The blogmaster has been in town too long to accept the Nation’s headline ‘Outdoor facilities awaiting green light emblazoned on today’s page 3A. There is no doubt in the mind of the blogmaster traditional media is easily manipulated by the political directorate and shadows with deep pockets not necessarily in that order.

Barbados Underground has posted blogs highlighting the ongoing struggle and frustration of Allan Kinch to develop his property located on Bay Street. The blogmaster does not have a bone in the fight, however, there is prima facie case as presented in the court of public opinion to more than hint there is more in the mortar than the pestle.

What triggered the Nation newspaper report was a recent fire at the popular Worthing Square. We have been enlightened by Maria Bradshaw’s report that Planning and Development Department (PDD) will take action against Savvy On the Bay (Allan Kinch) this week to block ongoing restoration of the National Trust protected structure which use to be the eye care facility. 

There is so much to unpack from today’s Nation newspaper story. One wonders if the newspaper should not have anchored its story on the fact planning permission concerning the property is mired – deliberately or by design who knows – in a government department since 2012. Senior Minister William Duguid’s barefaced confirmation is in today’s Nation newspaper report. The manipulators of news would have us believe that PDD has been galvanized into action as a result of the recent fire at Worthing Square. 

Two subplots to this story is first the role of Prime Minister Mia Mottley. There should be little doubt that all decisions concerning big works in Barbados must pass Mottley’s smell test. In today’s story Kinch is quoted referring to an onsite meeting with Mottley and AG Dale Marshall in 2021, “I had a meeting onsite with her with the Attorney General present, Kinch said, pointing out that he gave Mottley the undertaking that he would develop 60 feet of parking space as well as a shower and bathroom facility ‘for the people of Barbados’….”she said once you are willing to do that I am good,”…she (MIA) said once you are wiling to do that I am good,”…she told the planners at that meeting to get permission sent out and I (Kinch) am still waiting .

Another of the considerations tagging this matter that should be of concern to Barbadians are the competing developments in the area. We have the start of construction of a show condo unit by Hyatt, there is The Daisy Group whose interest in the locality have largely been sliding under the radar? To identify only two.

Here we are with businessmen applying to develop our coastline, unapproved development allowed to continue for years a stone’s throw from the Prime Ministers office and it takes a random fire at Worthing Square to encourage the Nation newspaper to present a one sided view of the issue. Maybe, just maybe this is the first of a a series of articles to shed light on the matter as a responsible member of the fourth estate.

    I stopped paying any attention to the talkmeisters and their output of loads of dung, they should try turning it into methane, then it will be of use, they have to wait on instructions to put in their 2 cents worth and none of it ever makes sense….i will not be misled, sidetracked or distracted, didnt happen before, it will be an extremely cold day before it happens now.

    These days i do seek out certain news, but have become economical in that as well…so I miss a lot. Still working my way forward, so that is taking more
    precedence. I can just image how it is now. Out there has become extremely brutal.

  11. PLAN FOR BEACH LAND

    Government is seeking to “reclaim” the section of beach along Bay Street which is presently occupied by the popular food truck business, Savvy On the Beach.
    Senior Minister Dr William Duguid, who has responsibility for coordinating infrastructural projects and overseeing the Planning and Development Department (PDD) confirmed that Government planned to take over that section of land on the beach which was owned by businessman Allan Kinch to return it to public car park space.
    “I can confirm that we intend to acquire that section of the land only for public parking. We will be taking this to Cabinet shortly. We have started negotiations with the owner and I expect that we will come to an agreement soon.”
    Government sources also said there was concern that the food truck business was operating without Town Planning approval on land that was formerly used by the public to access the beach.
    Kinch, who bought the property in 2015 when it was being sold by the Barbados Tourism Investment Inc. and has since restored the National Trust listed building, upgraded the beach area including a play park for children and parking space, said he told Government he would be willing to sell that section. He, however, insisted it was never historically a carpark as Government was contending, as he dismissed suggestions that the food truck business was taking up critical parking space.
    “They lick down Zepherin House to make it a carpark for World Cup cricket,” he recalled.
    He added that no agreement had been reached as yet.
    ‘Nothing forthcoming’ “I have asked them to write me with what they want – send a draft agreement – and nothing has been forthcoming since the meeting in Parliament,” he noted, in reference to the meeting that was called by Attorney General Dale Marshall about three months ago.
    “I have received phone calls but with no reasonable information. The last phone call I received last week was from Minister Duguid saying that the Government wanted to give me back the same money that I paid for it in my agreement from 2015.”
    With Government’s take-over of the Liquidation Centre on Bay Street still fresh in his mind, Kinch said: “I’ve told them that I am willing to sell and there is a mechanism for Government taking over private property and it has to be market value and I’ve told them I’m willing to accept market value. The only offer they have made is to give me back the same thing I paid eight years ago which is $4 million.”
    He explained that he bought three properties on the site which included the Zepherin House site, the area on which Savvy now stands and the old eye hospital for $4 million.
    “They need to put what
    they want in writing because the last conversation that I had with Dr Duguid last week was that he only wanted the carpark section, but I explained that the carpark section is not even a separate piece of land. It runs from the road to the sea and I have 13 tenants who need to have parking for their businesses. How can I possibly not have parking for those tenants . . . ?”
    Kinch said he was still amazed that his application submitted to the PDD to provide 60 car park spaces for the public next to the food truck business had not been approved as well as an application to rebuild the jetty and relocate the food truck business there.
    “I made an alteration when I had a site meeting with the Prime Minister and the Attorney General where she told me that they wanted parking for locals. I put together a proposal where there would be about 40 parking spots. I would give land to the Government and build showers and washrooms at my expense and give to the people of Barbados.
    “I proposed moving the public access which is in the middle of the properties, next to COPA (Copacabana) going straight down to the life guard hut. Right now there is a 15-foot public access and I said I would give 45 FOOT more feet to make it a 60 foot wide access with parking for 40 more spots. I submitted this to the Prime Minister and the Director of Planning but I did not get a response.”
    The businessman, who some years back drew the ire of Government when he sought to plant palm trees on the beach, believes that with all of the development taking place along Bay Street, a multistorey car park should be built on the unoccupied former Government buildings on Bay Street which has been the source of three fires.
    “With the development of the Hyatt Hotel and other projects along Bay Street you would need parking space. Government can put in a multi-storey car park and do a Bridgetown shuttle. That would fix so much of the parking problems in Bridgetown,” he said.
