The US must not be allowed to exclude Cuba from the Summit of the Americas!

Speaking in Havana on April 25, Cuba’s foreign minister, Bruno Rodriguez Parrilla, denounced the efforts of the US government to exclude Cuba from participating in the upcoming 9th Summit of the Americas which is scheduled to take place in Los Angeles from 8-10 June 2022.

This summit, which is organised under the auspices of the US dominated Organisation of American States (OAS) and held every 3 years or so, claims to present an opportunity for leaders of the Americas and Caribbean to discuss and address key issues facing the countries of the region at both national and regional levels. Historically, as part of its policy to strangle and isolate Cuba, the US has excluded that country from participating in this event. However, at the 7th summit in Panama in 2015, the US was forced to accept Cuba’s participation when the countries which are members of the Bolivarian Alliance for the Peoples of Our America (ALBA) threatened to boycott the event unless Cuba was invited. Therefore, Cuba participated in the 7th summit and also in the 8th summit in Peru in 2018, while Trump was president of the USA. Therefore, the current efforts by the Biden white house to exclude Cuba represent an even more extreme stand than that taken by Trump.

Foreign Minister Parilla pointed out that in preparation for the event in Los Angeles, action plans are secretly being drawn up on the key issues of health, migration and democracy and human rights which will be the focus of the summit. With regard to the issue of health in the region, he noted that, the US proposed ‘Plan of Action for Public Health and Resilience in the Americas up to 2030’ is a surreptitious, neo-liberal document which lacks the necessary cooperation and funding to enable it to address the structural causes of our region’s precarious public health systems and the tragic consequences of the extremely high number of deaths which result from this. He stated that despite US efforts to sabotage it, Cuba has played an exemplary international role and particularly so in our region, with regard to strengthening the provision of health services for the people. In this regard, he noted Cuba’s medical intervention during natural disasters and epidemics, the provision of tens of thousands of medical study grants for Latin American, Caribbean and American young people on low incomes, the existence of the Latin American School of Medicine (ELAM) in Havana and Operation Milagro which restored sight to millions of people on low incomes. In our region, it well understood that whereas the US sends troops, Cuba sends doctors. It is therefore inconceivable that Cuba’s voice should be excluded from any discussion on public health in the region.

The second important topic to be addressed at the summit is that of migration. Foreign Minister Parilla pointed out that in secret and behind the backs of the participants in the summit, the US has prepared a document entitled, ‘Letter of Understanding on Migration Management and Protection of Migrants’ which seeks to impose on the Latin American and Caribbean states an obligation to repress emigration and to absorb those migrants that the US decides to process beyond its shores. This approach reflects America’s racist, xenophobic and exploitative view of migrants from our region while making no attempt whatever to address the real causes of migration. He further explained that, at the same time, the US is creating maximum difficulties for Cuban travellers and migrants by requiring them to travel to “Guyana to obtain migrant visas” at an exorbitant cost and great inconvenience. The US has also cut off the routes to and from third countries, and followed a policy of imposing obstacles on transit countries and of reducing visas for Cuban citizens. Given this reality, it is unacceptable for the US to attempt to exclude Cuba’s voice from the discussion of emigration from the region.

The final important topic to be addressed at the summit is that of ‘democracy and human rights’. In this regard, the foreign minister noted that Washington’s idea is to have all elections in the region certified by the OAS. Given the US domination of that organisation, this proposal, which represents a flagrant violation of the sovereignty of the countries in the region, is intended to institutionalise the current practice in which the US arbitrarily gives itself the right to decide which elections are ‘free and fair’ and which are not. It therefore creates an institutional mechanism through which Washington will declare as ‘free and fair’ those elections which bring its agents and puppets to power, while condemning and delegitimising those in which the people vote for candidates not favoured by Washington. Cuba has an absolute right to have its voice heard on this issue.

The current efforts of the US government to exclude Cuba from the 9th Summit of the Americas are part and parcel of its tried and tested colonial policy of divide and rule. This destructive activity was on full display in 2020 when then Secretary of State, Michael Pompeo, bypassed CARICOM and invited his chosen group of Caribbean governments to meet him in Jamaica before inviting them to meet Trump in Florida. This ‘divide and rule’ strategy is aimed at weakening everyone in the region and must be resisted. CARICOM must make a clear and principled stand on this issue. It must demand that the US end its segregationist approach to the upcoming summit and facilitate the equal and full participation of all governments in the region who wish to attend, including Cuba. If the US government refuses to accept this demand, CARICOM member states should boycott the summit. Cuba is an important member of the Caribbean family whose contribution to the region is outstanding. CARICOM must stand in unity with Cuba.

  6. I have a fondness for the USA, but I have not allowed this to blind me to the wickedness that exist within our country. On many items, we (the US) started wrong and have changed our position with the passage of time. Therefore, on this matter with Cuba, one has to evaluate the situation and not get caught in an “US” or them position.

    For years, the US was wrong on South Africa. The divisions that Europe created when “colonizing’ Africa is now carried on some of the US foreign policies. The US preys on promising black leaders iregardless of where they live in the US or Africa. Indeed, when an African leader has been in office for an extended period of time, one can assume that middle finger of the USA is far up his rectum.

    The standard phrases do not apply here. What would be Cuba like if it complies with the US requests? Given the US history and policies I am not convinced that blacks will be better of.

    Many commenting about Cuba do so from a narrow view. They forget what Cuba was isolated because it had the courage to reject the pillaging of their country by the USA. As a result of US retaliatory policies it became isolated and in a Cold War period developed an alliance with the Soviet Union. When the Soviet Union was dissolved Cuba was exposed to the geopolitics of the West. The irony is that China practices a similar system of government but retains preferred trade status with the US and western countries.

A little bit of humbleness in life is good. I’m sure you must know that there are more Cubans living in Cuba than in Florida and that’s a fact. Have you ever visited Cuba? Have you ever talked to Cubans who support the Cuban revolution and the political system in their country?     A Day in the Life of a Cuban

    In light of President Obama’s historic visit to Cuba this week, I wanted to weigh in with some of my own impressions of this island country. I visited Cuba earlier this month with a group from the University of Tampa, through its Global Access Partnership. This educational travel program is designed to provide a platform for UT’s community partners to experience the nuances of global markets and cultures firsthand so that we can confidently navigate the global business landscape.

    Meeting with Cuban Diplomats
    What an experience it was! We had the opportunity to meet with former Cuban diplomats and experts on US-Cuba relations, University of Havana professors and the capstone was a debriefing with Ambassador DeLaurentis, the Chief of the Mission for the United States Embassy. Our trip also included a day in the countryside visiting an organic farm as well as a local tobacco farm, experiencing a ballet by one of the Cuban premier ballet companies and a famous Cuban artist’s studio.

    While Cuban officials and some American politicians may be less ecstatic about the end of 55 years of political and economic estrangement, the Cubans are not. During our six-day trip, every Cuban I met was pro-American and welcomed the much anticipated influx of Americans and our money to their gorgeous wreck of an island.

    The country remains a repressive Communist dictatorship, whose citizens heavily depend upon informal family networks and remittances (estimated at between $1.5 to $3 Billion per year) from the more than one million relatives who have fled to America, many of whom visited Cuba last year. The average Cuban earns $25 per month. Monthly food rations barely cover one third of the basic needs of a Cuban – could you survive each month with only 1 ½ pounds of chicken, beans and rice to eat? Yes, education and medical care are free, but housing and transportation are woefully inadequate. The water pipe system in Havana is so antiquated, it is estimated that one half of the water flowing through the pipes leaks out of the system. On average, every three days a building in Havana just crumbles.

    Despite Cuba’s breathtaking beauty, its hospitable people, stunning architectural heritage, miles of white sand beaches, vast, unspoiled countryside, picturesque mountain villages, and relative safety, the island’s tourism infrastructure – its hotels, roads, sewers, water and electricity – are woefully primitive. Cell phone service is spotty for the two carriers currently allowed in the country and despite advertisement of internet hot spots – actual internet usage is extremely limited. Infrastructure investment accounted for 1.6% of the country’s GDP. Although the literacy rate is among the highest in all of Latin and South America, internet use is estimated at 30%. The country is a dichotomy; much has been done to promote Cuban art and artists within the country and abroad. Havana has among the hemisphere’s largest stock of neoclassical and grand colonial structures with their open central courtyards surrounded by covered walkways. Yet there are no classes or studies in urban planning at the universities and most of these buildings are in terrible disrepair.

    I take it from your reply to my questions that:

    a) you have never visited Cuba

    b) you have made no effort to speak to Cubans who support the Cuban revolution so that you could form a more balanced opinion of what is going on in that country

    Instead, you have chosen to base your opinion on listening to one side of the argument, namely what you have been told by those Cubans in Florida who are hostile to the Cuban revolution. You can, of course, choose how you want to form your opinions but I think you would have to admit that if you base your opinion on only listening to what one side has told you, your opinion is likely to be a lot further away from the truth and the facts compared to someone who has actually made the effort to visit Cuba to see with their own eyes and have spoken to both those who support and oppose the revolution.

    For each article you send me written by a visitor to Cuba who attacks the Cuban revolution, I could send you 10 written by both visitors and people living in Cuba who support it. But I know this would make no difference. The issue isn’t really what you think about the political system in Cuba. There is not a political system anywhere in the world which doesn’t have people who support it and those who oppose it. For example, for some people, the USA is a bastion of democracy and a defender of human rights and freedom while for others it is an undemocratic corporate oligarchy, rooted in racist genocide, land theft and African enslavement, with the highest perentage in the world of its citizens in prison, which uses its considerable political, economic and military might to terrorise the rest of the world and steal their resources.

    The point is that given that we are some 7 billion people living on this planet in some 200 countries, the end of WW2 established the principle that the people in each country should be sovereign. That means that they and they alone should decide what kind of political and economic system they want to live under and should not be punished and harassed for their choice. But this is exactly what the USA has been doing to Cuba for the last 60 years. It has mounted an illegal blockade against that country with the stated aim of causing ordinary Cubans as much pain and suffering as would casue them to rise up against the government. This is what is criminal and needs to be condemned. Every year, the United Nations General Assembly votes in overwhelming numbers to call on the USA to end its policy of suffocating the Cuban people. This is a call that any human being with a conscience should support, iregardless of their personal opinions on the political system in that country.

    If as the rulers of the USA claim, the Cuban government is a dictatorship oppressing the Cuban people, then for sure they will overthrow it, just like they overthrew the dictatorship of Batista, like the Iranians overthrew the Shah’s dictator regime and like the people of South Africa brought down the apartheid regime. By the way, the USA supported all of those dictatorships.

The government continues to use other repressive tactics against critics, including beatings, public shaming, travel restrictions, and termination of employment.

Cuban authorities responded by arresting hundreds of protesters and bystanders, including well-known critics and ordinary citizens. Officers routinely subjected many of them to brutal abuses, including gender-based violence, in detention, and prosecuted dozens in trials that violated basic due process guarantees. At least one protester died. Hundreds remain in prison or under house arrest, including some children under age 18.

    From your comments, it seems to me you have a highly distorted and inaccurate picture of life in Cuba which you have developed based on what the Cubans in Florida who hate the revolution have fed to you. You have never visited the country, you have never made any effort to talk to Cubans who support the revolution but yet you are convinced you know how the political system in that country works. You are like someone who is convinced that the earth is flat and nothing that anybody tells you can change your mind. The idea you have that Cubans repress any citizen who is critical of the government is simply a propaganda talking point from the US government. Last year, when there were the demonstrations in Cuba, the president himself went to the streets to meet and talk with the demonstrators. He acknowledged the validity of many of their grievances and explained what the government was doing to try to address them. A friend of mine who recently returned from Cuba met people there who are critical of the government and nothing happens to them. Of course, those Cubans who, during the demonstrations, engaged in violent acts against people and property are charged, brought to court and punished. But this happens all over the world.

    What you are mixing up is when the US government is organising and mobilising people in Cuba not to speak out and give their opinions about the problems in the country but actually to overthrow the government. Whether you believe it or not, any government which feels threatened by activity it feels is designed to overthrow it will react harshly. In fact it is normal in all countries for it to be illegal to advocate the overthrow of the government. This is illegal in the USA too. How the US government reacts when it feels threatened can be seen in what it did to the Black Power movement. Many of the members of this movement were literally executed in cold blood by the US government while many others were sentenced to 40 and 50 years imprisonment. Some of these people are only just coming out of prision now as old men. If the powerful US reacts in such a way to this threat, how would you expect the Cubans to react when they are faced by the most powerful country in the world which has the stated intention to overthrow their government especially when they have seen with their own eyes the US overthrow governments in all corners of the world and slaughter millions of innocent people in achieving its goals?

    Cubans are free to leave Cuba if they want and I have met many Cubans living across the Caribbean. With regard to Cuban immigration to the USA, it is the US which puts obstacles in the path of Cubans leaving the island legally for the USA, since they want to use even this issue to destabilise Cuba. Cuba is a poor Caribbean country, like the rest of us in this region and Latin America, and we have been allocated the place of being the exploited poor within the global capitalist system. I guess that’s why you no longer live in Barbados. Human rights in Cuba is on a par or better than most countries. As Dame Bajan pointed out the fundamentals of food clothes and shelter are guaranteed to all Cubans and they have easily the best health care system in the region. They have achieved all this despite the 60 year long blockade and economic strangulation by the USA. When I was in Cuba a few years ago, Cubans I talked to complained to me about how low their wages were but I had to laugh when they started telling me about the costs of basic things like housing and nursery places for their children and, of course, health care is totally free.

    What the Cubans are saying to the USA is simply leave us alone. Stop trying to overthrow our government. Stop strangling us economically because we are confident that if you do this we can solve our problems and significantly improve the quality of life for ordinary Cubans. Why is this so difficult to understand and support?

  42. Cuba and Venezuela get much-needed eases from US

    Just a week ago, United States President Joe Biden announced plans to ease tough sanctions imposed on Cuba and Venezuela.
    For Cuba, this includes expanding flights, easing travel restrictions, and lifting limits on sending remittances to people on the Spanish-speaking Caribbean island. The US is also increasing consular services and re-establishing a family reunification programme suspended in 2017.
    As it relates to Venezuela, the Biden administration moved to ease some economic sanctions to encourage further discussions between Maduro and Venezuela’s opposition. The changes will also allow for US oil company Chevron to begin talks with the government in Caracas over potentially restarting oil production.
    Two Democratic contenders challenging Florida’s Republican Governor Ron DeSantis, Charlie Crist and Agriculture Commissioner Nikki Fried, supported Biden’s moves. Crist said it could be a “game-changer for freedom and democracy in Cuba,” while Fried said she supports the “relentless pursuit of greater connectivity to, from and among the Cuban people”.
    These words resonate with us.
    It is no secret that former US President Barack Obama was hopeful that Cuba relations would be better than they were decades ago.
    However, in his quest to ease Cuba, he seemed likely to hurt his party. The Democrats repeatedly said that they would not shape their foreign policy based on what plays best politically. That has left them navigating the political trouble that looms. The area is home to a huge concentration of Hispanic voters and Latin American exiles who fled Colombia, Cuba, Nicaragua and Venezuela.
    Some Democrats note that Clinton won the Hispanic-rich regions of the state by wide margins in 2016 despite the fact that President Barack Obama loosened restrictions and became the first sitting US president to visit the island since 1959.
    “Obama ran on opening up travel to Cuba and easing restrictions on remittances,” said Steve Schale, a Democratic consultant who ran Obama’s Florida campaign and now works closely with Biden.
    Cubans have weighed in on how they felt Biden’s latest decision would positively affect them and, by extension, their country. For the most part, they are happy.
    Cuba’s economy was devastated by the loss of tourism caused by the pandemic and by Donald Trump’s tougher sanctions. Fewer people now have a proper disposal income.
    The visa ease granted by the US will directly impact on the quality of living for many.
    While there are no official figures on how much money family and friends abroad send to Cubans, the Miamibased Havana Consulting Group estimated it reached $3.7 billion in 2019 — with a similar value arriving in the luggage of visitors bringing food, household supplies, small appliances, tires and the like. Much arrived in the wallets and handbags of travellers. But for years, Cuban- Americans also could send Western Union transfers to relatives on the island.
    News reports state that about 400 000 Cuban-Americans visited the island in 2018 and more than 500,000 in 2019.
    In addition, a half million other US visitors came in 2018.
    By 2021, remittances had fallen to about $1 billion, the Consulting Group calculated, and overall US visitors dropped to just 60,000, according to government figures.
    We are happy to see the US rectify at least one major ill against our two neighbouring countries and we hope even more restrictions will be lifted in the future. Whatever the political troubles, these harsh measures only serve to hurt the citizens.
