solutions_barbadosSOLUTIONS BARBADOS seem intent to make a difference on the political landscape by offering what it deems a proposed draft of solutions (subject to improvement/revision) for the countries’ present economic and social challenges which by public outcry shows that present governance is found wanting in every Ministerial portfolio.

It is evident that the motive for such an endeavor is highly placed on management of the enormous Debt of which the country finds itself in. A staggering $13billion plus debt. With this in mind, a call/advertisement has been made for 30 employers (business men/women) to rally the cause as candidates for the next general election and so far 14 has answered that call yet (not known) until the formal announcement of election date or they of the own volition surrender their identities before such time.

Conflicts of interest.. businessmen as political leaders?
Will they separate themselves LEGALLY from their business interests as an act of transparency?
WHAT ROLE DOES THE ELECTORATE PLAY IN SELECTION OF CANDIDATES?
WHAT ABOUT CONSTITUENCIES AND THEIR CHOICE FOR REPRESENTATION?

Fundamentally, ELECTIONS are of the people, chosen candidates BY the people and act in service FOR the people. A group of volunteered/SELECTED business men/women is a non starter. There is high probability for corruption. There are many facets of government and it is wise that verse persons suitable for respective portfolios be considered, chosen by constituents with power to recall by the constituency.

As I see it there is no transparency thus far in this undertaking, but an attempt by opportunists for power and control WITH AN ELEMENT OF SURPRISE, somewhat like a Trojan horse.

In their “Policy Solutions“… must seek out/identify its foundational base, the intent of purpose and modus operandi for executing its agenda. In its opening paragraph, academics has been bashed for “RECENT ACADEMIC TRAINING” and lack of experience while adding insult to injury asks for restraint of comments of disagreement, terming them as lazy, yet wanting solutions. These opening remarks makes one reflect on recent comments made by the current Prime Minister.

FOUNDATIONAL BASE
First and foremost its foundational base seem to be the institutionalization of the ISO 9001 plan that concerns itself with streamlining management processes of “A PRODUCT” and an end result of “customer satisfaction”. The interpretation of the words PRODUCT and CUSTOMER must be defined. Is the “product” government and its systems/processes and the “customer” ISO 9001 strategists?

The General Requirements 4. QUALITY MANAGEMENT SYSTEM (section 4.1) of ISO 9001 ALLOWS for an open door for the co-control of an “out-sourced process” (note 2) BY AN EXTERNAL PARTY. Under this guise, SHOULD THE GOVERNANCE OF BARBADOS BE LIKENED TO A PRODUCT? In a nutshell, its no different to yielding to the IMF et al.Please examine this very carefully and understand the implications.

INTENT OF PURPOSE.
As the current political environment tend to be bordering on collapse (whether true or not), with the economy, confidence and polls at an all time low, this predicament could merit the opportunity for opportunists to snatch power of Governance (however conceivable)…. to what end?

Lets dig deeper on Governments’ indecision.. (an attack on sound and exemplary political service). Current indecisions by government surrounds (mostly in part) to Capital works and high-end projects, withdrawing pensions of politicians is a poor excuse of punishment for lack of efficiency and productivity, Again current functioning is due mainly in part to the affiliation to INTERNATIONAL ABC INSTITUTIONS (AS SIGNATORIES) and as your foundational pillar is based on implementing the ISO 9001 then the result will find the country in a similar predicament … “Letters of intent to withdraw” is the remedy for governments lack of control and efficiency, adding to that is, if you are not functioning, you will be recalled, replaced or reshuffled.

MODUS OPERANDI
It appears that when national issues surfaced, an attempt was made to address them, however conceived. Bear in mind that these proposed remedies/solutions will also apply to any successive government.

ACTION PLAN case points.
-Lack of civility in Parliament,…. a curtailment of exposure…absolute privilege vs secrecy. both require remedy.
-Civil servant apathy……………….. as in a recent CBB board appointment? All eligible voters have a right to affiliate to any political party of their choice, then how can there be any non- politicals unless the non-political is exempt of the laws of the land.
-Political victimization…………….. harsh and bordering dictatorship. a violation of Constitutional rights, to disallow a civil servant to join a political party of their choice is already deem a victimization It also has an effect on voter count at election time.
-Non-passionate nurses and teachers.. “educational grants for an alternative career” do not retain these persons in the profession. Strategy of ISO 9001 at work… simply address the concerns of these professionals, this is the solution.
-Statutory corporations………….. A permanent Secretary cannot counsel himself, CEO/Minister same role but switched while encumbering the PS with greater responsibility and POWER without the dictates/recommendations of a counselling body, he then can definitely determine CONTRACT all by himself.

    The ISO standards were adopted by the then Barbados Light & Power back in 2005 or 6, it became standard in the US around 2002 or 3 ..once you were a corporate entity, particularly health insurance companies etc, it was mandatory and staff had to be specifically trained for the transition.

    GRENVILLE, I was taught that one should never force their beliefs on another, it can be considered an act of war especially by using ridiculed.

    ISO 9001 is Solution Barbados pillar of construct, the horse has bolted the stable.
    For the record… any workable system can be applied to any product or service development, the question asked was ..

    SOLUTIONS BARBADOS as understood, seek to form a political party base on the standards of ISO 9001, using a global standard system for product/service development processes to run government like a business. TRUE or FALSE?

    Your reply did not answer the question, but was led to a link. (2001 document)

    ANY MERCHANT selling a product will insist it’s best.

    It is necessary to explain to NINE OF NINE that he/she has completely misunderstood the ISO system, because he/she wrote the lead article on the topic, stated misleading errors as fact, and discouraged its adoption to the detriment of all Barbadians.     We are not imposing our beliefs on anyone. We are proposing a good standard of management. You are opposing it. However, in opposing it, you are stating as fact what is entirely wrong. It would be irresponsible of us if we let your statements go unchallenged.

    We apologise if you felt ridiculed – that was not our intent. However, we had to convey to readers who may be swayed into thinking that there was some truth to your statements on the ISO system, that you clearly misunderstood the system.

    To answer your question. We do not plan to run the Government like a business. However, we think that a caring employer who is running a profitable business, is being well-trained to manage the national economy. We encourage you to suggest better training.

    There is a reason why I hardly comment on here anymore. Most have no cause but the one to show off writing skills, high levels of ignorance, and talk a bunch of shite just because they can. Be that as it may, they are others that understand a cause and are seeking to make a difference. I believe, wholeheartedly, that you want to make a difference. However, as I have told you previously, you need to understand the public that is the Barbadians public, if you want to make any in rows to woo them towards what you intend to bring. I think the whole discussion on the ISO thingie is a mere waste. What is more important is what you will be bringing that will be different to what the DLP and BLP have brought. Do you really think that you can make a difference with a set of business persons? Do you think they have the right type of integrity and moral position that will translate into sound transparent and control governance? I am all for an alternative. I might even get a poster done promoting you. But, I would like to give you the benefit of the doubt if you can provide the evidence that you understand the average bajan. At the moment, your discourses are quite intellectual, and after Fruendel Stuart big words, and open show of conceit, the last thing we need is another high-minded, out of touch dufus who do not know how to come down to earthly matters.

    You keep insisting that lowering taxes is likely to spur growth… you are correct… I agree with you completely… but that is not what we were discussing.

    The point at issue it the effect of the proposed Solutions Barbados tax policy of government revenue. I am pointing out that government revenue will fall precipitously and unsustainably.

    So let me ask you a direct question. What are your predictions for government revenue ander your proposed tax policy?? Why?

    @PeterL, I am hopeful that you can tweek from Mr Phillips some fundamentals.

    It is beyond comprehension that after all this time since initial exposure that the Solutions leader would be directing well-intentioned questioners to an academic paper in response to queries on his tax policy.

    Like a doufus I went and read the damn thing and it made absolutely no sense to me with REGARD the fundamental question you raised. Paraphrased as: how does a flat tax which can wallop a lower income earner benefit the overall economy as compared to its effect for the high income earners in Barbados.

    This is not supposed to be an academic exercise. If it’s Phillps’ philosophy then he should have a synopsis of how it plays out re Bajan tax-payers and the Bajan economy.

    There are lots of flat tax proponents and proposals out there but each economy is different based on how well regulated they are so Phillips needs to speak to the Bajan situation directly.

    Maybe I have missed it as I have not gone to the Solutions site in recent months.

    So I’ll look out for the link to Phillips spreadsheets or the two page detailed synopsis of his tax plan as he goes through this dialogue with you.

    Absolutely correct, we need a highly varied mix of MPs and advisor groups.
    Whatever happens, we must limit the high concentration of Lawyers,(not more than 20% from any group would be ideal) there are too many bad apples amongst that group and the ones that want to play this game tend to be very power and money hungry without a conscience. There have been some great Lawyer leaders in the past.

    ISO world standards have been around for 14 or 15 years, and are upgraded and retrofitted every year so that every company worldwide, remains compliant with best practices, it’s up to each company or in the large countries’ case, conglomerate to adopt those standards to streamline their internal operations.

    Why I know the then American owned Barbados Light & Power is, because I had a hand back then, in bringing them up to standard.

    If various companies on the island or other islands are not complying with these standards, they are obviousy backward and running fly by night operations, as is the norm for smallminded employers.

    Be that as it may, this is not the issue with governance in Barbados….it’s deeper and more destructive than ISO certification for companies.

    Grenville is seeking to be an employee of the bajan people, both him and his candidates, they people will be his employers, I saw on another blog where he was asked if as an employer does he ran background checks on his potential employees, he has not yet answered, as with mandstory ISO certification…..every conglomerate worth it’s salt in the real world, US, North America runs background checks on potential employees with FBI and Interpol, I know personally it happened to me, internally, you must fill out a questionaire reporting if any member of your family ever worked for that organization and in what capacity, so there are no conflicts of interest regarding disclosures or other sensitive information….happened to my children when they applied to organizations I once worked for……

    …..best practices are foreign to bajan politicians and business people on the island , if Grenville wants to upgrade standards in government and the business world, it cant be done halfassed, he gotta go all the way.

    And it would be nice if he continues his promised trend of answering ALL the bloggers questions, when he finds the time.

    Making sure it never happens again is the honorable and patriotic thing to do, again, government belongs to the people, they have to know who is handling their wellbeing and welfare and if there are any threats to their, their children, grandchildren and future generations through conflicts of interestโ€ฆit is their inalienable right.

    Bajans for decades have been denied that right by two vicious political parties and governments who honed the art of lies, secrecy and deception to keep their own people uninformed and lacking knowledge or coping with reality.

    You and your candidates would not want to deny the same people whose votes you need the right to know who they can trust and who may be a threat to their wellbeing, now would you Grenville.

    These are the real issues negatively impacting Barbados, these are the issues a potential employee of the people, seeking votes from the people so as to be elevated to the status of prime minister and his candidates elevated to ministers, he owes the people that much.

    I was pissed yesterday to learn that as things continue to rapidly deteriorate on the island due to the incompetence and neglect of prime minister Fruendel Stuart and his ministers, that there have been and currently are no less than 3 ministers with constituencies in St. Philip and 4 ministers with constituencies in Christ Church, a total of 7 useless ministers because people of both parishes are experiencing life altering problems….that the ministers promised before both elections, that they can fix, we have not even touched on the severe deteriorating conditions inSt. John St. Peter, St. Andrew and St. Joseph yet that all ministers in both governments in the 50 year existing political period, swore to the people before each election,….all 10 general elections in 50 years, that they could fix and have not, so Grenville should be happy to know that the people are demanding background checks for all candidates and their associstions….no one can afford a repeat of lies, secrecy, deceit corruption….and selling out the majority populstion to a minority population of 5%.

    You are right MoneyB….but have you noticed that despite having at least 30 lawyers squatting in parliament, including the prime minister, attorney general and speaker of the house, not one of them ever move to make any positive changes, using their legal training, to the Constitution, to the useless mess that is the judiciary or anything else that is negatively all impacting bajans….they do nothing but collect salaries, preen and model their titles……. banning lawyers from the parliament for at least a 5 year period, would be a blessing for bajans.

    Then ya have the opposition leader, another lawyer who only speaks out on certain issues as it fits her personal agenda, not the people’s. ..then ya have George Payne, another lawyer who believes a racist and very questionable jackass can help the Caribbean…I thought that was the job of the leaders and government ministers….OF the Caribbean, not American presidents, then ya have Dale Marshall, another lawyer….and on and on.., a goddamn pit of useless lawyers…..they need to be banned from parliament….use lawyers only to work on amendments etc.

    What is of present note is that the ones making the most noise are not lawyers……a bassa bassa in todays paper between 2 ministers one a doctor and the other a former NGO executive…..then an entrpreneur hollering hard about the wrongs of his govt…….then a shopkeeper just hollering……but of note is that the primus inter pares is a lawyer who just lets them do their own thing……go figure.

    Lawyers are taught, from their moots, to be briefed then go in to court/tribunal and defend a position as if they were witnesses.
    QCs are even paid extra daily for refreshing themselves about the case. Law is basically a profession, it is applied, not theoretical.
    Academic lawyers, legal theorists, philosophers of law, sociologists of law, criminologists, political theorists are the people who focus on the theory of law.
    It is like medical practitioners and medical scientists. One makes the great discoveries, while the other applies that knowledge.

    Alvin…please name those positive changes to the constitution in the last 50 years that has not victiimized the people, the majority in one way or the other, make sure it does not include education….which is paid for by taxpayers or bus fare for school kids and senior citizens…..also paid for by taxpayers…ya have the whole day to think and answer.

  24. I have one basic criticism of the Barbados Solutions crowd. BS for short.

    After genuflecting at the altar of the Singapore oligarchs, they seem to conflate political leadership, which is about defining a mission, setting goals and formulating a strategy for the island, with strategy execution, which is where ISO standards can be most helpful.

    Barbados has adequate leadership. The goals and objectives are there. But we fall down on execution, which should be the function of technocrats and the civil service. Which leads to the obvious conclusion: The problem with Barbados is (most) Barbadians. It’s hard to fix a society that is lazy and corrupt if you must attempt to do so from the top down.

    The majority of the population lacks the values (integrity, decency, frugality, discipline, self-control) needed for social progress and economic development. Singapore has such a population, or had. We do not. We should not blame the leaders for our own faults.

    I almost agree with you; we do tend to elect the leadership we deserve.

    However, leadership is about much more than “… defining a mission, setting goals and formulating a strategy…” these are merely managerial competencies. Leadership is also about instilling values: about inspiring and motivating “lazy and corrupt” people to have more “… integrity, decency, frugality, discipline, self-control….”

    Barbados does not have adequate leadership: while I can see some in both the public and private sectors who are adequate managers capable of mission, goals and strategy, I see none worthy of the title “leader.”

    ….in short implementation deficit disorder exists in Bim due to too many theoriticians who lack adequate management skills.

    ….so Solutions would be the viable alternative as it is packed with results oriented managers/leaders,who have a burning desire to carry Bim forward.

    By the end of next month I will no longer be in the diaspora. When I acknowledge that we as Bajans get the leadership we deserve, I an including myself in that collective ‘we.’ I’ve concluded that one of the reasons that we have deserved such insipid leadership is that so many of our most talented and experienced Bajans remain in the diaspora rather than resident in Barbados.

    Since I will be home by the time the bell is rung I will be looking diligently for a haven for my single vote (although I am passionate about democracy I will never be a party member or political candidate). I cannot contemplate voting for the BDLP unless there are big changes in leadership, policy, and candidates. I respect the integrity of Grenville Phillips II, but Solutions Barbados leadership is untested, I have significant reservations about their policies, and their candidates are a mirage.

    Clearly I will have work to do.

    I second MBs proposal that you seek to offer Solutions some of your knowledge,however be warned……..many a diaspora individual with good intentions and ideas to offer their homeland did the opposite to Ceasar….they came…they saw….they left….mainly out of frustration at the pace of getting things done here as well as being treated with suspicion……..nevertheless I wish you well on your return.

    When in Barbados and I see politicians or any of the corrupt public officials….I pretend I dont see them. I would not want to become infected.

    Lawson….ya really need to behave and leave my boyfriend Justin alone, who do you know that he ever screwed over, name one person….all the talk, you will not give up Canada for the US or Barbados.

    The only problem in Canada is the dollar is kinda iffy right now, but that can be blamed on the oil prices dropping and the Harper spending spree and a few other factors….hopefully it will stabilize, cause right now it got people splitting up their funds between countries because of losses on the dollar.

    Ya just jealous cause Justin is gorgeous and young and cute.

    Bajans do have a track record of accepting, condoning, enabling and encouraging all the wrong criminal things politicians, government ministers, lawyers and doctors do, 50 years of this juvenile behavior and it can be said they have brought much of the present grief on themselves…..silence is acceptance.

    You should not accept mediocrity, deception, secrets, lies and disrespect from politicians and government ministers….they are employed by the people and should act as employees.

    Bajans need to learn how to set boundaries for government ministers and politicians….anyone aspiring to be a candidate looking for votes to be propelled to parliament must be forced to show that they understand the people are their employers and will not tolerate being dictated to….it’s the employees in parliament to be held accountable for their actions, who have to answer questions for their actions.

    Let’s hope Grenville is understanding this before he starts.

    is like most women of this generation. The men they support are like Justin, who is a feminist and a Mama’s boy with a lisp. Justin just dumped his foreign minister, an older man who used to be a distinguished university professor. His new foreign minister is a short Ukrainian girl who cries and throws temper tantrums when trade negotiations don’t get completed on schedule. Canada is going down the drain.

    Further to my previous comments on corruption in Barbados, Grenville is mistaken if he thinks 20 or 30 talented and earnest leaders/managers can rescue an island of 300,000 people. He needs thousands of capable, honest technocrats supporting his work in order for him to succeed.

    ……not only that, ya want to continue burdening the taxpayers of Barbados….thousands of technocrats for a tiny civil service….ya dont need large numbers, ya need competence, efficiency and people who can and actually do their jobs….more discipline and less bribery and corruption. ..the same evils that have brought the island to its knees need to be cut out, many of them fired and arrested…..and only half the amount of workers would suffice.

    Grenville dont need to add burdens on the taxpayer’s. ..how are all these people going to be paid…, aren’t they printing money to pay debts and salaries, at this time they are being cautioned to cut spending, have been cautioned for 10 years and you are trying to get them to spend more…lol

    This is what Grenville posted to Naked Departure, only saw it after my post, if this is true, do you really believe any government going forward can afford to use tax dollars to continue adding more workers to an already bloated civil service and parliament…if the island is in thid much debt….at this time, both should be cut in half…let them go home and become entrepreneurs. ..start manufacturing and exporting, they have all become parasites to the people.

    Grenville’s debt figure is correct. Last August the IMF put it at $12.4 billion including NIS debt. Most of it is denominated in Barbados dollars ($9.7 billion) having been borrowed from the Central Bank, National Insurance Scheme, or local banks; the remainder is external debt that must be repaid in US$ or Euros.

    The government would have a balanced budget were it not for the interest payments on the debt which put us over $600 million further in the red each year.

    It’s appealing to think of fixing this by cutting the civil service in half, but reality is somewhat more complicated than that.

    The wage salary and NIS contribution bill for the government is about $800 million for about 14,000 people, but that includes the army, the police force, employees of the health care system, and all the primary & secondary school teachers and administrators. Are you willing to cut these in half as well.

    Don’t forget that these people all pay income taxes on their salaries, so that’s about $80 million less in taxes. withdrawing $320 million in purchasing power from the consumer economy will also have knock-on effects that will slow economic growth and reduce VAT revenues to the government by another $50 million or so. Such drastic cuts would no doubt require the payment of significant severance packages: at an average of 10 years seniority for those given their walking papers it will cost $200 million in severance, not to mention the lawyers bills as people take the government to court. So you have thrown 7,000 people out of work, and saved a grand total of $70 million while sowing division and bitterness throughout Bajan society.

    The likely general strike will of course cost the government and economy immeasurably more than this.

    The easy answers to Barbados’s financial and economic woes are almost certainly wrong.
