In 1776, the United States of America (USA) declared its independence from Britain, and there was war. France joined the USA in 1778, and attacked British interests in the Caribbean the following year. The French captured St Vincent and Grenada, and there was general panic in Barbados that we would be next.

On 16 June 1779, Spain joined France in the war, hoping to reclaim Gibraltar and the island of Minorca from the British. The Spanish quickly blockaded Gibraltar, hoping to starve the defenders.

Barbados was defended by about 22 coastal forts, which could easily be overpowered if Barbados was invaded. On 26 July 1779, Barbados’ legislature voted to construct a defendable fort. A hill called Mount Charity, in the parish of St George, was selected for the construction of Fort George.

On 10 October 1780, a Category 5 hurricane struck Barbados, with wind speeds estimated as high as 200 mph (by comparison, Hurricane Dorian was 185 mph). It destroyed all forts, and every building in Barbados was damaged or destroyed. It resulted in the deaths of an estimated 4,326 people in Barbados. It also caused about 9,000 deaths in Martinique from the 25 ft storm surge (Dorian produced a 23 ft surge).

On 1 June 1781, the French captured Tobago. On 14 August 1781, the French navy informed George Washington, that they were travelling from the West Indies to Virginia, with a fleet of 29 warships and 3,200 troops.

On 28 September 1781, the combined USA and French forces had a major British force trapped at the coastal town of Yorktown, Virginia. After a few weeks of heavy bombardment, the British surrendered on 17 October 1781, which was a decisive defeat. Approximately 8,000 British troops were captured, and the 29 French warships returned to the West Indies.

On 19 August 1781, a combined French and Spanish force invaded the island of Minorca. The island had a fort which had been massively strengthened to survive a siege for one year. The combined force started bombarding the fort on 11 November 1781. The British lasted 3 months before surrendering on 4 February 1782.

In January 1782, twenty-nine French ships, with about 8,000 landing troops, sailed to invade Barbados. They were to join 18 ships already anchored off Barbados. However, a strong wind blew them away from Barbados, so they captured St Kitts instead. By February 1782, the only Caribbean islands that remained in British possession were Barbados, Antigua and Jamaica.

On 25 May 1782, the British troops at Gibraltar started digging siege tunnels and underground galleries in the limestone rock. On 18 September 1782, a grand assault of Gibraltar by French and Spanish forces (60,000 men and 49 ships) decisively failed to defeat the 5,000 British defenders.

On 3 September 1783, a final peace agreement was signed between Britain and the USA, France, and Spain. The Barbados Assembly met that same day and decided to abandon further construction of Fort George, rather than raise new taxes to complete it. The main reason was that they “could not discover its utility”.

What Were They Building?

From 1741, the Royal Military Academy started teaching the scientific principles of gunnery and fortifications. Therefore, the final design of Fort George would likely have been informed by at least four events. The destruction of forts in Barbados by the Great Hurricane of 1780, the successful bombardment of Yorktown in 1781, the successful bombardment of Minorca’ fort in 1782, and the successful defence of Gibraltar in 1782.

Perhaps the reason why the Assembly could not discover the utility of Fort George, was because its main asset was a military secret. We are still discovering secret military installations in Barbados. In 2011, the secret troop movement tunnels were discovered by accident at the Garrison. So far, approximately 10,000 ft (3 km) of tunnels have been identified.

This year, the general public learnt of a massive underground building at Fort George. It comprised a series of majestic arches, and was large enough to house many people and supplies. The coral-stone masonry work was exquisite, and the arches were reinforced with two rows of brickwork. It appeared to be in very good condition.

The building seemed to be the British’s solution to a shelter that could survive a Category 5 hurricane and military bombardment, and be finished for use by a Governor. Thus, Barbados seemed to have constructed the first, and only known masonry military bunker on this planet. No record of a military bunker was found in the historical record until approximately 150 years later, where it would be made of concrete.

Approximately one month ago, the Barbados Water Authority ordered the complete destruction of this priceless international treasure. There is a heavy price to pay for rewarding political supporters with managing our public services. We are normally on the losing end of their skills. But sometimes, so is the entire world.

    I understand that the type of amnesia which afflicts John is unfortunately widespread in Barbados. It is a very damaging cognitive dysfunction and while I grieve for what John has endured, I will cease making excuses for his behaviour.
    Elombe worked hard to root out this historical amnesia from the Barbados Museum & Historical Society in his day, but it still seems well entrenched at the Barbados National Trust.
    Take a look at the sign at Cotton Tower:

    This blatantly dishonest and misleading interpretive signage at the Cotton Tower Signal Station is a transparent tissue of lies and half truths.
    No “enemy troops” of any nationality posed a credible invasion threat to Barbados in 1819. The British Navy had decimated both the French and Spanish naval fleets at Trafalgar fourteen years before and they had not recovered. Britain had achieved a final decisive victory in the Napoleonic wars only four years before and was unchallenged in the Caribbean. Moreover, Cotton Tower overlooks the reef bound St. Joseph coastline, from which direction a foreign naval invasion would have been utterly impossible. It is a transparent lie to pretend that Cotton Tower was intended to “defend against invasion by enemy troops.”
    “Civil disorder” is a slimy euphemism for the real reason for this military installation: it was built to suppress uprisings of enslaved people who struggled under inhumane oppression.
    The Cotton Tower signage needs to point out that it was opened just three years after the Bussa led rebellion had shattered the complacency of the plantocracy and their illusion that enslaved Bajan people did not have the spirit for revolt. It needs to be explicit about the desire of the planters and local militia to get signals to the British regiment at the Garrison so that they could speedily dispatch heavily armed regular troops to supress any further revolt of enslaved Bajans. The signage needs to make it clear that the “small apertures in the walls” are embrasures which give a 360 degree field of fire for the occupants of Cotton Tower, creating a killing field in every direction of approach.
    The fact that these signal stations “were used for non-military purposes” is irrelevant to their design, construction, and survival: the non-military purposes required only a naked flagpole which would have long since rotted, fallen, and turned to dust. The sole reason that Cotton Tower survives is that it was designed and constructed as a military killing machine aimed explicitly at the enslaved population.
    I’ve wrote a letter to the Barbados National Trust about this a few days ago but I won’t hold my breath for a response. It is almost two hundred years since this threatening little monstrosity was erected: are we so weak and insecure that we can’t handle the truth about it in 2017?

    It may have been used by the WWD as a cistern also!!

    The Governor’s house is long gone, possibly a victim of the 1831 hurricane or the 1843 earthquake!!

    That’s what can sometimes happen when you build without codes.

    The flagstaff for signaling is also gone.

    Perhaps the Signal Station was a part of the communication network built by the British Army to communicate with Speightstown where American Privateers often raided during the American War of Independence and where there was a Fort, probably moved with the earth to please!!.

    Here is an excerpt from Schomburgk, written c.1848

    “In the King’s Library at the British Museum, is a plan of Fort George on Mount Charity in Barbados, by Thomas Walker, Lieutenant of the 65th Regiment, dated February 9th, 1782, and dedicated to Major-General Cunninghame. A part of the
    fortifications were then finished, and the grand bastion bad been commenced and was at that time seven feet high (it was intended to be twenty-two feet in height).

    The Governor’s house and a large magazine were built.

    The pillar for the flagstaff then erecting was to be fourteen feet high, and by seeing all the horizon to windward, speedy alarms could be raised and signals conveyed.

    A well for the supply of water had been sunk twenty fathoms.

    The fort when finished was to be mounted with twenty-two pieces of cannon, besides others which were intended to be put on the top of the hill. At that time six brass and five iron twenty-four pounders, two iron eighteen-pounders, two brass and two iron twelve-pounders, making in all eighteen guns, had been got up.

    The fort is nearly central between Bridgetown and Oistin’s, and fourteen acres of ground belong to it.

    This piece of folly, which cost the country enormous sums, lies now in ruins.”

    It is interesting to note that Samuel Rouse, President of the Council, died in 1780 and is buried in the Rous Vault at Halton in St. Philip with his Quaker ancestors, including perhaps the step daughter of George Fox!!

    His wife followed him in the 1790’s.

    I hope the powers that be don’t get it in their heads to move a bit more earth in St. Philip to please!!

    Codes perhaps needed to prevent imminent disasters?


  5. What did we really expect the ‘authorities’ would do?? These are the same ‘authorities’ that provide 4 (or 5?) BRA outlets to service a population of nearly 300,000 people for Income Tax, land Tax, Vehicle Licences & Stickers, etc….. while STAFF work ‘short’ hours …. with usually late opening, 3 of 6 cashiers open at a time, mass lunch hours instead of staggered, etc…… come on, folks…. these ‘authorities’ are content with mediocrity and will resist any new innovation…. will be satisfied with poor service, employees operating in slow-motion and similar attributes….ONCE THEY ELECT THEM!! Don’t expect much to change quickly…. we move S-L-O-W…. and we are proud of it.

    Until I found the reference in Schomburgk to a magazine I thought it was a cistern like everyone else.

    When I first saw the physical structure in my early Sunday Hikes I was told it was the original WWD reservoir.

    By then the steel tank was up.

    Unless someone can find something else that is a magazine logic suggests that is what it was from the beginning.

    WWD then probably used it as a cistern.

    In a country which depends on tourism and has so few available attractions, this structure would have become one of the top attractions. The folly is just amazing.

    It is good that the water cistern theory is being challenged. Storage of water does not require such a complicated structure…

  18. Most of our ancestors, Quaker and slave, were buried in unmarked graves in fields on many plantations.

    Sometime those fields are easily identifiable from their names.

    There is a report on Historic Sites from 1910 (!!) listing not only Fort George as one, but also detailing some of the marked burials from the 17th century around Barbados.

    It seems logical that the marked graves serve to mark an area as a burying ground.

    The marked burial of Samuel Rouse at Halton from 1784 is one such area that is worth preserving and perhaps dowsing .. or GPRing

    Often when the earth is moved to please, the remains of our ancestors are also moved and scattered!!

    From what I have read of the Quakers, death was viewed as the beginning of life eternal.

    However they were fully aware of the concept of sacrilege!!

    That’s what has been going on routinely for as long as we have been independent.

    Be aware that the mountains of earth will contain the mortal remains of our ancestors, slave and Quaker.

    The Villages is built on possibly two old plantation burying grounds.

  21. It happened at Port St. Charles with the Amerindian pottery.

    Probably happened on other occasions but it isn’t something we get much of here.

    I know it should be a regular occurrence because of the burying grounds I can say exist.


  22. I have also heard of occasions where hman remains are found in excavation and are hurriedly swept under the carpet because of the delays possible.

    Also, I am sure the developers of a housing area are not going to want future buyers to know they will be living on dead people!

  25. I just spoke to the contractor who demolished this priceless treasure. He explained that the building was so well constructed, that it resisted all normal attempts to demolish it. It was as solid as hard rock.

    This meant that the structure behaved as I would expect a Structural Engineer to design it. This would be to distribute impact loads throughout the building to the foundations. This was an engineering/architectural marvel in more ways than one.

    This was built at at time when the Architect/Engineer was the same person. The structure was the art. After this time, the architect would concentrate on the art while the Engineer would concentrate on calculating the strength. There was so much to learn from this wonderful building.

    The building also demonstrated the quality of work that slaves could produce when outside of the plantation. This was not a slave hut, where funds were limited. This demonstrated what was possible when you gave our foreparents quality materials and time away from the slave master. The workmanship was exquisite.

    Since the building could not be demolished like any normal building, he had to resort to construction methods used when excavating through solid hard rock. He used the heavy hammer. With significant effort, he managed to demolish the structure.

    The building resisted until the end. It survived generations of colonial rule, major hurricanes, earthquakes, and misuse. It could not survive the extreme political supporter, but it went down fighting.

    I would say yes!!

    Got to be strong to keep out incoming fire!!

    Built underground, weakest point will be roof so arches got to be there in support.

    Once America was lost Britain lost the tax revenue from trade.

    No point continuing with its construction.

    Samuel Rous was president of Council at the time and came from a long line of Quakers.

    Buried in the Rous Vault at Halton in 1784.

    That vault will mark the burying area on the plantation where slaves and other Quakers were buried in unmarked graves.

    Practical common sense business people …. no way Barbados was paying for the folly, Britain could go ahead, but not Barbados.

    The coastal forts from the 17th century were flimsy affairs as though there was nothing really to defend.

  34. I still don’t believe that somebody actually found that interesting structure and demolished it without calling in the experts. Who is responsible? That’s what i’d like to know.

    David is right. There should be clear guidelines on what to do when encountering such..

    What is strange is that the GOB should have had a 12 or 16 acre site to deal with so why on earth would they need to interfere with the magazine?

    Two reasons come to mind.

    First, the GOB no longer owns 12-16 acres, somebody else does and that somebody was unwilling to donate the land or have it acquired!!

    Second, the bricks were the object of the demolition.

    The week suggests the decision to destroy the remaining half had to be elevated to the top.

    If that is the case, heads should roll, the minister responsible should be demoted and Sir COW relieved of his title!!

    I looked at the map and I can recognize Lane who owned what became Lower Birneys Plantation, Barrow who owned Upton Plantation and Birney (Barney) who owned Hanson Plantation.

    Birney bought out Lane and that seems to be why Lower Birney’s got its name, Like Lower Greys … believe it or not there was an Upper Greys too!!

    The cartroads make sense and the fields (hatched) make sense.

    It isn’t an accurately surveyed map just an impression of the finished product.

    Artist or Architect/Engineer, perhaps one in the same.

    Whoever drafted it had a very good eye for the lay of the land.

    A fourth Fort George was an encampment built on Staten Island around 1777 in the area of St. George, Staten Island, likely Fort Hill.[3]

Briefly named Fort Clinton and finally Fort George, from 1895 to 1914 it was the site of the Fort George Amusement Park, and is now the location of George Washington Educational Campus and part of Highbridge Park.   40. Fort George at Lake George in New York predates Fort George in Barbados by about 20 years.

    From its plan it looks as if it was the model for the one here in Barbados.

    Would have been a nice hook for tourists from the New York area who are military history buffs!!

    Pity it was blown up and obliterated for a few bricks, and not even in a war!!

    Sir COW and the minister achieved what the entire French army and navy never could!!

    PLT, if you look carefully at the elevation in the drawing you will see what looks like the spot where the flag staff would have been placed, looks like the British Army were into signaling long before Fort George was built here.


  41. Fort George in New York was built after the massacre at Fort William Henry nearby and its destruction by Montcalm.

    “Following the 1757 siege, the French destroyed the fort and withdrew. While other forts were built nearby in later years, the site of Fort William Henry lay abandoned. In the 19th century, it was a destination for tourists.

    James Fenimore Cooper wrote the book “The of the Mohicans” based on what happened at Fort William Henry.

    Since George was the name of the English king at the time, many forts were called Fort George. They were individually designed to take advantage of the unique location characteristics, including topography and geology.

  43. If you look at the perspective and section of the one built in 1755 in New York, perhaps you can see the arches we saw when the magazine was demolished here.

    The actual fort/bastion seems to have been built on top of the magazine which would make sense as it would have provided “armour” against plunging fire.

    The support structure of the roof of the magazine and ground/floor of the fort above ground would have been exceptionally strongly built because not only was it designed to support the structure above it also was to avoid collapse and penetration by incoming fire.

    HMS Hood lasted 3 minutes under the plunging fire of Bismark.

    Since Fort George in New York was destroyed in the war of the American Revolution it is fair to assume that when the British begun Fort George here it was being built to an even stronger design specification.
