    So I understand that the word making the rounds in Barbados is that another politician who ostensibly started off with some standard middle-class wealth and earning power has made a sizable multi-million $$ purchase of land in a tony ‘rolling’ development in St.George (bordering St. John).

    The lucre from power and position is astounding in this small island!

    Hope everyone had their fair share of jug-jug and their honorable piece of black cake et al…with no pinching from a neighboring plate!

    We alI remember the days that Lillee and Thompson run bout de fellas back there in ’75-’76..though we cut dem backside on the fastest pitch in Perth (go figure)…and years later we remember teams winning the toss and inviting WI to bat…scared to face our fast bowlers.

    Now we getting run bout again and it sure look that we frighten as hell to bat when we win the toss. Oh lawd!

    I wish I could have a peaceful night but an inconsiderate person living near my home is allowed to play music loudly along with karaoke every Friday and Saturday night so that he can sell chicken and chips. The Police have been no help. I also believe that the structure erected to accommodate the chicken and chips business has not been approved by the Town and Country Planning department yet the Police could grant a permit to play loud music and the presiding Magistrate responsible for liquor licenses has granted a license to sell alcohol. Barbados is a hell for some of us.

    About two years ago a guy was forced to close the bar and restaurant he operated on Hastings Main Road because the people living in the surrounding areas (including Dover) complained to the police that too much noise was coming from his place of business. The police and courts responded accordingly…….. he was not granted a liquor license nor was he allowed to continue in business.

    Yuh see how fast dem big up people dat does live in Dover and dem kinda areas so, get dat place shut down?

    Ping Pong, perhaps you are confronted by the following problems:

    You JEST at Ping Pong’s plight, then surely you could have extended similar advice to those people living in the Hastings area who protested against the guy that operated his bar, forcing him to close and lose out on earning a living.

    Or you since feel so strongly about Ping Pong joining the activities, perhaps you could take it upon yourself to confront the representative for the Hastings area and plead on behalf of that businessman. You are a “rank DEM,” contacting John Boyce should not be a problem for you.

    I am disappointed at your for “sarcastically dismissing” someone’s plight. But it is done by your PM Stuart…… must be a DEMS thing.

    I will consider my options. I have tried the “soft” approach which went nowhere. I attempted to reason with the operator to moderate the volume. I did not demand that he turn it off or any such thing. The operator said that I was the only person who complained (which was not true), that he had a permit to play music loudly and that in his opinion the noise could not affect me. Absurdly while the music was playing at a tolerable (to me) level the man walked to my house and proclaimed “what are you complaining about?” My response was that if he maintained the present volume I would not complain but that the usual volume was very much higher. He cut me off saying he had nothing more to say and that he would in fact increase the volume (which he did).

    Artaxerxes may be right when he wrote

    Playing music loudly is common in my neighborhood. This particular situation is more annoying given its frequency (every Friday and Saturday night), the time (usually between 8 pm and 2 pm), the high volume and the nature of the noise (the cacophony of karaoke “singers”).

    Barbadians are very tolerant of noise pollution particularly in so called working class areas. It does not escape my attention that preachers will hold crusades (often with loud, amplified, discordant singing, imbecilic ranting and unsubstantiated ignorant discourse) in these areas but they never hold crusades near Fort George Heights or Prior Park or Warrens or similar areas. Public transport vehicles continue to blast music as these ply their routes.

    My wife has advised to me to give up the “fight”. She points out that the present government proposes to bring legislation to allow (encourage) fetes for the month preceding Crop Over and in fact to suspend any restriction on noise etc for that period under the guise of promoting “we kultur”.

    Simple Simon’s advice is probably the only option left other than trying to sell my house and moving. I actually don’t have any other problem with the man trying to earn a living. I believe a compromise position could be arrived at but the people around me seem to only respond to cussing, violence and the heavy hand of authorities (the police and Government authorities). Discussion, consideration, reasonableness and compromise are not normal to my neighborhood. Argument, abuse, exploitation and subjugation are the normative conditions. The cultural attitude to noise is one which elevates the right to noisy pleasure above the right to quiet peace. Complaints from members of the public whose pleas for police intervention against noise polluters are often summarily dismissed and even scoffed at. It is not uncommon for the very guardians of the law to choose to ignore the law and defend the right of others to make as much noise as they wish, and for as long as they wish, to the inconvenience of others.

    Thanks to those who empathized and sincerely offered advice. To David and the many posters and readers of Barbados Underground may Peace, Good Health and Sufficiency be your state in 2016.

    Unfortunately your experience is the current state of affairs and many Bajans suffer in silence because they think that their pleas for relief will fall on deaf ears. It is a society where the cacophony of sounds from multiple sources is as common as the noon day sun. It ranges from the one man hi-fi in the souped up vehicles to the local preacher who is afraid his sermon will only take root if it broadcast to all within a five mile radius; they are many variants to the foregoing.

    It will take more than an army of one or two (if you include Carl Moore) to wake the slumbering authorities (perhaps they are sleep deprived too) to curtail this but some persons’ complaints have been received and acted upon (see St. Lawrence Gap hoteliers) so maybe, just maybe your complaints will see the light of day and receive due consideration.

    I have called the Police Station to complain about noise from a cavalcade that was vibrating my windows only to be told to take it up with the Minister of Culture. Another government minister is responsible for sponsoring and participating in a band which hold fetes which assail my eardrums until the wee hours of the morning. Though I live a reasonable distance away I can hear very clearly every wutless word the DJ shouts and every wutless lyric to every so-called song. Calls to the police station have no effect.

    It was suggested to me by a sympathizer of the event that I should vacate my house when these events are taking place. That is how screwed up our thinking has become.

    The following excerpts were taken from a January 2010 edition of the Weekend Nation.

    Some of the residents in the upscale neighbourhood are objecting to the operations of the recently-opened bar/restaurant known as FRANK’S PLACE – which is at the JUNCTION of DOVER GARDENS and MAXWELL MAIN ROAD.
    They are charging that the business goes against their property covenants and that the owner Mark Lynch, never sought permission from them for a change of use.

    About 60 people have signed a petition and filed objections against the business with the Town & Country Planning Department, Environmental Protection Department, Ministry of Transport and Works, Oistins Police Station and the Oistins Magistrates’ Court.

    However Lynch, who operates two other businesses – Reggae Lounge nightclub and restaurant Sweet Potatoes in nearby St Lawrence Gap – is claiming that attempts by the residents to close his business are racially motivated.
    He said having been involved in businesses for over 16 years, he had never been accused of breaking the law. He added he had spent over $50 000 to renovate the building, which he was also renting. Furthermore, Lynch said, he had taken over from a SIMILAR BUSINESS that OPERATED on the SAME SPOT.

    There was a restaurant and bar here before and no one objected. A man is going around soliciting signatures from residents and I believe that this is a white and black issue,” said an upset Lynch, who also lives in Dover Gardens. He said this man had “four or five businesses in St Lawrence Gap”.

    “He told me a few weeks ago that he would do everything in his power to stop my business.” Lynch produced a set of documents, which he said the man had sent out to people “all over Barbados” asking them to submit to various departments objecting to his business.

    In terms of the loud music, Lynch said he did not even have a stereo on the premises and even so, he added, the liquor licence which he obtained daily from the police permitted the playing of music.
    “The police came here one night telling me that they had received complaints that I was playing loud music and blocking the road. I asked them, ‘Do you hear music?’ I told them to look on the road and tell me if they saw any vehicles blocking driveways – there was nothing; so they left.

    “The next day I went to the station and an officer told me that a white woman had come in there crying that I had played loud music all night and it had affected her and her children. It was a good thing that the police had visited me the night before.”Lynch said he had recently rented and cleared a spot next door to the business as a parking lot for his patrons.

    Retired Senior Superintendent of Police, Edwin Gay, 81, lives next door to the bar. He said he had no problems with the operation and that since it opened he had been going there for lunch.
    “Music? What music? I never heard them playing music loudly. As far as I am concerned, he is a good neighbour,” Gay told the WEEKEND NATION.


    Ping Pong, I’m sure you can identify with problems similar to those allegedly experienced by the residents of Dover and Maxwell Main Road. However, those residents were able to enforce a closure of Lynch’s restaurant, even though a white person operated a similar business on that location.

    Unfortunately, you may encounter much more difficulty in seeking to address this situation than the residents of that “upscale neighbourhood.”

    I hope you understand where I am “coming from” and hope you get the problem solved as soon as possible

    You have emphasized the point I was trying to make.

    Lynch operated a bar at the junction of Dover and Maxwell Main Road. The white people came together, complained about loud music and he subsequently had to close his business.

    Similarly, if Ping Pong sought action by way of a petition, I’m sure he would not be able to solicit enough signatures.

    I would have thanked the officer on duty for his sage advice.

    Then I woulds indeed have written to the Minister of Culture.

    And the Commissioner of Police [so that he can bring silly officers up to scratch.]

    And the media

    In fact write just one letter. Make copies. SIgn every one. And one morning before half past sever go to the Post Office and have the letters sent special delivery. Ask every one of the parties to propose a solution and ask them to fix a date for implementing the solution.

    I t will cost you a little money, but all parties will have got the message
