One of the more interesting decisions made in 2018 by the Barbados Labour Party (BLP) government led by Mia Mottley was to appoint the largest ever Cabinet in our history. Her justification for the ‘relatively large’ Cabinet was because of the overwhelming mandate received from the electorate. From 2018 until the present – with a cosmetic tweak in 2022 – the Cabinet has remained large.

Enough time has elapsed to fairly judge if a large Cabinet adds value to how the country has been governed since 2018. It has been a government led by the larger than life and seemingly indefatigable Prime Minister Mottley. Her style of delivery and oratory skill has endeared her to the international community. It is worth a reminder she inherited an economy with a GDP north of 150 with junk status credit rating. There was a feeling of renewed hope in the nation post 2018 general election.

Out of the gate the Mottley government committed the country to a debt restructure on domestic and local holdings which right sided the debt to GDP indicator BUT immediately shot the confidence of local and foreign investors. The lack of confidence to invest persists four years later. To be expected economists are divided on whether it was the right strategy, these decisions are never easy we must admit. 

In Mottley’s defense she will postulate that the COVID 19 pandemic, Hurricane Elsa and La Soufriere volcano ash fall combined to derail government’s rebuild effort and in fact caused the economy to significantly contract. To reasonable onlookers she has a good defense. However hungry mouths well not be as sympathetic. The debate will continue about the BLP’s performance since 2018 until the next bell is rung.

Political pundits are already surveying a barren political landscape for alternative voting options. The Democratic Labour Party (DLP) under rookie leader Dr. Ronnie Yearwood is in the early stage of a rebuild and the many political parties that presented at the polls in 2018 and 2022 have done the usual vanishing act of which Houdini would have been proud. 

What is the blogmaster trying to say in too many words?

Prime Minister Mottley has taken the reins of government at a challenging time in our history there can be no doubt. This is precisely why decisions taken by Mottley must be fit for purpose for the extraordinary times to guide a 166 square mile open economy island through the economic tempest and other challenges. There is no good reason the country should have to suffer a bloated Cabinet not to mention a bevy of financial consultants in 2022. Mottley must stop pandering to political inclinations and instead send clear signals to the population she and her government are prepared to make the sacrifice and walk with the people at a difficult time in our history. 

What the blogmaster fears most is – when the next general election is called the electorate may have no choice to abstain or vote anyone posing as an opposition, a default position. The level of apathy and cynicism in the country is already low. Whither our democratic system?

    But my still favorite moment of US maguffiness is the in-your-face rendition of former President Manuel Noriega from his homeland to be tried, convicted and jailed in the US. Not giving approval for Gen Noreiga’s dictatorial rule in Panama but he was propped up by the US for years until they decided he had become too unhinged… and voilà!

    Oh and Bolton was working in govt under Bush back then too … so fah real why should we get excited that the same John Bolton provides this click bait moment bout coups and tings so … as students of politics we KNEW about this eons ago, not so!😎😇

    Barbadians can expect an ease in their grocery and electricity bills over the next six months, as Government will be implementing a series of measures to further shield them from the rising cost of living.


    In a National Address yesterday, Prime Minister Mia Amor Mottley disclosed that the value added tax (VAT) will be reduced on electricity from 17.5 to 7.5 per cent for the first 250 kilowatt hours (kw/h) for residential bills.


    Additionally, the list of essential food items that will attract zero VAT or duties, has been expanded (costing the Government about $4.5 to $5 million), a measure that goes hand in glove with a compact with the private sector to lower their mark-up on 44 items.


    The Prime Minister also revealed that during the summer break – specifically from July 25 to September 2 – children will continue to have access to School Meals lunches, a measure she projected to cost the Government $2.5 million.


    In a release last night, the Ministry of Education said the Summer Nutrition Programme will see lunch being served “from designated centres from noon to 2 p.m. Monday to Friday”.


    Mottley disclosed that the measures, which will cost Government about $17 million during the period, were fine-tuned over a period of six weeks and after consultations with the Social Partnership and other key stakeholders.


    “Over the past several weeks the Government has been engaged in extensive discussions with our partners in a variety of critical sectors, as well as the Social Partnership, with the objective of easing the pressure that persons face each day with respect to critical food items, gas and electricity . . . .


    “As I said from the start, we recognise from early that there will be no knight in shining armour coming to rescue us, coming to rescue Barbados. We understand that our survival rests in our own hands and that if we are going to feed ourselves through this crisis and beyond, we will have to create the environment,” she said


    VAT threshold


    Mottley pointed out that the VAT threshold on electricity was in sync with the consumption patterns of the average Barbadian household, which meant that people were likely to see a reduction in their electricity bill by $17.


    She said a further breakdown will come from Minister in the Ministry of Finance Ryan Straughn when the matter is laid in Parliament next week.


    “The reality is that we have come to a position where electricity can no longer be viewed as something that we can ignore, given the increase in fuel oil prices, which we have no control over. The bottom line is that those prices are controlled by other countries but the reality for us is that we have control over the value added tax . . . .


    “This saving is critical, and it may not be a lot, but when you see it in conjunction with the other things that we are doing, then

    you will understand the wisdom of the old Barbadians saying that ‘one-one blow does kill old cow’.


    “The reality is that 63 per cent of all households, according to the data from the Barbados Light & Power, use 250 kw/h and this means that their bill will move from $204.46 to $187.06. This, my friend, will cost the Government $1.527 million per month,” she explained, adding that it would cost the Treasury $10.5 million over the six months.


    During her 55-minute address, Mottley also announced that the import duty on hybrid vehicles will be lowered, from August 1, from the current 45 per cent to 25 per cent (for plugins) and 35 per cent (regular).


    The Prime Minister heaped praise on the private sector for its sense of civic responsibility, noting that the business people opted to sacrifice their profit margins, thus negating the need for possible discussions on price controls.


    Mottley said that the cumulative savings to be realised from the expanded basket of goods and the compact could amount to as much as a 14 per cent saving on the grocery bills for some customers.


    Under the compact, which will be signed tomorrow and will come into effect from July 21 and run until next January 31, supermarkets and wholesalers have agreed to leave their mark-ups no higher than 12 to 15 per cent on the 44 items ( please see box).

    The prices of items are to be published every two weeks and also submitted to Cabinet, added Mottley.


    Feed manufacturers have also pledged not to raise their prices for the next six months, while the Flour Mill has promised to shield Barbadians as much as possible from the international market trends.


    “I want to say to the captains of the private sector and particularly those within the supermarkets, wholesale, retail, distributive sector and the farming community, a big thank you for your coming together under this pressure and agreeing that in this country we are always best when each of us works to put something on the table. We recognise that that voluntary compact of how we treat to each other is critical to who we are as Barbadians,” said Mottley.

The saving of $17 per month on your light bill is just not enough when the average Barbadian’s light bill is between $200 to $300 per month,” he said.
    The DLP president said the measures appear rushed.
    “The Government seems to have again come with this hot and sweaty approach. This relief of packages does not seem thorough enough. If you are objective – whether you are a Barbados Labour Party supporter, DLP supporter, or independent – when you look at the policies that we had proposed, the idea was to cover a range of persons and to try to provide relief across the board. What we have here from the Government looks like a patchwork of policies. This is not good enough from a Government with an army of consultants,” said Yearwood.
    “The Democratic Labour Party plan is one that empowers people. The idea is to put money in your hands so that you make the decisions about your life and what you want to do with your money. The Prime Minister’s plan depends on other people doing things to reduce prices and it is about Government exerting its control over you. Each one of our policies is about the individual having control over their process; we are not directing you where to spend. The Prime Minister’s approach is about nannying, deciding what is best for you.” ( CLM)

    I’m sure you’re aware taxes are the main sources of government revenue.
    A decrease in taxes results in a corresponding decrease in government revenue.

    The Prime Minister essentially answered your calls and made a number of proposals to assist poor people who, according to you, are struggling.
    Those measures include:

    Reducing VAT on electricity bills and increasing items on which VAT were previously paid, to ZERO RATED, will ULTIMATELY result in a REDUCTION in government revenue.

    You asked about ‘having a plan on hand to recover that revenue.”
    To RECOVER that revenue, ‘government’ would have to INCREASE taxes in other areas, resulting in further increases in the cost of living.

    Then, you would be on BU complaining as usual.

    2-300 is not much some have 4-500 bills…dependent on equipment they use….can’t do a lot of cutting back on energy in those scenarios.

    bottom line.
