Over the years and with experience, I have found that humans don’t analyse events properly and thoroughly. They come up with excuses and not the proper aetiology for why events occur. Thus they solve for the wrong problems or don’t learn from past events making the same mistake over and over- a recurring loop so to speak.

Take for example the so called lost decade between 2008 and 2018 where it is often bruited about without proper analysis that BIM lost its way. Because that was the period BIM’s economy plunged in line with the economies of most countries- a period roughly between 2008-2016 known as the great recession, a PM who was not a great communicator when not on the campaign trail, and where the populace believed that Govt MPs got rich beyond the salaries of their offices.

However, if the period prior to this is examined, you would find that on the face of it the economy was travelling at warp speed in line with but lagging the tremendous economic growth that visited the rest of the world. We had an effervescent PM perhaps because of the economy and he enjoyed great political freedom and gravitas, MPs got rich over night with little push back from the citizens because everyone was in an economic state of euphoria. This for the most part was the period between 1994-2008.  There were many scandals from the GEMS project to Greenland to Hardwood to the Kensington Oval redevelopment to the Barrack Building to EDUTEC not necessarily in that order and that is only a few. What really marked that period for me was there was no attempt at building a sustainable black economy. Government’s capital projects were mostly, if not all routed towards the traditional money class Bajans who do not reflect the racial make up of most Bajans.

I have always contended that that period signalled the no return point for BIM. The desecration of the West Coast, the sell off of Government lands, the borrow and spend policies by Government, followed by the borrow and spend habit of the population at large, the rise of land prices and other prices with no comparable rise in salaries, the stupid mantra of land is only an asset and the push to make BIM a first world country built on credit and piss poor laws and enforcement thereof, were a milieu for disaster.

It was a slow burning crisis that just needed a catalyst to set events in motion as BA Turner theorised in his 1978 seminal work called Man-made Disaster as distinguished from natural disasters although it is arguable whether there is a difference. He posited that all disasters have an incubation period where latent pathogens go unnoticed or if noticed excuses are created, erroneous analysis made, or cultural habits prevent proper fixes

All the signs were there of system failure- huge national and personal debt, corrupt politicians, a population spending beyond its means, weak legal infrastructure, dilapidated island wide physical infrastructure, a failing unreformed civil service, an uncaring and expectant public, an unchecked criminal underbelly, and a greedy private sector.

Then entered a deep recession as I mentioned above (2008-16) and the flaccid DLP regime after Thompson. It failed to arrest the slide if it could have. It is my contention that would have called for a PM and Cabinet with huge cajones to effect systemic changes that were needed and long overdue, an understanding civil service and a pliable private sector and public. None of that was present and none of that could have been, given the heady days of the previous years and the expectations that those days would continue and hence the deep disappointment that they didn’t.

That the DLP didn’t recognize this pending disaster or if it did, did nothing, is what Turner (1976) called rigidity in organisations, inability to handle multiple issues, ignoring warning signs, and a tendency to minimise problems that often negatively impact disaster mitigation. And so the DLP was blamed for the drastic economic slide of Barbados and was soundly embarrassed at the polls. It did not win a seat and won 1 or 2 constituency voting boxes.

Returning to Normalcy
The present Govt headed by MAM labelled that period the lost decade and every ill that BIM ever suffered was located there. No attempt was made to differentiate the period of PM Thompson from the period of PM Stuart and none was made to examine whether they inherited any problems from the previous administration. Perhaps because some of the new MPs were in Cabinet in the 1994-2008 period, it was enough to give Bajans a place to direct their anger at the failings of the DLP. As Drubek (1994) contends, the politics around accountability substitute systemic failures for individual guilt. And as Boin (2005) points out, even when this is known, leaders spin this information to assign blame away from them-selves.

From deliberately defaulting on the debt repayment, to BERT, to BOSS, to BEST and the rest, MAM and the BLP have sought to return to normalcy, if normalcy can be defined as the period between 1994-2008. They have been diverted partially but not entirely by; COVID, legal missteps (ACOP bungling and the failure to pass Anti Corruption law in the Senate), and policy issues (Ministry of Education numerous faux pas).

That leads into the question of capability to solve problems. Capability in government often relates to political leaders and government department possessing the technical and financial, organizational and policy wherewithal to respond to the matters at hand (Cigler, 2007). Effective response may be hampered by lack of delegation, spotty decision-making and inadequate communication (Paton and Jackson, 2002). Furthermore, apathy (political and public) to pending problems, budgetary restraints and organizational dysfunction militate against disaster planning and response (Drabek et al., 1981). It is a matter of argumentation whether such issues depict the present BLP under MAM

To the very present
So here we are after a Throne Speech that inter alia, sees BIM becoming a Republic next year, civil unions for gay couples, and a host of financial manoeuvrings which are yet to be digested fully by the public. Suffice it to say the prospect of civil unions is an easier sell than gay marriage, and becoming a Republic are the topics occupying the minds of Bajans. Some ask whether this Thorne Speech hullabaloo was a reset or more hot air from a PM who loves to talk but delivers very little in terms of substance. I will state definitely I don’t see a reset. Moreover, the question that remains is, are we in a recurring loop?

The reality is the depth of our situation post covid has gone way past the D and B blame game. Every month we go on hoping something will happen and not addressing the issues, all we are doing is chalking up a larger deficit that all of us will have to address regardless of party loyalty.

    1.What were the policy proposals initiated by PM DT which Stuart didn’t carry forward that would have differentiated the two admins?

    2.What key projects did DT have on stream which were visionary and had an impact on Bdos which were grandly better than any done after his passing?

    In sum, clarify the demarcation of the DLP pre and post DT’s death to support your assertion.

    And as the Bligmaster said don’t ALL political admins pick up the spoils and rewards from the previous govt… the BUCK stops and starts basically 18 months into a new admin… you own everything by then so either u jettison the albatrosses or work hard to make them soaring eagles!

    It’s on the current bosses NOT the previous ones… that WHY you sought to be elected, after all … to IMPROVE the governance NOT cry ‘woe is me’!

    Thus I don’t get your “excuse” re “whether they inherited any problems from the previous administration.”

    The piece is certainly well written but it’s not as dispassionate an essay as others suggest.

    There are small Black business men who benefited nicely during that period as far as I KNOW … to highlight “capital projects” gives you an ‘out’ so to speak as we think of major construction or large tenders under that heading… but govt largesse can go far and deep beyond that “narrow” interpretation.

    In that regard I do NOT accept your assertion.

    Anyhow, it’s what it is.. as the man said.

    I guess you are right but it is a pity that it blinds some from having a factual discussion not blinded by party loyalty.

    Both parties have done good and bad over the years, but all in all i think as a small island we have alot to be grateful for. This government inherited a tough hand but they said they could handle it. Then covid came along and changed all the rules. Time now is of the essence in terms of change. What you think this years deficit stands at year to date as we speak?

    I waited patiently on the Throne Speech because I figured that we would have been bold and creative. We were neither.
    As for the party hacks they criticized a 14/15 member cabinet as too large and then endorsed one almost twice that size. Mark Maloney was the worst businessman in the country band then he got just as much or more than he ever got before. Typically BLPDLP hypocrisy.
    You, @ Hal, @ Pacha, @ Donna @ PLT are worth more than the thirty jokers in parliament and the other thirty that are now on the outside. Without Caswell Franklyn , there would be no voice of the people in either the lower or the upper house. And of course the efforts of some moderators on Brasstacks.

    If we are doing the cold analysis thing there is the one year period when Thompson was sick and Stuart acting where he did close to nothing to assert leadership. In that period of drift in the beginning of the recession a lot of damage was done. The comment is not to rubbish the thrust of the article that dark clouds were on the horizon from Arthurs tenure.

    This writer was possibly the most scathing in criticizing the DLP. We continue to calll for its leading members to be made to try to exist without heads for hithertofore unknown levels of political malpractice and cowardice.

    However, Greene is generally right with has historical analysis. True, it somewhat softens the responsibility on the DLP and if that is to happen so let it be. This is merely a function caused by the passage of time, more sober reflection. And it works both ways.

    But to continue to locate blame only on the last DLP regime while giving a pass to the current mismanagement seen, even under far worse circumstances, is unhelpful.

    1.the # of idiot representatives

    2.how many are hiding from bailiffs

    3.the vision of their leader and

    4.the size of the balls of the leader (which also includes fake balls and dildoes)

  30. The reason why the promise to become a Republic and same sex civil unions are the two most talked about issues coming out of a marathon two hour Throne speech is quite simple.
    When one looks at the nebulous concepts of almost everything else said, there really isn’t much that deserves any comment.
    Outside of the two aforementioned , the only other clear proposals are: $40 million for a sophisticated debushing / maintenance campaign and $300 million for the tourist industry ,,to appease the ruthless hoteliers, who have made it very clear that they will not pay severance and would destroy the economy if they don’t get what they want.

    I belong to neither the BLP nor the DLP. I have voted only three times in my life and I have become disenchanted with politics. I voted twice for Michael Lashley and once for Ralph Thorne having left St Philip. I do not profess to be a scholar of any standard but I read and understand a bit of what is told to me and what I overhear.
    What the Government did to Dame Sandra Mason yesterday morning was deliberate and unethical. The Governor General is not a creature of any party and her public utterances – whether actually hers or acting as a mouthpiece – should not be filled with partisan statements.
    We all know that the sentiments made public yesterday during the throne speech were those of the Government – specifically Prime Minister Mia Mottley. The message she had to give Barbadians through Dame Sandra needed no input of partisan politics. Come on Miss Mottley, show some bloody grace! You are the Prime Minister already, you are not campaigning to be Prime Minister. But to have Dame Sandra reading a speech going on and on about government responding to “economic mismanagement” and the country being damaged socially and otherwise by the lost decade and poverty increasing over the lost decade and all that, was uncalled for. The PM would know that Dame Sandra would obviously be reading her speech. This obsession with power will be the ruin of some of our regional leaders.
    You all have souls to contemplate and health to pay more attention to, than trying to use all means necessary to influence the gullible and to hold power. Nothing has improved in Barbados since the government changed. In fact, the living hardships for Barbadians have got worse. I voted for Thorne because I got fed up with the DLP but now I am fed up with Prime Minister Mottley and her government too. Learn from the demise of the late David Thompson who was Prime Minister for less than two years. He probably thought he would be in power for two or three terms too because he was young. It doesn’t pay to be brutish and manipulative in politics.
    Government is a continuum and I am sure that since Independence, every Opposition can point to something the government of the day did that did not help the economy, poverty alleviation, society or whatever.

    Instead of euphemizing the Sinckler regime, our blue apologists should take a look at the growth curve of CARICOM members. There was no global recession from 2008 to 2018. What a lie. We had an economic slump in 2008/09, after which all economies recovered quickly with the exception of North Korea, Greece, Barbados and other run-down economies.

    We had 10 years of stagnation for the following reasons. I call it the Barbadian disease: BBD too expensive due to dollar peg, too high wages, too low productivity, too bad work ethic, too high taxes and too big administrative apparatus.

    It was a brutal abuse of the governor general – 62 pages and nearly three hours of reading rubbish without even a glass of water. But this was not the first time. Go back to Arthur’s state funeral, when the head of state, the governor general, had a walk on part in the Mia Mottley show.
    The woman is something else. Her arrogance is mind-boggling.

    As you know the party thing dont matter to me. When Sinkler and dem was doing foolishness I blister dem on this same blog. So if this group do foolishness they wil get blister here too. Its not about who say what with me its about what was said. The messenger to me is irrelevant.

    So we question statements that lack facks, we continue to ask for as much information as is possible and we try to make sure we are kept in the loop. If that makes you a D or a B well i dont really care, nor do i care who it offends.

    Truth is if the press did their blasted job then those of us on the blog who want it wouldnt need to ask for it here.

    since she wanted to make it an international charade, others had to make it an international charade for her too….the government, under the Constitution…is rightfully owned by the GG, she is the rightful head of government… HER GOVERNMENT…as representative and blah, blah,, blah…hence her own little colonial circle that operates outside the parameters of the Constitution…Mia or any other PM is just the manager. for the island as elected and PAID BY THE MAJORITY POPULATION….she is not the head…

    The plans laid out in the Throne speech to resurrect the Tourism industry is a huge gamble.

    What is the plan to create new sustainable industries/ businesses to replace the slumping Tourism Industry ?

    Prepare for a couple years of ” cutting and contriving ”

    my objective was not to assign blame but to show how we dont learn from the past and how we dont solve problems because we want to or dont know how to analyse honestly the source of mistakes.

    the source of our problems in Bim is a system failure for all the reasons and in all the areas i pointed out . to provide solution we must understand the problem. i fear we dont and that is why we go around and around in a recurring loop.

    our failures i contend reached critical mass under Arthur because the economy was overheated and we did nothing to solve the structural deficiencies in our system. the economic euphoria merely masked them until that mask was lifted by the great recession and the ineffective DLP under Stuart. critical changes in times of plenty are more important than in lean times if only because they directly affect the ability to manoeuvre. bust almost always follow boom

    i am not absolving Stuart of any blame neither am i strictly assigning blame to Arthur. as much as Stuart was a victim of circumstances so was Arthur. each reacted according to their personalities and experience and survival instincts. as someone said, govt is a continuum and issues in our system were built in for sometime. every system of govt and even personal philosophies and beliefs need a reset or a re examination every 10 years or so. every 5 years now is the norm. otherwise organisational culture causes and fosters faults in the system which if left unchecked will lead to failure at some point

    i began my professional career as an analyst and as such i was trained to spot trends, and locate problems as accurately as possible to prepare for future issues. it is an ongoing process. the past plus the present equals the future.

    with a certain degree of accuracy people and events can be predicted based on that formula. you only have to plug in events into the formula. it can be personality or financial assessments or for that matter any thing that will help the predictive index. alto that term means something slightly different nowadays
