Assassins and murderers ply their craft every day. Motive, means and opportunity vary, but from the victims’ perspective, the outcome is usually the same.

May 23, 2020, would have been two years since the passing of a certain Luis Posada Carriles in Hollywood, Florida, USA.

Perhaps a younger generation might not know, far less care, who he was, and any possible practical relevance he might have had to Barbados’ history. Nor will they know of his comrade in arms the late paediatrician, Dr. Orlando Bosch. Nor will their passing have been noticed this Memorial Day by patriots in these United States, except perhaps for some extremist fringe elements in the Cuban expatriate community in the US.

Their undisputed relevance, however, lies in the bombing of the Cubana 455, and the murder of the 73 souls on board as the plane left Barbados in the afternoon of October 6, 1976; reportedly the most destructive act of terrorism in the Western Hemisphere, before 9/11.

Some say that “every man has his price”. One of Posada’s henchmen, Freddy Lugo, I believe, indicated that he and his accomplice, Hernan Ricardo Lozano, were each paid US $25K to blow up the Cubana Airline with the 73 persons on board. They had allegedly used a tube of Colgate toothpaste filled with explosives and detonated shortly after the plane’s departure.

But, which “normal person” blows up a civilian airline for US $25K, or for that matter, for any sum of money, whatsoever? And how does a paediatrician, like Dr. Bosch, come to engage in such atrocities? Such atrocities endanger us all.

In the final analysis, therefore, there appears to have been nothing heroic or redeeming in any of these gentlemen. Rather, based on their actions, they appear a certain species of lowlife naturally inclined to acts of intolerable barbarism and unnatural perfidy, despite their being given “sanctuary” under various US administrations notwithstanding their classification as “terrorists” by the C.I.A and the U.S Government. (But, then again we would routinely deny the rights of some – states and churches – to grant sanctuary to those who flee murderous violence and poverty in El Salvador, Guatemala, Honduras, etc).

In the words of one eye witness manning his small ski boat in the vicinity of the downed Cubana aircraft, that evening, “I was with two other chaps, and we went to see if there were any survivors. Unfortunately there were none”, he said. Surrounded by a strong smell of fuel, “I saw suitcases seats and personal effects. I saw bodies: only one or two of them intact. The others were not full bodies”…. “they were suspended at the level of the sea. Perhaps the seatbelts cut them off, I could not tell. It was just striking that two or three of the bodies were perpendicular under the sea. Trousers, but no top. Top, but no bottom”.

And then there was little Sabrina, a 9 year old Guyanese child, travelling to Cuba with her family. (See “Murder in Paradise”, by Jose Pertierra, October 11, 2011).

The forensic report prepared by the Barbadian coroner described the condition of her body “Brain missing, only facial bones, scalp, and hair remaining. Lung and heart destroyed. Liver and intestines shattered. Buttocks missing on the right lower limb. Compound fracture of tibia and fibula” …

Understand that I do not enter an apology for all actions by the Cuban Government since 1959. But, perhaps some ever errant freedom croaker can explain the inexplicable, in their ramblings. What crimes did young Sabrina commit? Ditto, the athletes and students on board?

The position of Dr. Bosch, the paediatrician, was that innocent people are killed in war. His hatred for the Castro Regime blinded him from distinguishing between deliberately targeting innocent civilians (he called them “dogs”) versus the more impersonal, incidental “collateral damage”, as former U.S Secretary of Defence, Donald Rumsfeld termed it. What desperation, what disappointment, led a paediatrician to countenance and condone such atrocities? How did he come to so deviate from the path of all rectitude? How did he become so abominably corrupt and depraved, and indifferent to human life, despite the Hippocratic Oath he once swore to “do no harm”?

Suffice it that there are solid reasons why The Rules of International Civil Aviation clearly prohibit all such bombings of civilian aircraft. We fly routinely. We take the relative safety of civil aviation as a given. We expect to arrive safely at our journey’s end. Terrorists such as Posada Carriles and Bosch are enemies of all of us and all mankind.

It is today the case that few still deny U.S complicity in the Cubana Bombing. They were, Posada Carriles and Bosch, on the C.I.A’s payroll for decades. Many reports detail their relationship and activities in Latin America and the Caribbean. Per sundry reports, Dr. Kissinger’s Office had been made aware of the plans to bomb the Cubana airline. (See The National Security Archives; also the works of others such as the late Christopher Hitchens, and John Pilger, the journalist).

Similarly, George Herbert Walker Bush, erstwhile Head of the C.I.A, Congressman, Senator, Ambassador to China, PRUN, a Yale man, must also have been privy to these plans to blow up the Cubana … perhaps difficult to reconcile with “the ethos of dignified service” that the Wall Street Journal wrote about in December 2018. (“George Bush was the last true WASP in the White House”). The only questions would have been what did he know, and when exactly did he know it.

Small wonder that Carriles would have been selectively prosecuted then acquitted by a Texas District Court on a minor charge of lying to U.S Immigration. He was not prosecuted in the U.S for his role in planning and executing the destruction of Cubana 455 and the related mass killings.

Arguably, terrorism might be defended on a basis of self-defence; on the basis of the pursuit of a legitimate right to self-determination (Algeria, Southern Rhodesia/Zimbabwe, South Africa); and even as a reprisal. However, as a general rule, the Slaughter of Innocents is never justified. (“In Defence of the Partisans: Terrorism in National and International Law”; Penn State Law Review, Winter 1990).

But, what gives anyone – say a Posada Carriles and his henchman, Dr. Bosch – the moral right to pluck John Citizen as he goes about his daily business, and sacrifice him on the altar of their particular political conviction(s)?

A “democratic” society does not have to commit suicide. We might therefore compare the late Israeli P.M’s Golda Meier’s “Operation: Wrath of God”, wherein Meier, and the Mossad, over a period of 25 to 35 years, as reprisal, went about eliminating members of Black September and other PLO members suspected of involvement in the Massacre of the Israeli athletes at the Munich Olympics in September, 1972.

It is left to others to determine the extent to which the PLO and Black September, unlike dissidents like Carriles and Bosch, lacked a powerful patron state.

The idea that there is no wrong without a remedy is standard legal fiction. Just ask any Jew imprisoned in the concentration camps and those Nazi camp guards who escaped justice for decades. Ask any relatives of the fallen, those who perished on October 6, 1976. Thus, political expediency saved Carriles and Bosch – they lived to a ripe old age – rather than any principled respect for Human Rights and the Rule of Law.

This article, though generally good, seems to skirt around the involement of primary state sponsorship of terrorism by the united states of north america, as a long held national policy, they were the actors behind the scene. Indeed, this incident was no less than an act of war within Barbados territory and challenged notions of the Caribbean as a zone of peace.

    It also failed to mention that the united states of north america secretly sent a submarire into Barbados’ territorial waters, with the apparent agreement of the Tom Adam regime, to pull the downed plane into international waters and out of the legal jurisdiction of Barbados. This done with the complicity of the government of Barbados. That in and of itself was another criminal act, implicating Barbados.

    Thirdly., that Bosch, Carillo et al were also known to have had some involement in the sssasination of jfk. This speaks to the supreme wickedness at work at the centre of goverment/s.

    Moreover, Bosch et al continued for decades, before and after Cubana, to be involved as the destabilising agents of the usa acting against many central american countries, from their florida base, they even were actors in several other terrorist operations against the people of Cuba itself.


  2. This story is dear to me as I was standing in the garden of a house in Sunset Crest and witnessed this plane in flight as it flew extremely low over the top of the Sandy Lane Hotel.

    I later went to the Harbour Police station as the bodies started to arrive and I can tell you that many of you reading this have absolutely no idea what the Police force goes through in their day to day duties. Although this crash was exceptional and a first of its kind for Barbados, the police involved and the tug and crew from the harbor performed their duties to the best of their ability.

    In fact, I say – heroically and I commend all of them.

    Many of the persons who were involved in this action are now old and others have passed. I presume like me, they have kept this story to themselves but alive in their minds for many years. That afternoon I saw grown men cry and vomit as they saw the condition of the bodies that were pulled from the water and brought by all kinds of boats to land. But this was only what was expected of them.

    The writer of this article describes the state of the little Guyanese girl. Let me tell you that many of the bodies is saw that were recovered and arrived at the Harbour Police station were devoid of any internal organs. In fact, they could be described simply as rag dolls. A hell of a way to end a life!

    So, the next time you see the Police performing his/her duties, I urge you to respect them and the fact that they took the decision to do a job that brings them into environments that few of us will ever experience. The Cubana crash being just one of them.

    Although the jury is still out, I thank Tom Adams for his decision to involve the UK Government and eventually with their help, decide that the crash occurred outside of the Barbados 3 mile limit. Barbados had no role to play in the cold war.

    Cuba has always played a minor role with regard to Barbados.
    – Today there are still descendants of Barbadians living on the west side of Cuba who even still play cricket.
    – Some of us were involved in Operation Urgent Fury in 1983. (another interesting story for someone else to tell)

It was to Transport their Troops and Armament from Cuba using Grenada as a Staging point to then go to South America or Africa. Before the Airport was Build they used to Land in Barbados. My Spouse best friend who used to work at the Airport in Barbados, used to see these young Solders in the planes as he worked on the Planes for Refueling, seeing them Crying as they were Not allowed to Disembark, at that time they were on their way to Angola. They Created UNTOLD Murder, Havoc and Misery.

    And Now we have a Few people who Love Marxism, trying to make Cuba into a Victim to feel sorry for them. It is True that the Cuban Plane being Blown up was a Tragedy. However, Freedom Remembers a saying that says, “Those who Live by the Sword…” In Addition they have made Enemies who may Strike anyway possible and Since then, they have Not mended their Ways, they just have Changed their Tactics, they Now Export Two Export, the Same Old One and Castro’s White Coat Solders. Therefore, if you do not Admit their Military they then will offer you to Receive their White Coat Solders, like what they got Barbados to do and to Speak highly of the Cuban Government in a UN Speech. They even have the Cousin of the PM as their Ambassador, Promoting Cuba and Communism all over the Region, under the Banner of Ambassador to CARICOM.

    I remember the afternoon of October 6, 1976 so well. I was working in Bridgetown near to the hospital and I heard every ambulance furiously going out. And then later I saw every one coming slowly quietly back in. There was no hurry coming back because everyone was dead.

    A younger sibling who was at school on the west coast reported that the plane passed slowly over the school as though the pilot was looking for a safe place to land. But a school pasture at a school with hundreds of children is no safe place for an aircraft with a bomb on board. That sibling was unable to get on a plane for years and years afterwards. Post-traumatic stress disorder, but we had no name for such conditions then. That sibling is still a very hesitant traveler. Get on a plane only infrequently.

    The Cuban/American bombers got away with the mass murder of these mostly Caribbean innocents.

    Some remark that whether in a bed wracked by cancer or under the wheels of a speeding car or quiet, we exit this life, one way or the next!

    What is collateral damage in war and what are the ethical considerations insofar as life and liberty are concerned?

    What was the agony of Sabrina or any one of the passengers on that airplane or the pain of their relatives who got the news and received the body (parts) thereafter to inter?

    Is there any difference in the pain experienced by a dying US soldier or a dying Taliban warrior when they are blown to smithereens by a mine or shredded by a MOAB?

    Are the tears of the parents of these departed any sweeter or saltier?

    We often are inclined to ask if it is the same GOD that is prayed to when opposing armies engage for war?

    Ultimately until the answer to the question “am I my brother’s keeper?” is an unassailable yes for all men, we are going to be tossed by these vacillating “isms and schisms”


  8. I passed the monument just a few weeks ago. It still brought tears to my eyes as it did all those years ago. TEARS OF SORROW FOR THE DEAD AND TEARS OF ANGER FOR THOSE WHO COULD HAVE BEEN. Imagine if that plane had landed on top of those school children. The perpetrators had NO REGARD for us here in Barbados. NEITHER DID THEIR ACCOMPLICES WHETHER STATE OR OTHERWISE.

    BUT MIGHT, WE HAVE ALWAYS KNOWN, IS RIGHT AS FAR AS THEY ARE CONCERNED. The rest of us should be happy they allow us to exist.

In September 1976 I was in NYC when Chilean activist Orlando Letelier was assassinated in Washington DC. by associates of General Pinochet who were was part of an outfit called “Operation Condor”. Did the people behind the plot have help from this group which was supported by the US Gov’t? So far, I haven’t seen anyone making the connection. In the immediacy of that assassination (which would be considered a terrorist attack today) I was caught in the longest traffic jam in my life near Kennedy Airport as there were rumours that a bomb had been planted at the Airport and the Police had closed off all access roads. The Police were taking no chances because a Croatian nationalist group had planted a bomb on Sept.11,1976 at Grand Central Station which killed one of the bomb disposal experts trying to disable the device (25 years later there would be another Sept.11)

    I had to return to Barbados a few weeks later and then the Cubana disaster, incidentally I had an acquaintance ( Bajan) who was on the flight from Guyana who disembarked in Barbados. I thought he was lucky because it is thought that the bomb was planted in Guyana and it could have exploded anytime during the flight.

    In late October 1976 ( a few weeks after Cubana) I had to travel to Toronto for a short visit, imagine the heightened tension for anyone flying as I was flying on Air Canada and the speculation at the time was that the people behind the bombing were also angry at the Canadian Gov’t because the airline that was targeted was on lease from Canada and there was chatter that a Canadian airline was the next target due to the cordial relations between Canada and the Castro regime.

    I travelled to Toronto and returned without incident, but I can’t recall if the Guyanese Gov’t did enough to get justice for their citizens who were killed in the disaster.

    For what it is worth, see Miami Herald’s claim that Posada Carriles/Bosch et al met in Washington, DC, to plan the assassination of Chilean Ambassador, Orlando Letelier, as ordered by Gen. Pinochet…. Letelier being a major thorn in their side, Pinochet determined to root out any vestiges of socialism after Allende.

    Decades ago, I attended a meeting at Cambridge where Amb. Letelier’s widow, Isabel, lectured us on the circumstances surrounding her husband’s assassination. The Cuban exiles and their handlers bore direct responsibility for Letelier’s and Moffitt’s assassination on Embassy Row.

    Their handlers could not not have known of the planned assassinations.

    Note also that there is little or no difference between State sponsored terrorism and terrorism as practiced by groups or individuals, except that state sponsored terrorism has the capacity to kill many more victims.     As an aside, I recall that some 45+ years ago a Major, A. Wilkinson of the Southern Rhodesia Armed Services or Selous Scouts? lecturing us at the LSE and bragging about the Government’s high-kill ratios, probably 20 or 25 to 1 as they sought to eliminate the ZANU/ZANLA? people.

    I thought, then as now, that the victims were in the main probably some unfortunate African subsistence, dirt farmer, old men, women and children, who probably did not know the difference between the right end of a musket, a shovel or a fishing rod. Kill them all! Stage their remains with the necessary props, including arms, and declare a great victory over some of Dr. Robert Gabriel Mugabe’s and Mr. Nkomo’s “guerrillas”. As with Tacitus, the Roman Historian, you make a wilderness and then declare it “peace”. No doubt, the U.S has similarly sponsored terrorist activities in Latin America and the Caribbean.

    As to your statement that a U.S submarine towed the remnants of Cubana 455 outside Barbados’s territorial waters, I have perused Wikileaks and other sources, but have been unable to find any supporting evidence. This does not mean that it did not happen. But, as you know, suspicion is not proof. I am not saying that such interception by a US submarine was impossible, but absent probative evidence, I do not know that I agree.

    By contrast, Dr. Mengele succeeded in escaping Israeli justice.

    But, we might also recall the execution of Colonel Joaquin Zenteno Anaya, the Bolivian Ambassador in Paris, by the International Che Guevara Brigades in 1976, as a reprisal.

    Even Nigeria sought to abduct former Minister Umaru Dikko off the streets of London and secrete him in a crate labeled “diplomatic baggage” “destined for Lagos”. Dikko had allegedly only stolen £ 3 billion. The Nigerian Government seemed interested in recovering some of the money he had wrongfully appropriated.

    For me, therefore, a part of the puzzle has remained the apparent inability of Cuban Intelligence to have brought Posada Carriles, Bosch and others to the reckoning they richly deserved.

    It might well be that their patrons in the C.I.A and fellow confederates throughout Central and Latin America were always one step ahead of those who would have brought these perpetrators to justice.

    We were glad to see your reference to the work of our friend Chomsky and his former confederate Herman, who we never met.

    However, reliance on wekipedia as a source on any matter is ill-advised. Unfortunately Mr. Pilgrim, we do not feel released from a confidence to disclose the source of the information but could refer you to the agency dealing with FOIA requests.

    We are also surprised that after 44 years all the details are not in the public domain. That in and of itself should tell us something.

    Agreed, a properly handled FOIA Request or a series of such is in order. Notwithstanding political obstacles, a more responsible and dutiful press ought to, and should have seized and ventilated these issues long ago.

    It may be left to Independent researchers (perhaps in their old age – as madcap DJT would say, “what do you have to lose”?) to move the ball forward one way or the other.

  24. If somebody had been caught with his knee in a gasping dog’s throat for nine minutes that person would have been charged with cruelty towards animals.

    But the police union wants people to look at what happened before that. Whatever happened before that is irrelevant. But we will not hear that coming from the White House. We did not hear that in Armaud Arbery’s case. The usual caveat was added – we don’t know what happened before.

    And didn’t I hear him say that police should not protect the heads of suspects as they are forced into police cars? I’d say that is a license to kill.

    The black people I have heard on tv are getting tired of marching now. Pretty soon they will do more than light a few harmless fires in the street and more than rubber bullets will be shot at them.

    Black Americans have to march even when they are shot in their beds as the innocent Breonna Taylor was. They have to march to get ridiculous charges dropped against her boyfriend who was simply defending himself, using his legally obtained gun against unannounced, plain-clothed police officers bursting through his door in the middle of the night. Black people have to march when they try to take a gun from a white man as he points it at them. They live at the mercy of EVERY WHITE MAN!

    Black people in America have no rights! They have to march every day for them.

    They must be tired marching . I am tired just watching them march.

    It is not just the violent racists that are to blame. It is the whole rotten system that has not moved much further along since “To Kill a Mockingbird” was written.

    “Beacon of light on a hill” my black ass! i knew it long before there was cell phone footage. And even with that footage people are asked to believe something other than what they see with their own eyes. And if they are white, they often do just that!

    Judging on past cases it is highly likely that an excuse will be found for those brute beasts. They will be either rehired or hired by another police department somewhere in the country. Life will go on quite happily for them while that poor man’s children are left without a father. And if those justifiably angry children act out their anger they will meet the same fate.

    But…. black footballers should not kneel in protest of police brutality during the anthem. It is disrespectful to the country that disrespects them. Kneeling should only be done by white police officers – on the necks of the same black men!
