I could not believe what I was reading when I went to the Facebook page of The Caribbean Guyana Institute for Democracy [CGID]. I was amazed that the Peoples National Congress Party [PNC] had been able to look inside the ballot boxes which the ULP fought tooth and nail to ensure Saint Vincent and the Grenadines [SVG] courts would never allow in SVG. What the PNC discovered and have proved was voting fraud was so widespread and their further investigation votes were rigged in every way possible to try and ensure the Peoples Progressive Party [PPP] won the election.

Guyana has a two-party system, which means that there are two dominant political parties. The main schism is not of ideology [they are both socialist], but ethnicity; the People’s Progressive Party is supported primarily by Indo-Guyanese people. While it is Afro-Guyanese people who mainly support the People’s National Congress. Ralph Gonsalves most obviously supports the Indian Guyanese PPP against supporting the African Guyanese PNC.

A group from CARICOM offered their services to investigate and advise Guyana on the way forward and how to deal with the stalemate situation. Whereby Ralph Gonsalves perhaps stepped outside that circle and suggested that the PPP should be recognised as the elected party to take Government.

Why would Gonsalves take such a position and support what is now fraud proven without any doubt whatsoever? Well, I suppose the whole procedure of rejecting fraud, opening boxes etc. if finally agreed in the Guyanese courts will become part of a legal precedent which would perhaps apply in SVG courts as well.

CGID CONDEMNS RALPH GONSALVES’ INTERFERENCE IN GUYANA’S ELECTIONS ON BEHALF OF THE PPP

Dr Ralph Gonsalves, Prime Minister of St. Vincent and the Grenadines, at the direction of the People’s Progressive Party (PPP), is brazenly attempting to pre-empt the CARICOM elections recount Observer Mission in Guyana.

In a radio interview yesterday, he attempted to dictate to Guyana Elections Commission (GECOM) how it should execute its functions as prescribed by the Guyana Constitution. GECOM is currently assessing recount results as well as allegations of fraud.

Dr Gonsalves, a foreign head of Government, is attempting to undermine this process on behalf of the PPP. CGID doesn’t know how Dr Gonsalves’ conducts elections in his country, but Guyanese will not accept the results of an election riddled with fraudulent ballots.

Dr Gonsalves is advocating that Guyanese must accept a vote tabulation that includes ballots which a Police investigation has established contains fraudulent votes. We, therefore, wonder if the people of CARICOM should apply Dr Gonsalves’ reasoning and accept and believe numerous allegations of sexual assault against a CARICOM Prime Minister without any investigation to determine the veracity of the charges.

GECOM is currently following a process set out in its May 4, 2020 order, in accordance with the laws of Guyana. It is disgraceful and repugnant to the CARICOM Treaty for Dr Ralph Gonsalves to interject himself into this process and attempt to interfere in Guyana’s elections. Dr Gonsalves’s statements also demonstrate contempt for the Courts and State institutions in Guyana.

He should focus on elevating the standard of living in his small island rather than act as the bagman and water-boy for his friend Bharrat Jagdeo and Guyana’s opposition PPP. Mr Gonsalves’ party has itself been accused of electoral fraud and rigging the past five elections. It is, therefore, no wonder that he finds himself in the company of the PPP.

We urge the Prime Minister to address the myriad of allegations he faces at home, keep out of Guyana’s business and stop making a mockery of CARICOM’s non-intervention policy.

I hope that when the upcoming St Vincent and the Grenadines elections take place that the NDP in SVG can keep abreast with the security of our ballots and ensure no fraud takes place.

I have got almost a hundred applicants who are going to film the giveaway of the building materials on their cell phones, a local video crew and director willing to film and produce a video. I am currently negotiating with an international TV group who will take it over and show it worldwide. The film will be presented at the UN, World Bank, Transparency International, and the EU. I am also in touch with other International agencies who will be sent copies of the video film. If the distribution of the building materials takes place, I will even be asking the US to apply economic sanctions on the culprits and if necessary, on SVG.

    GUYANESE MUST REJECT ANY VISIT BY RALPH GONSALVES TO GUYANA

    I know Prime Minister, Dr. Ralph Gonsalves of St. Vincent and the Grenadines. I was led to believe that he subscribes to principles of due process, adherence to the rule of law and uncompromising respect for the sovereignty of states. I’m therefore stunned by his disrespect for Guyanese and his contemptuous interference in Guyana’s elections to help the opposition PPP.

    One of the members of the Caricom Scrutinizing Group for the Recount of ballots cast in the March 2, 2020 elections, is Mr. Gonsalves’ nominee. These reckless comments by the Prime Minister vitiates the standing of the 3 member CARICOM team.

    I understand that the PPP is secretly negotiating with Mr. Gonsalves and others for CARICOM to dispatch a number of Heads of Government to Guyana. The PPP is not in a position to do so. They are not the government.

    Mr. Gonsalves has corrupted this process and compromised CARICOM. He is stirring up political strife in Guyana for a racist political party and is exacerbating already heightened tensions.

    Mr. Gonsalves is a snake and should not be welcomed in Guyana. I call on Guyanese to reject any attempt by this Prime Minister to visit Guyana. He should be met with large-scale protests and pickets if he attempts to set foot in our country. I call on the Chairman of CARICOM, the Prime Minister of Barbados, Hon. Mia Mottley, to disassociate CARICOM from the pugnacious, biased statements by Ralph Gonsalves.

    Region 4 election recount certified, exposes Mingo’s fraud

    The Region Four (Demerara-Mahaica) results that gave the People’s Progressive Party/Civic a total victory margin of more than 15,400 votes over their nearest rivals, A Partnership for National Unity/Alliance For Change (APNU/AFC) has officially been certified.

    The certification of the results was done at the Arthur Chung Conference Centre (ACCC) just after 15:00h on Tuesday. According to the certified General Elections results, PPP gained 80,920 votes in Region Four while APNU/AFC received 116,941 votes.

    Back in March, controversial Region Four Returning Officer, Clairmont Mingo had fraudulently declared 136,057 votes for APNU/AFC and 77,231 votes for PPP/C.

    On Tuesday, signing off on the General and Regional results certificate was representative of the main opposition PPP, Dr Frank Anthony.

    Also signing were representatives of the Liberty and Justice Party (LJP), Change Guyana (CG) and The Citizenship Initiative (TCI). In addition, representatives of A New and United Guyana (ANUG), the United Republican Party (URP) and the People’s Republican Party (PRP) signed. Not surprisingly, APNU/AFC refused to sign on to the certificate of tabulation. Ever since the certification of Region One (Barima-Waini), APNU/AFC has, in fact, refused to sign off on any certifications, even for regions they won.

    Guyana’s Prime Minister Moses Nagamootoo condemns statements by Dr. Ralph Gonsalves on Guyana’s elections, call on him to withdraw them
    PRIME MINISTER, Moses Nagamootoo, has condemned the remarks made about Guyana’s electoral process by incoming CARICOM Chair and Prime Minister of the St. Vincent and the Grenadines, Dr. Ralph Gonsalves.
    During a recent interview, Prime Minister Nagamootoo described Dr. Gonsalves’ comments as “premature, untimely and highly prejudicial and could contribute to the charged situation in Guyana.” On Thursday, Dr. Gonsalves called on the Guyana Elections Commission (GECOM) to declare a winner of the March 2, General and Regional Elections based on the figures from the first phase of the recount.
    His statements came at the time when the commission is currently involved in a four-stage process that seeks to determine the credibility of the elections. Prime Minister Nagamootoo added that the comments were “very disappointing coming from someone who should have known better,” explaining that Dr. Gonsalves is aware that a team from CARICOM has scrutinised the process and is currently in the process of preparing its report.
    “They (CARICOM team) should be allowed to be uninfluenced and report what they observed during the recount process in Guyana.” As such, the Prime Minister remarked that Dr. Gonsalves’ utterances “are highly prejudicial,” and urged him to retract his statements.
    On Thursday the APNU+AFC Coalition had also expressed surprise and disappointment at the remarks of Dr. Gonsalves. On Wednesday’s Edition of “Your Morning Cup with Colvin Harry”, aired on State-owned NBC Radio in St. Vincent and the Grenadines, Dr. Gonsalves stated: “We expect the CARICOM observer mission to deliver its report, and we expect that what is the recount would be honoured, and the Guyana Elections Commission will honour that recount and declare the winner in accordance with this recount. And anybody who then wants to challenge anything afterwards can go to court, but you have to declare the winner in accordance with the recount… I know a lot of opposition parties when they lose, or anybody who loses they say, ‘Oh, so and so thief.’ It’s almost a boring repetition; we get the reports, follow the law and who wins, wins.”

    PM Gonsalves’ remarks came as GECOM is preparing to receive a report from Chief Elections Officer (CEO), Keith Lowenfield, on the summary of a number of observation reports taken during the recount, and the recount figures themselves. The presentation of the report only marks Phase Two of a four-phase process, which must next see deliberation on the report, and a decision on whether the information should be used for a declaration.
    Deliberations
    The deliberation aspect will take into consideration irregularities pinpointed during the elections, such as counterfoils and ballots carrying the same number; ballots for one region cast in another; ballots cast for the dead and persons who have migrated; persons voting without proper identification; persons voting outside of their districts without employment documents; large numbers of improperly-stamped ballots at locations where Disciplined Services members voted; missing Poll Books and documents from one Polling Station being found in the ballot boxes of another; and Ballot Boxes with no statutory documents.
    Data generated from GECOM’s Statements of Recount (SOR) and the accompanying Observation Reports indicate some 7,929 instances of irregularities, which many believe directly affect the validity of 257,173 votes. The act of deliberation was outlined in the gazetted Order, which gave way to the national recount, and which found favour with CARICOM, which later sent a three-member team to scrutinise the process.
    PM Gonsalves was amongst CARICOM Heads, others being Prime Ministers Mia Mottley of Barbados; Roosevelt Skerrit of Dominica; Dr. Keith Rowley of Trinidad and Tobago; and Dr. Keith Mitchell of Grenada, who visited Guyana several days after the March 2, 2020 elections, with the aim of assisting in the arrival at a resolution within the Order which was subsequently crafted.
    In a release on Thursday, APNU+AFC Election Agent, Joseph Harmon stated: “The APNU+AFC is therefore concerned that as the incoming Chair of the CARICOM, Dr. Gonsalves, has chosen to pronounce on a process that is still ongoing, and proposes to direct a constitutional body in another CARICOM Member State, in the execution of its duties… Further, the CARICOM Scrutineering Team has not yet submitted a report of its findings to GECOM, as it is mandated to do in keeping with the gazetted Order. Given these circumstances, it is most unfortunate that Dr. Gonsalves, who is himself currently embroiled in an Elections Petition in his own country, has taken a public position that is prejudicial to the integrity of the process and its eventual outcome.”
    Social media is now abuzz with concerns about how PM Gonsalves’ remarks could affect the actions of the member of the CARICOM Scrutinising Team who hails from St. Vincent and the Grenadines in the crafting of the outstanding report. The APNU+AFC reminded that the ongoing recount process is significant and important, not only for democracy in Guyana, but the wider CARICOM. It said that it is therefore expected that CARICOM leaders would refrain from any actions or utterances that could undermine the legitimacy of the process and its credible conclusion.
    ‘Untimely and highly prejudicial’Meanwhile, the People’s National Congress Reform (PNCR), in a separate statement, also categorically rejected the utterances by Gonsalves, urging the Guyana Elections Commission to ignore its gazetted Order and declare the People Progressive Party/Civic (PPP/C) the winner of the March 2020 General and Regional Elections. “The PNCR views this statement as a direct interference into the affairs of a sovereign nation, and more particularly the work of an independent Constitutional agency, the Guyana Elections Commission (GECOM). Further, Mr. Gonsalves’s direct appeal to influence the CARICOM Observation Team, whose report will form part of documents for GECOM’s consideration, is a blatant attack on the integrity of the CARICOM team; highly prejudicial, and serves only to undermine CARICOM’s efforts at being professional in arriving at a final credible process.”
    “The People’s National Congress Reform, therefore, calls on the sitting Chairman of CARICOM, the Right Honourable Mia Motley, to issue a clear statement, distancing CARICOM from Prime Minister Gonsalves’ statement, lest it be interpreted as CARICOM’s intention to scuttle the entire process of arriving at a final credible process. We sincerely hope that there is no irreparable damage to our relations with CARICOM consequently,” the statement added.

    Former Barbadian PM defends incoming CARICOM Chair… “Harmon has no authority… He is out of order!”

    Owen Arthur, the former Prime Minister of Barbados, yesterday came to the defense of the incoming Chairman of the Caribbean Community (CARICOM) Dr. Ralph Gonsalves, after APNU+AFC Campaign Manager Joseph Harmon, launched an attack on him for sharing his pronouncements on Guyana’s electoral process.

    During an exclusive interview yesterday with Kaieteur Radio, Arthur, who also headed the Commonwealth Observer Mission which monitored the March 2, General and Regional Elections, stressed that Dr. Gonsalves was “in perfectly good order” when on Wednesday, he specifically stated that, “…straight and plain, CARICOM is not going to tolerate anybody stealing an election.”
    Harmon was quick to respond to Gonsalves utterances, saying that the governing Coalition finds it “strange and alarming” that he would make statements of this nature which closely resembles that of the People’s Progressive Party/ Civic (PPP/C). Harmon said Dr. Gonsalves had “taken a public position that is prejudicial to the integrity and eventual outcome of the ongoing national recount of the March 2, 2020, General and Regional Elections.”
    The campaign manager said, in fact, “While the recount is still ongoing, it is inimical to the interest of all Guyanese. It is also clear that Dr. Gonsalves fails to understand a CARICOM process which was initiated following a prime ministerial delegation to Guyana of which he was a part.”
    But Arthur advocated for the context in which Gonsalves spoke in, as he was keen to highlight the instruments of governance by which the CARICOM member states are bound.
    “People do not seem to understand that there are instruments of governance on which our relationship with CARICOM on sovereign countries are based,” the former PM said. “We operate with each other within the context of the revised Treaty of Chaguaramas within the Single Market Economy. There are other instruments that bind us. In 1997, 1998, Caribbean leaders of whom I was then one, agreed that there should be a thing called the Charter for Civil Society”—an agreement signed at a conference by the Heads of Governments in 1997.
    This charter sets out objectives to enhance public confidence in governance, to ensure continuing respect for internationally recognized civil, political economic, social and cultural rights, to create a truly participatory political environment within CARICOM, which will be propitious to genuine consultation on the process of governance, as well as other key goals.
    “Under this Charter, Caribbean governments commit that we will have free and fair elections…We were not only conscious that we were building a regional economy but we were also building a regional society and that regional society had to be bound and governed by the best presents of democracy and good governance because we feel that you’d get a dividend from governance. Therefore, we found ourselves to the practice of good governance by signing a Charter for Civil Society,” Arthur emphasized.
    Arthur maintains that that is the perspective in which Dr. Gonsalves spoke in, and was keen to point out that a departure from the practice of free and fair elections in an infringement on the Charter of Civil Society.
    “For someone to attack Ralph Gonsalves for saying that CARICOM would not stand to see an elections stolen because he was speaking in generic way, is that people don’t understand what binds us and that he was perfectly right to say that. To be castigated this way is quite unfortunate,” he said.
    Moreover, Arthur would like for certain protocols to be obtained and upheld when it comes to who has the authority to scold another Caribbean leader—commands that Harmon does not possess, as Arthur labels it.
    “Your leader, [President David Granger] sits in the council with other Caribbean leaders and there have sometimes also where they exchange sharp views, sometimes in public. It can’t be that someone at the level of Mr. Harmon thinks that he has the authority to unleash the kind of vitriolic attack on Caribbean leaders. Harmon is not a Caribbean leader, and your leader should tell Mr. Harmon that he is out of order and he is out of place,” the former PM sternly reminded.
    Additionally, he pointed out that in a few weeks, a Guyanese leader will sit in council with other leaders of the Caribbean, and it would particularly be uncomfortable for that leader to face “them if somebody in Guyana is sending them threats and lambasting them.”
    “It can’t be allowed” Arthur preserved, “and Mr. Harmon has to be told that he is quite out of order and that behaviour is not tolerable.”
    Notably, President Granger, while on a radio programme last evening noted that he stands by Harmon’s statement and that he shares the views of his campaign manager.

    Arthur can stand piously and talk about Harmon stepping over boundaries to condemn Gonsalves.
    I would have to say Arthur is drunk to be so vulgar and blatant in his meddling and provocation in Guyana’s internal affairs. I’d go so far as to ask what is in it for him? why he is so fervently, almost pleadingly asking GECOM to swear in anyone on the obviously fraudulent outcome of the March 2 elections. Why doesn’t Arthur focus his ill gains perspectives on Barbados and how it will get over this crisis facing it?
    God doesn’t UGLY.

    Guyana has 10 regions. There was fraud in all. What glasscase are you in and looking out through that you only see 15400 votes fraud in region 4? Fraud is fraud and it comes in various forms. Big fraud, small fraud all is fraud. Where were you or your attention span when the thousands of military votes were not counted because of the deliberate mishandling of the ballots? Where were you too when another 30,000 ballots were again not stamped in region 4? What about the dead people that voted?

    My personal view of Caribbean Leaders since Barrow and Bird and Burnham is that they lack class, integrity, leadership sometimes commonsense. It is so ironic that Gonsalves is running that pebble island of his with an election’s Petition. Not only that but he has actively obstructed justice by using his ill-gotten political power to block the ballot boxes from being opened and recounted.
    Gonsalves’ real concern is to dull the value and importance of that process of reopening and recounting in Guyana so that it wouldn’t be used as a catalyst for Vincentians to forge on with their pleas to recount their ballot boxes. He’s hoping that that movement begun in Guyana doesn’t reach Guyana but he should have kept his half-scaled self and traps shut.

    I hope they lost him away in Jail when the courts and Opposition are done with him.

    I hear another one calling Granger a sanctimonious Gangster. What is going on? It would seem that these chicklings really cannot govern themselves.

    Mr Gonsalves’ comments are unfortunate in that GECOM is trying to establish that the entire election is legitimate. It is more than declaring a winner just based on a recount. A fraud was discovered even in the counting of votes. The next step as set out by GECOM is to find out if there wasn’t excessive fraud in terms of the validity of votes. From what i’m reading too many “irregularities” were discovered to even declare a winner at all. Due to the closeness of the result the entire election should be voided and the voter list cleaned up. Mr Gonsalves should have waited until GECOM completed its work to make a statement.

    Private sector ‘appalled’ at Lowenfield report

    The Private Sector Commission (PSC) says it is appalled by the report submitted to GECOM today by Chief Election Officer Keith Lowenfield saying that the recount of votes from the March 2nd general elections does not provide a credible or verifiable basis for a result.

    The PSC says as an accredited elections observer it is “satisfied that both the election process and Count as well as the Recount were transparent, efficiently organized and diligently executed by the staff and management of GECOM”.

    A Private Sector Commission Press Release follows:

    The Private Sector Commission participated as Accredited Observers to the National Recount of General and Regional Elections 2020 which has now been concluded. Our representatives were present at every one of the counting stations on every day, as we were on Election Day.

    The Private Sector Commission is satisfied that both the election process and Count as well as the Recount were transparent, efficiently organized and diligently executed by the staff and management of GECOM.

    The Private Sector Commission is further satisfied that the Recount process produced an entirely credible tabulation of the results of the General and Regional Elections.

    The Private Sector Commission is, therefore, appalled that the Chief Elections Officer of GECOM should submit a Report to the Chairman of the Elections Commission that from “the information furnished from the Recount, it cannot be ascertained that the results …meet the standard of fair and credible elections”.

    It is the considered view of the Private Sector Commission that the Chief Elections Officer in his summation of anomalies listed in the Observer Reports, has acted outside of his authority under the law governing his responsibility to the Commission by submitting an opinion with regards to whether or not “the criteria of impartiality, fairness and compliance with the provisions of the constitution and the ROPA” were satisfied or not satisfied.

    Recount shows PPP-233,336 to Coalition 217,920 – but Lowenfield report gives Coalition lead of 68,383

    Chief Elections Officer (CEO) Keith Lowenfield yesterday in his report to the Guyana Elections Commission (GECOM), claimed that 55% of the 2,339 ballot boxes used in the March 2 elections were so affected by instances of irregularities, voter impersonation and unreconciled documents, that the total results for each district could not be ascertained to be derived from a fair and impartial election.

    If these boxes were extracted from the process, as suggested by Lowenfield, the remaining boxes would account for a total of a little over 183,000 votes with the lion’s share going to APNU+AFC (125,010), the bulk of the remained going to the PPP (56,627) and the remainder to the smaller parties.

    The revised tabulation produced by Lowenfield reverses the outcome of the recount, giving the coalition a lead exceeding 68,000 votes, despite the fact that the total numerical results of the recount placed the PPP/C squarely in the lead, 233,336 to the Coalition 217,920.

    These details were included in the report Lowenfield was required to submit, on the results of the recount, to the Commission, pursuant to the gazetted order for the National Recount. Yesterday, the 13th, was the stipulated deadline for Lowenfield to submit the report to GECOM, as gazetted in the order for the recount. It states in Paragraph 12 that, “The matrices for the recount of the ten (10) Electoral Districts shall then be tabulated by the Chief Elections Officer (CEO) and shall be submitted in a report, together with a summary of the observation reports for each District, to the Commission on or before the 13th day of June, 2020.”

    While the order did not require Lowenfield to pronounce on the validity of any party’s allegations or on the credibility of the elections, he did.

    Unsubstantiated Claims
    During the 35 day recount, the coalition accumulated thousands of claims of electoral fraud against the PPP/C. Many of these claims failed to stand up to scrutiny and were eventually found out to be false. Lowenfield stated in his report that GECOM found the coalition’s claims to be “of substance”.

    Kaieteur News had investigated a list of 172 names sent by the Immigration Department to GECOM, along with a letter claiming that those persons were not in the jurisdiction on election day. Twenty-six of those persons have since come forward refuting the placement of their names on that list, and revealing the information to be inaccurate. When this was raised with Commissioner Vincent Alexander, he said that the information would be treated as accurate until those persons formally wrote to GECOM, providing proof that they were in Guyana on election day. It is unclear whether any of those persons have done so.

    The coalition also made claims of dead voters and published one death certificate in the state newspaper of Chitnandani Ramdass, a Region Two woman who died on June 5, 2015, who they alleged to have been ticked off as having voted at the March 2020 polls. An official copy of the Maria’s Hall Nursery School OLE, provided by the PPP/C, showed that the woman’s name was not ticked off as having voted. The APNU+AFC also claimed to have in their possession ‘countless’ death certificates, but to date, the party has not published any.
