The Barbados government recently launched the Little Island Big Barbados campaign and immediately those responsible are having to defend against a torrent of criticism from the public. The thrust of the concern: the campaign is a tired concept several islands have used to promote tourism for which Barbados is whispered to have forked out $700,000.00.

In the blog BLP and DLP Cancer of Adversarial Politics the blogmaster raised concerns that are applicable in this case. 

Yesterday the Reverend Guy Hewitt (also see: Is Guy Hewitt the Way, Truth and Light for the DLP?) was featured in the news in clarion voice calling for the resignation of Minister of Tourism Lisa Cummins. The good Reverend as spokesman for the DLP- our government in waiting- has the right to call for the resignation of Cummins. If we want to promote a culture of high performance built on meritocracy, when mistakes are made or persons perform poorly, there should be consequences. Although the facts of the matter have not been disclosed to the public – pending an internal investigation by Chairman of the BTMI Roseanne Myers – there is enough smoke to the story to suggest public concerns are valid given the large sum allegedly disbursed for the campaign.

A takeaway from the imbroglio for the blogmaster is the use of the resignation tactic by politicians on both sides of the aisle. It was not too long ago the incumbent Attorney General (AG) Dale Marshall called for the resignation of then AG Adriel Brathwaite. There were calls for the resignation of Michael Carrington to resign as Speaker of the House Assembly the revelation he had to pass around a hat to collect donations to make good on a client’s monies owed. The blogmaster joined strident calls for Denis Lowe to resign after the Cahill Expose. Fast forward to the present there have been calls for Dale Marshall over concerns about crime, before that it was Wilfred Abrahams and the sordid practice by GIS staffers to emotionally and physically abuse detainees at the GIS, whomever is responsible for the fiasco at Barbados Revenue Authority re car registrations and the latest Lisa Cummins to step down or be fired. They all survived the job. No doubt when the dust is settled so too will Lisa Cummins, one of those Mottley has pencilled in on her succession plan.

A critical examination of the way recent governments have operated in Barbados is that firing has not been a go to option. The calls from political talking heads for opposite members to resign is all about generating froth to feed a perception of relevance in the eyes of a disengaged and unsophisticated electorate. One has to go back to Arthur’s obvious firing of George Payne and Elizabeth Thompson to find good examples of ministerial sackings. Some may offer that a reshuffle is a form of demotion given the pecking order of some ministries, it is not a firing.

In the climate of adversarial politics the DLP is doing what the system allows for a political party to seek traction and visibility in the eyes of the public. Especially two years out from a general election.

    What Artax has described above in his statement would be classified under the Federal Law here in the United States, as Discrimination on the basis of National Origin, so long as the person is authorized to work in America. Yes they are some jobs in the United States that require that you become a citizen first, before you can apply for them, but at least the option is there once you have met the established criteria.

    According to the U.S. Equal Employment Opportunity Commission, “National origin discrimination involves treating people (applicants or employees) unfavorably because they are from a particular country or part of the world, because of ethnicity or accent, or because they appear to be of a certain ethnic background (even if they are not).”

    “National origin discrimination also can involve treating people unfavorably because they are married to (or associated with) a person of a certain national origin.”

    “Discrimination can occur when the victim and the person who inflicted the discrimination are the same national origin.”

    We are ‘discussing’ a situation where Sandy Lane has been advertising certain vacancies for which they never seem to receive suitable applications from Barbadians, resulting in them always applying to the Immigration Department for a work permit to recruit non-nationals for the posts.

    It’s important to note the individual was not already residing in Barbados, but was granted permission to work SPECIFICALLY at Sandy Lane in a SPECIFIC position, let’s say, for example, ‘Executive Sous Chef.’

    Please explain how could training someone as an ‘Executive Sous Chef,’ which would prevent the need for Sandy Lane applying for another work permit, should the vacancy arise again……… be considered a case of discrimination based on national origin?

    The “nonsense” is in the wording of the notices. Every one of these businesses should have a maximum number (based on total employees) of how many can be work permitted (foreign). This 🐂 about having to advertise a position, when they know they intend to fill it with a foreigner, benefits only the ad revenue of local publications.
    Then having another group post notices about being unable to find a suitably qualified individual, is a lie and another waste.
    I have two luxury resorts near me, and more than 50% of their employees hail from a variety of Caribbean locations.

  41. The problem is, successive BLP and DLP administrations seem reluctant to address the issue, perhaps because they fear offending the investors.
    Sandy Lane is a 5 diamond hotel that caters specifically to the ‘rich and famous.’ Rooms there start at US$1,255 per night to as much as The Villa at Sandy Lane, which is US$10,250 per night.
    This may probably one of the reasons why they have allowed that hotel ‘to get away with murder.’

    In Antigua, for example, the previous United Progressive Party administration entered into a tax concession agreement with Sandals Resorts International, as an inducement for new investment including the expansion of Sandals Grande Antigua.

    The agreement made it legally permissible for Sandals Grande Antigua to bill, collect and remit the sales tax at a reduced rate for the expanded hotel under government and external oversite.
    The current Gaston Browne administration claimed Sandals was charging guest at the standard rate, while remitting at the concessionary rate, thereby keeping the difference.

    It was subsequently discovered that, as at October 31, 2016, Sandals had withheld EC$101,424,448.54 in sales tax and requested payment. Stewart responded by announcing the temporary closure of Sandals Grande Antigua for “important maintenance projects,” which placed several Antigians ‘on the bread line.’

    There was also an issue with remittances to the social security fund, which also wanted to conduct an audit of Sandals’ ‘books.’

    Stewart used his paper, Jamaican Gleaner, to attack the Browne administration, especially during the recent general election campaign period.

    Browne retreated by asking Sandals to settle the debt in the amount of EC$1 and cancelled the social security audit.

    These hotel investors know they have Caribbean governments ‘by the balls.’
