One can form an intelligent opinion as to what is the real problem  with the South Coast Sewerage Project.

It’s  textbook case of absolute maladministration. Absolute poor management from the top down. With the structure of Bajan party-in-power politics, it mirrors exactly why Barbados is where it is today. Absolute lack of leadership.

Graeme Hall Nature Sanctuary has an excellent website and for years they have been battling government to resolve the issues being confronted. NO Action.. Its now 10 years since they closed in December 2008 according to their press releases.

I’m not sure why government refused to let this investment flourish.  That’s another discussion to entertain.

Leaving politics out of the discussion this sanctuary could only have brought major benefits to Barbados.

B. Objectives

2.2 The primary objective of the project is to achieve a bacteriological standard for the near-shore waters on the south coast that corresponds to accepted international standards and at the same time to reduce the chemical contamination that affects the reefs, marine life and beaches. Specifically, the project would:

(a) prevent further contamination of the near-shore seawater and deterioration of coral reefs and other marine life;

(b) prevent further contamination of groundwater reserves in the project area; and

(c) improve sanitary conditions generally. The project would also contribute to improve the operation and maintenance of the existing Bridgetown sewerage system and the efficiency of the BWA in the commercial and financial management areas. All these elements, but particularly the restoration of water quality, would protect the tourism industry, a sector which is vital for the economic future of Barbados. The project would complement planned investment projects for solid waste management, sewerage on the west coast, and coastal conservation which are under study (see
paragraphs 1.33).

C. Project Description

2.3 The components of the public sewerage system for the south coast
would be as follows:

a. a collection svstem composed of approximately 40-44 km of PVC gravity sewers, 1.4 km of PVC pressure pipe; 0.5 km
polyethylene gravity pipe, and 20 km of pipes for service connections;

b. five lift stations at Aquatic Gap, Palm Beach, Deal Gardens, Welches and Hastings. These five stations would have submersible-type pumps;

c. gi force main 1- of approximately 4.1 km of ductile iron pipe, from the pumping station at Graeme Hall to Drill Hall;

d. B was the water treatment plant and main Dump: station of approximately 27,930 m3/day of peak hydraulic capacity which would include: (i) influent and effluent pumping stations; (ii) coarse, medium and fine screening; (iii) a screening
incinerator JJ/ and a grit chamber; and (iv) odor control units;

e. ocean outflow of approximately 1.1 km seaward from Needhams’s point. The outfall works would consist of: (i) a
steel pipeline with a cement mortar lining and coal tar enamel fiberglass mat protection plus a concrete weight coat on the
outside; and (ii) a diffuser section at the end of the outfall. f. installation of connections (in-house) to properties in the

    Essentially, your above comment is CORRECT………… the government of the day being the Democratic Labour Party (DLP).

    However, I will once again prove to BU that ac does not know what she is writing about and her contributions are based on political rhetoric.

    During the early 1990s, the then DLP administration wrote a proposal to the Inter-American Development Bank seeking approval for “two loans to the Government of Barbados: one for up to the equivalent of US$28 million, and the other for up to the equivalent of USS23.2 million, both from the ordinary capital resources, for a SOUTH COAST SEWERAGE PROJECT (BA-0036).

    BARBADOS SOUTH COAST SEWERAGE PROJECT (BA-0036) LOAN PROPOSAL: “This document was prepared by the Project Team consisting of: Eúward Agostini (OP3/0DX), Project Team Leader, Juan Aifaro (SDVBUD), Marta Mejía (SDVBUD), Arthur Darling (PRAPAO), Edward Farnworth (ENPENV), and Carlos Sampaio (LEG). Armando Diaz, formerly of the Country Office in Barbados, also assisted in the preparation.”

    The loan request date was April 12, 1990 and terms & conditions for the IADB loan was

    (1): Amortization period: 25 years

    (2): Disbursement period: 4 years, except for the FOR IDB LOAN: amounts required for the monitoring and operational assistance programs which shall be 6 years from the date of the signature of the loan contract.

    (3): Interest rate: variable during disbursement, fixed thereafter.

    (4): Credit fee: 0.75% per annum on the undisbursed balance of the financing.

    The IADB approved the loans on September 30, 1992 (BARBADOS OPERATIONS DEPARTMENT OPS/IRO IDB LOANS APPROVED AS OF SEPTEMBER 30, 1992).

  4. There is no stable fix for the sewage. There is no money anymore for a lasting solution, but lots of Wabenzis and villas and luxury for the ruling elite. And not to forget insane buildings like BWA and Supreme Court, far too big for a tiny island in the ocean.

    The ruling elite will go, shit will stay to remind Barbadians that they still live on a plantation. 51 years after independence. Nearly 200 years after emancipation. Not much happened to improve life since the early 19th century. The tourists and all sane Barbadians can see and smell it.

    The tide here just needs to be 20 -30 centimeters higher than normal high tide for issues to arise.

    In Boston it went up about 3 feet, here 10 inches is enough to cause problems!!

    I agree, limit the amount of lawyers on the island, most are thieves anyway….promote more trade schools, that is what developed countries are doing, all these paper degrees to work in offices where more often than not it is pure greed and dishonesty prevailing….cannot fix a sewage pipe.

    These paper people have become so useless, they cannot even get the equipment the BWA claimed they imported…cleared from the port to fix the pipes, while shit continues run in the streets.

  15. With a general election on the horizon this issue of leaking sewage poses not only a health threat, it is a political quagmire that has to be managed IF the DLP wants to win the next election. We know this government crafts solutions to all problems based on a political perspective. Is this a time when the two considerations converge?


  16. Can one of you make a drawing (not in crayon) of how the water system works in that area it would be helpful to the discussion. Maybe the blue horizon was not bought for a hotel but for the govt to have to buy the land back at an inflated price for a pumping station.

    An even better question is … How can they be pushing sewerage uphill in a piped system (force main)….where ALL the sewer covers are not pressurised?
    This will work under negative pressure (flowing downhill), but obviously if the system is pressurised and manhole covers are open, this will lead to leakage at the weak points.

    Another question…
    Is it not obvious that if you were to pump sewerage uphill, then things such as rags and other solids would tend to accumulate at low points in the system due to gravity…. and cause blockages?
    Additionally, pumped systems ALWAYS focus on grinding, shredding or separating solids first …in order to facilitate pumping…. so blaming rags etc only shows how unprepared the system was for reality.

    Imagine trying to pump a slurry of water and dirt up a hill in a pipe…
    SURELY the dirt will tend to accumulate at the lower end of the pipe ..while the more watery stuff comes out at the top…. until the pumps are destroyed …and the system clogged up…

    One wonders how this (obvious problem) was designed to be dealt with…..

    Basic common sense would have suggested that the treatment plant be located at the LOWER end of the system…

  23. The manhole outside of Tappas restaurant is leaking possibly more than 500 gallons per minute of raw sewerage onto the street. That’s over 3000 gallons per hour, 24 hours per day over the last few months. That’s in excess of 75,000 gallons of raw sewerage leaking everyday and flowing along Highway 7 and eventually into the sea through a Drain between Tappas & the Carpark to the West of KFC.
    This is n undisputed Fact.

    Minister Estwick, Minister Sealy, Minister Inniss, MInister Sinckler and Prime Minister Stuart please take a walk on the boardwalk and see first hand what your collective efforts and misdirected policies over the last 10 years have brought to our beautiful country. This is absolutely unforgivable.

    Add to this the seas have been extremely rough with windy conditions over the last few days . The waves beat against the wall at the outlet of this culvert on the Board Walk and the sea spray, mixed with the raw sewage and the wind, disperses into tiny droplets and covers everyone who sits to eat in Tappas Restaurant or is walking downwind of this location.

    Why has the Ministry of Health not Closed Tappas? This is a public health disater waiting to happen. We have nothing against the owners of Tappas but the line must be drawn between a business in operation to make money and the health of the Public being at Risk.
    Where is the leadership in the Ministry of Health?
    Where is the leadership in Barbados?

    Same for every person who unknowingly walks the road between lantern’s mall and the Petrol Station which is currently closed. Every person walking in this area is being seriously exposed to being seriously sick simply from a splash of water from a passing car.

    The road is wet with raw sewerage from Kentucky to over 200 meters past Tappas going towards town. How could our elected Government Ministers knowingly expose our citizens and tourists to this public health danger and keep silent?

    Where is the leadership?

    Prime Minister you continue with your silence. We law abiding citizens are quite sure you are aware that it is against the Laws of Barbados to willfully dump raw sewerage into the sea?

    We are waiting to hear from our Legal luminaries which specific laws are being broken, by whom, and what the penalties are? It is illegal to dump raw sewerage anywhere withing the 12 mile territorial limit of Barbadian Waters.

    And everyone is sitting, waiting , saying nothing.

    Brothers and sisters, open your eyes and see what is happening to our country. Understand why it is happening. Where there is no vision and no leadership the people will perish.

  25. The sewage plant is by Caribbean Pepper Pot.

    I have never seen a diagram of the system but commonsense says it is divided in two.

    One line is from Oistins to the Pepperpot.

    The other is from Bridgetown to the Pepper pot

    The plant processes the two inputs and produces an output.

    The output then flows in a pipe to the Hilton.

    My logic is as follows.

    There are three sources of fluid coming from the manholes.

    Sheet water can enter the casements/sleeves.
    Fractured input pipes inside the casements/sleeves allow raw sewage into the casements/sleeves
    Fractured output pipes inside the casement/sleeves allow effluent into the casements/sleeves.

    The manholes allow access to the casements/sleeves and the flow of water out if the casements/sleeves are full and overflow.

    The manholes that will weep are at the lowest points in the network of casements/sleeves.

    The Sewage fiasco on the South Coast provides the perfect alibi to beg the British for reparations.

    Let them build new sewage systems on the South and West Coast. That should represent a very large slice of the reparations pie.

    While they are at it they can also build a new hospital to be called the Prince Harry & Meghan Markle Health Care Facility.

    In return Bajans should forget about this republic lark and remain as Little England instead of changing to the Republic of Shitland.

    Thanks, John, for finally getting to the meat of the fecal matter.

    “Fractured” is the operative word there. A word that was used very early on; some moons (super even) ago.

    Now tell us if you agree that the collateral damage to this scenario would be falling utility poles and the general undermining of the integrity of the road network; a thoroughfare heavily used both day and night.


  35. The Stantec engineer is on the talk show confirming some very disturbing points that have contributed to the problems. One the pumps to facilitate the screening failed one year ago and therefore all the extraneous matter is flowing into the system and creating blockage. First problem lack of maintenance.

    The second issue is that we need an auxiliary to the outfall pipe located off the Hilton because the main is buried too deeply.


  36. Lets go back to 2005, 13 years ago.
    South Coast Sewage Treatment Plant and the Emergency Discharge Structure
    The South Coast Sewage Treatment Plant, lo
    cated east of the Graeme Hall ecosystem, was
    constructed to provide preliminary treatment of
    wastewater prior to repumping to an ocean
    outfall. This is simply a screening system — th
    e least intensive among three levels of sewage
    treatment: primary, which utilizes sedimentati
    on; secondary, which reduces biochemical oxygen
    demand and total suspended solids; and tertiary, which removes nutrients. The treatment plant
    was designed within an emergency bypass line directed into the Graeme Hall Bisecting Canal.
    Two 8-inch lines constructed in 2003 release raw se
    wage into the canal when the treatment plant
    has an emergency situation. (See the location of th
    e discharge pipes on the Site Plan Attachment
    4A.)
    The Barbados Storm Water Drainage Study (e
    xcerpts, Attachment 7) reported how an
    emergency sewage discharge would occur with th
    e sluice gate controlling the overflow. “If an
    emergency overflow were to occur the discharge to
    the sea could be controlled and monitored in
    order to minimize environmental impacts. . .
    . Some cleanup of the channel banks may be
    required to remove plastics, rags and other obj
    ectionable floating debris.” The design of the
    emergency discharge structure depended on the slui
    ce gate to be fully operational to allow the
    discharge of raw sewage out to sea. With the sluice gate closed, the pipes allow raw sewage to
    flow freely into the main lake of the Sanctuary.
    It was reported in 2005 that a raw sewage spill fr
    om the treatment plant discharged anywhere
    from 3 million to 6 million gallons of raw sewage via overland flow that made its way across the
    Government-owned spikerush marsh and ultimat
    ely into the lake. That discharge brought
    organic waste, nutrients, and pathogens, as well as
    chemicals, cleaners, oil and grease, and all the
    other components of urban sewage. Benthic sa
    mpling in February 2010 indicated that some
    “sudden disturbance” had killed the gastropods in
    8 of 10 locations, a finding consistent with the

    impact of just such an event.
    Other discharges, either by overl
    and flow or by emergency discharge pipe, have not been logged
    for public review, such that the total quantity
    of raw sewage discharged into Graeme Hall
    Sanctuary cannot be quantified at this time. Th
    e discharge of untreated raw sewage has human
    health implications — diseases such as hepatitis,
    typhoid, cholera, and salmonella, to name a few.
    Any pathogens discharged into the ecosystem w
    ithout being recovered or disinfected in some
    manner present a disease threat to persons who come in contact with the water.
    Public health protocols typically require that disinfectants be used to minimize the impact of
    pathogens from a raw sewage spill. A typical
    response to such an emergency would require
    containment and retrieval of the waste to put it b
    ack into the treatment system. None of these
    measures appears to have been implemented dur
    ing the raw sewage spill that flowed to the
    Graeme Hall Nature Sanctuary in 2005. Rather, the
    Government seems to have used the wetland
    itself as the containment area.
    The Barbados Storm Water Drainage Study confirme
    d this de facto Government policy to allow
    dumping of sewage into the wetland ecosystem
    . Upon inquiry, the Barbadian Environmental
    Protection Department advised that there was no formal protocol for dealing with sewage spills
    and that each occurrence would be dealt with on
    an individual basis. As designed and built, the
    emergency sewage discharge lines have no auto
    matic controls to open the downstream sluice
    gate when the emergency raw sewage discharge is activated. In fact, the discharge structure
    appears to have been abandoned.
    The discharge of raw sewage into the spikerush wetland, as happened in 2005 with no
    remediation, can only exacerbate the accumulation of
    pollutants in the Graeme Hall lake system.
    Any future emergency discharge of raw sewage
    in the canal — an inevitability, given the
    potential for mechanical failure at the sewage treatment plant — will further degrade the water
    quality and sediment at the Sanctuary.

  39. Maintenance has always been an issue for Gov’t owned/operated entities in Barbados i.e. it is never completed. When you combine shoddy construction with non- existent maintenance the shit is guaranteed to hit the fan.

    I skimmed through the document and there are many references to training and maintenance of the system including this:

    “The proposed project design is a conventional wastewater system with a closed preliminary/primary sewage treatment plant that requires the installation of ozonation equipment for odor elimination. The BWA is not experienced with this technology and, therefore, requires training by a suitable consulting firm. It is proposed to provide this training for the first two years after completion of physical works. Another component of the project, which might be considered complex, is the installation of the ocean outfall which requires a contractor with appropriate knowledge and experience to ensure it is built strictly according to the design and that the maximum faecal coliform level established in the water-receiving criteria is not exceeded. The ten-year monitoring program of the water quality after project completion would be the basis for evaluating the impact of the project on the environment.”

    The document is replete with references to a 10 year reporting timeline and I wonder when the 10 year period was over if anyone applied the same diligence.

    Andrew Hutchinson reminded the public this morning that on the eve of CWC 2007 there was a leak in the shaft that was successfully repaired in 2-3 days. This was an indication some work needed to be done to improve the plant.

    In other words, years of seepage and saturation because of incompetence and neglect to maintain the sewage pipes and plant can eventually result in SINKHOLES….large enough to swallow buildings, car and people under the earth.

    There is water a few feet under your feet when you walk along Highway 7!!

    It is like when as a child you dug a hole in the sand only to find water!!!

    It has been there for thousands of years.

    Underground caves are being routinely formed and sinkholes can occur anywhere freshwater meets sea water and stands in coral ….. the swamp is I reckon, a large sinkhole, collapsed cave, which was around eons before any sewage seepage.

    Fresh water is concentrated there by the topography of the land.

    Now, if you were to tell me that the concrete casements sit on coral and are being undermined and fractured as a resuIt of its dissolution and their settlement I would listen to any facts you could provide.

    If that were happening then we got a real problem!!

    … and if I understand the theory right, it could!!

  44. I seem to remember micro tunneling was used on the south coast.

    The result must have been the 5 foot concrete casements/sleeves referred to by the minister.

    We tried tunneling in our efforts to get at water in the late 1800’s

    There is a tunnel under Farmer’s Gully with shafts sunk to it but that was done by hand.

    The result was that the tunnel collapsed.

    There are tunnels also under Jack in the Box Gully and numerous others were planned but never completed.

    You cannot be lecturing in the church of Science and still preaching in the chapel for religious nutters too.

    One minute you cannot be sleeping in the same religious bed of Christian fundamentalism as GP and Zoe in postulating the myth that the planet Earth to be around 10,000 solar years and in the next minute sleeping in the pod containing the enemy called Earth sciences which ‘evidentially’ proves that it is millions and more.

    But who knows if you are that anti-Christ playing the part of a fifth columnist to prove that Barbados and America are the new Jerusalems for the Quaker Reformation to initiate heaven on earth.

    John Liesalot should have been able to prophesy the Brittosn Hill collapse when a whole apartment building fell into a cave then…..but did he, he should be able to tell us why it happened then, but can he?

    Water seepage and saturation can cause the earth to weaken and collapse at anytime, without warning, just like earth tremors do….it happens in Florida and even in Canada all the damn time,

    All these big boastful claims of being a scholar and simple, commonsense things elude these jokes.
