As we draw closer to the time Barbadians will be encouraged to participate in a national debate about a NEW Constitution, one suggestion is to allow Barbadians- who for different reasons- have settled overseas to be able to vote to elect a Barbados government. Especially Bajans who although the primary address is foreign, they have family, property and other interest still in the land of birth.

The suggestion to create a Diaspora Constituency is a controversial one for obvious reasons but we should discuss it.

The following comment posted by William Skinner to the Did the Many Hands Make Light Work blog, a Barbadian living in the USA in instructive.


The truth is the truth. As I told you recently , I am not a paragon of any virtue known to mankind. But, I value intellectual honesty. As you have said we have our differences but we are heading the same place. One of the great pillars of intellectual honesty is to admit that you’re are not infallible and to quickly acknowledge when you are wrong or even half wrong.

Quite frankly, among overseas Bajans, I am considered a baby. And they tell me that almost every day. I know Bajans who have been away from home fifty years and over. There is a lot of success and a lot of pain. By the time they have achieved success , they have lost family, friends and even visits are a bit depressing because they are seeing the children of their family and friends and don’t know them. It’s a vicious cycle, when one , on the quest for some improvement , has to give up almost anything that is worthwhile at the end.

There is also a cultural dimension. I have a friend, who has lived more of his life in Brooklyn than than Bim. About ten years ago, he brought home his children to the rock for Crop Over. His daughter, a born and bred American, fell in love with Lil Rick. I am informed that she has not listened to any American rapper since! She is into pure kaiso.
Children need roots. A Canadian lady now in her fifties told me that on a visit home, around the age of seven or so, her uncle taught her how to catch a lizard. She has never forgotten that!

I can write a thousand stories. I have advised friends and family , to not give up a job or anything to come chasing the American dream. The price is high…..very high.

The Caribbean Diaspora must be seen as a part of our new horizon in a different way. And for many different reasons. Indians born and live on the rock then they go back to India to find spouses for their children; Jews , Irish and all other groups are in their Diaspora ensuring that their countries and culture are fully and properly defended. When progressive voices talk about the Diaspora , they are talking about he big picture and not only about barrels or who is Dee or Bee.

However, the mere fact that Caribbean people throughout the Diaspora want to be more involved in their countries is testimony that when all is said and done, home is where the heart is. And after mingling with those who call me a baby, I say they got on a plane but they never left Barbados, Jamaica, Guyana or any other island and if they tell you they really left, dey lie !

    Life is better here for those who are somewhat privileged. Life may be better there for those who don’t stand a chance here anyway.

    Added to that is the fact that some people have talents and aptitudes for which there is limited or no outlet here. It is not all about the material. Sometimes it is about the opportunity to do what one has been born to do.

    Each person decides for themselves what does it for them.

    However, a recent poll showed that a rather significant segment of the American white population, mainly Republican of course, do not want you there. They want you to “Go back to where you came from!”

    And the British actually started to send you back!

    Even poor Obama, born in Hawaii, was not recognised as a citizen and had to produce his “fraudulent” birth certificate.

    AND…. last week Mitch McConnell made a Freudian slip. Apparently there is a difference between African Americans and Americans!

    Some people can ignore that crap and still manage to live a good life.

    That’s the exact point I was trying to make to DPD. One of the reasons I would like to see more involvement with those in the Diaspora is that I know we who live in other countries are nothing but second class citizens , regardless of whatever we have or have not achieved.
    That’s why I don’t allow anybody to call me throwahade and that kind of BS. I have criticized and will continue to comment on any matter in my country. I can assure them that I do not have to boast or shout how much I love my country because I always thought that came naturally
    Half of these clowns measure their so-called love for the country according to which political party is in power. On this very BU, I see the hypocrisy of them every single day when they are cannibalising themselves.
    A perfect example:
    Under the DLP when there were under 30 murders, they came here shouting every day that the then Attorney General should resign.
    Under the current AG we had almost 50 murders and not one of the BLPs called for his resignation.
    I am going to bet if the Dees had called an election in a pandemic the Bees on BU would have been screaming .
    That’s the kind of love they ,both Dees and Bees , have for the rock.
    That’s why I hope the President gives the two opposition senate places to anybody but the Dees.The people have totally rejected them twice and they should be left to get out their own wilderness.

    Yup! There are videos of them being harassed and arrested for entering their own homes and apartments, assumed to be too high-end for them. People call the police for them for being in places they have every right to be, doing things they have every right to do. You hear black people begging the white people to just leave them alone and let them LIVE. There is “driving while black”, “jogging while black”, “sleeping while black”….there is even “WORKING while black”. I am only reporting what I see the people say and post. It is a problem far more serious than what we here face.

    Luckily, one can live there for fifty years and never experience it but one never knows when it will strike.

    I like to watch Roland Martin and Rashad Richey online. Can’t do it every day though because it would raise my blood pressure. I feel my hands forming fists to punch the blasted white faces in. Lord knows I would get shot if it ever happened to me! Even remembering what I have seen right now I can feel the blood pounding in my head.

    I have said all along that the Prime Minister does not have the constitutional power to award the DLP seats. When I said that I would prefer the seats to be given to anybody else , it really shows the disdain I hold for both these parties. I expect the President will do whatever she knows is the correct action not what William Skinner wants. The same way William Skinner said that Mottley was wrong when she tried to fool people she had the authority to give her twin sibling the two senate seat.

    As u know the Constitution implies that preference should be given to the party that acquires the most vote which would therfore be the dlp

    On that point you are absolutely correct. My personal opinion , like the personal opinion of the Prime Minister or anybody else , should never be thought powerful enough to over rule Constitution. And it can’t.
    So, therefore , if the two Senatorial seats, according to the constitution , should go to the DLP and William Skinner’s , political position may not agree or like it, William Skinner, the citizen, will support the Democratic Labour Party or which ever party qualifies to be given the two Senate seats.
    BTW , if the situation were reversed William Skinner, will also be against it, but he will also support the BLP being given the two senate seats.

    I have not found life to be a struggle outside of what should be expected anywhere.

    I have been able, through persistence to get any problem solved by whatever authority that needed to solve it.

    In fact, if I am not rich enough, I should blame myself. I made enough money. I just did not keep it or increase it much. I really did not think much about money.

    It is the poor and dispossessed who are treated like second class citizens in Barbados.

    Me… I have lived comfortably and feel no undue angst. I have never felt less than.

    If the senate seats are to go to the DLP it will require an amendment to the constitution which must involved the government.

    I have been following this discussion with a great deal of interest and I am beginning to wonder if we are traveling down a narrow one way track when there are greater avenue that can be explored.

    Please allow me to attempt to broaden the discussion
    The term #throashadecrew only highlights that there is a real division between those in the diaspora and those at home. This division is greater than name calling. The reference to a “Mongoose gang” show me that there is a fear that those in the Diaspora may somehow” be an agent in supporting a roguish leadership who is oppressing the locals. Generally, these Mongoose gangs have been a local invention and have been voted for and staffed by local supporters. This fear thoug real cannot be supported by facts

    Why and when did this fear first emerge?

    Two conjectures:
    My conjectures are based on a model where I can vote in the constituency of my birth.

    Could it be known that those in the Diaspora supported one party more than the other and thus restricting their votes or limiting their votes is seen as one way of balancing out this support?
    Could it be that with Grantley Adams, Tom Adams, Errol Barrow, Richie Haynes, Mia Mottley all being educated outside of the island and returning home and seizing the king’s ring, there is a fear of an unknown king arising from the diaspora and with the aid of voters in the diaspora seize the mantle of power? The emergence and performance of a Freundel Stuart would magnify such a fear,

    Some will take us down a constitutional route. What I would like explain is the reason for this fear.


  24. Many of our discussion is based on simple arithmetic even when the situations we enconter call for a higher level of mathematics

    Suppose a party with just two candidates received a total of 5,000 votes and a party with 30 candidates with received 5,001 votes. Which party should get the seat
    (a) The one with the great nation representation (5001 votes in 30 constituencies)/
    (b) The one with the most votes 5001 vs 5000?
    (c) The one with the greatest average of votes per candidate 2500 vs 167

    I have no opinion. Some will quote the constitution even when they know it is a flawed instrument.

    Could you please INDICATE to the forum, WHERE in the Constitution “IMPLIES that PREFERENCE should be GIVEN to the party that acquires the most votes,” especially when you take into consideration that:

    The Constitution ALLOWS the President to selection two Opposition Senators at HER OWN discretion and is NOT OBLIGATED to choose them from the DLP.

    ‘Government’ is PROPOSING a constitutional amendment that, in the event of one political party winning all the seats in a general election, two Opposition Senators will be chosen by the political party accumulating the second-highest votes.

    BTW, one of the reasons (as aptly enunciated by @Donna) which makes the 31st constiruency ideal for the overseas Bajans is the fact that is absolutely does nothing to the local vote or more importantly the results overall.

    For that reason alone it can be GURANTEED that neither of the ‘duopoly’ will adopt that ploy if overseas voting is made a reality!

    For all those who see the altruistic, progressive upside benefits I will be any amount that politicians want to influence their party’s chances to win (riding by riding) … a 31st constituency is not that … thus it’s really a non-starter (and for the logistical reasons too as @Northern tweaked out).

    If you were not serious, you would be funny. I went home and voted for the BLP and the DLP. they were both disappointing. So, I decided if I did vote this time, I would vote for a party that had a slim chance of winning, but at the same time exercise my constitutional right to vote. In Canada, I do the same thing. When I am sick of the Liberals and Conservatives, I vote NDP. Will they win? No, but I exercise my constitutional right to vote. I have never not voted in any elections. Municipal, Provincial or Federal. Normally, I would vote C at provincial level because we have good leadership most years since 1967 and L at the Federal level. Right now I am on the outs with Justin.

    On Wednesday, the Prime Minister said she had received a legal opinion that cleared the inway for her to offer the seats in the Upper Chamber to the party receiving the second-highest votes in the January 19 general election, which her Barbados Labour Party (BLP) won 30-nil, in circumstances where there was no Opposition Leader to choose them.

    I figured that voter turnout would be low enough to send the message of dissatisfaction to Ms. Mottley.

    But I had an inkling that St. Philip North was going to be close and I wanted to send a message to Lashley and the DLP.

    I figured it would all work out exactly as it did. My calculations were spot on.

    I know you are too smart to want us to live under those two but it could happen if too many others had calculated as you did.

    Me: Can you tell me what the minimum number candidate is required o make a party. I believe SB fielded only 10 candidates. How few would it be before SB was not considered as a party? 5? 4? 3? 2?

However, you should speak for yourself as I am quite certain some were upset when Mr Barrow won. Mr Adams had been at home for some time and could have been considered a local.

    Me: Manipulation: A loaded term. Let me rephrase. The fear is that in a nation where a constituency can be won with less that 2,000 votes the votes of the diaspora may tilt the count so that candidate with the most local vote does not win. The fear is real.

    🙂 A big fat zero? I am glad that you do not award negative scores. I was pannning to come home this year in search of that navel string, but it seems as if on leaving home, it rotted. Hopefully this rot is not only for those in the diaspora. 🙂

    More seriously, I made use of your hypothetical example to post two points for discussion.

    Only for the sake of argument, leLt us assume that those in the diaspora are allowed to vote without returning to Barbados…. Dare I ask the following?

    Should a student who is studying for an advance degree (4-5 years) be lumped in with the the rest of the diaspora?
    How long should a person be away from Barbados before he is considered a member of the diaspora?
    Suppose a member of the diaspora is planning to return during an election year. . Should he/she be made to to vote in the diaspora constituency or should he be allowed to vote in the constituency of his birth??
    If the above member of the diaspora is returning to St Lucy should his vote has less weight than a person living in St Lucy? Should he be allowed to vote there? You must agree that lumping all the votes in the diaspora vote into a single and separate constituency is given a different weight to their votes. .

    Shouldn’t all votes be weighted equally? Are we now introducing a third class of citizenship.

    I hope the malfunction is not so great that it turns my last two sentences into mush.

    i remember posting articles from OECS on indigenous rights here on BU for about a month, i was ridiculed cussed…..ALL LEVELS OF IGNORANCE shown…simply because:

    they DID NOT KNOW what indigenous means,

    DID NOT KNOW that they were indigenous to the earth….

    DID NOT KNOW that they lived in the AMERICAS and have from BIRTH…….and that’s just the beginning of what THEY DON’T KNOW…these are the nuisance fowls resident on BU…haven’t seen some of them lately

    about a year later am hearing the word indigenous being used and thrown around the island….could only shake my head…

    and that’s why i tolerate NONE OF THEM…

    If u have a problem with that answer take it up with the AG he is a constitutional lawyer
    He is the one upon which the PM relies upon for Constitutional advice upon which she in turn relates to the people
    Unless u believe that the AG is a bluffer
    Then I can understand your rejection of the PM words
    Her words not mine

    Oh…and my book has all the information they need on constitutional and other human rights (related to the violations that have negatively impacted them} so they can figure out ways to do something about the FRAUDS in the parliament and their minority criminal sidekicks…..i also posted those to BU…..won’t hold my breath about them digging for that…, they like it just so. they can pretend none of it happened or is still happening ..ask William………..

    .others are reading it and will use it wisely…

    Why not let the Senate convene as it stands with the President taking into account the PM’s recommended list of senators along with Her Excellency’s (Not Her Majesty’s) right to appoint the remainder as She sees fits to reflect the overarching need to serve the interests of the People’s Republic of Barbados?

    By focusing on the two seats in the Senate required to “oppose” the Government we are merely spinning tot in mud.

    The Senate can be convened to ‘rubberstamp’ any pressing legislative measures without the presence of the two so-called Opposition senators even if chosen by the President on the recommendation or advice of the PM.

    Hasn’t the PM already announced the Leader and his Deputy of the same superfluous unelected Senate?

    How can there be any real Opposition in Parliament when there is none in the House of Assembly (HoA)?

    Who would be there to reply to any ‘strange’ pieces of legislation or contribute any opposing position in the upcoming debates of the Estimates or any budgetary proposals earmarked to affect the people especially the poorer sections of the already heavily taxed society?

    Why not deal with these glaring Constitutional shortcomings- both in the HoA and in any future Upper Chamber- as part of any enlightened proposals as part of the promised New Constitution for a modern democratic republic?

    and whenever the office of President becomes vacant for any reason other than a dissolution of Parliament the Senate shall, not later than its second sitting after the vacancy has arisen, elect another Senator to fill that office.

    Instead, you presented a news excerpt in which it was mentioned the PM sought a legal opinion on the issue, which is TOTALLY IRRELEVANT to the discussion.

    If, what you suggested in your above comment was ALREADY MENTIONED in the Constitution, then, there WOULDN’T be any REASON for ‘government’ to SEEK a LEGAL OPINION on the said issue and then make a PROPOSAL for a CONSTITUTIONAL AMENDMENT to FACILITATE the CHANGE.

    You FAILED to IDENTIFY and subsequently PROVIDE the forum with any information FROM the Constitution, that “IMPLIED preference should be given to the party that acquires the most votes…..”

    Perhaps de pedantic Dribbler questions re, “do u make statements to get a responses or are u truly oblivious to the incredulous absurdities u post,” becomes more relevant.
