… However, I must express great disappointment and dismay at the level of stupidity you are displaying with respect to the Astrazeneca vaccine procurement scandal. I am a moderator, so I cannot give anyone the impression that the Astrazeneca Vaccine Procurement Scandal is an item on my personal political agenda. After reading the various articles in the press, I have analyzed the situation and agree that Barbadians only needed 300,000 vaccines at US$3 per dose. That means that Barbadian taxpayers should have been asked to only pay US$900,000 for the Astrazeneca vaccine.

Instead, we have a situation where the Permanent Secretary in the Ministry of Health & Wellness (the Accounting head of the Ministry) wrote Astrazeneca and told them that she was ordering 1 million doses of the vaccine, and the million doses will be for the exclusive use of Barbadians and will not be resold.

Meanwhile, the PM of Barbados, from an interview in NY, said that Barbadians will have to pay US$24 per vaccine dose. Although Astrazeneca said that they will only be dealing with governments or COVAX to limit the profitability of the vaccine , the Government of Barbados asked them to deal with Radical Investments Ltd., a foreign company owned by Mark Maloney. So straight away, Barbadian taxpayers were being asked to pay US$24 million for Astrazeneca vaccines that should have only cost US$900,000.. The Minister of Health & Wellness said that he did not know that Radical Investments Ltd. as a company existed, so he would be bringing his political career to a sudden and unexpected end.

Barbados only needed 300,000 vaccines, so the extra 700,000 vaccines that Barbadian taxpayers would have paid for, based on the order placed by the PS of Health & Wellness, were now to be sold to St. Lucia and the Bahamas at US$27 per dose. The amount of money destined to pass through the hands of Radical Investments Ltd., owned by Mark Maloney, amounted to US$42.9 million. This is the heart of the Astrazeneca vaccine procurement scandal. The plot was hatched in secrecy, and everything would have worked like a dream if Mark Maloney had not been robbed by the “3-card men”, and forced to produce documents in a USA court..

The Government of Barbados, so far, has been unable to provide a credible defense against the scandalous allegations.

Now, in order to ventilate and discuss this matter further, I would have needed a caller to call the Brasstacks program and initiate discussion on the matter. That caller could have been you. Unfortunately, instead, you chose to sit on your backside and criticize me. Useless, lazy, dim-witted Bush Tea.

So far, you have wasted your time, my cursed friend. The opportunity is still there, though. Let us see if you can seize it. Call Brass Tacks and raise the issue. Or is that too much for your lazy backside to handle?

Feel free to cuss me if you want. I simply do not care.

    These shameless apologists on BU all serve to remind us that there is a significant number of them in the general population. They will even vote against their economic and financial interests, just to try to ingratiate themselves with a greedy and corrupt politician.

    I am not really concerned about these apologists, though.
    What keeps me up at night is the fact that the Bussa Revolution took place in 1816, and the riot happened in 1937. In 2022, we are breeding the very conditions that create a perfect environment for social upheaval.

    Some persons who cared nothing about Barbados and Barbadians brought a lot of guns into this country and sold them. These guns are now in the hands of young people who don’t care about politicians, or other Barbadians for that matter.

    Right now, the politicians have these criminal-minded youngsters on their radar and are spraining their brains to find solutions to the rising crime problem.

    What do you think will happen when these youngsters flip the situation on its head and put politicians on their radar?

    That is already in vogue , the crime situation is far worst than we care to admit. This morning , I read in the papers, that guns were being exported from Atlanta by a Barbadian. He’s now in prison.
    Crime has been rising now for forty years . We only tend to report violent crimes , burglaries and so on but white collar crime; crimes against children, women and the elderly , have all been on the increase.
    Graft and political engineered crimes involving money laundering have been galloping along throughout the region.
    We are not immune. The youth in crime are easily indoctrinated before they even leave primary school.
    It’s not a pretty picture anywhere in the region.

    .from speaking to today’s young, unlike us who knew nothing in the 70s coming forward and were very helpless. thegh all instincts told us that something was VERY WRONG……..the youngsters of today KNOW….can see the evil social, financial and political set up for what it REALLY is,

    THEY KNOW IT’S DESIGNED AGAINST THEM and their best interests and that of their offspring…..but are STILL HELPLESS to do anything about it…so there is where WE COME IN…it’s our duty to DEFEND the young generation and MAKE SURE THEY HAVE ALL THE TOOLS AND WEAPONS they need to RESIST the generational criminality leaking from the parliament..now that we know it exists, after hidden for 9 decades, we cannot pretend it don’t…….

    You are playing down the wrong line. Your off stump will end up doing cart wheels.

    Au contraire, the man was the perfect person to approach for the job, as defined by whoever conceptualized the scheme . He played ball with the former government. No quarrels erupted. Every person got what was for them. He gained tremendous experienced from playing that game.

    Additionally, he owns foreign companies (including a laundromat?). Foreign companies enable foreign currency to be easily taken offshore so that all “suppliers” can be paid away from the “malicious and meddling” eyes of Barbadians.

    In this particular case, he had a vulnerability. It did not take the “3-card men” too long to figure out how to exploit that vulnerability to the max.

    Has it dawned upon others, this could have been MAM2 idea?
    This does not excuse any of the participating Governments.
    How Pharmaceutical firms operate is one of my personal “pet peeves”. They have more tricks than your average magician.
    The COVID vaccines, created a storm where demand exceeded supply. Nor is this vaccine the only product these manufacturers produce. Given their track record, that some may attempt to increase other sales on the back of a COVID vaccine, was not unimaginable. Hence despite their claims as to how they would sell vaccines, to sovereigns only, it isn’t surprising others would try to buy.
    We had people all over, jumping lines, to get the jab.
    Was the PM (former) of St.Lucia seeking to make money, or to provide something which could boost his re-election chances?
    No question MAM2 was going to make money. His “cut” was for providing the then elusive vaccine.
    We can get vexxed a premium was being paid, but that is the supply- demand nature of life.
    There is no question given the nature of the deal as reported in Radicals court filing, that others along the chain had the potential to also get a “cut”. Even if as suggested, this “cut” came from Barbados selling to others at a price above their cost.
    Hence while I cannot deny that potential, it appears to be more about political capital than financial capital to Governments or their players.
    Like the pharmaceutical firms, the pattern of profiting personally by the political class, brings that possibility into focus.
    Yet, because the deal fell through, it is all conjecture?

    And….whether it fell through or not, had it been successful, the treasury would have taken a $48 MILLION DOLLAR HIT, some say even more than that……..and all we would have heard is how great the crooks all are, while the people, especially the young suffer….because once again, they are disenfranchised.

The failure to get those nominations are quite relevant to your agenda.     Minister Santia Bradshaw, PM Mia Mottley, Liz Thompson, and Peter Wickham have all vomited up this folly before. That defense did not work then, and yours will not work now.

    Can’t you think for yourself for one minute?

    Enuff cases a bank and conceptualizes a strategic plan to steal millions from the bank. He puts the plan into action but his robbery attempt is foiled before he gets a cent. He is arrested, charged, and brought before a judge for attempted bank robbery. He argues in court that he is innocent because he did not receive any money. The judge sentences him to 20 years in prison and denounces him as an idiot.

    St. Lucia put money in the ill-fated scam. Legal minds are still pondering whether or not the Government of Barbados will have to reimburse Radical Investments Ltd., as an agent of the government, for all of its losses.

    The defendant in the Radical Investments Ltd lawsuit has asked for a jury trial, which presumably will put maximum information into the public domain.

    These are early days yet, so we wait with baited breath.

    When is a con or a clearly evident fraud invalidated because it is NOT 100% successful!

    To reference the other analogy above re a planned bank robbery: evidence of the ATTEMPT is a guilty verdict in a criminal court, ‘beyond any reasonable doubt’. Here the evidence is quite pellucid also. The key difference being this will ONLY be litigated in the court of public opinion.

    And I say ‘off books’ because although it was ‘approved’ under signature of the PS … the substantive leader of that ministry dept has sworn that he knew nothing of this Radical company venture… so for a guy who was so integral in the Covid process and was even given an award for his efforts he would have to be very dishonest or this was a complete fraud from day one!

    Are fraudulent contracts indemnifiable …

    Someone said earlier that previous PSs and senior civil servants often would push back on scurrilous attempts to subvert process and legality … I question that assertion based simply on the dictum from Commissioner Duffus that “all roads led to Barrow”.

    In short, he controlled things and the senior civil servants carefully managed affairs to avoid his wraft … fast forward to 2020 and you would have us believe that a very VISIBLE minister of health was left ‘out of the loop’ on a NON_TENDERED procurement contract being handled by a well known government insider contractor. And that contract which is alleged to facilitate tax payer sanctioned end user PROFIT spread in excess US$20 MILLION NONE of which would be remitted to the govt treasury and NONE of which would have been made public… yet you the gall to say it was actually “TOO VISIBLE”! 🤣🤣😎

    I would agree tho that we could accuse MAM of “being overzealous in the effort to deliver covid vaccines” in the same way that we could accuse DJHT of being overly zealous to get his CLICO client’s salary paid or the zealous nature it was alleged that Arthur’s telephone conversations were sought after! 🤦‍♂️😒

    I have not forgotten it, I have mentioned it several times. It is similar…meaning….is the GoStL waiting to recover funds before charging Chastenet. Difference….he fessed up….and said yes he was trying to buy vaccines ‘for the people of St.Lucia’ and was paying a premium. And, had sent monies to Radical for that purpose. Nothing about their delivery may aid his re-election?😂😂

    So maffematically Barbados is buying 1,000,000 doses @$24/dose for $24,000,000. Then, the claim is 700,000 will be resold at $27, (700kx27) for $18,900,000, add them and you get the $42,900,000 referenced.
    The scam is the selling of 700,000 vaccines TWICE, once to Barbados and then reselling them to others.
    This IS a scam.
    It is based I believe on who held the contract. Neither of the other two islands are at fault, they pay the $27/dose they agreed upon.
    In other words, the claim is the owner of the vaccines, Barbados, was not selling to the other two islands, but Radical was. Hence the double selling.
    Had the PS penned, the 1,000,000 were for the combined use of Barbados-St.Lucia-Bahamas this wouldn’t be an issue.
    Maybe I am too honest, but it is also charging the Barbadian taxpayer ($24×700,000) $16.8M for vaccines they never received.
    Based on the numbers in the case filing, at $24-27dose MAM2 was already making a decent profit.
    I guess anything is possible?

    that’s the reason long after this scam broke, people were saying it was MUCH, MUCH MORE money involved…in the ripoff…

    AstraZeneca apparently had some clause that explicitly said that vaccines sold at COST =$3.00 per dose, was not for resale…so the PS HAD TO LIE…..

    .that was part of the rules to have access…but these wanted to run their scam at all cost…even if they bought expensive, even if it was FAKE VACCINES to endanger lives…and doubled, tripled or quadrupled up the resale price…they were determined…

    someone(s) should go to jail for this….it’s straight out of the 1930s playbook….tief people’s land, tief their money and resell the land 2 and 3 different times…


  41. The scam is SIMPLY the breaking of the CLEAR procurement rules that are known by every purchasing officer in the Public Service.

    The SCAM is SIMPLY having the documentation bypass the LEGAL channels REQUIRED by the rules (ie The Minister responsible)
    Is THIS too easy to understand?

    When the PS feels the HAMMER in her donkey …and decides to tell how she advised the ‘higher authorities’ APPROPRIATELY, then FURTHER simple charges will arise….

    So why wunna think she is now ‘most honorable’…? Luck? steupsss!!!
    ….but can a ‘most honorable’ survive a stint at Dodds..?

    .this fraud/scam has its origins in the US where these people were actively pursued by the fake procurer and its agent(s)….and where the case is currently playing out..

    i take it that scams are very few and far between these days….lol

    personally i do believe the people in Barbados and across the region deserve much better than they have gotten in the last 60 plus years…..am not hot on colonial miseducated corrupt politicians governing me or anyone else….period…it appears that is all they will always be as manufactured

    Per usual some are quick to conflate issues because it fuels their agenda. There are parts to this transaction.

    Blame the government re Mia for committing the country to the transaction IF MAM2 was able to pull it off. It was a massive divination from government policy and governance framework/rules should be able to make public officials accountable who were complicit in the transaction. Instead they were rewarded.

    The scamming as some correctly points out occurred between MAM2 and dubious other parties. The matter is now making its way in thr US courts.

    As Enuff correctly opined (we can disagree with him for all kinds of reasons) the electorate had a chance to react to the matter last election and it didn’t raise a blip on the radar.

    We are fighting a bigger issue with the ultimate objective of making citizens more aware of the importance of governance issues. It is why NO’s wish to see Clearwater come under deserved scrutiny is a cry in the wilderness.

    re the context of “Too Visible” … brother, I give you much credit as being very sharp so accept that I parsed those two words in all rational context possible and STILL did not grasp how you could describe it as such! Let me just say that “WMD in Iraq” was also very visible … that was an originalist scam too, not so!

    The election theft by the DEMS (!😎) was the MOST visible claim two years ago in the US and it was even MORE visible how the then leader of that nation organized ‘fake electors’ and organized a riot to stupidly attempt to stop his Vice President from completing a mere public formality of counting electoral votes .. yet brother David we know that was a massive scam and fraud so comprehensively organized by lawyers and state officials!

    So when you say VISIBLE … I gave that a 360 examination and still was confounded by your assessment!

    And @Northern, your review is quite interesting because it uses that high level advanced maths that was NEVER my forte!😎… I paid scant attention to the ‘double dip’ because I was more focused on 1) the big con by the MAMs, 2) the amazing profit spread from $3 to $27 and 3) the duplicity executed on St. Lucia and The Bahamas.

    You (and WB) highlight 1M x $24 and 700K x $27 which begs the theory of WHO knew that was the plan! As you suggest, which treasury official signs off on disbursing tax funds for 1 million units with the knowledge that 700K will be paid for by ANOTHER entity … which HONEST one, I should ask! or which HONEST PM does that!

    So either the fellas in the other islands knew NOT of this fraud or they are just as complicit … so back to @David … that’s VISIBILITY too, but a con of this type COULD NEVER include all of them so that’s the sort of visibility that gives a perspective of respectability … and makes the con even more likely too succeed!

    This was a classic play … impressive for its boldness and now for it’s complete brazen court case. Be bloody, be bold, be resolute, never apologize and always litigate is the MODERN day political mantra, fah sure!

    A principal, is the company that is providing the good or service to the customer, and an agent is the company arranging for the good or service to be provided to the customer. An agent acts on behalf of the principal and normally will receive a commission for its services.

    How could THAT scam override all the absolute and literal ‘shiiite’ done under the last administration … the Bajan electorate DID NOT practically have a chance to react to that fraud and even if they did … they were still overwhelmed from prior bad acts.

    Let us be FUNDAMENTALLY clear … this PM has been labelled as a dangerous individual who should NOT hold the reins of power … that assessment was ALSO dismissed by the electorate because they really had no chance to react to anything better.

    With due respect to the all named … but this was almost as egregious as choosing either of the US candidates in 2016 …the one labelled as a danger to democracy was elected… and all that was warned of him came to pass, not so!

    There is nothing that has happened thus far to suggest that our situation will not be very much the same …we were fore-warned !

    I was taken aback to see in Exh 18 of the Radical filing, one Flex Moore sending an email and a familiar name was on the list….Thorington-Powlett at a gov.bb address. I thought she had retired long ago. She had been one of the CBL diwrekkers years before.
