To DPP Charles Leacock: Why Did you Drop the Case Against the Duecks?

Many Barbadians read the story that appeared in yesterday’s media Charges dropped against couple with some interest including members of the BU household. Why did Director of Public Prosecutions Charles Leacock QC drop the matter against Barry and Barbara Dueck? You mean to say not even one charge could have been prosecuted out of the five :-

  1. Money Laundering
  2. Theft
  3. Buying and selling foreign currency, to wit, United States currency, to people unknown outside of Barbados without the permission of the exchange control authority of the Central Bank of Barbados.
  4. Charged  with carrying on an international financial service when he was not licensed to do so by the Central Bank.
  5. Charged that he held himself out as a trader in securities without being registered with the Financial Services Commission

Poor Philip Nicholls must be wondering what must a man do to have money laundering charges dropped by DPP Charles Leacock.

  • Who are these two individuals who made the accusations, Jean Delangis of 411 St Peter’s Bay, Road View, St Peter and Robert Richardson of 10 Forest Hills, Royal Westmoreland, St James?
  • Did they ever attend court when the case was called multiple times?
  • Did they withdraw their complaint?
  • If they did and as the complainants in this case did they have to pay court costs and also for the resources expended by the court, police, prison etc and taxpayers of Barbados?
  • Did they use the Barbados court system and prosecutors with an accusation of theft for their own personal vindictive purposes?
  • Was the prosecution duped into bringing these charges on their behalf and is there a case of negligence/incompetence to be cited?
  • Has or does anyone in the prosecutors office ever golf and socialise with either of the theft accusers Jean Delangis  and or Robert Richardson?
  • Were some of the charges like money laundering, buying and selling foreign currency etc. simply “trumped up” without any basis whatsoever in law and would have been clear to any first year law student?

Can we expect a peer review of this case?

How about a careful analysis by the respectable traditional local media.

The public has a right to know!

    How about the information on why the charges were dropped being made public.., these people are trying to project innocence, which is highly unlikely. ., more likely than not, the money was repaid.

    But they should still be charged for acting like they were operating their own central bank in Barbados…will they be monitored going forward…..because once that scam is lucrative, they will do it again.

    Since the DPP Leacock cannot be trusted to prosecute certain people in the society, none of his actions nor anything he says can be trusted.

    This is business as usual.

    We remember well when this DPP walked into a court and informed the Magistrate that his office had no interests in pursuing charges against the son of a well-known journalist caught with hundreds of pound of marijuana.

    These kinds of back-room dealings happen all the time. Files can be made to disappear, pressures can be placed on certain people to decide cases outside of courts etc.

    David, this is your Barbados. What the country has always been.

    More likely than not the retired Bishop was being a prick. Summoning a grown man. Well I never heard such nonsense before. Reading a lesson ain’t that hard. i started reading lessons in Anglican churches when I was still a child.


    It is real, real easy. It is not a task that would require a Bishop to summon and train an adult or a child.

    As I said I have been doing it with NO training since I was a child.

    I must confess that i was quite perplexed when i read the read in the newspaper, you mean that not one charge was good enough in Law for the case to be heard and possible conviction ? strange that only poses the question how come? there must be a bunch of poppets in the Dept.

    I am aware of situations regarding the DPP where his actions have been not what one would have expected of someone in his position. maybe the CJ should have a look at this matter, then again…………….

    Just like that? No explanation? None was reported in the press. Was restitution made or did theft and stealing accusers Jean Delangis of 411 St Peter’s Bay, Road View, St Peter and Robert Richardson of 10 Forest Hills, Royal Westmoreland, St James decide not to proceed with their complaint.     Piece…the DEA came up with a bogus plan to extradite the 3, the case had already been thrown out ipof a federal district court in Washington if I remember correctly from the papers in the US,., the judge had warned the governmen not to bring that case back in his coutroom and told them to release the Guyanese guy they kidnapped in Trinidad, because the case was bggus.

    Up comes the as*hole for a DPP in Barbados with the clown for an AG Nitwit Jackass…knowing the case was thrown out…butbeing the slaves that they are, still arresting Hawkesworth and the other 2 dudes and imprisoning them illegally in Barbados.

    Hawkesworth sued the US government for their slickness and they had reached a settlement, he was supposed to do his thing with attorneys re the money the same day he was killed…his estate will receive the funds…we now have to wait and see who was really behind his execution…for what it’s worth, although I love to beat up on the US…I dont think they had anything to do with it, this seems to be closer to home.

    I know that I should let the internet be my friend but …

    Were there enough details to speak to

    (a) if in fact there was a shipment, notwithstanding the trumped up charges?

    (b) if in fact the shipment was intercepted? that is to say, even if they had no case against the parties, if a consignment was lost, then it might seem that, depending on the size of the shipment, there was still a matter of “account reconciliation”

    It would seem like the amount is rather significant and that parties would be discommoded by its loss. De ole man has no idea how much stuff like that is worth.

    (c) Do these 3 fellows have the wherewithal to buy the amount of product that was involved? If so then it would seem to point to an “internal reconciliation of accounts” If not, that would suggest bigger fish with a “who was it for” question?

    (d) Was the fellow who got killed a “high flyer”? One can only speculate on these things that if you are involved in a situation where by your own “lifestyle advocacy” (see the rings on the wif’s fingers?) that if you are at the centre of a significant loss of income for a large enough shipment and your lifestyle continues to be fancy, should you not make “restitution” while living large there is going to be a problem!!

    (e) Who are the other “co accused”? Are they living “large” as well?

    (f) Just saw that thing about 2 years in maximum security. hmmmmmmm!

    Look at the effort we spend to grow/manufacture, process, distribute and safeguard drugs, illegal arms, dishonest activities and the works nuh WW&C

    It makes you wonder why we cant put that same energy into the cure for cancer and other diseases, poverty, war, famine etc.

    As far as I can remember, there was no shipment involved, some DEA dude or snitch turned up with a suitcase of money and when Hawkesworth told him he is nio getting into any importation, he knows nothing, apparently, that is what I heard transpired and apparently the District of Columbia judge heard as well……the DEA dude gave a statement to the contrary, filled with lies…and swore that they had made plans for some shipment or other…hence the case involving the kidnapped Guyanese dude was thrown out in the US…which should have created the domino effect of all accused being released in Barbados, but as I said, a corrupt and nasty DPP who only locks up certain people on the island and a Nitwit, Jackass attorney general, and it ended up in illegally imprisoning the accuseds, lawsuit for my friends, the slick US….and someone, not the dead dude, becoming very wealthy.

    Many of those who are supposed to be doing as you are saying, as leaders, are themselves involved in the same trade…so it will not happen anytime soon.

    This is slowly starting to make sense.

    Now one sees why the DLP sought to ensure tenure of service the DPP.

    There are 4 threads running here.

    The first is DPP’s extension for services rendered and to be rendered. But he ging be retired at 62 given the change of government that is coming

    The 2nd thread is the issue of the GoB and the implementation of the Immigration & Fingerprinting scam, against the law. Adriel Nitwit and MoF Stinkliar, aided and abetted by Fumbles sought to outwit the GoUSA of several millions of US currency for this bilateral aid project.

    So, in order to appear as collaborators, poor trio, albeit a verified trio in the trade, were offered up as the sacrificial lamb for the GoB/GoUSA exercise where all three DLP ministers would apply there lips simultaneously to the assholes of the DEA and suck, ergo trumped up extradition.

    The 3rd thread is “Fast laning” one’s Career. Field Service Officers, depending on (a) your duty posting and hazardous pay ammmm encounters and/or (b) your efficiency in meeting deliverables, are “fast-laned” through the ranks which ultimately lead to appointments in Washington.

    Advancements on the backs of ingrunt corrupt african and west indian read third world, low totem pole crooks, (very rarely is it big boys) guarantees that for you, certainly a cross border arrest of a small time fellow and an extradition will be a stellar commendation.

    The DEA agent and his team here in Barbados were inexperienced and overzealous. I guess that by now they will have forever understood that bajans are a special breed of brass bowl from prime minister to the man on the corner, we are just one tree height away from simians read gorillas

    Hawkesworth does not appear to have “bitten” the first bait offered with the $$ from the DEA agent.

    Thread 1 & 2 were employed, with their initial “partial success”. But instead of extradition he was incarcerated.

    This suggests that there seemed to have been a more substantial target that was being sought because ****

    This would also account for the maximum security “facility” that was accorded him during his 2 year incarceration.

    Thread 4 is the most speculative of this Ludlum (heheheheheh) extrapolation. “Putting the fox among the chickens”. It is apparent from recent happenings on Friday that, while CH escaped the first pass for extradition, he was not so lucky to escape the 2nd pass.

    If (either of) the men assisting the police are (a) either of the two remaining parties to the trio and (b) that said party approached the police then that would confirm thread 4.

    CH was not seen to be a “standup guy ergo Bakers which would suggest that he was not killed for account reconciliation but because he appeared to be a potential snitch and something as circumstantial as tickets/a pending trip might have caused people to wonder.

    I am wondering if you did not over-analyze the CH situation. In addition to a number of secret prisons around the world, the US has a number of “wink and nod” relationship/agreement with other governments.     …….on this one Gollop was right, there should have been no incarceration of either of those dudes, the federal judge threw out the case against the kidnapped Guyanese since 2003….if I remember correctly, at least 13 years ago, it was in the NYC newspapers and was what the US case was based on….without thst, the whole thing was proven to be bogus…there was absolutely no reason for the dudes in Barbados to still be in prison 2 years ago…none.

    But that nasty, vicious DPP…. both him and the AG were just being their natural slaves self. When you see social media giving them a hard time, it’s well deserved, that is their karma for the wicked things they do to those black people like themselves that they consider nobodies. ..those slaves are a disgrace.

    USG Failed?


    What is more likely is that in order to avoid being extradited to the USA, Christopher Hawkesworth sang like a canary to the USG, hence the USG had no need to pursue an extradition case, because they could use the Hawkesworth info to go after much bigger (Columbian) fish.

    And once they had the info from little Chrissie, he was no longer of interest or of use to them. So the backed off/Withdrew the extradition request.

    But once you have sang on the big boys they will send their executioners to look for you.

    THINK, THINK, THINK Why was lil’ Chrissie driving a hired car instead of his own posh vehicle. To try to be invisible maybe.

    He knew that he had talked. Therefore he had to know that his life was going to end soon.

    In a proper open democracy, the Guyana-born DPP would be compelled to explain the reasoning for dropping cases. As I have said before, he has no right to block cases that rightly should go before a jury. Now is a good time to bring forward his retirement.
    There is also a potential economic crime angle: in an economy that is seriously under-performing, it is common economic knowledge that there will be an outflow of cash.
    Since this is unlikely to be legitimately through banks, or lots of gold, the obvious way is by cash. A million US dollars in denominations of US$100 can fit in the average brief case.
    One wonders how often this trick is used. The best way to avoid this is by banning the use of the Greenback as legal tender in Barbados.
    People with US money should have to exchange them at legally recognised bureaus de change, banks or cambios.
    Allowing people to use the Greenback as an alternative currency is a massive gap in our economic security.

Seems only fair that the photos of the two accusers, Jean Delangis of 411 St Peter’s Bay, Road View, St Peter and Robert Richardson of 10 Forest Hills, Royal Westmoreland, St James should also be posted with this story as they are central to it.

    We have THREE basic problems.

    1 – 50% unaccounted losses.
    2 – Demand for water exceeds the natural sustainable limits.

    – Specific, aggressive, ‘unaccounted loss’ targets must be met… or bye bye responsible manager and key personnel
    – Vehicle availability levels must meet or exceed industry standards ..or time for change..
    – water quality levels must meet industry standards …or else…

    …and how difficult can it be to work out a FAIR allocation for water-use across the Nation – bearing in mind the population, the reasonable needs, and the maximum available daily pumping limits?
    The BILLING system can then be configured to ensure that EACH Bajan has affordable access to his allocated quota ….AND THEN PAYS THROUGH THE NOSE FOR ANY MONTHLY EXCESS USED?

    The damn problems are not even complex – wuh this is a SMALL, FLAT island. Suppose we had mountains, earthquakes, rivers to cross, snakes, and all kinda shiite like most other places…?

    Dog attacked a two-year-old girl a couple days ago and the dog owner has been charged with having dangerous dogs out of control. What about the Haggatt Hall case?
    What is our Guyana-born DPP doing about the owner of the dog that killed that woman? Is he waiting for divine intervention?
