FRAUD CLAIM

Barbados Underground (BU) congratulate the Barbados Association of Professional Engineers (BAPE) for sticking to their previous demands made to the government of Barbados and 3S Barbados SRL, the company contracted to build the flyovers, to provide them with the opportunity to clarify some technical questions concerning aspects of the flyover project. BAPE’s position gives lie to the accusation leveled by Richard Sealy MP at the Democratic Labour Party (DLP) meeting in Deacons Road on Sunday night, when he accused BAPE of being a timid organization “devoid of a spine” which is made-up of people who are scared for their jobs.

We have written exhaustively on the issue of Operation Free Flow, better known as the flyover project. We have read hundreds of comments posted to the several flyover topics we have posted on BU and also on BFP. Although many of the comments provide a true insight how ordinary Barbadians feel about the project, several of the comments continue to demonstrate a refusal to separate the issues. It is apparent to BU that several of our frequent commenters have misrepresented the issue of the flyovers by blurring the tender procurement process of the Barbados government and the benefits of this project in terms of relieving traffic congestion. We are fortunate to have sources who have provided information which is not in the public domain; however to protect our sources we are sometimes restricted as to what we can publish.

Many of the BU articles on this topic have focussed on the lack of a policy framework which has affected the flyover project. It is necessary if Barbadians want to sensibly debate the issue of this project project we must not let partisan political views to derail the debate. We recognize that there has been voluminous information which has been printed about the flyover project so we decided to list what we think are the pertinent points which Barbadians MUST seek to clarify from our government:

  1. The 3S Barbados SRL April 2006 Operation Free Flow drawings must be made public. We know from people who have seen the drawing that as early as 2006 the plan was to widen the ABC Highway to 4 lanes throughout, including the section of the ABC Highway South of Life of Barbados roundabout.

  2. Our investigation shows that the cost of the flyover project from mid-2006 was BDS140 million. We want to know what was the approval process that saw the cost of the project increased to BDS280 million (if we listen to Clyde Mascoll) or BDS360 million (if we listen to George Siddall of 3S Barbados SRL). In fact the government needs to tell Barbadians what was the tendering process for the whole damn flyover project!
  3. According to a recent Hillis-Carnes press releasethe engineering firm contracted by 3S Barbados to do geo-technical research – they collected core sample from 100 test holes along the ABC Highway in 2006-2007. The cost of Operation Free Flow was made public in mid-2006 with a figure of BDS140 million being tossed about. Also was the cost to perform the geo-technical research by Hillis-Carnes included in the original figure of BDS140 million dollars?

  4. Why wasn’t the geo-technical work done before the project was mobilized given that the results could have seriously impacted on the design and scope the original project plan? Our sources have always confirmed that the jersey barriers and the makeover of the ‘Bermuda triangle’ was included in the 3S April 2006 drawings. The talk about an increase in the scope of works is therefore a LIE and Clyde Mascoll needs to explain this lie because it seems that he has been given the role of government’s spin doctor on the contentious projects!

There are several other issues that we can question but we believe that the four outlined above provide fodder for discussion concerning how the tender and procurement process was engaged by the Barbados government and the subsequent management of issues which followed.

    Everything that I wrote under my posts have been research. None of the questions I asked have been answered. Are we to assume that this massive undertaking is above board and all the concerns by the Barbadian public should be ignored?

  6. May I ask this question with respect because these issues are being flogged to death and we are getting no information FROM THE GOVERNMENT RESPONSIBLE. THE BLP!

    Am I mistaken or did I not read a few weeks ago in the BLP Nation News where the Minister for the scandalled ridden ABC overrun project was out of country. And Loose Lips Mascoll went on the public record to give his take on the allegations suggesting that the overrun was not an overrun, BECAUSE the changes were really MODIFICATIONS or some other BS that could only come from Loose Lips? Tell me and do not be afraid to tell me if I am full of S——-t! Is that not what he said, maybe not in so many words? Because I like dealing in facts and reality not repetitive BS getting us no where!

    He then went as I recollect to say that the terminology used that the project might have increased two to three fould was taken out of context by some to mean the cost had tripled. But that was not true it might have “doubled” BUT HE DID NOT KNOW THE COST OF THE CONTRACT OR BY WHAT AMOUNT THE CONTRACT HAD BEEN EXCEEDED. Is this not correct? I do not know what logic he used to suggest that the project might have “doubled” but not tripled having regard for his statement that he did not know by how much the contract had been exceeded!

    He ended his statement by suggesting that the Prime Minister Owen Arthur knew both the cost of the contract and the details of the and for the “overrun”.

    Not verbatim please understand this but that was my interpretation of what this ventriloquist said, intimated or implied take your choice.

    Now I realize that there are so many different scandals and scandalous issues that need clarification by this Government that it will take them the better part of their mandate in office to do so. And we the people and David Thompson is not making it easier on them to give us the information.

    Mr. Thompson wants an explanation for the Hardwood controversy, but that is not fair to me and others and I will tell you why.

    Loose Lips promised us weeks ago when he gave his press conference on his take about the ABC overrun that Lord Arthur of Mount Gay knew all about that scandal and would tell us. We were waiting first David and you now want to jump ahead of us by asking the Lord for another explanation of a different scandal. Wait your turn or you might drive the Lord of Mountgay to get mad as sh—–te and cuss us all and none of us will be any wiser.

    Are you people not getting the message. These sh—–t heads are not going to tell us bugger all.

    How can anyone get up in public and justify corruption. I have to go and hit a grog because I feel the pressure building up in my small brain with all of this talk and no action! And I would hate like hell to have a premature stroke!

    I never thought that I would have seen views that are so anti gov’t on this site as they are.
    Is this just me being silly or are these cries indicative of the real issues in our island?
    What about this talk about corruption and dishonesty in Gov’t it seems to have some grounds for discussion as there seems to be a massive amount of money being overspent in every project that this gov’t has undertaken in the last five years each one seems to have suffered the same fate money being thrown at it with simply no accounting for these mega funding.
    Is there any truth to this story making the rounds that you Mr Arthur , Nicholls and Bannister held the countries builders to ransom by requesting a 7 % commission to be paid to you all for the awarding of the contract? I have this on good authority of a lawyer that this is the case if so you should all be ashamed of yourselves.
    This Road works contract why have you chosen to award it to a proven and known crook in ythe form of DANOS it is not a doubt but rather a know fact that he is guilty of fraud in operations in Jamaica in something called the Jamaica Kickback Agreement do we have a BARBADOS KICKBACK AGREEMENT in place here as well for you three to benefit from Mr Arthur?
    Why in both these massively awarded contracts are two companies that are before the law courcts in the two countries of their birth for charges ranging from corruption, fraud and bribery things that are all to familiar to you Mr Arthur and your gang of goons.
    Wealso understand that the West Coast Sewage Treatment project is held up because of yet another request for yet another commission payment to You Mr Arthur , Bannister and Nicholls should this be the case it is a disgrace to the Barbadian people to have work being delayed while you all fight for commissions.
    On the subject of fighting Mr Arthur please ease up on Mottley before you drive into another biting frenzy, you really already scorned her by saying that ASSCOLL is behind you in the pecking order, if Mottley had an ounce of sense or decency she would put you out to dry and let you see how much help ASSCOLL would be to you, once she put you out to dry I would sit out the next election and return as leader of the BLP in your absence and lead the party to victory single handed.
    On the subject of ASSCOLL funny things are obviously taking place at HARDWOOD HOLDINGS and you seem powerless to do anything about them does this have anything to do with your own involvement and your own level of corruption ?
    We shall await your statement of intent to arrest the corruption and dishonesty of this Gov’t and put those behind bars that have stolen from us even if that includes you Mr Arthur we need things done to save this country from falling further into the mire and hell than it already is in.


  8. Just get the facts right. We must understand that Mr Danos was only a Sales Executive for Mabey & Johnson. He was not the Engineer and he was certainly not working within the technical operation of the company. Also we need to get the LLC and SRL correct base on 3S. The American company is 3S Structural Steel Solutions LLC and the Barbados operation is 3S Barbados SRL. Mr Danos never own any company that was involved in building roads in Jamaica.

As you know we have written about the court case between Mabey’s & Johnson and the other parties regarding fishy dealings in the building of roads in Jamaica. For the record Mabey was contracted to do the road building in Jamaica.

  11. In all my posts on either BFP or BU, I ensure that I publish documented facts relating to the sequence of events with the Highway Expansion Project. These are the

    Back in March 2005 during the award of the contract, the Minister announced in the House of Assembly that eight flyovers will be constructed, widening of the road will be from Warrens to Norman Niles roundabout and the synchronisation of traffic lights (see March 16, 2005 Nation) will total US$60 million. This is the first confirmed statement.

    During the Barbados Labour Party Annual General Conference in September 2005, Mr. George Siddall the Project Manager with 3S Barbados made a presentation where he stated the contract for the highway consist of widening the highway from Warrens to Garfield Sobers roundabouts and the building of eight flyovers with two overpasses costing Bds 120 million. This is the first confirmed scope of work.

    The actual start of the highway commenced July 22, 2006 and Hon. Glyne Clarke announced an additional US$20 million to the original quote. We heard of six flyovers to be constructed. We also heard of 3S Barbados SRL having overall responsibility for the execution of the project. This is the new scope of work.

    August 26, 2007, the public heard from Mr. George Siddall, the same Project Manager of 3S announced the tripling of cost. It is a known fact that the widening will be from Warrens to Garfield Sobers roundabout (the same cost), we know that the flyovers will be six instead of eight (should be less cost); we know of two overpass. We heard no mention of any Jersey Barriers. We know that these Jersey Barriers cost around Bds$2,000.00 with 400 of these on the highway costing around Bds$800,000.00. How would these new scope of work total Bds240 million?

    I refuse to comment on the Honourable Clyde Mascoll explanation of a new scope of work. Maybe, we might be having flyovers in the greater Bridgetown areas as a surprise since things are done without any Impact Studies or Assessment submitted.

    In the area of the Geotechnical research by Hillis-Carnes Engineering, we would like to know why the first statement from this company state of fractured and decomposed state of our limestones. Remember Stantec knowing the negatives of the Greenland Landfill still submit a study for the same landfill.

    Here is my final submission. Where are the plans for the highway – will we see them at the meeting. Where is the Impact Assessment Study that should have been submitted before the commencement of any flyover? When will we know of the locations and amount of overpasses that you plan to build? Please give the public a breakdown of the new scope of work.

    I will not back off until the public is sensitized with answers regarding this highway and the silence of the Government and Opposition. $360 million ain’t easy to come by.

    I am not as informed as you I merely cut to the chase about what evidently is bothering Barbadians as it should and to which they are getting no answers.

    When a contract is put out by Government to tender and bids are received it is usually no big deal to share information with the people because after all they are the ones paying. When a contractor is decided on and work start the people need to be kept informed about MAJOR overruns or significant changes that are causing serious overruns. Transparency and communication avoids specualation about corruption!

    That is the salient and important issue here. Why is this Government not coming clean. Why is this Government having all kinds of yardfowl Ministers going on the public record and saying nothing?

    If the Prime Minister of Barbados has the FACTS about these controversies is it not incumbent on him to put rumour, innuendo etc about corruption to rest? Why is this not being done? And especially when it is alleged that most if not all Government contracts past and present seem to be all tainted with escalating costs over and above the original cost?

    So to the Hardwood Holdings issue everyting that Mr Thompson presented was factual and hard evidence how does one avoid facing the facts.


  16. You know what I find encouraging and I have said it before on the DLP BLOG. Out of most evil some good comes from it.

    What better and more qualified source could the people have than BAPE in asking questions and speaking out about the Flyovers. These folk are “Professionals” and they spent a lot of time and money becoming qualified in their respective professions.

    Yet here they are in Barbados because of Political foot dragging by politicians of all stripes being disgraced by not having to be involved in key decisions, supervision and consultation when it comes to major construction projects. And because of this are now seeing things like the Brittons Hill tragedy and these other controversial projects fraught with inherent problems down the road, which have the potential to taint their good name and profession.

    In this case (Flyovers) they have hit the ground running and are saying our profession is not going to be tainted with another tragedy and with complacency in seeing other projects cut corners. I say good for them!

    With all of the MAJOR Development going on in Barbados like Flyovers, the Four Seasons Pagoda, Condo complexes, golf courses, business complexes etc. The public of Barbados need to know that Engineers, Building Codes, Material Standards codes et al are firmly in place to gurantee that these structures are being built in the safest manner. Not only for and in the best interests of Barbadians but Visitors too who come to destinations like Barbados on the premise and advertised as having quality and SAFE accommodation and infrastructure.

As I stated in an earlier post, I have a strong feeling that 3S Barbados is using delay tactics in calling this meeting. We will then be able to quizz 3S Barbados SRL and maybe, the Minister of Public Works who should be back in office.

    Was this not an opportune time to resume the long – awaited ” Conversation with the Nation(als) “….Owen Arthur…..?

    All Barbadians were subjected to during that WASTED 2 hours was a pot of PALAVER from a DRUNKARD…….and a JOURNALIST who has been the beneficiary of government funds of $ 10,000.00 in 2000 from the Higher Education section of the Ministry of Education !

    These funds were given as a GRANT ( by the then Minister of Education Mia Mottley) to assist Peter Thorne with financing a journalistic course of study.

    Anyone who get close enough to Peter Thorne ask him which course of study he pursued…..or were this funds ” pay back ” for his journalistic efforts to destroy the DLP during the 1999 General Elections….?

    That is how this BAREFACED LAMPOON PARTY ( BLP )……operates….!

    The legal system in ALL Democratic Nations of the World has a saying that goes like this. “Justice must not only be done but it must be seen to be done”. Oh Lord please have mercy on their hypocritcal and miserable souls because they know not what they do. Judas betrayed you in the same manner as the Government of Barbados is betraying its peoples of the soil who have suffered too long.

    The Government like the masses have come from a culture of slaves but still embrace the the deceit of their white and foreign masters at the expense of their black brothers and sisters.

I have been reading the 2006 Central Bank of Barbados Annual Report which have in a special section containing the BOLT arrangement The bank states since “BOLT” funds are raised through private capital markets by private or semi-private entities, the funds are generally more expensive than publicly raised funds.

    The report continue inter alia “The Government of Barbados and 3S Structural Steel Solutions, LLC, USA, have executed a Memorandum of Understanding in respect of the following:

    The design and construction of overpass
    bridges (flyovers) at major road junctions
    along sections of the Adams – Barrow
    – Cummins (ABC) Highway (not more
    than 6);

    The road improvement works, including
    widening and resurfacing of sections of
    the ABC highway (from D’Arcy Scott
    Roundabout to the Garfield Sobers
    Roundabout);

    The supply and installation of a traffic
    synchronisation system; and,

    The undertaking of a Bridgetown Traffic
    Study Review.
    The project will be owned for a period of
    25 years by ABC Project Corporation, a
    company established specifically for this
    purpose to raise financing for the project
    and to hold the project site on lease from the
    government. During the said project period,
    ABC Project Corporation will sub-lease the
    said project to Government and be entitled
    to receive the sub-lease payments. At the
    end of the contract, the infrastructure will be
    transferred to the Government”.

    It would amazing to see if the idiot manges one vote then again at least TONY HOYOS and MR SEE THRU will vote for him remember MR SEE THRU brought him in to displace Mottley and he is doing that job at present, then someone will replace him next before elections.

  31. Here is a bit of information which might interest BU readers. We have stressed on the importance of the public being allowed access to the 3S April drawings. Our sources have always indicated that the April drawings resulted from the amendment to the ORIGINAL February 2006 drawings. We will continue to stick to our request for the 3S April 2006 drawings to be made public and not at this late stage confuse the issue by asking for the February drawings.

    What we also know the Ministry of Public Transport invited consultants for proposals to review the 3S drawings (design) but the technocrats at MPT were overruled by the politicians.

    A fellow call me this morning to say that here we are in Barbados fretting about the high costs of “Flyovers” and in more Developed countries like Canada the GTA is considering bringing in “Roundabouts”. He is sending me the Toronto Stars coverage of this.

    And on a more serious note that involves the recent spate of submissions about the PM and Dr as it relates to eradicating HIV/AIDS in Barbados. This same fellow tells me that the Canadian Government has moved to increase the age of consent from 14 to 16 when it comes to sexual activity. What good that will do God knows!

Please note that I’m in no way defending the gentleman in question, just setting the record straight. If you read the article it says something to the effect that… Mr. Siddall is responsible for making false statements about increases in scope of works.

  35. Let’s get this straight, first of all Mr George Siddall was out of place to make any statement regarding Tripling of work which calculate to dollars. If he was not talking dollars, why would Minister Mascoll speak of the doubling of cost instead of Siddall’s tripling of cost.

    Anonymous, in September 2005 Mr. Siddall confirm the scope of work and then in July 2006, Minister re-confirmed the scope of work as 6 flyovers and widening the highway to dual carriageways from Warrens to Garfield Sobers roundabout.

    What we would like answer is; what is the new scope of work?


  36. There are 8 major junctions along the ABC highway from Gary Sobers roundabout to Warrens. These are GS roundabout, Upton junction, Bussa roundabout, Norman Niles, Belle junction, Walcott roundabout, Weekes roundabout and Scott roundabout. These were the locations for the original flyovers. The flyover at Belle was omitted and the Weekes and Scott combined giving rise to the present 6.

    The end of the contract extends less than 100 metres beyond the end of the flyover at Gary Sobers. The curve directly south of the roundabout , sometimes referred to as “the Bermuda Triangle” is included in this section. It would have been impossible to construct the flyover at Gary Sobers without including this curve since part of it falls under the flyover. The assertion therefore, that the Bermuda triangle was not part of the original contract is inaccurate.

    Frankology and others you need to address this position. We have commented before that our sources have always stated that there was never any increase in the scope 0f the works!


  37. Frankology, were you at the press briefing of August 25, 2007? Don’t be so quick to quote something you probably recieved secondhand. Let those who were there do the quoting. If you need to you can contact the reporters from CBC, the Nation or the Advocate.

Frankology, you need to compare the project drawings that existed before the start of contract (July 24 and not July 22 as is your assertion: July 22 was the formal launch, not the official start of contract) and the current drawings to get a feel for any increase (or not) in the scope of works. Until you can do this, stop making inaccurate and misleading pronouncements.


  39. There was no appropriate Post on which I could post this so I have decided to use this Post because it is one that shows very clearly the way that a Government should not conduct business.

    I read in to-days (October 20/07) Nation News a public statement made by Minister of Social Transformation Trevor Presodd a man who I have alsways had the greatest of respect for from the beginning, about how he intends to deal with the squatters situation.

    The refreshing qualities of Prescodd unlike the other BLP villains is his honesty, openness, decency, truthfullness and willingness to look at and address a situation for what it is. I respect any human for this rare quality and Prescodd stands out in this area and he has to be commended. Regrettably this world has too few like Prescodd in politics.

    From the beginning and this is on the public record Prescodd did not approve of Arthurs insenstive approach to the problem of the squatters when Arthur suggested they should be forcibly removed. Prescodd showed courage by saying the problem was a Town Planning Problem that should never have been allowed to happen. He was absolutely correct. It took guts to do that, a rare quality in this era!

    Today he has again gone on the public record to say he is finding a solution to the squatters problem because these people are not entirely to blame for their situation and it is a problem that is all over the world which countries have to deal with humanely. He expects his solution to become a reality in a few weeks or so.

    He also honestly said and he is correct he does not have the last say.

    I say to you Mr. Prescodd you are to be commended first as a decent and compassionate human being and secondly as an honest politician.

    I am not a BLP supporter but when credit is due you have to do the right thing and in this case credit is due!


  40. He maybe ready to jump the sinking ship, Prescod is not a fool but so many of them have made such a political mess of their lives it hard to see any of them being welcomed back into the fold of the DLP.
    He obviously is playing for the peoples vote that are in this plight in his area, hopefully he will manage to sway Owing’s opinion.

    As a nonprofessional, I rely on statements from people in Authority, especially personnel associate with this whole highway expansion project. I will not relax my position when we are dealing with taxpayer’s money and officials making one statement today, coming back tomorrow, and making other statements.

    What have me extremely peeved is this whole language of so-call drawings that the public been asking for since 2006, or the language of a new scope of work.

    David, I like other Barbadians are very confused by the PR stunts, Contractor stunts and Ministerial stunts emanating from the mouthing of officials.

    From statements at the award of the contract in early 2005 to the last statement by Minister Mascoll, no mention was made of in cooperating the unwarranted digging up of the Bermuda Triangle. The understanding was to widen the road. I will state that the public was surprised when we heard of the Bermuda Triangle will start in May 2007. This is the first time we heard of any mention of this project. Until, we are given actual proof of this affiliation to the overall highway project, I will stick to all the statements including the Central Bank 2006 Annual Report.

    By the way, if this addition were within the original scope of work, why would we have over $200 million increase? Alternatively, did the contract or Memorandum of Understanding misquote the Barbados dollars for America dollars? Just asking.

    Anonymous your PR response are getting sharper. At least you have informed the public of a two-day difference. Could you be so kind to give the public the rationale of this massive increase from the original contract cost of $120 million to $360 million?

    It is impossible to compare any drawings since the Barbadian public never had the privilege to see. What we have seen is the simulated demonstration of vehicle movement on flyovers driving on the right hand side. What the public needs to know since you are so close to the every-day control of this highway, is, for you to let us know what is the new scope of work and the individual costing. Until you refute the many charges from commenters and the public, we will place you as a deaf and blind spin-doctor unable to answer questions since you cannot read or see no wonder you fail to answer questions.

    I give you until Monday October 22, 2007.


  43. Frankology~like you we have followed the development of Operation Free Flow closely. Like you we have more questions than answers and as you know we have written about Operation Free Flow more than any other entity in Barbados,so much so that we have been advised by a professional journalist to back-off because it is not good business sense to flog a story to death or so she thinks!

    The reality is we are a blog which we use to express our opinions and unlike many other blogs we allow commenters to share theirs as well. We are not operating to make profits so to that journalist we will print what we damn well please if we think it is the TRUTH the whole TRUTH and nothing but the TRUTH.

    PS. We think that you are harsh with our anonymous friend. We have been able to crosscheck alot of the info anonymous has posted, however we do have several anonymous posters so maybe we are getting people crossed. If we don’t make it to church tomorrow we will highlight some more info on the flyover project which as far as we know is yet to make it in the public domain. So Gittens (Nation) and Advocate (Bryan) get your pens and notebooks ready. So sorry, we forget that you don’t do news if it is not a Government Information Service (GIS) press release!


  44. When the press have evidence of controversy, corruption and unanswered questions about ethics, or honesty about a Government press ethics dictate you stick with it until the truth is flushed out. Unless of course those being impacted are “Untouchables” and in Barbados.

    The PROFESSIONAL JOURNALIST saying otherwise is not playing with a full deck.

    Anything dishonest whether it be flyovers, GEMS or a politician having an extra maritial affair etc should be kept in front of the publics eye until justice is served.

    When you enter politics you have entered a field where you have to be “squeaky” clean or pay the price!

  47. Anonymous, due to this magnitude of public funds, I have to be angry when I am not getting answers for my questions. Before posting, I ensure that my statements are correct, sometimes you have to make a wide statement in order to get a response. I will also get angry when we get response from a frivolous issue, but overlook a major one.

    David, I am wondering if the so-call professional journalist is connected with the highway expansion and the heat from the commenters is too hot. No journalist that worth they salt will ever make such a statement, journalist should also have killer instinct (journalistic jargon) by exposing evil in the community. Remember, since the pen is mightier than the sword, I will not rest until we receive information regarding this highway.

  49. No wonder we cannot get information. Minister Clarke mouth freeze up, Hon. David Thompson mouth freeze up, Hon. David Estwick mouth freeze up and Hon. Denis Kellman mouth freeze up. Possibly Global Warming affecting these outspoken voices. I am going to get some sleep, you know we young people have to be careful between two and three o’clock every morning. This is heart attack time.
