BU wishes to ask the Cabinet of Barbados headed by Prime Minister Fruendel Stuart the following questions:

Was Jada Construction – Bjorn Bjerkman – awarded the GROTTO contract WITHOUT going to tender? If so is this a violation of government’s financial rules?

In December last year with much fanfare former Minister of Transport John Boyce launched the Super Saver Smart Card. This is a prepaid card designed to allow customers to ‘top up’ and use to pay for travel on Transport Board buses.

Is it true that the Super Smart Card system has had to be abandoned after less than 5 months? What was the cost of implementing this technology at Transport Board? What has the usage been to date?

A reminder to members of parliament that you have been elected to serve the people.

    All we want to know is whos land they building on ? and where are the deeds,, Seem all land wide open is govt land? and can never show nor say where they get the land from ,COW now JADA , Every Minister like they taking turns making a deal to get 10%of the deal amount
    If they build a hospital for 270,million with nothing on the inside to save lives, Better off popping tents and then to buy whats needed to save people.BLP/DLP make the deal and get 10% , in pocket as the amount runs over, do they also get another 10% on cost over run? What a way to run the govt and CROOK the people ,
    And they still get a pay check on top of that ,,, need to be outlawed .
    Let me stop you all add the rest……

  2. You all alright, election 2013 has to be paid for. Money spent for the glitzy campaign events, the money spent to buy votes on election day including the votes in Freundel Stuart and John Boyce constituencies has to be recouped.

    The government has no money to build many more houses so this may be the last set and I do not think Kellman will be too much into the Jada group. Jada will go next where the stimulus money will be…… road construction.

    BU’s clown price said it best, they put money in the kitty so they now have to be repaid!

  3. That is BU’s clown prince!

    We need integrity legislation fast, but not the type where the Ministers of Government choose the integrity commissioners.

    Church is another good crook all of them going to Hell.,Put up a tent and then build a wall Church and making money on the other foot.Lord knows they dont have a DEED either. When the MPs get out of office they will build a CHURCH to finish sucking the people dry with a Bible in their hands.
    More lawyers made QC , to refill the ranks of WAR against the People

    We need integrity legislation fast , Caswell @ We will not even get it slow to never, Election gone , crooks in the house again.Ponzi govt

  8. “A reminder to members of parliament that you have been elected to serve the people”

    Sounds pretty high minded on the face of it…. after all those that they do serve are in fact people, they are just not the average people on the street.

  9. West Minister First Past the Post is a BUSINESS MODEL …. Barbados is NOT a society, it is a market…!

  10. But given how tings does work in BIM, wunna really feel that integrity legislation would solve these problems? Man if them ever come up wid some integrity legislation, it going to be crafted in such a way that all it go have is gum and no teet!

  11. Fractured BLP Avatar

    I tend to disagree with those on this thread, who argue and say, that politicians have no integrity.

    Reason why ?? : Edmund Hinkson calls George Payne a crook and criminal to his face , his other BLP colleagues were within ear shot…….and not one of the BLPites, including Mia Mottley , has come out and told Edmund Hinkson…..he is LYING !

    Edmund Hinkson indeed has INTEGRITY.

    “Was Jada Construction – Bjorn Bjerkman – awarded the GROTTO contract WITHOUT going to tender? If so is this a violation of government’s financial rules?”

    Is this the same fumbling liar that people like Fractured BLP, ac, TTP and CCC placed high the morality pedestal? What integrity what! The miller told you that he knows the man to be a big hypocrite and liar. Now he is in the business of bribe taking and corruption. Jada is about to build houses in the man’s constituency with no tenders invited from other contractors.
    Have the houses in Valerie and other start-up housing projects been tenanted and occupied?
    Where is the money coming from to finance this GROTTO housing project? Is it part of the mysterious $600 million stimulus package with unidentified funding sources and fiscal implications a massive secret? No one is against constructing more affordable housing but let it be done above board, within the contract awarding rules and to the benefit of a much wider pool of contractors and workers. Housing construction have more spinoff and economic multiplier benefits than, say, road construction or commercial building.

    This administration is destined to be the architect and engineer of this country’s social and economic dislocation and demolition. All the gains made by both political parties during the last 60 years by would come to nought if this madness continues under this idiot of a lying leader and corrupt scammers passing for a Cabinet. Its time decent people kick the integrity stool from under this hypocrite passing off as a person of honesty and commitment to good governance.

  15. Both the DLP/BLP must be permanently removed from the political governmental corridors of this country within the next 5 years in Barbados if not the country will become just like how Jamaica was in many regards in the 1980s and up to now, in the next 9 to 14 years. If they are not replaced in the next 5 years by the “right” people.

    Hence, there will be serious, and in many cases irreversible, deterioration and degradation in many of the social material financial conditions in this country. For instance,

    1) There will be brought about by the interaction of many forces alarming levels of poverty and misery affecting the broad masses and middle classes in this country;

    2) There will be tremendous widening in the gaps in remunerations and wealth between the rich and the poor in Barbados;

    3) There will become the norm the incurring of soaring stratospheric so-called money debt in the governmental, personal and private and other provinces of the country;

    4) The rates at which such so-called money debts overall will be increasing will be faster than they will be being settled;

    5) There will be increasing levels of national remunerations going more towards so-called money debts than towards productive investment;

    6) The real actual cost of use of local money will continue to skyrocket beyond the last calculated amount of 83 per cent for 2011 in 2012, in Barbados;

    7) The real actual cost of use of foreign money will continue to balloon beyond the 76 per cent that was calculated for 2010 in 2012, to the point (close to 100 per cent) where and when there will be so-called devaluations of the Barbados Dollar

    8)There will be prolonged periods of national political economic material and financial depression in the country – Barbados has – from late 2007 – entered its 6th year of this type of depression and decline;

    9) There will be burgeoning dependence – to a point where it becomes chronic – by governmental and private sector people on private foreign capital and investment flows for much of the country’s survival – thus greater and greater amounts of foreign take overs and acquisitions of and mergers with local business enterprises, and greater and greater exploitation of many of the broad masses and middle classes of the country;

    10) There will be excessive reliance – to a point where it becomes acute – by governmental and private sector people on multilaterial financial assistance for balance of payments support, private sector income and for even social sector (money) transfers.

    The underlying casual, correlative and other factors giving rise to or associating with these social political material and financial conditions will also show that not only will Barbados become like how Jamaica was some years ago in those and other relevant regards in the next 9 to 14 years if the BLP and DLP are not permanently removed from the political governmental corridors of this country and be replaced by nationalist progressive people-centered coalitions of individuals, but that far from becoming a world class society and the number one entrepreneurial hub in the world Barbados will also be fast heading towards becoming a second rate Third World country on the present trajectory that the damned DLP and the. BLP have so stupidly thoughtlessly put the country on.

    So, down with the Damned DLP and the Blasted BLP.

  16. Around and around we go. We can’t even ask for an Auditor General Special Audit Report because under BLP DLP governments the Public Accounts Committee although an important organ in the Westminster system of democracy does not function. What is the sense passing legislation to register political parties and transparency legislation but graft/corruption exposed by the AG spanning years goes unheeded?

  17. @ David

    What PAC what!! I keep telling you people that the AG comments on what his auditors report. Those same auditors normally have axes to grind and tend to interview staff that are willing to boost their agenda. The office of AG should not be a public body!!!!

  19. @enuff

    Let us assume what you say is correct. Is the problem then the AG’s reports or the fact that the ‘system’ does not put the report under the scrutiny and rigour that would expose inaccurate information. After all the notes generated by the AG are based on figures,accounting standards and government financial rules.

    Is it not Chris Sinckler who made a special presentation to Cabinet seeking make sure that COW did not acquire Rayside.

    The Barbados Treasury cannot afford Sinckler, Lashley, Bjerkhamn, Maloney and Tempro.

  23. Here is another question:

    It is documented that the T&T government has been subsidizing fuel for CAL which mean LIAT will find it difficult if not impossible to compete on the regional routes they ply. From all reports this is wrong (illegal?). Here is the question, if it were Barbados instead of T&T would the other regional governments be howling in disgust maybe taking the matter to the CCJ?

  24. @ David
    Both.

  25. Plantation………..has a point, exactly who owns the land that is go freely being made available for JADA to build their garbage dumps??

    Does T & T not own CAL………they should be able to subsidize their fuel, LIAT is no ones cup of tea………was there not a cheaper Airline in the form of Redjet, what happened to it?

    The AG is in barbadostoday.bb discussing building a new juvie hall for Dodds boys and he slipped in a little quote “well you know we are having some financially challenges”. What is so hard about the PM letting the taxpayers know the country is dead broke? everyone already knows, it’s just to make it officially known now.

    Ralph Gonzalves is a pure a wind bag not to be trusted and Froon must be careful around him.
    Gonzalves cant make Trinidad do squat he nor Bdos has any leverage over TnT.
    Gonzalves adept at one thing and plenty fat women already complain to police about it but didnt receive statisfaction.
    The Kamla woman will dismiss Gonzalves as she does other caribbean leaders who come to Trinidad cap in hand.
    Barbados should send a low level civil servant on the mission with Gonzalves to TnT.
    Keith Mitchell of Grenada another penniless leader with plenty of mouth and empty big talk is now in TnT on his knees begging Kamla for money.
    What fuel subsidy to CAL what.
    Its TnT’s money and oil they can do as they please.

  27. @Plantations

    Reference to AG above is to the Auditor General and not the Attorney general.

  28. It has been suggested that T&T subsidizing CAL is anti-competitive and violates Caricom’s Treaty of Chaguaramas. Who will test it at the CCJ?

  29. David……………….got you, still these are financially challenging times and if CAL is state-owned ( if i remember correctly, it is) Gonzales et al, does not have a leg to stand on , treaty of chaguaramas or not. What law could could prevent a state owned entity from being subsidized by the state, sounds crazy.

    With reference to the AG, my mind was wandering on the super saver card, this card has to be maintained, i just stopped using the presto card because you are being charged a fee when money runs out on the card, in essence you are being charged to top up………….what is wrong with the PM saying government is broke.

  30. @Well

    It can’t be that straightforward if you factor anti competition rules and the fact that T&T is a member of Caricom operating in a Caribbean airspace. To repeat: if it was Barbados owning CAL we would be singing a different tune.

  31. I am struggling with words this morning, it’s freezing where i am, thought the winter was over…

  32. David……………..bet you those bright legal minds in T & T find some loopholes, remember, if those treaty rules have not been updated, you are dealing with rules from the 1960’s that more than likely will not apply in today’s world, that has changed significantly since then……

  33. I don’t see the islands involved having the money to bring the case against T & T, and they should not be wasting scarce tax dollars just to massage bruised egos, they should try to negotiate and come to some kind of mutually beneficial agreement, these islands are now past the stage of showmanship, they are just too broke.

  34. @Well Well.
    Get over to “Charting our losses” lets have some input 🙂

  35. What is wrong with us as a people. The money Bjerkman is spending on developments is largely the money he gets from public sector contracts – in other words, taxpayers’ money. I have made the point here on a number of occasions that the so-called wealthy on the West Coast are being subsidised by taxpayers. They are not bringing the so-called foreign reserves in to the country the politicians and civil servants will have you believe. Tell them to give us the evidence.
    Are we fools or just brain dead?

  36. Dr. Love…………ok

  37. In a post-TAXATION society in Barbados, nothing – like the scandalous foolishness that we are reading about in the Weekend Nation, Friday, May 10, 2013, where one representative of the Barbados Agricultural Society and another of the Barbados Manufacturers Assocation and the government of Barbados are holding hostage the local Subway Franchisee and many consumers of Subway foods in this country – will be found in this country.

    For, it is absolute stupidness to have James Paul and Bobbie McKay support a TAXATION regime where 180 per cent duty on the income (not any damned critical import items as falsely believed by some people) (and not to mention any of the other duties) of the business of Frederick George is used as some kind of illusory pretext by them for helping to arrest the high food import bill in this country, when in truth and in fact it would be a number of consumers who will be deprived of such offerings, a number of Subway employees and other beneficiaries who would be hurt when Frederick George either scales down his operations or closes entirely in the future on account of this madness we are seeing happen in Barbados.

    And, true to form – and under these jack o lantern DLP/BLP governments – there will still not be had by them this arresting and reducing of this high food import bill – which itself is becoming a most elaborate bogeyman for people of the ilk of Paul, in relationship to the practising of social political psychological mythology in Barbados!!

    Also, we must condemn in the strongest of terms, this kind of gross inefficience and wastage of resources that is happening in this country behind this senseless madness called TAXATION, where consumers of some local commodities from manufacturers and agriculturalists are using to much of their incomes, payments and transfers, in order to ultimately get these commodities into their possession from the said manufacturers and agriculturalists – on top of such gross obscenities like TAXATION.

    Finally, while we will wherever possible morally politically financially support the manufacturing and agriculture sectors of this country, we cannot – in this instance – support them and this jackass government and this illogical imposition of TAXATION or any other imposition of such on any person’s, business’ or any other entity’s incomes, payments or transfers in this country.

  38. Hal………………………..it has worked to their benefit because of politicians who get weak-kneed at kickbacks, the taxpayers are the suckers, reason why some are trying to hold on and suck the taxpayers in vampire style, while taking the money and bank it in other jurisdictions, the politicians are weak.

    CAL by its nomenclature is a Caribbean Airline.It is not a domestic carrier in that it does not operate to Tobago only or to any other airport in the twin island republic.It it was a domestic carrier,I might concede your point.
    Since CAL is international,it cannot operate without the consent of the destination government’s approval,therefore it is not at liberty to price its goods and services at tariffs which compete adversely with any other international airline.I think Gonsalves is making a reasonable argument and the CCJ should be asked to rule on the Treaty as it relates to fair competition.

  45. The Super Smart Card system has indeed been scrapped. The thing is it never really got started it was a lot of hot air. For many years the cards were just there at the TB not be able to be used, seems the technology was not working correctly. I heard the IT manager (the real one) did not recommend was was bought, seems he was over ruled. Also by July you should notice the machine not in the buses anymore (or at least not working) seems Simpson Motors was getting $90,000. each month for a system that was not working correctly anyhow. That’s over a million each year. I will shortly be giving manual tickets again, by July/August.

    Can someone tell the new minister that when he appoints a board, send a sensible one, persons who can actual manage things, persons who have Barbados and the TB at heart, not thieves, crooks and persons only looking to get rich and their friends rich. We have had too much of that over the last 50+ years. Also tell him that the hub and spoke system in the north is not working, that we are giving away revenue to the private buses and that is why the people in the north are constantly angry with us. They want good service not only on weekends.

  46. Gabriel…………does that mean that CAL should be allowed to flounder to support LIAT’s incompetence? I don’t think Trinidad is going to allow that, it’s their airline, it does international flights but it’s in Trinidad’s best interest to look out for their invest, something liat has neglected over the years by not taking care of the flying public who keep the airline in the air…………..i would not fly liat if it was free, the rudeness and inefficiency displayed by their employees is a huge turn-off. We shall see, knowing the aggressive business acumen of Trinis, i suspect they will do whatever is in the best interest for both airlines.

  47. @Driver

    Please clarify your point with the dates you mentioned,

    Hi Driver,

    The unsavoury issues you have highlighted at the Transport Board are unfortunately repeated throughout many other departments of the public service.

    For example, at the Office of Public Sector Reform, the Director, Michael Archer, just gave his friends at S and M printing a $ 10,000.00 cheque for printing 3000 Administrative manuals to serve 200 Administrative Officers in the entire public service.

    I invite you to visit the Office of Public Sector Reform on Monday and see over 2,500 of those manuals lying on the floor of Archer’s ofiice.

    Note also the Gov’t printery which should have handled this entire job, was only given 250 copies to print.

    Archer’s now walking around saying his pockets are taken care of !

    Tieffing all around , Driver.

    “Miller two question have been asked in the article . neither of which you have answered! So what are the answers “

    Yes, Mr ac, I have answered them.

    The GROTTO housing project contract- if it gets the backing of the bankers with any line of credit after the Coverley disaster and materialises in full- has been given to JADA by the DLP administration in return for campaign financing to buy votes in the last general elections and for lining the pockets of the two easily corrupted Sinckliar and Lashley the Garrison boys in the true sense of the location and urban lingo.

    Your leader the Fumbler knows it and benefited from. The trade-off was to “ let me become PM again and I will turn a blind eye to your dastardly schemes with Jada. I the lying hypocrite of a fumbling idiot will take my share by way of buying votes in SMS”.

    Where in the newspapers did you see tenders invited for this project?

    Driver @ May 11, 2013 at 1:01 PM | has answered the second question.
    What else do you want to know? If the person (s) awarded the contract is a friend of John Boyce or a DLP yardfowl like you?

    The answer is obvious to you, isn’t it?

  50. @ David
    You were duped!!!! The idea of a smart card, with the limited outlets for ‘topping up’, would only be attractive if it made travel cheaper i.e. you are charged $2.50 cash and $2.00 with the card. I am still bemused that a man who struggled to build 3 roundabouts in 5 years could be re-elected to parliament.
