Last week Minister of Health Jeffery D. Bostic advised the nation that critical equipment needed by Barbados to fight COVID 19 was being blocked by the United States of America. In the case of Barbados it was 20 ventilators, Cayman 50, 000 masks, Bahamas a country with a close relationship with the USA has also experienced issues clearing PPE originating in the USA.

The restriction on export of critical equipment can be traced to President Trump invoking powers under the Defense Production Act.

… the order gave the federal government more control over the procurement of coronavirus-related supplies, it also allowed the administration to ban certain exports. Trump invoked the act following a Twitter attack against U.S. manufacturer 3M over the export of its highly sought N95 respiratory face masks.

We can discussed the action by the USA from a few perspectives, one being the role of a developed country like the USA in the global humanitarian effort. What the action by the USA has exposed is that we live in a world where the sovereignty of nations will be tested. Governments of SIDs will have to find ingenious ways to implement frameworks for functional cooperation to optimally procure and deploy resources to ensure OUR citizens are protected. Since the launch of globalization, a wave of protectionist polices by developed countries makes the contrivance of the concept an opportunity for developing state to be perpetually trapped in a state of being poor.

One of the more instructive videos being shared in the social media space is one featuring Vivian Balakrishan, Minister of Foreign Affairs of Singapore, it is a must watch. One of the key takeaways for the blogmaster is the confidence with which he spoke about the committent of all citizens of Singapore to being disciplined at an individual level to ensure decisions taken by government are efficiently executed. One of several conclusions that can be made is that Barbados and many countries across the world have a long way to go if we are to wear the label a mature people, mature nations.

All I did was based on common sense in this particular case. Since viruses are much smaller than bacteria are and since a sneeze can be approximated to be similar to a colloidal sol ( consisting of a disperse medium and a disperse phase),it was obvious that apart from droplets, aerosols had to be play as well. The reasoning was that if bacterial cells could be transmitted by a sneeze so too could viral particles, Apparently, this droplet idea was formulated in the 1930’s and the assertion has not been challenged until now because it was taken as being a fact.

  2. You obviously are not trained in the sciences.

What do you get from this amateurish refrain? What do you even mean, “not trained in the sciences”?

Do you mean Physics? Mathematical sciences? Data science? Computer science?

Can you point me to a major journal where I can peruse some of your work?

I have done more in my field in 5 years than you have done in 40 in yours.

You are a joke. You come on an e-rum shop parading your scientific bona fides but I have never heard of you. Never seen any publications from you. What have you contributed to move your field forward?

I never said that one does not have to work with others, to get things done. That should be part of the norm. My point was and remains that the term is overused and abused, often to hide mediocrity and stifle independent thought.

And yes, often, while many corporates speak of a culture of working together blah be blah, the reality is far different. Politics exists in far more than the governmental platform.

If you worked in such a place and never saw through the nonsense, well done to you. Ignorance is bliss.

  4. RE You are a joke. You come on an e-rum shop parading your scientific bona fides

Can you point me to a major journal where I can peruse some of your work?

THIS IS A NONSEQUITUR BECAUSE YOU HAVE NOT HEARD OR SEEN OF THE MAN DOES NOT MEAN THAT WHAT HE HAS SAID IS NOT TRUE

THE PUBLISHING OF A PHETHORA OF PAPERS IS AN ACADEMIC PURSUIT BY PUNDITS WHO ARE OFTEN NOT PRACTIONERS OF ANYTHING

What have you contributed to move your field forward?

THE MAN HAS SPOKEN OF MUCH PRACTICAL THINGS HE DID IN BARBADOS IN AGRICULTURE THAT WAS SQUASHED BY IGNORANT GOVERNMENT OFFICIALS AND PUBLIC SECTOR FOLK

  5. David;

Thanks for posting the video of the Czar’s interview by Carol Roberts. It provided an excellent explanation of the rationale for and the wisdom of that particular choice. Such an interview was not optimally timed however as it should have taken place early in the implementation of the programme along with similar presentations on the high level people and systems to have been used in the scientific work designed to end any outbreak as soon as possible.

You have been making steady progress over the last few interventions . Please do not default. You are better than that. Cool it. Stick to the issues. Responding to personal attacks is a distraction and is counter- productive.

  7. @ Dullard April 14, 2020 8:36 AM

You are not trained at the level I am referring to. A casual look at the scientists who get awards, reveal that it is either the solo scientist or the duo who do so. People who have a peripheral knowledge of science are bemused by the big-tech projects like the Higgs affair.. The majority of scientists in labs work either by themselves or with another person. You are showing your lack of knowledge. You as usual stray from the point and want to know what journals I have published in .What journals I have published in have no bearing on the point made in the post. It looks as though there is a case for a remedial course in comprehension.. quite frankly I do not have any more time to waste on this topic.

  8. Bob;

Re. if there is community spread.
Your reasoning for concluding that there is currently community spread is as usual sound. The Czar’s daily releases however show that the cumulative incidents / cases are increasing on an almost daily basis (which by definition must be so). However, the graphs of daily incidents show that there is a general decrease in this statistic with time following two small early upticks. This indicates to me that the control strategy has been working and that, with time, if these methods are kept in place, the kind of control targeted by the Czar (total eradication) will be achieved.

    Re. droplet vs. aerosol transmission.
The very high aggressivity / pathogenicity of Covid 19 despite the cultural methods used against it suggested long ago (over a month) that something other than the transmission by hand or otherwise of droplets through the eyes, nose and mouth was in play and that aerosols might be one of the factors for the disparity. The research is now catching up.

  9. @ Vincent Codrington April 14, 2020 9:48 AM

That was not a personal attack. It was a statement of fact. Apart from the large projects in cosmology, the most science is done by one or two persons. That is a fact whether you want to believe it or not..

  10. @lyallsmall April 14, 2020 9:59 AM
In a previous post ,I stated that some mistakes were made, but that every one should get behind the authorities.: that a fairly good job was being done given the constraints of equipment. I also said that the curfew would have to be rigidly enforced to detect the hotspots that were unknown( owing to person Z who was unknown to the authorities and that there would be a number of Zs and thus a number of hot spots). I was not aware at that time about those persons (15-22 March)..Hopefully, the containment and tracking will isolate these hot spots. If I want more information I can get it since some of my former students in public health are involved in the process. I have not done so because their hands are definitely full dealing with matters.

A weak and muddled riposte. I shall not proffer a pointwise rebuttal but again merely point to your hubris.
Whenever challenged your default response is to impute a lack of “knowledge/ training/ comprehension/ scientific ability” in the challenger. Why?

You may bamboozle laymen in Barbados but to others you are a joke!

    Why?
I have already stated why. Science deals with facts. Simple factual statements seem to leave you nonplus. Most research is done by one or two persons You seem to be looking for complex answers to a simple response . I am responding as I have been trained to do as a scientist in a dispassionate way. @Dr Lucas. Not because Headly was into organic chemistry, doesn’t mean he couldn’t make a meaningful contribution to field of solar energy. If that’s what you are implying, you are wrong. The history of science is filled with a lot of polymaths. Madam curie won two nobel prizes in two different field ( chemistry and physics).

  17. @ fortyacresandamule April 14, 2020 11:41 AM

Your point is taken that polymaths do exist( I am not sure that Headley qualified for such an title). Sure ,in his position as professor he did a lot to publicize the field, All I attempting/said was that the young fellow was better placed to carry the research forward.

  18. Marie Curie was also racist.

  22. GP April 14, 2020 12:27 PM

Apparently he has a very pompous view of his own self-importance. I remember there was Barbadian student doing electrical engineering. He always came first in class until he reached University, when he discovered that he was not the brightest spark out. He constantly talked about it. This fellow Dullard has a problem with the way I deal with things on this Blog. Like the Barbadian student, he is pissed off that someone could be ” condescending” to him: thus his urge to try to belittle others( at my age he is an ass to even attempt that ploy).

Let me repeat it is a fact that most scientific works and discoveries are the effort of one or two persons (the exception being large projects in cosmology). The glaring lack of knowledge is displayed by those who try to say other wise.. That word knowledge is going to get the twerp pissed off.

  23. What this whole thing shows is again the lack of initiative by the University. A couple of weeks ago, Oxford University researchers came up with a ventilator using materials which were available locally. The ventilator was not high technology (no digital stuff consisted of bellows like machine). It said that it would place the blue print on-line so that other countries could use it. for free). Surely, the science departments at the University should have an ample supply of Tygon tubing which could be used in the manufacture of the ventilators. If the University has not got the necessary metallurgical/engineering skills, it should get help from the local polytechnic.

The role of universities is mainly one of finding and solutions and solving problems. In this respect the local University is a dismal failur

    @Hal / Robert Lucas

HAVING TAUGHT AT UWI CAVE HILL CAMPUS MY EXPERIENCE WAS THAT THE EMPHASIS WAS TO TEACH UNDERGRADUATE STUDENTS WHO WERE BARBADIANS PRIMARILY AND FROM A NUMBER OF SMALLER CARIBBEAN ISLANDS WHAT WAS IN THE TEXT BOOKS ISSUED/SOLD BY THE BOOKSTORE ON UWI CAMPUS.

IT WAS THOUGH A CONTINUOUS FLOW FROM HIGH SCHOOL WHERE STUDENTS HAD TO READ BOOKS, LISTEN TO LECTURERS/TUTORS AND THEN REGURGITATE BY PASSING EXAMS BASED ON THEORY.

THE STUDENTS WHO COULD CRAM/REMEMBER BEST GOT THE BETTER GRADES WHILST OTHERS STRUGGLED.

FOR THERE TO BE ANY PRACTICAL WORTHWHILE KNOWLEDGE IT WAS LEFT TO THE LECTURER/TUTOR TO USE THEIR OWN INITIATIVE.

SEEMED TO ME THAT THE UWI CAVE HILL ROLE WAS TO BRING IN NUMBERS AND COLLECT $$$.

MOST UWI CAVEHILL GRADUATES ARE NOT PRACTICAL IN THEIR STUDY AREAS AND HAVE PRIMARILY THEORETICAL KNOWLEDGE.

HOWEVER BECAUSE THEY COME OUT AS UWI GRADUATES BAJAN MASSES GIVE THEM THE BENEFIT OF THE DOUBT AND TREAT THEM AS ALL KNOWING WHEN MOST ARE NOT ANY BETTER THAN WHEN THEY LEFT HIGH SCHOOL IN TERMS OF BRINGING REAL PRACTICAL VALUE TO SOCIETY.

COUPLE TO THAT MOST OF UWI LECTURERS/TUTORS ARE OLD SCHOOL WITH LITTLE OR NO PRACTICAL INDUSTRY KNOWLEDGE BUT TEACH SOLELY STRAIGHT FROM TEXT BOOKS AND NOTES THEY HAVE MADE OVER THE YEARS SO THE STUDENTS ARE STUCK IN THEORY WITH LITTLE OR NO PRACTICAL TRANSFER SKILLS FROM THEM.

I FOUND IT TO BE EXTREMELY DIFFERENT FROM MY EXPERIENCE IN THE US WHERE MOST OF MY PROFESSORS WHEN I WAS A STUDENT MOSTLY CAME FROM INDUSTRY AFTER MANY YEARS PROFESSIONALLY AND BROUGHT TO THE CLASSROOM REAL WORLD KNOWLEDGE PASSED ONTO STUDENTS ALONG WITH THE TEXT BOOKS INFORMATION. WE ALSO DID INTERNSHIPS AS UNDERGRADUATES IN VARIOUS INDUSTRIES FROM YEAR 3 – 4 (JUNIOR – SENIOR) BEFORE GRADUATION.

THIS IS LACKING AT UWI CAVEHILL CAMPUS.

HENCE MY VIEW THAT UWI CAVEHILL CAMPUS IS NOT A TEACHING COLLEGE BUT A THEORETICAL COLLEGE.

  24. @ Robert

This is your field. But, according to Kuhnian history of science, paradigm shifts take place because of one outlier (ie Stephen Hawking, Einstein, Newton, Copernicus, et al), rather than team work. Collective work is done within the paradigm, but the paradigm shift, the scientific revolution. Even Nobel Awards recognise the work of the individual.
I am not a scientist, but I cannot see how collegiality can work in an environment of conjectures and refutations. By definition, even if there is a consensus that something is wrong with one theory, how best to refute it will be a problem. Philosophy tells us so.
The notion of team work, collegiality, is a business school concept that has spread out like a virus.

  25. @ Baje

I cannot speak to your experience, and I am not a graduate of UWI, what I can say is that from their interventions in economics you are absolutely right. I believe that now retired Frank Alleyne talked (even if not taught) from his 1960s memory.

  26. @ Baje April 14, 2020 12:54 PM

Sounds like the engineering courses at St. Augustine. The only practical courses there were the sugar technology and the food technology courses. Things have not changed. When I was in the USA, Prof Labbe the world renown expert on Clostridium perfringens was in the lab next to the one I was sharing with Prof. Levin. These men did not put on airs and had written books and worked in industry

  28. WHEN I TAUGHT IN THE US AT COLLEGE AS AN ADJUNCT PROFESSOR MANY OF MY STUDENTS WANTED TO HAVE THEIR OWN ONLINE BUSINESSES.

HOWEVER MOST DIDN’T HAVE PROGRAMMING SKILLS IN JAVA SCRIPT OR C++ ETC.

DURING THE SEMESTERS THAT THEY TOOK MY CLASS I WOULD GIVE THEM A PRACTICAL PROJECT WORKING IN 3 PERSON TEAMS TO DESIGN AN ECOMMERCE WEBSITE PROMOTING PRODUCTS THEY HAD AN INTEREST IN JOINTLY.

DUE TO THE FACT THAT I WAS AWARE THAT THERE WERE A NUMBER OF COMPANIES OFFERING ECOMMERCE ONLINE MARKETING PLATFORMS WITH NO NEED FOR PROGRAMMING SKILLS WITH EXCELLENT FREE TEMPLATES.

SINCE THE UNDERGRADUATES NORMALLY DID TWO SEMESTERS WITH ME BEING 2 DIFFERENT COURSES, I WOULD HAVE THEM FIRST SEMESTER DO THE ECOMMERCE PROJECT OF DESIGNING AND LAUNCHING A BUSINESS ON THE INTERNET BY THE END WHICH GAINED THEM 40% OF THEIR FINAL GRADE.

THE SECOND SEMESTER WOULD BE ON DESIGNING AND MARKETING A FACEBOOK STORE FOR THEIR BUSINESS LAUNCH. AGAIN BEING 40% OF THEIR FINAL GRADE.

THEY ENJOYED IT AND LEFT MY TWO COURSES WITH PRACTICAL HANDS-ON ALONG WITH THE TEXT BOOK KNOWLEDGE.

THE TWO ECOMMERCE PLATFORMS THAT CAN BE USED BY BARBADIANS TO DESIGN AN ECOMMERCE WEBSITE WITH ONE NOW HAVING A 90 DAY FREE TRAIL PERIOD BECAUSE OF THE CORONAVIRUS WITH NO NEED TO REGISTER BY CREDIT CARD. AT THE END THEY CAN REGISTER WHICH STARTS FROM I BELIEVE UNDER US$30 A MONTH WITH WEB HOSTING AND DOMAIN NAME INCLUDED AND HAS THE ABILITY TO INTERFACE WITH THEIR FACEBOOK, AND LATER EBAY AND AMAZON SELLING IF THEY WANTED TO PURSUE.

THE TWO ECOMMERCE THAT BAJANS CAN USE TO CREATE FOR THEIR ONLINE BUSINESS WITHOUT PROGRAMMING SKILLS AND EASY TO USE TEMPLATES TO ADD CONTENT:

https://www.shopify.com/ (90 DAY FREE TRAIL PERIOD / NO CREDIT CARD NEEDED TO SIGNUP)

https://www.3dcart.com/ (15 DAY FREE TRAIL PERIOD / NO CREDIT CARD NEEDED TO SIGNUP

  29. lot of rubbish here about UWI.

    i WENT TO UWI TOO
BUT WHEN THE GOVERNMENT OF BARBADOS AND THE DOCTORS WERE FIGHTING ABOUT THE IMPLEMENTATION OF A NATIONAL HEALTH SERVICE I APPROACHED THE THEN PM AND EXPRESSED MY VIEW THAT THIS WAS NONSENSE AND PRESENTED MY IDEAS—————WHICH CAME INTO VOGUE ON SEPTEMBER 1 1985

EVEN THE GREAT USA DOES NOT HAVE AS COMPREHENSIVE NHS AS WE DO THAT REACHES TO THE WHOLE POPULACE

ROBERT LUCAS WENT TO UWI TOO
LOOK AT WHAT HE HAS DONE!

UWI CAN TAKE YOU A CERTAIN DISTANCE

STUDENTS MUST ADAPT AND USE THE BASIC EDUCATION OR TEACHING OREXPOSURES AND USE IT AS I AND ROBERT LUCAS HAS DONE

BTW A LOT OF UNDERGRADUATE TRAINING IN THE USA CAN NOT MATCH UWI AT ALL
MANY BAJANS WHO STRUGGLED AT HIGH SCHOOL AND AT UWI WENT TO THE USA AND ENGAGED IN THAT MORASS

NOTE I TEACH UNDEGRADUATES IN THE USA
    NOT IMPRESSED WITH THE STUDENTS

    STOP THE UWI BASHING

  31. @ Hal April 14, 2020 1:08 PM

I don’t know about it not being your field but being widely read, you have hit the nail on its head. It is as you put it, always the outlier who does the work that results in the break throughs. For example Dirac and anti-matter, Cohen with GM recombination,. As you have stated paradigm shifts take place because of one outlier (ie Stephen Hawking, Einstein, Newton, Copernicus, et al), rather than team work.
What you have said about some of the persons on this Blog is true.

The UWI under graduate program was great in its in-depth knowledge back in my day. I do not know about these days. I say that despite in many areas ( engineering the lack of practical experience). I have always told people to ensure that their children do their first degree at UWI and then go else where if they care to( for the in depth knowledge).

  33. @ Robert

Some time ago UWI was exploring the idea of opening a campus in the UK. An association of UWI graduates asked me to talk to Vice-Chancellor Harris and a meeting was arranged in London.
In the meantime, I sent some notes suggesting a soft launch (ie no bells and whistles, but courses that will appeal to Caribbean enthusiasts) ie. law, which would appeal to the many black UK lawyers who would love to be admitted to the Caribbean bar; a certificate, diploma, degree and post-graduate degree in Caribbean studies, etc) and add courses as you go along. It was an open door.
The idea was that the Brits would not feel threatened and will just ignore this new boy on the block. But I got the impression they wanted to punch above their weight with medicine, etc. Can you believe the Brits will allow UWI to establish a medical school in the UK without a challenge?
This year for the first time the Bank of England has granted Jamaica a licence to open a digital bank; if they have objected to the idea of a bank for so many years, what do you think they will say about a medical school with graduates being entitled to practice in the UK.

MY UWI EXPERIENCE HAS BEEN IN THE LAST 15 YEARS NOT 40 YEARS AGO SO BUSINESS AS USUAL CHURNING OUT NUMBERS.

LET ME GIVE YOU THIS EXPERIENCE I HAD BEFORE TEACHING THERE.

YEARS EARLIER I EMPLOYED A FRESH UWI GRADUATE TO WORK FOR ME.

HE FIRST JOB AND WAS A GRADUATE IN THE SCIENCE FIELD.

UPON STARTING WORK HE PROCEEDED TO TRY TO IMPRESS HIS FIRST WEEK IN HOW I SHOULD RUN THE BUSINESS WITH NO PRACTICAL EXPERIENCE ONLY A PAPER QUALIFICATION AND THEORY IN HIS HEAD.

AFTER LISTENING TO HIM AND HIS ANNOYING SELF ENTITLEMENT I FIRED HIM AT THE END OF FIRST WEEK AND TOLD HIM TO WORK FOR GOVERNMENT AS THE SUGGESTIONS HE MADE DIDN”T MAKE SENSE AND THE BUSINESS WOULD FAIL.

THIS INEXPERIENCED FOOL WAS PERSISTING THAT I FOLLOW HIS ADVICE EVEN THOUGH I HAD BUILT A BUSINESS BEFORE FROM SCRATCH ABROAD AND KNEW WHAT NEEDED TO BE DONE WHICH WAS TOTALLY CONTRARY TO HIS SUGGESTIONS.

HE WAS SMART THAT HE TOOK MY ADVICE AND WENT AND WORKED FOR GOVERNMENT UNTIL THIS DAY.

I WENT ON AND BUILT A REGIONAL COMPANY.

SO BY THE TIME I WAS APPROACHED YEARS LATER TO DO SOME PART TIME TEACHING AT UWI CAVE HILL I RECOGNIZED THE SYSTEM IN PLACE AND WHAT HE WAS ACCUSTOMED TO AND WAY OF THINKING.

I CAN ASSURE YOU THAT IF I HAD GRADUATED FROM UWI IN MY FIELD WOULD HAVE HAD TO LEARN FROM SCRATCH IN THE US.

TODAY I CONSULT TO SEVERAL OF THE LEADING US MULTINATIONAL COMPANIES.

THIS IS NOT UWI CAVE HILL BASHING BUT A NEED TO RECOGNIZE THAT THERE MUST BE A DRASTIC CHANGE GOING FORWARD BECAUSE I BELIEVE THE WORLD WE KNEW HAS CHANGED DRAMATICALLY.

BARBADOS WITH THIS PANDEMIC WILL NOT BE ABLE TO FALL BACK AND DEPEND ON TOURISM FOR QUITE A WHILE SO MUST MOVE AWAY FROM THEORY AND BECOME MORE PRACTICAL.

I AM NOT INVOLVED IN MEDICINE BUT CAN ONLY SPEAK IN THE AREA OF BUSINESS AND SCIENCE WHICH I WOULD HAVE BEEN IN DIRECT CONTACT BOTH AT THE UWI CAVE HILL CAMPUS AND IN THE US.

THERE IS A REASON AMAZON, MICROSOFT, GOOGLE, DELL AND MANY MANY OTHERS ARE HEADED BY AMERICANS.
