It is now clear, beyond any doubt, that that the government of the USA and its spy
agencies are planning a new attack on Cuba’s independence which is intended to
instigate violence and insecurity in that country on Monday 15 November. US
lawmakers and government officials, including Brian Nichols, the Assistant Secretary
of State for Western Hemisphere Affairs, Senator Marco Rubio, Juan Gonzalez, the
National Security Council Senior Director for the Western Hemisphere and many
others, have been at the forefront of pushing for their supporters to launch
‘demonstrations’ in Cuba on 15 November in open defiance of the Cuban
constitution and Cuban law. As part of its historic effort to destabilise Cuba, the
USAID has so far distributed over $6.6 billion to organisations dedicated to
destroying Cuba’s independence and facilitating US regime change in that country.

A central part of the planned US assault on Cuba on 15 November is a wide ranging
and sophisticated information warfare campaign which employs not only the
traditional print and visual media but also social media platforms such as Facebook
and Twitter. From the slick marketing of the planned provocation as ‘15N’ to the
promotion of systematic talking points, this information warfare campaign is designed
to pollute the public information space with lies and disinformation so as to sow
confusion about events as they unfold in Cuba on that day. One of the key talking
points that has already been identified is consistently describing as ‘peaceful
protesters’ those who have been mobilised by the US and its spy agencies to carry
out acts of violence against individuals and property. Connected to this is describing
all law enforcement activities carried out by the Cuban police on that day as
‘repression against peaceful protesters’. A further talking point is that the planned
provocation on November 15 is part of an effort to gain, ‘democracy and human
rights in Cuba’ or to ‘oppose racism against Cubans of African descent’. The real
aims of the US for the 15 November provocation are very different from these
propaganda talking points.

As a country which was born in genocide against the First Peoples and enslavement
of millions of Africans and which has never deviated from adherence to those
practices, the US government is in no position to define for humanity what
democracy is, to preach about human rights to any country or to present itself as a
fighter against racism. In any event, the relentless US efforts to carry out regime
change in Cuba is an open violation of international law and the right of the Cuban
people to choose their own political and economic system without foreign
interference. In reality, the US government and its spy agencies couldn’t care less
about democracy, human rights or racism in Cuba, or anywhere else for that matter.
Their real aim is to destroy Cuba’s independence and return that country to its
position before the Cuban revolution, when it existed as a US colony run for the
benefit of the US corporations and organised crime. This goal persists regardless of
the administration in Washington. Hence, the current Biden administration has
maintained all the sanctions imposed by his predecessor Trump and, in fact, it is the
Biden administration which is organising the 15 November provocation.

Despite over 60 years of US bullying, harassment and economic suffocation, Cuba
has proved itself time and again to be a reliable and supportive member of the
Caribbean family of nations. Working within its limited resources as a result of the
US blockade, Cuba has trained hundreds of Caribbean professionals, especially
doctors, engineers and sports specialists. It has provided free eye care to thousands
of people across the region and it has sent volunteers throughout the Caribbean to
help with the provision of health care and education, and most recently, in the
struggle against Covid 19. As Caribbean people, we cannot remain silent in the face
of this US persecution of a fellow Caribbean nation and we cannot remain silent in
the face of the new attack on Cuba’s independence that the US is planning for 15
November. Evil triumphs when good people do nothing.

The Caribbean Network for Solidarity with Cuba (CNSC) strongly condemns the
planned efforts of the US and its spy agencies to instigate violence and insecurity in
Cuba on 15 November and demand that the US government end its over 60 year-
long campaign of persecution against that country. We call on individuals, social,
religious and political organisations, trade unions, governments and regional
organisations across the Caribbean to join us in this call and stand in solidarity with
the people of our sister island.

    Brian A. Nichols became Assistant Secretary of State for Western Hemisphere Affairs on September 15, 2021. Assistant Secretary Nichols previously served as the U.S. Ambassador to the Republic of Zimbabwe from 2018 to 2021. In that role, he promoted democracy, rule of law and human rights in Zimbabwe while managing multi-dimensional humanitarian crises brought on by corruption, climate change, and the COVID-19 pandemic.

    Previously, Assistant Secretary Nichols served as the U.S. Ambassador to Peru from 2014 to 2017. He pioneered strategies against illegal gold mining, illegal logging, wildlife trafficking, and environmental degradation. He supported American trade and investment in Peru, increasing agricultural sales to over $1 billion annually, defending the rights of American investors, and building the Hemisphere’s largest public-private partnership—the U.S.-Peru Cacao Alliance.

    Nichols was Principal Deputy Assistant Secretary of State for International Narcotics and Law Enforcement Affairs (INL) from 2011 to 2013. In that capacity, he oversaw the full range of rule of law programs, counter-narcotics, and multilateral issues managed by the bureau. From 2007 to 2010, he served as the Deputy Chief of Mission at the U.S. Embassy in Colombia, where he managed day-to-day U.S. diplomatic activities in Colombia including overseeing over $500 million in annual assistance. Nichols led the Office of Caribbean Affairs, coordinating U.S. policy toward 14 Caribbean countries from 2004 to 2007. Prior to that, he served as Political Counselor in Indonesia, as well as tours in Mexico and El Salvador during major democratic transitions. He began his Foreign Service career as a Consular Officer in Peru in 1989.

    A native of Providence, Rhode Island, Assistant Secretary Nichols has earned 24 awards during his diplomatic career, including two Presidential Meritorious Service Awards and the 2016 Charles E. Cobb, Jr. Award for Initiative and Success in Trade Development.

    And as if in a cyclical manifestation today even Mother Russia herself is facing constant aggressions from America, on her borders, as America seeks to established and impose a new rules based order because international law no longer serves the agenda of a dying neoliberalism.

    What Khrushchev avoided during the Cuban missile crisis is coming home to roost. Whether in the South China Sea, the Black Sea or the Caribbean Sea unless the world submits to a White American conception of global power distribution a nuclear confrontation with this the biggest evil in our world can no longer be avoided.

    We ignore these geopolitical developments at our peril. Whether we want it or not America has no other mind but for the total domination of all world countries. Being less capable to so continue nuclear weapons deployment will prove unavoidable, regrettably.

    the US and Cuba have traded in the area of food and medicine for the last decade. That part of the embargo was altered.

    That aside, why would Cuba wish to trade with that disgusting, warmongering, bully country of white folks? They can trade will many other places around the Globe. What is it the USA manufactures or has, which Cuba cannot find anywhere else? Surely China will trade with them, and they make a significant amount of US sold goods. Surely all the former Soviet and east Bloc nations will trade with them.

    At the centre of American imperialism is the control of the international financial system. And there can be no trade, except barter, without an international payment system.

    Then there is the fear of secondary sanctions if international banks operating outside the US deal with sanctioned countries, the universal application of US law. This is what it means to have a financial empire, at the centre. Of course, there are a number of other elements.

    Within that architecture is SWIFT, an international interbank exchange mechanism. SWIFT handles maybe 80 percent of all international trade transactions

    When sanctions or economic embargoes or blockades are illegally and unilaterally imposed, outside the UN, which is the only authority authorized to so do, America exerts hegemonic control, like a terrorist state, against world countries.

    Of course, the Russians, Chinese, Iranians, Venezuelans and others are developing, have developed, alternatives to SWIFT but they’ll take a while yet to gain wide acceptance.

    Northern, we are disappointed that you seem over time so tethered to the American dominate and misleading ways of thinking and being that critical interrogation of phenomena appear to escape you.

    Twas you who began anything fallacious, with your comments on food and medicines, which you had to know had changed? I saw Comissiong with the same story at a recent speech on this topic. Whenever those who know better, resort to such, it makes me wonder.

    Possibly, I knew the answer to the question posed? I do not support the US position any more/less than I support the Cuba position. The USA should not be doing as they are, and they know that. Similarly having spent much time in Cuba in the 90’s, to suggest the people of Cuba have a say in their method of government is very questionable. Then again, to suggest any people really do, is similarly questionable.

    I am ambivalent. For each system has its positives and negatives. And they all are subject to change. Who could have imagined in 1982, that by 1992 Cuba would have embraced Tourism? And if the moves since 2000 when I left are any indication, it has become the main economic driver. And the Canadians are their #1 source market !!!

    What does surprise me, especially given the pandemic, and the heavy reliance of many of the Caribbean nations on tourism, is that opening Cuba to the US market in another few nails in their coffin. They CANNOT compete. And US ‘approval’ also means broader approval in many other places. Further, apart from the Cuban opposition of those who today live beyond the island, there are a whole host of investors, be they Spanish, Canadian, Mexican or whomever, who are not anxious of facing an onslaught of US Investment? Hence, I ‘suspect’ the opposition to the US embargo/blockade gets very muted objection in several areas. They are all two-faced. They’ll vote one way at the UN because they have to, but then do everything to protect their own interest. Which for the most part is to keep the US at arm’s length from Cuba.

    Overall, both sides keep plugging political narratives which have little to do with facts.
    The US portrays the economic sanctions against Cuba as a selective punishment aimed at the military élite that controls the island, that may also serve as an incentive to promote democratic reform. The official line in Cuba is the US embargo imposes hunger and disease on the island.

    The Trade Sanctions Reform and Export Enhancement Act (TSREEA) of 2000 re-authorized the direct commercial (on a cash basis only) export of food products (including branded food products) and agricultural commodities from the United States to the Republic of Cuba, irrespective of purpose. Since December 2001 when the first purchases were delivered using provisions of the TSREEA, more than US$6,502,658,352.00 in agricultural commodities and food products have been delivered directly from the United States to the Republic of Cuba.

    Latest report for September 2021
    Exports of food products and agricultural commodities from the United States to the Republic of Cuba in September 2021 were US$20,281,503.00 compared to US$16,117,329.00 in September 2020 and US$28,779,856.00 in September 2019.

    September 2021 Exports Included: Chicken Leg Quarters (Frozen); Chicken Meat (Frozen); Chicken Legs (Frozen); Soybeans; Woodpulp; Olive Oil; Cocoa; Coffee; Corn Chips.

    This is fallacious. In fact, Cuba used to buy powdered milk from the USA.

    They stopped. Reportedly because the US exporters didn’t extend credit and they got a better price from NZ. Something every Bajan knows, because of where Barbados has historically purchased several dairy products. The global shipping issues and supply chain issues are causing problems because NZ is far away.

    On the flip side, and leading from food to medicine

    US state department official Michael Kozak sparked a Twitter storm after tweeting that since 1992, “billions had been authorised to export medicines and medical equipment to Cuba,” with millions of dollars worth sent to the island in 2019 alone.

    This is fallacious. The reason is, due to the export licenses required, US exporters usually inflate the numbers to avoid having to get a second license. Hence, the amount of dollars in the licenses usually exceeds the amount actually shipped, and by a large amount at times.

    Prescription meds and medical equipment are a far more serious issue for Cuba. Why? The US, and the multiple subsidiaries worldwide, control a significant amount of production. Plus, Cuba has medical equipment made in the USA, which requires parts and supplies from the US. This also means Cuba cannot find alternate suppliers for certain products as they do elsewhere.

    Yet….the blockade/embargo may make getting food and medicines more difficult and expensive than it otherwise maybe, but trade continues in both

    Indeed, that Department brags on its website that the “comprehensive embargo erected by John Kennedy is still in place since 1962” sic.

    You Northern, have quoted all these trade numbers and have conclusively proved to us that you have no, pun intended, understanding about or an unsophisticated knowledge base about how sanctions regimes and embargoes function as control mechanisms.

    Even in times of hot war parties to conflicts may trade in various areas including food and medicine. Indeed, and in the case of Iran, the United States was arming Iraq to conduct war on Iran but the Contra Affair was about the CIA selling weapons to Iran to get black budget money to fund the Contras in Nicaragua. Iran had been a highly sanctioned country since the 1979 Islamic Revolution.

    The embargo on Cuba means that a transaction can NEVER happen as an agreement between buyer and seller. Everytime the State Department or other Department of the US regime must give specific approval to, as they see it, make sure no OFAC or other of the many rules are violated, that an exception will be made for a SWIFT transfer, etc. Third countries must get State Department approval as well to receive transfer payments etc.

    You are becoming like Hal. I NEVER said there are not sanctions in place, nor they do not hurt the Cuban economy, nor that they do not impose much extra work to comply with. My objection was to the blanket statement, “A blockade which denies Cuban food and medicines all these years.” That is a line, targeted to appeal to the emotions of others. Not that the USA doesn’t do likewise. I wonder what the 20-24 ‘cargo only’ flights a week, to various airports in Cuba, from Florida, transport?

    So let’s examine some of the important changes Cuba has made in just 2021.
    In January 2021, the government of the Republic of Cuba merged its two operational currencies, the Convertible Peso (CUC- 1 to US$1.00) and the Cuban Peso (CUP- 24 to US$1.00) leaving only the CUP.
    Duties and fees eliminated on certain imports
    Regulation of cryptocurrency
    Postal service to provide financial services
    Financing for purchases, credit.
    Private sector increases with access to suppliers, foreign currency
    Suspension of tariffs and fees for residential solar systems
    Regulations for micro, small, and medium-size enterprises
    Adoption of the LLC as an ownership format

    If giving ownership to foreign entities in the hotel trade, allowing ownership of cell phones and computers offended many of the purists of the Partido Comunista de Cuba (PCC) and their ideological acolytes, they must now be pulling their hair out? While long in coming, Cuba seems to be taking a page out of the Vietnam playbook.

    Cuba’s big challenge, not unlike so many other Caribbean nations is they relied largely on Tourism to earn Fx. Even before the pandemic they were struggling. Covid catspraddled them. And to exacerbate issues, the US put an end to US remittances, albeit that has been temporarily lifted. In Barbados, remittances in 2020 nearly quadrupled!!!

    Cuba’s lack of financial infrastructure is largely a Cuban problem. Not that the US sanctions don’t get in the way. They ignored it. Private ownership and its capitalist counterparts run contrary to Castroism. Cuba is adapting as it has done so many times before. They will survive. Though what the Cuba of 2030 will look like is still a guess.

    And BTW I get my numbers from US-Cuba Economic and Trade council. They “may” get them from a Us Federal body, I am not sure. They certainly get plenty source material from Cuba. And in many ways, the Cuban Government is more public about its dealings than Barbados.

    The problem is with you. For up to now you no have no understanding of what a blockade means. You have no understanding what a sanctions regime means, but yet you persist with foolishness. You have no understanding that neither a blockade nor a sanctions regime can exist in isolation. That they exist in a wider environment where they work against any number of other social, political, economic forces.

    That there are dozens of containerized cargoes going to Cuba every month from the USA does not mean the absence of the blockade. All it means is that corporate interests in the USA are getting to sell permitted non-strategic goods to a market nearby with the permission of the State Department and other US government agencies, that’s all.

    All of these exceptions hide critical medicines particularly for diseases, only manufactured by a few companies. Reading Grandma, or even the Iranian media, there are always reports of people with rare diseases who cannot get medicines because of the blockade or sanctions regime and the fear held by companies and third countries of what the United States euphemistically refer to as secondary sanctions. Critical hospital equipment for which manufacturers are reluctant to supply spare parts, and on and on.

    But of course, these media are not within your circle of awareness.

    You have failed to tell the blog why there are no sets of large ships coming from elsewhere with nuff goods for Cuba. Could it be that America wants a monopoly of the Cuban market? And is instrumentally using the BLOCKADE in support of its own industries by denying third countries wavers to do transactions with Cuba? It it not possible that Cuba would prefer to trade with China than the United States and because of the lock held on SWIFT by the USA monopoly is created? And is this not the same kind of imperial system imposed on Barbados?

    You continue to ignore the financial end of this argument. The argument that without a financing arrangement there can be no normal trade relationships. And who controls the international payments systems.

    We can only hope that this puts the lie to your neoliberal predeterminations. In a place where this writer must go from time to time there is an axiom that if one want to overthrow an established narrative a preponderance of evidence, indeed overwhelming evidence, must be present. You have failed miserably to so do.

    The United States government brags about the blockade and you Northern expects us to accept that a blockade as a state of war can be somehow minimized. You made a grand charge that Comissiong and this writer were being less than honest. Yet you have failed to provide a scintilla of evidence that the blockade does not bar almost everything going into Cuba, from anywhere, without the specific permissions of the USA.     Cuba is Canada’s second largest customer in the Central America/Caribbean area. They are plenty containers going back and forth. Plus, pre Covid, Canadians were the #1 source market for Cuba tourists. Agricultural exports top the list. Notably, Canada imports more from Cuba than they export!!
    Spain’s export trade with Cuba is approx double Canada. Unlike Canada, Spain has a substantial trade surplus. They are the #1 investor in Cuban Tourism (Canada is #2) and the preferred management source via Iberostar and Melia. China is the largest trader with Cuba, and Mexico and Brazil also trade significantly.
    Hence, they are plenty of large shipments coming from all over the globe. One of the latest spats over powdered milk, was product coming from NZ.

    You keep on about S.W.I.F.T. While it is large. it handles +/-50% of international transactions, the challenge is less S.W.I.F.T than correspondent banking arrangements, which are responsible for settling payments. And yes I accept, the sanctions pressure certain financial institutions. And yes, it is well known the US and China frequently spy (hack?) certain S.W.I.F.T transactions. Yet, Cuba is still able to trade with many places and in large quantities?

    “All of these exceptions hide critical medicines particularly for diseases”….I assume you are saying critical medicines for particular diseases. That is true. There are certain leading edge treatments which the US pressures either US companies or those it owns elsewhere NOT to sell to Cuba. And Israel (who is the other Cuban UN enemy) also play a significant role in the pharmaceutical industry. Yet, the flip side you don’t consider, is Cuba rents/leases/donates medical personnel all over the place, where they do have access to most of these products. They can get the majority of these products via that route. For in many instances we are talking about relatively small numbers of patients per year. I appreciate that finance can be a block, just as it is for several places, for some of these products are not cheap. The Cubans are neither stupid nor unimaginative.

    “if one want to overthrow an established narrative”. Here you appear to be assuming, without your displaying anything but verbiage, that your narrative is established or that of the USA? I believe there is some truth to be found on both sides, and the narrative frequently presented are “half truths” and misdirections in the main.

    “BTW, your incessant ramblings and in one case, saying Cuba lacks the financial infrastructure, how then do they pay for dozens of cargoes every month.” Being able to pay for imports does not equal a financial infrastructure? That is why I highlighted some of the many and significant changes Cuba have made, and are making. Commercial transactions do not equate to consumer transactions? Then again, individual, versus state, has been banned, until recently?

    The challenge is, nothing is perfect. The USA have the largest Cuban population outside Cuba. While you may agree with Castro and the Revolution, many of those Cubans living in the USA (and elsewhere) were the “losers” (or offspring of) in that event. They too have a story? That one can expect them to back down, and provide Cuba with what they want, free and unfettered access to US owned or controlled goods, is a pipedream. even using a ‘humanitarian’ angle. What about what they want? Compensation for what the Revolution took from them? And while with time, those still alive and were living in Cuba in 1959 decrease, the wealth and influence of their offspring rises. Years ago when I emigrated to Canada, it was hard to find a Jew who owned a German made automobile. Today, more than a few, drive BMW’s, Mercedes and Audi’s. Time is the only cure for certain events.
