I recently attended a conference on medical marijuana, in order to become more informed on the current state of knowledge.  For the past 3 decades, I have found discussing marijuana use to be an emotional subject for some, which rarely ends well if there is disagreement.  Nevertheless, into the octagon I go.

The Bible teaches that God made all living things, and declared them to be good.  The herb has a purpose, regardless of whether we understand that purpose or not.  The Bible teaches that certain plants were created to be our food.  The supporting Biblical passage follows.


“And God said, “See, I have given you every herb that yields seed which is on the face of all the earth, and every tree whose fruit yields seed; to you it shall be for food.”” (Genesis 1:29)

Research of the marijuana plant has found many health benefits.  Therefore, why is it illegal to have this useful plant?  The simple answer is that good things can be misused.

Our youth need parental guidance, especially during their teenage years when they are going through puberty.  One of the side-effects of puberty is that our teenagers tend not to appreciate the consequences of their actions.

As teenagers get used to their new feelings, they seek excitement.  During this critical stage of their development, it is the responsibility of adults to: guide our youth towards responsible exciting behaviours, restrain them from irresponsible exciting behaviours, and help them avoid harm from responsible but risky exciting behaviours.

The promise of excitement from sex, drugs, and alcohol has proven too much for many youth.  In our attempts to protect them, we have specified a legal age before which our youth cannot consent to sex, or purchase alcoholic beverages or addictive drugs.

Teenagers have gotten around our legal restrictions on drugs and alcohol, by getting irresponsible adults to obtain them.  Where teenagers cannot find an adult to lead them astray, they have misused other products, like the dangerous practise of inhaling fumes of paints, glues and cleaning products.

The hope of all responsible adults is that teenagers will also grow into responsible adults, who will properly guide the next generation of vulnerable teenagers.  Most teenagers make it through puberty, either scathed or unscathed, and become responsible adults.  However, not all transition at the same time.

Adults who become addicted to harmful behaviours, delay their responsibility to positively guide the next generation.  If they delay until they are elderly, then they may be less effective.

There are no legal restrictions on the sale or use of paints, glues or cleaners.  This is because teenagers that used to inhale the fumes of these products, quickly stopped that lunacy when they became adults.  All adults will likely discourage teenagers from that dangerous practise.  The same cannot be said for marijuana.

At the marijuana conference, the doctors generally agreed that smoking marijuana was not recommended.  Unfortunately, many adults have encouraged vulnerable teenagers to follow them in burning the marijuana plant, and then inhaling its smoke.  It is only because of such irresponsible actions by adults, that the benefits of the marijuana plant are not legally available to us.

In their attempts to protect their youth, the US has made possession of the marijuana plant a federal crime.  They are so desperate to protect their youth, that they have threatened to damage the trading capacity of countries that do not also treat it as an illegal substance.  Since we rely on international trade, we have no choice but to follow the US in making it illegal.

We cannot ignore the threat to Barbados’ economy, so we must respect the US’ position.  However, we should not make criminals out of people who use or misuse the plant.  Therefore, Solutions Barbados policy is to treat it as a traffic violation, like speeding, and fine those in the chain of possession.

Growers would be fined based on the value of the herbs they cultivated, distributors would be fined based on the value that they distributed, and consumers would be fined based on the value that they had in their possession.  Therefore, each person in the chain of possession can calculate their likely fines, and decide whether participating in the marijuana trade is worth the risk.

Admittedly, Solutions Barbados’ policy could be misinterpreted as a clever attempt to legalise and tax marijuana through fines, for the purpose of tricking the USA to avoid the threat to Barbados’ economy.  Since any fine under 100% can be reasonably considered a tax, Solutions Barbados proposed a fine of 10 times the street value of the offence to completely remove the idea of a tax from consideration.

    Did u know the USA’s largest trading partner is Canada, and in Canada cannabis is Federally Legal? Further several US states have legalized Marijuana. So against the wicked weed personally, you have found a) doctors recommendations on consumption methods b) trade angle to support your own beliefs, the fear the USA may punish us.
    And have avoided much investigation on medical uses in its many forms. I have a 7 yo neighbour, who suffered from seizures. Many a day. Doctors had her on a full gamut of medications, she improved, but still had daily seizures. Her mother heard about using an extract from a specific strain of marijuana. (0% THC content) The young girl hasn’t had a seizure in 18 months. Voodoo science? I don’t know, but it works.

    Miller: Our policy on Marijuana was published 4 years ago. It has not changed. Further, I have never smoked it, and did not sow any ‘wild oats’.

    NO: We have no difficulty with regulating medical marijuana. Some of it is already legally available in Barbados. The problem is that there are many other benefits that we cannot use because of the irresponsible actions of a few.

    Your argument against the herb is simplistic at best, and moralizing at worst. Not your finest intellectual hour I might add. The medical profession concensus on smoking weed (not a healty habit) is no difrerent from a myriad of other things. Sugar addiction is worst than marijuana addiction in my opinion. Moderation is key in everything you do in life. Plus there is an emerging concensus regarding the benefits of medical marijuana.

    States across USA is now making billions from the plant. Yes! the same substance the federal government classified as illegal. Talk about contradiction and hypocrisy at the same. I thought we were a sovereign country.

    A profound statement. this country seems not to have learnt a lesson from the 2008 world financial melt down. Instead of diversifying the economic pillars, consolidation around tourism seems to be the order of the day. Singapore is an example of what can be achieved with hard work.: instead a” wuk-up” syndrome has over taken this country.

    @David. While the fear maybe be reasonable and justified, I think it has been blown out of proportion. I am pragmatic from an economic perspective when it comes to the issue of cannabis, especially, the medicinal side of the business. A lot of caricom states are moving progressively on this matter, why should we be any different. Jamaica is way in front on this already.

    @Dr Lucas.Trinindad is the only caricom state with a relatively diverse economy ( nothwithstanding the large role the enegy sector). Most of the rest survive on tourism ( especially visitors from the USA) and financial services. Our economic model is precarious at best and suicidal at worst.

    So it is just the “irresponsible actions of a few” that are stopping you from calling for the complete decriminalization of marijuana?

    What about treating the excess usage of cannabis by that ‘irresponsible few’ as a health issue just like alcoholism?

    If you were even reasonably honest in your moral judgments you would be proselytizing for marijuana be treated just like it is done in the case of the production, importation, sale and consumption of the range of alcoholic beverages found on the retail-shop shelves in ‘holy Christian’ Barbados.

    Why not call for a ban on the consumption of alcohol in Christian Barbados as it is done in most Islamic-controlled countries?

    That should put an end to a major slice of your country’s foreign exchange problems!

    Before you talk of medical marijuana, legalization or decriminalization, you must first go into the jails and among release all of those who were arrested for possession/use; seal/expunge the records of those who were jail/arrested for possession.

As a young ‘igrunt’ schoolkid in 2nd-3rd Form days in the 60’s…. the one thing constantly preached by our Geography teacher, which I understood even at that young age, was the saying that you “don’t put all ya eggs in one basket”….. for some reason successive governments have been making a mockery of this logic…… Lord help us if we ever get ‘hit’ by a hurricane and de tourists stop and find somewhere else…..!!!

    Tanzania’s albinos are being ‘hunted down like animals’ as greed for money and influence drives families to turn on their own loved ones in a trade allegedly fuelled by some of the country’s most powerful people.

    It is believed albino body parts will bring a person wealth, or luck – and for that, people are willing to pay as much as $3,000 or $4,000 for a limb, or as much as $75,000 – about £50,000 – for the ‘full set’, a whole body.
    People with albinism are regularly attacked by people who chop their limbs off – an act which either leaves them severely mutilated, or dead.

    ‘In a country like Tanzania, which is the 25th poorest in the world, the only people with that kind of cash are politicians or wealthy businessman,’ he said.

    But whoever they are, those buying the witch doctors’ wares are clearly powerful.

    Only 10 people have ever been brought to trial for their part in albino attacks or murders – but not one of them was a ‘buyer’.

    ‘The only people who have been convicted are the witch doctors and the hired killers,’ said Peter.

    ‘But they would never name the customer – even when the witch doctor is given the death sentence. Never has a customer been named.’

    There are, campaigners know, times when more albino attacks take place. And they know, with the general election coming up in October, now is one of the most dangerous times to be an albino.

    The UN warned political campaigners were turning to witch doctors to help them win election back in August.

    According to John K. Thornton, Europeans usually bought enslaved people who were captured in endemic warfare between African states. AFRICANS HAD MADE A BUSINESS OUT OF CAPTURING AFRICANS FROM NEIGHBORING ETHNIC GROUPS OR WAR CAPTIVES AND SELLING THEM.

    Slavery may seem like a relic of history.     (CNS) – Officials from the Federal Bureau of Investigations (FBI) have reached out to the Government of Barbados to provide training assistance to members of the Royal Barbados Police Force (RBPF) in the fight against crime.

    The offer has been welcomed by Attorney General and Minister of Legal Affairs, Dale Marshall, who also requested that training assistance be extended to the Force’s Financial Intelligence Crime Unit (FICU) and the Fraud Investigations Unit (FIU), where possible.
    Marshall made this request during a courtesy call with US Ambassador, Linda Taglialatela; Legal Attaché from the U.S Department of Justice Federal Bureau of Investigation, James Dempsey; Director of the Narcotics and Law Enforcement section of the US Embassy, Jeannette Juricic; and Economic/Commercial Officer at the US Embassy, Rachel Meyers, at his office earlier this week.

    Marshall admitted that the 32 murders committed so far this year were a “tremendous concern” for Government, as some of the cases were quite “horrific”.“I welcome your offer, and encourage you to pursue it,” he said.

    However, noting that the police were best suited to indicate what tools they needed, the Attorney General pointed out that government was equally concerned about corrupt practices in this country.

    He added that if there were opportunities for training in stemming corruption that could be offered to police, it would help to root out such “sophisticated” cases, as the investigative capacity in the FICU and the FIU needed to be enhanced.

    Dempsey noted that discussions with the Commissioner of Police included seeing how FBI agents could work with, and teach members of the RBPF new practices, which they could employ in the crime fight.

    “We live here, so we have a vested interest, so we are happy to provide the training,” he said, noting that a number of police officers had already benefited from training through the FBI National Academy.

    In addition, Juricic noted that the team would be able to engage more with local law enforcement personnel with the passage of the new financial crime legislation.

    Ambassador Taglialatela also acknowledged that there was a need for more training in the area of financial investigations.

    “It would be good to have your investigators work with our IRS (Inland Revenue Service) people because the cases would go much quicker,” she suggested.

    Issues pertaining to human trafficking and other matters were also discussed during the visit.

    A first of its kind study led by the Centre for Addiction and Mental Health (CAMH) published in the journal JAMA Psychiatry has found elevated levels of a protein involved in immune function and associated with chronic stress and anxiety in the brain of young long-term cannabis users.

    This study was funded by a grant from the U.S. National Institute of Mental Health.

    “Cannabis is the most commonly used illicit drug in the world but we know very little about the impact it has on the brain, especially in young users whose brains are still developing until the age of 25,” said Dr. Romina Mizrahi, lead author and Senior Scientist at the CAMH Research Imaging Centre, and the Campbell Family Mental Health Research Institute. “These findings are an important step forward, but more studies are needed to better understand the role of cannabinoids and neuroimmune signaling.”

    Using a Positron Emission Tomography (PET) tracer developed at CAMH, this is the first study to investigate whether there is an association between cannabis and neuroimmune function in the brain. Specifically, the study found elevated levels of a brain protein – called ‘TSPO’ – associated with higher levels of stress and anxiety in young long-term cannabis users compared to young non-cannabis users.

    The study does not prove a link between long-term cannabis use and stress and anxiety because it is not yet known why there are elevated levels of TSPO in the brains of young cannabis users. Dr. Mizrahi says the next step in future research is to see if TSPO normalizes following cannabis abstinence, and if stress and anxiety levels also return to normal after young people stop using cannabis.

    “We are hoping we can replicate and expand this finding to further evaluate if this biomarker goes back to normal levels after people abstain from cannabis use” said Dr. Mizrahi.

    CAMH experts participated in the development of the Lower-Risk Cannabis Use Guidelines – an evidence-based tool that helps people understand the risks associated with cannabis use. CAMH’s Youth Engagement Team has worked to adapt the guidelines for young people and has created a pocket-sized guide for youth that uses a conversational tone to help explain the health and safety risks of cannabis and 10 recommendations to reduce these risks.
