ALL Barbadians receive water at the tap. One wonders why the simple task of maintaining supplies to the community water tanks is not being achieved. Why rapid response teams are not being satisfactorily mobilized to fix burst pipes. Why we cannot manage efficient customer contact centre operations to respond to dissatisfied subscribers.  Proactive communication alerts via ALL channels. The website of the BWA is wholly inadequate in 2016, there is no visible Facebook and Twitter presence to efficiently exploit the digital platform in a country with  deep Internet penetration.

The BU household will join many concerned Barbadians later today to listen to Minister David Estwick. Our expectation is that he will leave the political rhetoric for the political platform and deal with how his ministry plans to relieve the suffering of Barbadians in the North of the island.

  1. @ Mitchlans

I am sure that my colleagues at the Barbados Wants Change team wish to give you a heartfelt welcome as the New Director of Graphics Art at the Barbados Underground sub page.

Management of BU will assuredly meet with you to discuss your salary.

I should advise you not to be like me and work for nothing lolol other than Freedom of Our Nation.

The nation that i am speaking of is not the Nation Newspaper which is manned by Roy Morris which is not free, both in its editorial content, which is muzzled, nor its cost.

Everything that you voiced there is possible, de ole man shall see, if time permits…lolol

  2. Estwick explained himself with a distinctive assessment in accordance to realities and the facts which have been problematic to the water issue.
Now the yardflies can injest and digest which ever parts of the address best fits there political war chest

  3. An interesting speech from which I gathered the following:

1997 a study was done showing that we had reached the limit for available water

2006 a similar study with the same results

2016 Govt will attempt to rectify the matter by getting rid of the 50% wastage, reinstall a rapid response team for burst pipes, install ??desal plants, make mandatory water tanks at houses, increase water bill……….have I missed anything??…..oh timeline ???

  4. The press in Bim are the pits. I couldn’t believe the questions session would finish without a member of the press asking minister Estwick about the reverse osmosis plant earmarked for the Belle.

  6. St Joseph baby born dead. BWA’s wine into new bottle, still goes bang!

  7. One thing that I must go along with minister. Why does the Town and Country Planning Department insist that buildings over a prescribed size must install underground water tanks. I know of many buildings that have done so over the last 10 or 12 years, and that stored water has never been used once. In fact one such building has turn the top of its water storage tank into a basketball court, which in the long run could spell danger for those players.

  8. mitchlans October 7, 2016 at 2:03 PM
Also it can provide a permanent market for those vendors, just a stones throw away, many of whom , have no option but to sell their goods at night to really make ends meet.

  9. I do not live in St Joseph,so when the frequent water outages were affecting them, it did not worry me too much.
I do not live in St Thomas,so when they were added to the water shortage list alongside St Joseph,it did not bother me.
I live in one of the other communities now plagued with frequent water shortages, and Gah blummah I am calling on all of Barbados to come to our assistance.

  10. Bajan in NY October 7, 2016 at 4:23 PM
But why are you surprised? Isn’t this the same media which the Prime Minister, earlier this year invited to Illaro Court, stuffed their guts with food and drink, with the extent that they stricken with lockjaw .

  11. @Piece, Hants, David etc:
No one from Canada in official positions should talk about Barbados water, its problems and anything to do with water. The people of Ontario have Lake ONTARIO, ONE OF THE LARGEST BODIES OF WATER IN THE WORLD, from which to draw and purify their water. SNOW FALLS EVERY YEAR THAT REPLENISHES the lakes and rivers, and yet Nova Scotia is suffering because of the drought; wells on peoples’ properties are drying up and rivers and streams are running dry. They have had to bring in water from other areas.
The people of HALIFAX; ESPECIALLY in the First Nations reserves where the water is so highly contaminated with Manganese; which renders the water deep brown; almost black, and other chemicals, that the water coming through the taps are not even opaque they cannot be seen through. Ask Mr. Parisien to publish the findings on the water in Halifax. The water in Barbados is not contaminated. What were the supposed findings.? Let us know what the lab results were, where was the water taken from, and where was it tested. For decades and decades the water we were drinking has passed through lead pipes from the time they were installed. However the water still contains levels of lead that are below the levels acceptable as contaminated levels.
The drought is world wide. The charts presented by the Minister of Agricultural are available for all to see that the rainfall in 2015 is almost 50% of what was the average of 52″ per year.
When will Bajans (Well Well) have confidence in their own, their training and their knowledge? We have been drinking the water from our aquifers for over three hundred years. All of a sudden we have confidence in water imported from countries, where we don’t know where it comes from, where we don’t know if it is recycled water that has been put in bottles, labelled with fancy labels and that has not been tested for any chemicals. We had bottled water, chosen at random, from randomly chosen supermarkets, tested in the Microbiology department at Cave Hill, and found contaminants in many of them.
We understand political motivations for expressions of concern, but facts are facts.

  12. @ Alvin Cummins, who wrote “No one from Canada in official positions should talk about Barbados water.”

    Seriously ???

All that should matter is if he is telling the truth. It doesn’t matter that the water in Toronto sometimes smells like river water.

What matters is that Bajans can ask the Government to respond.

If you care about Barbados you should be lobbying your DLP ministers to fact check the Canadian.

  13. Well Well & Consequences Avatar
    Well Well & Consequences

Alvin….ya fraud, all you talking, you are up in Toronto drinking the same water….I never drank the water in Canada, New York or Barbados…..without boiling it first.

I will never have confidence in or put my life in the hands of government ministers whose only skills set consists of taking bribes to do their jobs.

You can have confidence in the asses in Barbados, while drinking the water in Canada,

  14. “Dr Estwick said the duties on the eight tankers were waived by Minister of Finance Chris Sinckler.”

So Tankers were in the Port waiting for “Duties” while people waiting days for water.

    Unfreakingbelievable.

  16. Alvin, wtf does water quality in Canada have to do with water quality here. As usual, as soon as someone gets close to exposing the truth about anything in Barbados, they are either lampooned, or told to go back to their own country. God feckin forbid anyone should actually DO anything about dealing with the issue being raised.

  17. @ ac,

anything sentence that does not begin and end with quotation marks is the opinion of the writer and I am sure everybody else on BU knows that.

  18. OK so you hants made a statement based on what proof or evidence to support your accusation,

First ya gotta ask if taxpayer’s money paid for the tankers….do they belong to the taxpayers, if they do we did not need to know duties were waived….only that people will be getting water tonight…unless there is something sleazy going on as usual.

Mitch…dont mind that jackass Alvin..he needs to address the lack of water and when the government will be dealing with the water threat in the Belle…

……all the while Alvin will be drinking brown water out of Lake Ontario…he would prefer that to risking his life in Barbados.

  25. @Hants

The Canadian diplomat asked a simple question-why has the Barbados government not completed the osmosis plant at the Bell with funds made available by the Canadian government. All the other bullshit posted by Alvin remains as described.

    >

  26. I understood EStwick to say that duties on the tankers were waived , however what is in question is your reference to the duties which you linked to the tankers not released from port which you then reasoned as a cause for the people not getting water,
Point being that there is no proof or evidence to suggest or assumed that the tankers were not released because of duty tax or even use your statement as a example as to why people were not getting sufficient water

  27. Hants tell your canadian official Barbados is already in debt and it does not need any more pure and simple. In the meanwhile Barbados first priority is to dig up those two hundred year old pipes that is rusted and leaking water before our contamination levels in the water are out of the required standard for drinkable water what good is an osmosis plant when the pipes by which water should be pass are old broken and decayed

Could it be David that there was not a chance in hell for any consultancy fees or mobilisation fees to be garnered from the Canadian government?

Stinkliar’s petty and arrogant dismissal of the diplomat will be to Barbados’ detriment.

  33. Prodigal
Sinckler is a boy doing a man’s job.He simply has no class,no manners. The last politician who tried that is now in the PPP opposition in Guyana. She went to a party at the Ambassador’s there and in addressing the gathering as a minister of the then PPP administration proceeded to tell the US Ambassador to butt out of Guyana affairs using some caustic language.
All the work that Errol Barrow did in networking with his friends in high places like Lord Douglas in the U.K. and Pierre Trudeau in Canada, these morons including Stuart,an unknown entity outside of St Philip South which rejected him and St Michael South,Sinckler doesn’t know his place in the scheme of things.Just now Bajans might have to join most of the other Caribbean islands and require a visa to visit Canada. You never bite the hand that helped you build Grantley Adams Airport to put your country on the map in tourism starting back in 1949.Canada has always proved its faith and confidence in Barbados and Bajans. It would be a stretch to expect better from this crowd of wild boys.

  34. Well Well;
How come you have not accused Parisien of being a fraud and a scam artist? What do you know of him and his motivations? When was this “deaL” SET UP AND WHICH ADMINISTRATION IN CANADA APPROVED IT? DO YOU KNOW IF OTHER DEALS HAVE BEEN ARRANGED SINCE THE FEDERAL GOVERNMENT CHANGED? WHAT DO YOU KNOW OF THE DETAILS OF THE AGREEMENT? HOW COME NONE OF YOU CAN PRODUCE COPIES OF THIS agreement? When Parisian says”…it means that suddenly 30 per cent of people in Barbados wouldn’t have water to drink. This could be a real disaster and this could be also [a disaster] for the tourism sector, and all that, Parisien added.” my question is Which 30%? How do you determine 30% of the population, when everyone in the island who drink water from aquifers located at different sources in the system? What sort of contamination is he talking about? You see I just don’t jump on a bandwagon, I question a lot about the bandwagon. Who is driving it? Who is directing it where to go? Where is it going? What is the objective of the drive. How come you have not asked DD to investigate on your behalf?
As I told you, people in Barbados have been drinking the water for over three hundred years, without adverse effects due to the water. I have never bought a single bottle of bottled water, and have no intention of buying any. If I felt there was a need to get rid of Bacteria I would boil the water, or more simply add a teaspoonful of Bleach (sodium hypochlorite) to a gallon of water, that will purify it. It is a waste of money and scarce resources to buy bottled water, especially bottled water from overseas which has to be paid for with foreign exchange.. I have other uses for my money. If people have doubt,s boil water and bottle it yourself. Our people have suddenly become so nouveau riche that they cannot do without bottled water, and follow all sorts of unhygienic practices when using it. Putting the bottle to their mouths; where germs get into it, then they cover it and walk around with it in the heat; which incubates the organisms. This increases the multiplication factor, and since they hardly empty the bottle, they will put it to their lips again, ingesting some of the bacteria again and reinoculating the remainder of the water.
This will continue until the bottle is empty. Thus they will have ingested a bottle of contaminated water.
Better to get a glass of water from the pipe when one is thirsty drink from it and get rid of the rest.
    Hants,
You know what I am saying is true. You must have seen The national, earlier this week and seen the news about the situation in Halifax. Or you would have read about it in The Sun, and the Star.

  35. Gabriel, David, Well Well et al,

THEY HAD TO SIGN A CONTRACT TO WORK FOR TWO YEARS, AFTER WHICH THEY COULD APPLY FOR LANDED IMMIGRANT STATUS. It was not granted automatically.
AND YOU FEEL WE SHOULD BE OBLIGATED TO THE FOREVER? BITE What hand what.
We owe them nothing. OUT PEOPLE WORKED HARD FOR WHATEVER THEY GOT.

  38. @ Alvin
    Ya ff’ing idiot!!
The man asked a SIMPLE question of a minister of Government, in a forum where the MoF agreed to respond to questions.
It is a question that SHOULD HAVE BEEN ASKED AND ANSWERED long ago…. and the possible consequences of having taken no action should have been discussed with Bajans LONG ago – by the government.
Who else but you will believe that the DLP can be trusted with our welfare after this….?
    Steupsss…
Can’t you just disappear quietly somewhere ….. PLEASE?

  39. Alvin is wrong on every issue……………and he never learns.

The DLP has never done anything wrong for him even though they have been mismanaging this country since 2008 and confirmed by the constant downgrades to the point where we are at junk bond status. Two UWI economists recently confirmed what we already know that Stinkliar does not have clue to what he is doing.

Hi Alvin, as a so-called microbiologist, technician or otherwise, you ought to know about the kind of contamination the brave man is talking about? Why shoot the messenger instead of understanding the gravamen of the message he is delivering?

The man is referring to the 30% of the population served by the Belle pumping station delivering millions of gallons of water to the ‘conurbation’ making up the greater Bridgetown and the outer St. Michael area. There is a pressing need to provide modern sewage facilities not only to the West Coast but right across the island where there is a high build-up of housing for both domestic and commercial uses and not yet served by any existing sewage facility.

How do you expect to shit and piss and dump millions of gallons of dangerous chemicals and other toxins in the same water from which you expect to source your same potable supply without paying a heavy cost in return?

The ‘construction’ of the much talked about Browne’s beach is a perfect example of what Nature can do when mankind is working in harmony with Her. If not for the sewage facility in that area there would have been no modern Browne’s beach.

The message which the man ‘de Paris’ is delivering is nothing new but a stark reiteration of the pending disaster to the country’s public health if the situation is left unchecked by your inept uncaring corrupt administration.

Let your administration continue to dig its head into the sand of arrogant incompetence and kickbacks while playing Russian roulette with the country’s health system (including the awful state of the management of its garbage) and you will soon see what your little island will turn into socially economically and otherwise.

Next time you are in your little island capital of Bridgetown just pay a visit to the Fountain near to the cenotaph in your Heroes’ Square and sit next to the same Fountain (among the vagrants and all) and cogitate on the significance of the imagery on display.

Water in its clean and healthy state is vital to life. The opposite also holds true. May Hygieia have mercy on your sorry asses.

That’s your lesson for this period, Alvin. Now run along, old dog!

…..and while ya at it you may want to tell me, where did the diplomat Parisien get his Canadian diplomatic passport and diplomatic status from….did the Canadian government tell you he is not acting on their behalf….when have they started confiding in you.

There has been years of communication between Barbados and Canadian government which Barbados has been not acting on…

…… if they mess with this dude Parisian with their arrogant, backward selves, they risk a diplomatic incident…..with Canada.

Jackass Alvin is crying grievances from 50 years ago, but it his his party agrred to allow black females to work in Canada as domestics after independence, both governments ageed to reduce their people to domestics post slavery because they were unable to create jobs themselves………and 50 years later post independence none of the ministers have the brainpower to create jobs…a useless bunch of parasites on the treasury sitting in parliament.

Ask him how quickly he ran back to Canada when he took sick in Barbados and ended up at QEH…he has no empathy or sympathy for his own people…..he believes everything is the people’s fault as long as it’s the illiterates in parliament violating their rights.

…….just the way he speaks about the CLICO victims robbed by David Thompson and Leroy Parris, sick, elderly people, people who have either died in distress or now living in poverty because of those 2 thieves….is a stark indication of the nastiness in Alvin’s mind toward his own people…..a polluted mind.

Because Alvin…..as long as the greedy corrupt pigs in parliament are not running to jump into bed with Parisien, there are no bribes or kickbacks involved, eg Clare Cowan of Cahill scam of which you were a part, Del Mastros scam which you defended…..therefore, what Parisien is alluding to re water treatment. … cannot be a scam…that agreement for funds from Canada would have to be airtight, no wiggle room to skim millions off the top for their personal use…

Therefore the ministers are not interested. …they prefer dirty drinking water kill the people if they cannot get bribes and kickbacks….from the contract…retards.

  46. @ Prodigal Son

I just wish to respond to a point you have made in the latter part of your above statement to ascertain a better understanding of the political process in Barbados.
Now you have alleged: “That two UWI economists have recently confirmed that the Minister of Finance does not have a clues as to what he is doing?”
And my observation is this: if the Minister of Finance is charged with the responsibilitbility of unilaterally formulating economic policy for the island of Barbados, then there is obviously a big flaw in the system of governance there.
And I don’t wish to make the comparison between the United States of America and Barbados to substantiate my point, but here in the United States of America, the President has what is called: the council of economic advisers, an agency within the Executive Office of the President that is charged with offering the President objective economic advice on the formulation of both domestic and international economic policy.
Having said that I shall conclude by saying this: if such a council doesn’t exist in Barbados then the two UWI economists can very well give of they academic insight to effectuate such a council for the over betterment of the island, rather than rendering some arbitrary economic analysis to arouse the ever increasing fears of Barbadian electorate.
