The most recent Auditor General Report – see 2020 Auditor General Report – Time to Fire Senior Public Servants – continues to generate the usual concerns engaged annually by the general public. Although it must be said there is more impatience being exercised this time around if the blogmaster has tested the temperature of debate correctly. Is it because of the unprecedented mandate given to the Mottley led government in 2018? The promises made during the last general election platform certified by hints of documents secreted in the Red Bag that officials known to have engaged in criminal acts and flouting of government’s financial rules will be held accountable? members of the public rightly (or wrongly) have set high expectation that Mottley will turn the table and tackle malfeasance in the public sector once and for all. Knowing that it takes two hands to clap one can reasonably expect private sector players will be in the frame as well were she to lead Project Corruption Clean Up.

Three years later and it is business as usual on the rock with Minister in the ministry of finance Ryan Straughn still promising that the government is probing malfeasance highlighted by the Auditor General’s recent report.

Two issues caught the attention of the blogmaster yesterday (7 Jun 2021). Minister Straughn admitted the Clearwater Bay Limited (Four Seasons) file has not been digitized and therefore he would have to review said file to be able to respond to a question about the total of the project-to-date lending by government. The other is the alleged $124 million reportedly written off by government.

Therefore, the people of Barbados have a right to know where the money has gone? And why was this investment valued at $124 million written off.

It’s either Verla De Peiza has conveniently lost her memory or opposing just for the sake of opposing.

Paradise Beach Ltd. secured an 18 month, US$60M (BD$120,000,000) loan from ANSA Merchant Bank, at an interest rate of 6.75%, for the purpose of ‘restarting’ construction of Four Seasons Resort.

The former DLP administration agreed to guarantee the loan in return for a 20% stake in the project.

Paradise Beach Ltd. defaulted on the loan and ‘government,’ as guarantor, had to repay the outstanding amount and interest in the amount of $124,329,766.

Verla was a GOVERNMENT SENATOR when the ARRANGEMENTS were made between the former DLP administration, Paradise Beach Ltd. and ANSA Merchant Bank.

Why is Verla De Peiza saying “the people of Barbados have a right to know where the money has gone,” when, according to Chapter 2, pages 25-26 of the 2016 Auditor General’s report:

This amount ($124,329,766) was subsequently brought to book in the accounts of the Treasury as an account receivable. There has been no movement on this receivable account for the past four (4) years.” [2.49]

There is NO information available on whether there might be a need to write down this receivable or WHEN or HOW THIS AMOUNT will be REPAID. [2.49]

2020 Auditor General Report

Did the former administration use tax payers’ money to guarantee a loan for Paradise Beach Ltd., without negotiating the necessary arrangements to recover the funds, if the company reneged on its commitment to repay?

From whom or what company would the former or current administration recover the outstanding debt, especially if Paradise Beach Ltd. is defunct?

How can one deem $124,329,766 to be ‘missing,’ when the amount has remained on the ‘books’ and uncollected for ‘several years’………. and ‘yuh doan know who to collect it from?’

    “A loan receivable in the amount of $2,000,000.00 was made to Southern Golf on September 25, 2009. No loan agreement was entered into by the parties and no repayments or interest were received from Southern Golf to date. Therefore, there is an increased risk of the funds not being recovered.This matter has been reported on for a number of years but no action has been taken to regularise the situation.” [2.42]

    I’ll have to read subsequent reports to verify whether or not the AudG ‘changed his mind’ to say the $2M was a grant.

    According to the ‘Padre,’ “2.15 “There was a total of $209.4 million representing Other Equity Investments shown in the notes to the financial statements [without explanatory notes]…of the type of investments undertaken and any risks associated.” No clue as to where this money went.”

    Note what he ‘said,’ “WITHOUT explanatory notes” and “No clue as to where this money went.”

    What was actually written at 2.15 in the report:

    “There was a total of $209.4 million representing Other Equity Investments shown in the notes to the financial statements. This note should be MORE explanatory to allow readers and users of the financial statements to be more aware of the type of investments undertaken and any risks associated with their acquisition by Government.”

    The goodly Reverend placed political expediency above moral and practical argument, by purposely misrepresenting what was actually mentioned in the report.

    Perhaps ‘bearing false witness’ carries a much less harsh penalty for ‘men of the cloth’ than what’s reserved for lesser mortals……. or they’re given a special ‘free pass,’…………….. especially when they become politicians.

    A young economist is predicting that the Barbados Water Authority (BWA) could soon be placed in the hands of a private entity as Government continues to seek ways to cut transfers and subsidies in an effort to continue to meet its obligations under the International Monetary Fund-backed (IMF) austerity programme.
    Moreover, Kemar Stuart, Director of Business Development, Finance and Investment at Stuart and Perkins Caribbean, is warning that should the BWA become a private sector entity, the price of water would increase.
    He was responding to a recent article in another section of the press, which reported that Government had established a 20-member National Advisory Committee on Water to advise the administration on matters related to the precious commodity.
    “Since Government can’t tax, nor can they continue to borrow in this depressed environment and to live up to its initial agreement with the IMF to cut money transfers to state-owned entities (SOEs), the government is finding it difficult to continue to subsidize water rates.
    “Therefore the only option according to actions previously taken, is to cut spending to the water authority and forge private outsourcing of the entity’s operations.
    The formation and characteristics of the committee is affirming that the BWA is headed in the direction of privatization,” said Stuart.
    “This is the first step in a bid to privatize the Barbados Water Authority where government will outsource the operations of the state-owned water service to the respective stakeholders in the business community. On its committee are persons who have a history of benefiting from lucrative government contracts in terms of sale of government assets,” he added.
    Insisting that transfers to SOEs are to be cut as per the Barbados Economic Recovery and Transformation (BERT) programme, Stuart said Government’s financial strategy was “to remove” as many SOEs from the books of government and have them under private control.
    “This can be referenced in its agreement with the IMF and the survey that the government circulated to determine which SOEs should or should not be privatized which occurred within a couple months of coming to office,” he said.
    While not referencing the Garbage and Sewage Contribution (GSC) levy that was introduced in August 2018, Stuart said he believed there will be an increase in the cost of water “via a levy” if the BWA is privatized.
    Under the GSC, households pay an equivalent of $1.50 per day, of which $1.25 goes to the Sanitation Services Authority and the remainder to the BWA.
    Meanwhile, commercial entities pay 50 per cent of their water bills, and this is split evenly between the SSA and the BWA.
    Stuart said: “The presence of Dr Clyde Mascoll who is government’s special advisor on public financial issues, Ian Carrington, Director of Finance and Economic Affairs, two union bosses, along with major business players suggests a major overhaul and correction is planned for the water authority in terms of restructuring its business and management model.
    “Traditional methods of transfer of water services to private hands will see the establishment of a private water company or statutory board with the signature and transfer of management rights over to these new institutions. This will see the rise in the cost of water to recover the cost of the investment that will be spent to carry out works on the project and a permanent increase to recover the loss of financial input and subsidy from the government,” Stuart argued.
    According to the recent newspaper report, the committee is a private/public committee that “revolves around looking at the augmentation programme that the BWA is putting in place to ensure that we have the best practices and that we have a speedy resolution to the numerous water issues that we have across the country”.
    However, Stuart said it was simply the financial state of the water utility company that has been hampering its ability to fully deliver due to “mismanagement of its resources” and other structural problems such as cost/price imbalances.
    He said that as far back as 2007 the IMF recommended that to achieve savings, adjustment of prices of utilities and public services to reduce the budgetary impact of across-the-board subsidies and costly price imbalances were necessary.
    “Automatic adjustments upward in regulated prices for subsidized goods and services such as water will be a point of contention for the public under any privatization plan,” warned Stuart, as he recalled a 75 per cent rise in bus fare to $3.50 in April 2019.

    I was told by my grandmother: Who the cow likes he licks and who he hates he kicks.

    These same people seem to have either conveniently or purposely forgotten that during “Comrade Austin’s” PRESENCE, contributors were calling each other ‘yard-fowls, pea-brain, liars, mental cases, assholes, etc.’

    And, he took “being disrespectful” to ANOTHER LEVEL, by likening people to animals, calling them “such endearing and lively things as,” wild beast, predators and savages that should be in the jungle, hungry dingoes, hyenas, wild barking dogs, slimy pigs, vultures and buzzing flies……… degrading names that pale in comparison with ‘pea brain’ or ‘buffoon’………….. SIMPLY because they either proved him wrong or disagreed with his opinions.

    When reminded, his fan club would say they are not responsible for his behaviour, yet they would ‘call out’ other people, as they’re now doing, for behaving similarly.

    As I previously mentioned, young Stuart should do some research and not allow himself to be misled by both the BLP and DLP that have been politicizing privatization when it is convenient for their political purposes.

    Interestingly someone ‘said’ they “would not be surprised if the Hilton is next.” This reminded me of David Thompson’s contribution in Parliament on Tuesday, November 10, 1992.

    Allow me to present some “warmed over soup” from Hansard:

THOMPSON: Mr. Deputy Speaker, a policy of privatising state-owned enterprises is a major component of the measures which Government is implementing to stabilise the economy and lay the foundation for future economic growth. The Prime Minister and Minister of Finance and Economic Affairs in a recent address to the private sector stated that the privatisation programme will seek to achieve the following objectives:

    ….. To reduce the fiscal deficit to around 1% of the Gross Domestic Product by curbing the growth of public expenditure;

    ….. to transfer ownership and control of certain state-owned enterprises, in whole or part, from the public to the private sector;

    ….. to modify undue public sector involvement in economic activities and curtail the drain on scarce public resources;

    ….. to improve efficiency, competitiveness and output in the economy by cutting waste wherever possible, and by encouraging the private sector to play a leading role in helping to expand the economy;

    ….. to concentrate public sector expenditures generally in the areas of infrastructure and human resource development, and on the social services for equity in a just society, but targeting specific areas for economic development in the national interest through incentives or by other means;

    State-owned Enterprises approved for privatisation in the process of being privatised:

    Arawak Cement Company Ltd.
    Barbados National Oil Company Ltd.
    Barbados Transport Board
    Heywoods Holiday Resort
    National Petroleum Corporation.

    State-owned Enterprises approved for privatisation October 1, 1992 through sale of shares:

    Insurance Corporation of Barbados
    Caribbean Aircraft Handling Company
    Caribbean Broadcasting Corporation.

    Government intends to utilise the privatisation programme as a vehicle for broadening the base of the share-owning public in Barbados. In the execution of this policy every effort will be made to ensure that the Barbadian public is kept fully informed of the state owned enterprises to be privatised and of the consequential investment opportunities.

    I think one of your several phrases (and my apologies if I am incorrect), is that Time is longer than twine.
    Financial reports, which were many years in arrears, WERE produced for Caves of Barbados AND laid before the House. I suspect their production was a “timing” issue, and why we didn’t get mention in this year’s edition of the AudG report. It will come.
    Every year the GoB used to GIVE the Caves money GREATER than their revenue, AND they still LOST money.
    So imagine like JohnA you ran a shop. Your sales (revenue) was $250,000. In addition your daddy gave you $300,000, but the cost of running the shop totalled $700,000, so you lost $150,000 each year keeping it open.
    You can’t make this sh!t up!!!
    The primary reason these documents were produced, is the GoB would not be able to get a private operater to bid on the Caves without knowing WHAT the financial condition of the entity was.
    It just goes to show WHEN they wish to provide past reports they CAN.
    So how anybody, GoB, Union, or Operator could suggest that a change in management would NOT lead to a loss of jobs is beyond me.

    On the topic of Hilton, that is another potential Clearwater. In one of the last filed annual reports, the auditors advised the Board, of the Overvaluation of assets. They went so far as to hire independent valuations, and the Board REFUSED to accept their advice.
    So whenever the time comes to sell/privatize the Hilton, we can expect a similar “impairment of value”. Maybe some genius can separate the land and the improvements, incorporate air and ocean rights, and turn that into a multi million payday?

    The problem is that everybody, including me, on BU trades insults or does things “similar” to Comrade Austin . However the “ vendetta “ was only against him.
    I read where some on this same BU hailed his departure or “ absence” , and in their high school “ gotcha” ecstasy were convinced they had scored some significant victory.
    . Amazingly , all those who cussed Comrade Austin are still welcomed on BU while he and he alone was declared the sole purveyor of insults because a few egos were bruised.
    I have not read where he was banned or told not to contribute any more to BU. I hope he returns and add his perspective to the discourse.

Angela Cox i think you got your governments mixed up.Your Dems of the lost decade were the most incompetent ever.It oversaw 24 downgrades to junk bond status.It bought not pne single bus or garbage truck for ten years causing garbage pile ups and three hour waits to get to and from work etc.Had sewerage running up onthe south coast for monthsHad some of the worst minosters ever excluding Mr Sealy who was a sucess in tourism and Mr M Lashley in housing.Lately had an ex minister found guilty of money laudering and you hot the audacity to speak about transparency etc? Lady stop making yourself look like a jackass.

    You have correctly outlined the situation with Hal’s supporters. They cannot chastise him for doing what they take others to task for doing.

    Hal is a smart man who is sometimes brilliant and sometimes not. He can talk a roll of jobby at times.

    You and I have both freely acknowledged his worthy contributions on occasion.

    But he is a pompous prig, contradictory, contrary and hypocritical.

    And sometimes he lies!

    But as I understand it, his comments are being MODERATED. HE IS NOT BANNED. And if I recall correctly, the reason for this moderation is not because he called the blogmaster names but rather he refused to shift back on topic when asked. The blogmaster has asked that of me on a few occasions and I have done as he asked.
