Recently, a bill to amend the Constitution failed to muster the necessary two-thirds majority to ensure its passage in the House of Assembly. If that bill were enacted, the compulsory retirement age of persons, holding the offices of Auditor-General and Director of Public Prosecutions, would have been increased from 62 to 67 years of age.

As I understand it, both parties support the idea of increasing the retirement age for those two office holders, in order to bring them in line with the stated policy for the rest of the public service. So why did the amendment fail? The simple answer is that even though the Opposition did not oppose the amendment in principle, its members abstained thereby depriving the bill of the twenty votes needed to ensure its passage.

I did not listen to the debate, and am therefore forced to rely solely on media reports. I would prefer to rely on Hansard (the official verbatim report of proceedings in parliament). Unfortunately, October 24, 2011 was the last time Hansard was published in the Official Gazette and that was the report of the proceedings that took place on October 16, 2007. I am told that in England, the parliament that we mimic, Hansard is available the day after the debate. But I digress, this is a topic for another time.

A sensible government would not have proceeded with that debate unless it was assured of the numbers to pass the bill. Mind you, media reports suggested that the Opposition had communicated to the Government, in advance of the debate, that it was not going to support the amendment at that time, even though it had no quarrel with the object of the bill.

As I understand it, the BLP reasoned that Government’s priorities were misplaced. Why rush to parliament to pass legislation that would benefit only two persons, when Government needed to clarify the law it claims allows it to retire all other public service workers at 60 years?

There was no rush: both incumbents are 58 years old and to benefit them that legislation could have been brought to the House any time in the next four years. But it seems that Government is trashing around to find business to put before the House because it has a very poor legislative agenda.

The Barbados Labour Party took some abuse, from the Government and from its former leader the Right Honourable Owen Arthur, for its stance on the amendment. The criticisms from Government, though puerile, were expected. On the other hand, the criticisms or abuse by Mr. Arthur did more to diminish him in the eyes of the public than any effect it would have had on the recipient.

To my mind, his apparent dislike of the Opposition Leader has so consumed him that it is rendering his contributions in the House to be irrational. If he feels so strongly that Ms Mottley is unfit to assume the high office of Prime Minister, he has a duty to be forthcoming with the people he once led. His continued venomous attacks on her without more make it appear as though, hell hath no fury like Owen Arthur scorned. Again, I digress.

Over the years, I have been relentless in my criticism of the BLP for being a labour party in name only. This time the Opposition, by abstaining to vote, has finally stood up for the workers of this country.

Last year, Government forced several workers, at the Barbados Investment and Development Corporation, to retire at 60 years of age. It even went to court to vigorously defend its right to do so. And while that decision is pending, it had the unashamed temerity to introduce a bill that would have seen the retirement age of two persons increased from 62 to 67.

Like the Opposition, I am beseeching Government to look out for the best interests of all Barbadians and not just a privileged few.

    Deception , lying and nepotism are words that are causing me great pain. Once I have signed off and instructed, I have expectations. I did what was legally requested of me and that was to approve. I told everybody that because she was a Kellman it does not mean that she was related to me, but she was wife to my nephew who is 3rd vice president of the NUPW. Is the union saying that their members family cannot be employed bin the public service? I will do a survey of the premise. Am I to believe that I am doing a crime in ensuring that we restructure and make NHC efficient to protect jobs. My pedigree does not allow me to go into the gutter too. As a fisherman I know how to deal with blue peter and lion sharks. If I were employing my wife or son I could understand, but the charge that my relatives who are qualified for jobs cannot be employed is unconstitutional and should be protected by all unions. The charge that the position was advertised is a decision that was made by the previous Government and was not challenged by the union. They have issued some statements and concerns that I have asked the chairman to investigate because they were not informed. So I expect the chairman to have an urgent meeting to understands their grievances, because all positions of acting brought to me were approved including the compensation packages and they were only 2 including Miss BLACKMAN. If the union have made request of management that the board is not aware then they need to speak to the board. I have no problem employing any body from the NUPW OR AFFILIATED TO THEM.MInister

    That is a serious indictment resonating on the ministers in parliament. …why does Fruendel and his Fools insist on foisting a corrupt DPP on the Barbados taxpayer until he reaches the age of 67….9 more years of cirrupt practices, 9 more years of an inefficient court system and compromised judiciary..,, why, what is wrong with Fruendel.

    Why did Fruendel not take care of this problem in the nearly 10 years he had to do so.

    The government is not credible…too much deceit.

    Then sir this is a more serious matter that it appears on the surface.

    This is security of tenure being afforded a specific person, NOTHING ELSE, AND IT IS NOT FOR TWO PERSONS, THIS IS FOR ONE PERSON.

    Which one?

    Why is this obvious bribe being pushed with such alacrity?

    And in that comes the answer or does it?

    The Auditor General Trotman does his job religiously, every single year and be it BLP or DLP he comments of both sets of malfeasance

    What could have happened during the term of the DLP that would require his appeasement?

    Concurrently we have a DPP of whom it is purported that the only work he does is to drive his golf club into the ball down the fairing or wherever you drive a golf ball

    The DPP prosecutes matters and, depending on who is to be prosecuted, it may seem more likely that the immediacy of the legal matter might have necessitated a de facto bribe and scratch your back configuration to soften the target.

    Being caught teifing money seems not to phase these BDLP ministers but evidence of involvement in crime against the person would seem a more feasible circumstance to enact such security of tenure.

    Forgive me Mr Franklyn it is these anomalies which cause de ole man to start thinking why would you push a failed amendment UNLESS YOU NEEDE TO SHOW A SPECIFIC PARTY THE LENGHT TO WHICH YOU WERE PREPARED TO GO AND HOPE THAT HE RECIPROCATES, even though he did not get his part of the bargain.

Like the Republican faithful is putting distance between themselves and Donald Trump, hard core bees led by the strategically placed Glyne Murray are doing the same to Mia Mottley. Voice recognition is not that difficult so I do know of what I speak. This arrogant bunch that boldly announced ” we doing things we way” chose not to respond to a letter that merely informed of certain reservations held by the opposition, and a request for further dialogue.     Therein lies the problem.

    This cabinet is made up of a bunch of jackasses. The problem is that they do not know that they are and the worst government we have ever had in this country. We thought Sandi was the worse and we never thought that along would come another DLP government that would be worse than him..

    Bringing this bill to the House although the Opposition told them that they could not support the bill at this time, not only shows how arrogant they are but also cocky. They believe the garbage that they generate minutely at the George Street gossip machine that the BLP is fractured and the leader has no support. So armed with this knowledge, they put it to the test and lost big time.

    All like now, they dems are still smarting from that defeat………..so much so Fumble went after William Duguid like nobody’s business and Duguid put him in his place…….boom!

    We follow the Westminister form of government………….the PM brought an amendment to the constitution and it failed, should the PM not have resigned?

  25. Actually what was distasteful was the PM’s contribution to the debate. He pretty much stated he was not begging anybody on that side to support the amendment which had to be brought because the leader of the opposition and then AG made an error. You cant make this stuff up.

    Belgrave did not impress on the bench.He got involved in the matters before him and was accused as prosecuting from ‘where he sat’.Litigants knew that was his weakness and always led evidence that would encourage his interference and on appeal his judgements were invariably overturned or dismissed.

He has carried the same stinking attitude to the highly responsible and respected post of PM and with disregard for people has totally destroyed our country.
    Check and see how much money Leroy Parris paid him and after he and Thompson get their guts full of CLICO money Hal Gollop get what left.
    The BLP must be credited for looking after the masses while they look after the asses. Kellman and the whole bunch.

    In short, we are saddled with an idiot BECAUSE we (as a people) have lost our way. So perhaps we are focussing on the wrong ‘solution’ …in seeking to improve on Froon- while maintaining our lost ways….
