Given the current crisis state of the socioeconomic landscape of Barbados, if ever there was a time for sensible Barbadians to make voices heard, the time is now. Kudos to the loyalists who have been willing to brave the threat of coronavirus infection to listen to the voluminous platitudes barked at them from the different political platforms.

The Barbados economy has been operating at junk level in recent years and although some will present the chicken and egg argument, society or economy – Barbados has reached a critical juncture in its post independence journey where radical decisions should be made to ensure a wholesome society can be sustained.

The issue of the NIS Scheme (fund) has been fleetingly mentioned by the prime minister and the urgent need to recapitalize the fund to ensure it remains a lifeline for senior citizens. The fund has been raided by successive governments through the years as the cash cow of first resort. The fund was encouraged to sell shares in strategic assets for 30 pieces of silver. Its investment committees have had no qualms sopping up government paper touting higher yields as a defense to investment strategy and ignoring the risk factor indicator. In 2018 the government administered a bald fade on bond holders et al and over night over ONE BILLION rh dollars dissipated.

Unlike the politicians and political talking heads the blogmaster will not bother to be prolix and vacuous on an important matter. A sensible driver of a vehicle will not with eyes wide open and in possession of faculties steer the vehicle over a cliff. The Barbados Economy is precariously perched on the edge of an economic cliff. What more will it take for the majority of educated Barbadians to be sensitized to the current state of play? Instead we are concerned about our inability to support conspicuous consumption at the level of household. What is wholesale, what is retail? What is global, what is local? What is macro, what is micro? In an ‘ecosystem’ all entities are by design interconnected and must optimally perform for the good of the whole. 

Barbados cannot succeed if citizens do not constructively engage in the civil society construct. Barbadians have surrendered civic responsibility to an elite few. We continue to pay the price for our cowardice by not exercising our rights as citizens. It is the only way a democracy will be able to breath without a respirator.

    THE CALLING OF the early poll by the Prime Minister of Barbados, along with her July 2020 Cabinet reshuffle, and her orchestrated by-election in St George in November 2020, betray her tendency to take big actions for small reasons.
    These actions were bewilderingly unnecessary especially since their main outcome has been to unsettle the country and the ruling Barbados Labour Party (BLP) in a context of little to no threat to the BLP or Mottley’s leadership from within or without.
    There is little doubt that the period between 2013 and 2018 was a very unsettled political one.
    Barbados faced severe economic challenges, with an evenly split Parliament, with internal political fissures in both major political parties, and with protest marches and strikes dotting the landscape.
    Resolving challenges
    Given this background, the result of the 2018 election represented a mandate for governmental, leadership and party stability. It was mathematically impossible to receive a more absolute mandate. It was anticipated that the Government would use the moment to settle the country and to focus on resolving the challenges of the global political economy, while solidifying the internal and external unanimity achieved in May 2018.
    However, in the years since the 2018 election, all the moments of political instability, barring the floor-crossing of Bishop Joseph Atherley, have been the result of the Prime Minister’s actions of overreaching.
    It was difficult to see the point of the Cabinet reshuffle. There were no acts of corruption, no ministers requiring disciplining, and by and large no shocking performance failures by ministers.
    The only outcome of the reshuffle was to create rifts between Mottley and previously loyal political associates, and perhaps to foster feelings of insecurity in the Cabinet.
    The same can be said for the St George North by-election. Was replacing Gline Clarke of such urgent necessity that it could not wait for the General
    Election? Has St George North faced such a political crisis to justify three elections in as many years?
    Similarly, it was clear from the Prime Minister’s claims of division and an unsettled political atmosphere, that her stated reasons for calling the early election rang hollow. It was like someone shouting in a canyon and complaining about the echo.
    Solidify resistance
    The only possible new outcome of an early election is the hastening of the recovery of the Democratic Labour Party. Currently with zero seats, only improvement is likely. With a Leader of the Opposition, a subvention and an energised mass base, far from quelling the pockets of discontent, the election will extend and solidify the existing pools of resistance. Further, Mottley’s early election has the appearance of a leader sacrificing her weaker candidates, unnecessarily.
    With the challenges of COVID-19, climate change and economic uncertainty likely to persist indefinitely, the political environment in Barbados is likely to be far more unsettled after January 19.

  32. Estwick: Amend Central Bank Act to help with debt
    Former Minister of Economic Affairs Dr David Estwick believes an amendment to the Central Bank of Barbados’ Act is necessary to help Government with its indebtedness.
    Estwick made the declaration while wrapping up a meeting to launch the Democratic Labour Party’s General Election manifesto in his St Philip West constituency of Brereton, St Philip on Thursday night.
    The ex-minister of agriculture, who is seeking to defeat Barbados Labour Party’s newcomer Kay McConney in the January 19 General Election and regain the seat he lost to calypsonian John King in 2018, made reference to how Government sought to cut its liability to the National Insurance Scheme (NIS).
    “The Central Bank must be unleased to assist. The Central Bank of Barbados is the bank of the people. It is owned by the Government and there are particular amendments that can be made that allow the Central Bank to more adequately use their capacity to finance Government’s development through its fiscal programmes in this country without harming the country,” Estwick declared.
    “The Government chose not to pay the NIS $1.6 million that it had to pay in cash and decided to write that off and don’t pay them a cent. Therefore, what has happened now is that the NIS by 2028 will have an operational deficit . . . [and] cannot continue its normal everyday activities,” Estwick charged.
    Consequently, he claimed that between August and December 2021, Government had “to go and borrow $261 million to recapitalise the NIS and severance payment fund in Barbados”, which, he suggested will put people’s pensions at risk. “You have a situation where the Government did not have to write off that money. The way that matter should have been handled is to make an amendment to the Central Bank Act.”
    Estwick also said the Central Bank would go to commercial banks and buy treasury bills, given to the banks by Government.
    “You do the same thing with NIS because we want $46 million in treasury bills that the NIS owes to the Government. Instead of writing it off . . . the Central Bank could’ve supplied those funds, bought the treasury bills direct from the NIS and sort that matter out.
    “The other sector that would’ve fixed that is to amend the Central Bank Act and the section of the Act that says the Central Bank cannot invest or buy bonds from Government statutory corporations and from private companies and so on. ( EZS)

    Should the Democratic Labour Party (DLP) be given the electoral mandate to carry out its plans outlined in its 2022 manifesto, it is likely to sink the country into an $800 million hole from which it would be difficult to climb out.
    This is the warning of Minister in the Ministry of Finance, Ryan Straughn, who described the DLP’s plans as “reckless” as it was “unrealistic.”
    In its 36-page manifesto launched on Thursday night at Brereton, St Philip, the DLP pledged, among other things, a 50 per cent reduction in the Garbage and Sewage Contribution (GSC), the abolition of the foreign exchange fees, the compensation of pensioners who took a haircut by Government during the 2018 debt restructuring and the removal of asset tax.
    However, during a press conference convened by the incumbent Barbados Labour Party (BLP) yesterday, at which Prime Minister Mia Amor Mottley was also present, Straughn told reporters that having crunched the numbers, the plan threatens to erode all of the efforts made thus far to stabilise the economy.
    “Within the context of the budget that the Garbage and Sewage Contribution will be dedicated specifically to ensuring that we can maintain sanitation services for all Barbadians, such that persons no longer have to feel any measure of distress with respect to those matters. What is being proposed effectively would mean that there’s $41 million less to provide those services on an annual basis, So the question to the Democratic Labour Party is where will this $41 million come from in order to provide these critical services to Barbadians?” queried Straughn.
    He further contended that the reduction in the excise tax in terms of fuel at the pump, is anticipated to cost the country $31 million in revenue, while the promise to make whole pensioners will cost the Government about $350 million. Additionally, the removal of the Foreign Exchange Fee and the Asset Tax would cost the new administration $127 million, while the plan to distribute solar system to low-income households was destined to put a strain of $219 million on the public coffers, Straughn said.
    The BLP candidate for Christ Church East Central argued that within the context of Government
    already losing $600 million in revenue due to the COVID-19 pandemic, the DLP was attempting to hoodwink the electorate with promises that could not be kept.
    “It is quite emotive; I understand that the attempt is to pull and tug at the heartstrings of Barbadians but when we look at these numbers it is simply not feasible. Therefore, I say to all Barbadians, let us remain focused on what is achievable,” he said.
    The argument put forward in the manifesto in question, is that the end of the International Monetary Fund Extended Fund Facility in October 2022, would give a DLP-led Government the fiscal space to provide several tax eases.
    “The BERT-IMF primary fiscal surplus of six per cent of GDP equals about $654 million. When the current IMF Extended Fund Facility programme ends in October 2022, fiscal space will be created as we move away from the IMF-imposed fiscal targets,” the manifesto states.
    However, weighing in on the issue, Mottley urged voters to critically assess the promises of both parties and discern wisely before casting their ballot on Wednesday.
